The decline of the world's fisheries and the inability of traditional management frameworks to maintain them, has led managers to adopt alternative management frameworks. The use of dedicated access privileges have often been shown to have varying popularity among factions within the commercial fishing industry and managers. Here, we examine commercial fishers' preference for alternative management frameworks in the context of a unique multispecies fisheries of the Florida Keys. By surveying commercial fishers, we find that that the size of operation plays no role in affecting fisher perception regarding dedicated access privileges. Furthermore, fishers who are organized are less likely to support dedicated access privilege frameworks. Overall, we do not find enough support in the fishing industry for the implementation of dedicated access privileges in the Florida Keys. These findings can provide inputs in developing effective management plans in the region. 相似文献

New Zealand's quota management system (QMS) was introduced in 1986 to enhance the sustainability of New Zealand's fishery. This paper examines trends in quota and catch share concentration across a range of important fish stocks. It demonstrates that continuing concentration is occurring in the ownership of quota for deepwater species. At the same time there has been an increase in participation by small scale fishers in the inshore fishery. This appears to be driven by the introduction of the Annual Catch Entitlement (ACE) regime, allowing annual catch shares to be accessed at reduced transaction cost. 相似文献

Scholars and fishermen alike view the privatization of fishing rights as a fundamental driver of social change in fishing communities. This article presents the results of a mixed-methods ethnographic study in Kodiak, Alaska, exploring how fisheries privatization processes remake fishery systems. Findings from this study suggest that a diverse range of fishery participants share core values about the social dimensions of fishery systems. Support or opposition to past privatization processes tended to be articulated in reference to how these core values (e.g., hard work, opportunity, and fairness) were perceived to have been strengthened or eroded by such processes. Data from this study suggest that while still widespread in the Kodiak fishing community, core social values in fishing may be changing as a result of privatization processes. Although ethnographic and survey data showed a range of perspectives on the effects of privatization on fishing and the Kodiak community, study participants tended to talk about privatization as a significant change that had divisive, negative impacts in the community. Crew members and the next generation of fishermen were identified as disproportionately affected by privatization processes. Ethnographic data detail important shifts in the power, status, and livelihoods of crew members. Nearly all Kodiak fishery participants interviewed expressed concern about the future of fisheries access in the community for the next generation, in large part because of the substantial financial barriers to entry generated by privatization of fisheries access. Many discussed the need for more entry-level opportunities necessary for access in all fisheries. 相似文献

In 2007, an Individual Fishing Quota (IFQ) program was introduced to the valuable red snapper (Lutjanus campechanus) fishery in the US Gulf of Mexico. This study assessed the current perceived scale and causes of red snapper discarding in the Gulf in recent years within the commercial reef fish fishery, according to commercial fishermen. Data were collected through interviews, which took place with fishermen in April and May 2010, and which were unexpectedly halted due to the Deepwater Horizon oil spill that occurred in late April 2010. Results suggest that for those fishermen fully participating in the IFQ program, snapper discarding has decreased since program implementation. For those not fully involved in the program (e.g., due to participation costs), discarding has likely since increased. 相似文献

In 2012, the North Pacific Fishery Management Council initiated the process of designing a new management structure for the Gulf of Alaska trawl groundfish fleet. The new program is currently structured as a catch share program and driven by the need to end the ‘race for fish’ and provide the trawl fleet with the tools to reduce bycatch. To date much of the discussion among policy makers and stakeholders has centered on community protection measures and how best to avoid the negative social and economic impacts of catch share programs including impacts to crew, consolidation and the flight of quota and resource wealth from Gulf of Alaska fishery dependent communities. This paper examines how community protection measures related to the distribution of benefits and access to fishery resources are considered and challenged in the North Pacific today. Special attention is given to the ongoing debate surrounding the potential inclusion of an initial allocation to place-based Gulf of Alaska communities via a Community Fishing Association. As part of this effort, this paper examines the political space and underlying power dynamics in which consideration of alternatives to the commodification of fishing rights occurs. 相似文献

