The objective of this paper was to investigate and illustrate how insights gained from experience managing human activities in order to protect North Atlantic right whales (Eubalaena glacialis) along the heavily industrialized east coast of North America might be applied in the Arctic, where bowhead whales (Balaena mysticetus) face some of the same risks as right whales. The reduced extent and thickness of sea ice and the resultant longer open-water season have major, complex implications for the Arctic marine ecosystem. Increased maritime ship traffic and commercial fishing in the Arctic are bound to affect bowheads and Native (indigenous) hunting communities who depend on whales for subsistence and cultural identity. Bowheads and right whales were greatly depleted by commercial whaling in the 19th and early 20th centuries. While the Western Arctic bowhead population has been recovering steadily in recent decades, North Atlantic right whales remain highly endangered because of persistent lethal and sublethal vessel strikes and frequent entanglement in commercial fishing gear. Entanglement can be transitory or persistent, with debilitation lasting for months before the animal finally succumbs. Vessel strike and fishing gear trauma has been documented in bowheads, but at a much lower rate than in right whales. Initiatives intended to mitigate the impacts of ship traffic on North Atlantic right whales have included speed limits and routing changes. Those meant to reduce the incidence and severity of entanglements include the modification of gear design and gear deployment practices. Management measures need to be considered in advance in the Arctic in order to minimize the risks to bowhead whales as shipping and industrial fishing expand in the Arctic with ice retreat.  相似文献

Ocean noise levels are thought to be increasing as a result of major growth in global shipping activity, but data quantifying those changes are limited in space and time. As an alternative approach, this study examines the current and future maximum noise capacity of three segments of the global commercial shipping fleet: container ships, oil tankers, and bulk carriers. It shows that continued growth in the number of ships, the quantity of goods carried and the distances traveled could increase the maximum noise capacity of the global shipping fleet by up to a factor of 1.9 by 2030, with major growth in particular in the container and bulk carrier segments. Thus, in the absence of operational or manufacturing changes to such ships, the contribution of commercial shipping to ambient ocean noise levels can be expected to dramatically increase.  相似文献

The key enabler of international trade, shipping is heavily reliant on fossil fuels and responsible for approximately 2% of global carbon emissions. For the sector to reduce its emissions in line with climate change objectives, a wholesale transition is required from the current carbon intensive shipping system to one with a lower climatic impact. Drawing on the multi-level perspective from the socio-technical transitions literature, this paper focuses on two technological developments which could reduce the emissions from shipping – slow steaming and wind propulsion. Outlining the landscape changes which may hinder or support the incorporation of each of these innovations into the broader shipping regime the paper shows how slow steaming has been accommodated within this regime, in response to high oil prices and the economic downturn. In the longer term it concludes that additional policy measures may be required to ensure slow steaming persists should landscape pressures reduce. Oil prices, and the environmental agenda, are driving the development of wind propulsion, but more needs to be done to support those companies which seek to demonstrate and commercialise modern incarnations of the original pioneers of the seas.  相似文献

The recent Haven, Braer, Aegean Sea and Sea Empress incidents have highlighted the need for protective measures against the risks posed by the shipping industry to the UK coast. This is particularly the case in the vicinity of environmentally sensitive areas. The principal objectives of this paper are to investigate the state of environmental management of tanker traffic in the UK by putting the geography of shipping into its environmental context. Regional traffic levels, accident rates, oil spills, and their potential consequences upon the environment have been summarised via a risk assessment which also considers coastal sensitivity. An assessment of measures available at international level then sets the scene for a review of marine traffic management schemes in operation around the UK. The state of management and its approaches are also discussed and a number of recommendations put forward during marine conferences in the last welve months are considered.  相似文献