The literature on catch shares is dominated by analyses of programs in developed countries. To address this research gap, this paper identifies and discusses programs in developing countries. The paper also investigates differences between countries that have and have not implemented programs across a number of relevant dimensions, including governance and resource value, and characterizes the relationship between catch share type (e.g., quota-based or space-based systems) and the species characteristics. The paper identifies programs in about 20 percent of coastal and developing countries and finds that countries with catch shares have higher governance rankings, stronger economies, more valuable fishery export industries, and fewer people employed in fisheries. For example, the average governance effectiveness rank is 38.7 for all coastal and developing countries and 60.8 for countries with quota-based fishing rights. Species managed under quota-based systems are also found to have the potential for strong recruitment externalities. The results support ideas from the fisheries economics literature on the pre-conditions that are more likely to lead to the adoption of a catch share program. 相似文献

ITQs offer environmental and economic benefits, including better conservation of a fish stock and greater profitability for fishers. With some limitations, they achieve fairly good alignment between the profit incentive and stewardship objectives. Nevertheless, critics have objected to ITQ schemes because of such factors as the “armchair fishing” phenomenon, unfairness to the public (the owner of the fish), economic and social damage to remote communities, and increased concentration within the fishery. Economists generally dismiss these as distributional issues rather than matters of efficiency or economics, but economic principles are clearly not the only factors that may require attention or action from a government or regulator. This paper proposes an intervention that addresses these concerns within the context of an ITQ scheme. The intervention does not reduce the permanence or values of ITQs, and therefore retains the benefits that ITQs are designed to deliver. Nevertheless, the intervention addresses the criticisms identified above. Modifications of the intervention may enable additional goals and benefits to be achieved as well. 相似文献

A Dutch pilot study of fully documented fisheries provided the opportunity to observe actual changes in fishing behaviour under catch quota management (CQM). Interviews with fishers in the pilot study aided in interpreting the results and giving insight in the decision making process and reasoning of fishers. The CQM pilot study entailed a fleet of small and large demersal vessels. For these vessels, all cod catches were counted against quota, including catches of individuals below minimum landings size. To obtain reliable catch data all vessels were equipped with electronic monitoring (EM) systems. These systems recorded videos of all fishing and processing activities on board. In return, fishers received a 30% quota bonus for cod and were compensated with more flexibility on effort regulations. It was hypothesized that vessels in the CQM will (i) increase their landings by 30% according to their quota bonus, (ii) increase the use of gear with large mesh size, and (iii) change effort towards fishing locations with high catch rates of large cod and avoid areas with high catch rates of undersized cod. The results showed that CQM had no effect on fishing behaviour of the small vessels. In contrast, large vessels significantly increased their cod landings (216%) and avoided undersized cod. This difference in response of different fleets suggested that implementation of CQM, for instance in the context of the European Common Fisheries Policy, should consider fleet characteristics. It seemed that larger vessels in this study more easily adapted their behaviour to new management regimes and that the quota bonus opened up new fishing strategies, that were not envisaged during the implementation. 相似文献

The European Union has established a framework to achieve or maintain good environmental status in the marine environment by 2020. The Marine Strategy Framework Directive requires the application of the ecosystem approach to the management of human activities, covering all sectors having an impact on the marine environment. However, fisheries in the Mediterranean are far from a systematic implementation of an ecosystem-based fisheries management (EBFM). Aiming to address this issue, this study explores the potential of the relationship between daily yield by vessel (landings and income by species) and vessel position (known via vessel monitoring system) as a tool for fleet management. This approach is possible due to the current dynamics of Mediterranean fleets, with vessels returning daily to the harbour where landings are registered as weight and income by vessel. Moreover, vessels of >15 m total length have been compulsory monitored by VMS since 2005. A bottom trawl fleet that operates in the northwestern Mediterranean was chosen to develop this approach. Different groups of trawlers were identified, which could be linked to the strategies displayed by the fishermen that were mainly driven by the target species dynamics. Accurate knowledge of the fishing targets driving the fleet dynamics and of the fishing strategies at the vessel level (i.e. fishing ground habitat where the fishing pressure is exerted and corresponding landings) are shown to be a feasible tool for fleet management. 相似文献