Studies from South Pacific Islands, some of which are uninhabited, as well as eastern Australia and New Zealand, show that discarded plastics are a significant pollutant of shorelines and adjacent coastal and oceanic waters. Environmental impacts include: death and/or debilitation of wildlife through entanglement and ingestion, reductions in quality of life and reproductive performance, hazards to shipping and possibly health, and a vector for the introduction of alien taxa that may endanger island ecosystems or traditional seafood resources. This material is also aesthetically distasteful.Blame for this pollution has been placed largely on indiscriminate disposal of plastic by vessels at sea. However, there is a growing appreciation that much shoreline litter has urban sources reflecting inadequate disposal practices as well as recreational visitors. Increasing population pressures and shipping activities around the region will lead to ever-growing quantities of unsightly plastic litter on shorelines of the region and experience elsewhere suggests this could be to the detriment of tourism.The problems need to be addressed through the Convention for the Protection of the Natural Resources and Environment of the South Pacific Region with common regional management policies developed similar to those now in place for the Caribbean. These should focus on waste disposal practices and identification of sites suitable for land-fill operations as well as development of port reception facilities. Alleviation of the problems may also come from Annex V of MARPOL and the London Dumping Convention, but ultimately the solutions will have to be regional in character and involve education sensitive to local cultures.  相似文献

Conventional sectoral management and piecemeal governance are considered less and less appropriate in pursuit of sustainable development. Ecosystem based marine spatial management (EB-MSM) is an approach that recognizes the full array of interactions within an ecosystem, including human uses, rather than considering single issues, species, or ecosystem services in isolation. Marine spatial planning and ocean zoning are emerging concepts that can support EB-MSM. EB-MSM is driven by high-level goals that managers aim to achieve through the implementation of measures. High-level goals and objectives need to be translated into more operational objectives before specific targets, limits and measures can be elaborated.Monitoring, evaluation and adaptation are necessary to ensure that marine management measures are both effective and efficient. Solid monitoring frameworks are the foundation of adaptive management, as they provide the necessary information to evaluate performance and the effectiveness of management actions. Marine protected areas (MPAs) - possibly set up in networks - constitute a key component in EB-MSM policies and practises and have been applied as a cornerstone in conservation of marine biodiversity, management of fish populations, development of coastal tourism, etc. Moreover, MPA experiences have provided methods and concepts (such as zoning) to a wider EB-MSM context. The assignment of values to biophysical features of the marine environment allows the direct assessment of related management choices and may assist EB-MSM.A range of monetary valuation techniques have been proposed to reduce attributes of goods and services to a single metric. However, in the marine environment such an approach is often over simplistic, and thus less reductive techniques may be necessary. Rather than producing a single metric, the results of non-monetary assessments guide policy allowing weight to be given as necessary to potential areas of conflict and consensus.Strategies to take into account climate change effects and geohazard risks in EB-MSM have been applied or proposed worldwide. EB-MSM regimes must be alert to such risks and flexible to account for changes.  相似文献

Platform-based open ocean aquaculture (or mariculture) is a fledgling industry with a unique set of risks and uncertainties. In the past two decades, several commercial and experimental platform-based mariculture projects have been launched in the United States, however, all these projects failed or were abandoned because of operational problems or legal issues. The oil and gas infrastructure in the Gulf of Mexico is well suited for mariculture systems as these platforms are large, sturdy and long lasting, and designed to operate in the offshore environment. The purpose of this paper is to discuss the costs and benefits of a open ocean aquaculture industry in the Gulf of Mexico with particular focus on platform-based aquaculture. The opportunities for the use of idle oil and gas structures for open ocean aquaculture are limited, but the reuse of previously removed structures may have more promise.  相似文献