Fisheries management around the world has experimented with regulations to promote privatization, in order to reach such multifaceted goals as ending overfishing and reducing economic inefficiencies. This review surveys a wide range of empirical experiences in different contexts around the world to help provide a fuller picture of potential and sometimes disparate consequences from privatization in general and new ways of organizing around fishing that can follow in the wake of such measures. Looking at the many different participants in the fishing industry—from crew, small-boat owners, to households and communities—as well as the diverse sociocultural contexts in which fishing takes place, enables a better understanding of who and what is impacted, how they are impacted, why and with what further consequences, such that communities come to be seen less oppositional to economy, but rather constituted by multiple scalar processes and by economic relations comprising different motivations and behaviors. 相似文献

This paper compares the management of recreational fisheries for pink snapper (Pagrus auratus) in the inner gulfs of Shark Bay (Australia) and the closely related red sea bream (Pagrus major) in Sagami Bay (Japan). Fishing and other factors have resulted in population declines of these species in both regions. In response, fishery managers have employed contrasting management, more conventional catch controls in Shark Bay and stock enhancement in Sagami Bay. Although recreational harvest levels were higher than commercial levels in both fisheries, the driving mechanisms are comparatively different due to historical, social, economic and political issues in the respective locations. 相似文献

In a recent commentary, Pauly and Zeller disagreed with the Food and Agriculture Organization's interpretation of its global capture fishery production records, arguing that trends were distorted by unreliable statistics in some countries. They criticized FAO for not having used their “catch reconstructions” in the 2016 State of the World Fisheries and Aquaculture (SOFIA) report and questioned the interpretation and significance of FAO's aquaculture production statistics. In this paper, we refute their claims and demonstrate that their critique is based on fundamental misunderstandings caused by mixing up statistical metrics and using simple normative explanations to interpret highly complex datasets. We explain how FAO maintains, curates and updates the only validated source of global fisheries landings, describe our capacity building projects and activities underpinning the annual updates for the over 231 different sources of fisheries data, and clarify such updates include dialogues with member countries to improve and revise present and historical records. FAO will continue to work closely with member states, IGOs, NGOs, academia and civil society, to further improve fishery and aquaculture databases, while calling on states to make renewed efforts to improve data quality. It also welcomes research efforts that contribute to the improvement of statistical data which are critical to the sustainable management of fisheries and aquaculture. 相似文献

New Zealand's quota management system (QMS) was implemented in 1986 to address problems caused by a regulated open entry management system in place for the previous two decades. Excess capacity in the inshore fisheries caused several stocks to become depleted and conflicts to intensify between fishing sectors. The allocation of individual transferable quota (ITQ) was viewed as the best way to improve efficiency within the over-capitalised inshore fisheries and provide incentives for developing the deepwater fisheries. The expected benefits of the QMS fit with the political climate at that time, as the government was using market forces to address the deteriorating economy. This article outlines the results of a research project that involved four medium to large-sized, highly vertically integrated New Zealand seafood firms. The purpose of the project was to identify these firms’ sources of competitiveness in export markets and the process the firms used to develop sources of competitiveness, while adapting to rapid and radical changes to the political and business environment and transformation of the fisheries management system. The project's results show that the basis to seafood firm competitiveness is the security of supply to the fisheries resource provided by the QMS and aquaculture legislation. The project also outlines the role that government policies have in sustaining firm- and industry-level competitiveness. This article contributes to the broader discussion on the application of ITQ and other types of long-term access rights to the management of fisheries and does not express the views of the Ministry of Fisheries. 相似文献

Attributional LCA, which monitors specific production systems in steady state conditions, is increasingly used in fisheries to assess the environmental profile of fleets and seafood supply chains. However, this approach is not pertinent to assess the environmental consequences of (large scale) policies. In contrast, consequential LCA (CLCA) has been successfully implemented in other sectors to assess the expected changes in environmental impacts of a given production system and other (marginal) production systems that may be affected in response to changes driven by policy or strategic decisions. CLCA commonly combines LCA with economic models to simulate the interactions occurring between the analysed systems. However, the use of these models may not be the most appropriate approach to follow for fisheries. Hence, it seems feasible that CLCA should be combined with stock prediction tools rather than with economic models, to determine how changes in stock sizes and quota restrictions may cause variations in the environmental impact of fishing fleets. 相似文献

Despite refinement in scientific methods of setting total allowable catches (TACs), the choice of values is affected by uncertainty that arises as a result of incomplete information and the behavioural intentions of resource users, among others. In this context, this paper promotes ‘anchoring’ – which is a subject of behavioural economics and is generally practised in decision-making when faced with uncertainty – as an approach to TAC setting. We estimate a set of anchor points for nine demersal species by employing two modelling scenarios, the first using catch-and-effort data and the second only catch data collected from the demersal trawl fishery. A non-parametric test yielded no significant difference between the sets of anchor points generated from the two models. It is hoped that the use of anchoring would constitute a proactive management approach that could serve as a mechanism of promoting knowledge integration and effective communication, developing mutual trust, and improving management outcomes in the future. 相似文献

For a better understanding of the phosphorus dynamics and bioavailability in temperate climates, sequential chemical extraction techniques were used to study sediment P-pools distribution and relative importance in a eutrophicated estuary.Results indicate a shift in importance from the iron-bound P fraction to the CaCO3-bound P fraction with increasing salinity, which suggests a decrease in bioavailable P from the most inner part of the estuary seaward, as the CaCO3 associated P is believed to be less available for organisms. Salt marsh plants also influence sediment P speciation, through higher organic P fractions (mainly humic acid associated P) when compared to non-vegetated sediments. The ratio of iron-bound P to iron-oxyhydroxides may be used as an indicator of P availability, since it reflects the number of available P sorption sites in the metal oxides. This ratio was lowest in the intermediate zone of the estuary (13.7) when compared to the outer site (29.6) and the upper site (26.1), suggesting saturation of sorption sites. Co-incident with this, the intermediate site is characterized by the occurrence of macroalgal blooms during summer. In the present case, superficial sediments in the Mondego estuary do not show a clear seasonal trend, either in total amounts of exchangeable P or P speciation. Pools of exchangeable P in the surface sediment were 30 times higher than the annual net-export of P (14 ton year−1) from the estuary. The annual P release from the sediment appears diminutive in comparison with the pool-size. Management measures to reduce nutrient input into coastal water systems should therefore consider that phosphorus availability may persist as a result of sediment supply, even after reducing the external point sources. 相似文献

Methods for detecting regime shifts in large marine ecosystems: a review with approaches applied to North Pacific data 总被引:1,自引:0,他引:1
This note provides a brief review of five analytical methods previously used or promoted for diagnosing regime shifts in marine ecosystems. The methods discussed are: (i) principal components analysis, (ii) compositing average standard deviates, (iii) autoregressive moving average and intervention analysis modeling, (iv) vector autoregressive process modeling, and (v) Fisher information. Assessments of the relative strengths and weaknesses for the different analytical approaches are also offered. Some of these methods are applied to a collection of fishery oceanographic time series for the N. Pacific to illustrate aspects of their relative utility and limitations for diagnosing regime shift behavior. One recommendation for future studies is to analyze biotic and abiotic time series separately in order to identify ecosystem state variables of interest and to better isolate ecosystem behaviors from other influences like environmental change. Methods that allow for quantitative assessments of the statistical significance of hypothesized regime shifts should be favored over those that do not. Analyses of especially large collections of time series may benefit from first using a data compression technique and then applying one of the methods that are more appropriate for just one or a small number of time series. Because of the difficulties in observing and adequately documenting many aspects of marine ecosystem variability, it is crucial that future research attempt to combine empirical studies of large marine ecosystems with theoretical and modeling studies of other systems for which the dynamics and predictability are better understood. With such a comparative approach it should be possible to refine conceptual and simulation models, while also identifying crucial gaps in existing observations. 相似文献