Tongans have a long history of interaction with humpback whales (Megaptera novaeangliae) ranging from imbuing whales with religious and cultural significance to commercial exploitation, originally through hunting and later through whale watching and swimming activities. Excessive commercial harvesting, mostly outside of Tongan waters, means that the number of humpback whales in the Oceania region remains low despite a ban on commercial harvesting since 1978. Concurrently, the opportunity for fee paying tourists to swim with this endangered population is a significant source of income for the Kingdom of Tonga. The Ha'apai island group has until recently experienced only a low density of whale focused tourism compared to the Vava'u island group, but it is showing signs of significant expansion. Photographs of the animals using the Ha'apai region identified a maximum of 331 unique individuals over the period 2006-2010, which generated 26 resightings of 22 individuals. In light of the low whale numbers and the industry expansion it is an appropriate time to implement a precautionary management system in the region. This is particularly important if, as suggested here, individual humpback whales are moving through all Tongan waters meaning management changes in one area impact on the entire population. Options to minimise the impact on these animals include limiting the number of licences issued for Ha'apai and zoning activities to ensure that there are areas closed to whale watching/swimming that can act as a refuge for the animals.  相似文献

Ports and shipping operations are under increased environmental scrutiny in Australia, particularly as so many of Australia's ports and shipping routes are located in or near major environmentally sensitive areas. The environmental risks involved have been highlighted by the publicity given to shipping accidents. Environmental regulations over aspects of port operations, including ballast water management, dredge spoil and waste reception, are also becoming stricter. While port authorities have adopted stringent environmental guidelines, they remain concerned that the full impact of proposed new environmental regulations on maritime industry may not be fully understood. This paper discusses some of the issues involved with achieving a balance between environmental protection and the need to recognise the importance of seaborne trade to Australia and to maintain Australia's competitiveness in international trade.  相似文献

Non-indigenous species (NIS) can create significant risks when introduced to foreign ecosystems. One of the many vectors facilitating the global transport of NIS is ballast water, and as commercial shipping increases so does the threat of ballast water-mediated introductions. Despite Canadian regulations, consistent with international guidelines put forth by the International Maritime Organization in the early 1990s, ballast water remains a potential vector for the introduction of many NIS to Canadian marine ecosystems: there have been no new introductions in the Laurentian Great Lakes Region since 2006, yet marine ecosystems continue to see the introduction and establishment of NIS. This paper details and analyzes the development of Canadian ballast water management (BWM), in the context of marine ecosystems, and identifies issues therein. BWM in Canada has a number of management gaps that have persisted since large-scale BWM began in the late 1980s. These include BWM exemptions for vessels not exiting the North American continental shelf, and limitations of effectiveness of mid-ocean exchange as the predominant management method in marine ecosystems. In addition, ballast water regulations for the Canadian Arctic may require additional consideration as the Arctic will likely continue to see an increase in both warming and commercial shipping in the future, thereby increasing the potential risk of NIS. In order to adequately protect all Canadian marine ecosystems, it is recommended that the current BWM regime: fill gaps in management to help prevent further introduction and spread of NIS; focus equally on both marine and freshwater regions, and; look to other aggressive BWM strategies such as those being developed by the state of California.  相似文献

The environmental impacts generated by shipping operations have increasingly become an important research topic, where its pollutants often pose negative externalities to natural habitats and economic losses to coastal areas. While the environmental impact costs generated by shipping disasters, notably large scale accidental oil spills, have been widely studied, hitherto, works dedicated to the assessment of environmental impact costs of pollutants generated by routine shipping operations remain scarce due to their relatively implicit nature and thus delays of consequential risks. Hence, by proposing an economic model and calibrating it to Port of Rotterdam, this paper assesses the environmental impact costs generated by routine shipping operations on ports. By shedding light on this important, but under-researched, issue critical to the well-being of the global shipping industry, this paper provides a decent framework for further research in sustainable shipping and port management for future generations.  相似文献

Direct shipping across the Taiwan Straits has been restricted since 1949 for political reasons. Goods for cross-Straits trade must be transshipped via a third place, such as Hong Kong or a Japanese port. Since commercial activities across the Straits have become increasingly prosperous in recent years, the demand for direct shipping across the Straits is growing critically important and attracts great attention from all sectors. Businessmen who are involved in cross-Straits trade have criticized the higher costs and longer transit time of transshipment. This article explores possible solutions for shipping directly across the Straits. It discusses the mode of negotiation for settling the discrepancies in viewpoints between the two sides, and aims to provide a reference for governments from both sides.  相似文献

This paper examines the Arctic Search and Rescue Agreement—the first legally-binding instrument negotiated and adopted under the auspices of the Arctic Council—and analyzes its implications for the current Arctic regime. Led by the Arctic Council, the Arctic regime was established in a soft law format. However, the soft law nature and restricted mandates of the Arctic Council have limited its capacity to respond to new issues emerging from climate change, particularly those related to the exploitation of oil and gas reserves, commercial shipping through the region, effects on wildlife, and impacts on indigenous peoples' homelands and culture. The adoption of the Agreement represents a new approach for the Arctic States to respond to these new challenges. At the same time, it does not imply that a legally-binding instrument is necessarily preferable for every issue, and importantly, the new Arctic Agreement does not establish new institutional relationships, suggesting satisfaction among the Arctic States with the existing arrangements. Thus, although the Arctic regime is undoubtedly changing, this change should not be treated today as a shift from soft to hard law. What is more certain is that the Arctic Council will continue to function as a cooperative forum where the Arctic States can address these challenges, and its importance will only increase in coming years.  相似文献

This paper shows how post-oil spill management measures can affect the general pattern of fishing effort exerted on two particular species of great commercial value in northern Spanish fisheries: anglerfish (Lophius piscatorius and Lophius budegassa) and mackerel (Scomber scombrus). Data time series of catches and fishing efforts were analysed corresponding to the area and time period affected by the oil spill fishing restrictions (December 2002–June 2003) and similar previous and post-spill periods. This was done to detect shifts that could be due to either the oil spill per se or the management measures taken to minimise pollution effects. Then, analyses and simulations with Arcview GIS module FAST (Fishing Activity Simulation Tool v. 1.1) were carried out with the aim of studying the fishing effort spatial distribution. Changes were observed in the Catch Per Unit Effort (CPUE) of anglerfish and mackerel by area or fishery unit. Results show a spatial displacement of fishing effort to other fishing areas in the case of anglerfish, and the transfer of fishing effort between different fishery units in the case of mackerel. Although both effects were caused primarily by the management measures in force after the oil spill, they are considered side or collateral effects. The management measures that have to be taken after any disaster should also consider these kinds of ancillary effects as well as evaluating the likely positive or negative impact of these side effects.  相似文献

Over the next several decades, arctic marine mammals will face threats from six areas of human influence: climate change, environmental contaminants, offshore oil and gas activities, shipping, hunting, and commercial fisheries. This paper reviews these factors, the nature and magnitude of the threats they pose, current scientific understanding and management of those threats, and the potential for effective conservation action. Climate change, offshore oil and gas activities, and commercial fisheries likely pose the greatest threats. Addressing the combined effects of all six factors, however, will be particularly difficult but essential to prevent declines beyond those that have already occurred.  相似文献

Lebanon is a key region in understanding the development and evolution of seafaring infrastructure and shipping, providing one of the richest and most continuous maritime archaeological records in the Mediterranean. Recent geoarchaeological work at Beirut, Sidon and Tyre has underlined the significance of studying this historical archive and the importance of preserving archaeological resources for the future. Shipping represents a threat as a vector for the transfer of non-indigenous marine species through the discharge of ballast water and biofouling of vessels’ external structures and internal piping. While considerable attention has been given to the management of ballast water, there currently exists no international legal instrument with which to control biofouling.A number of existing legal mechanisms may be applicable in the context of coastal States’ rights under international law. However, existing mechanisms are insufficient to regulate all aspects of the biofouling problem to ensure comprehensive management of the issue. There is, therefore, a need for the development of a comprehensive international agreement to address this gap. The issue of biofouling on international vessels has now been included on the work programme of the International Maritime Organisation (IMO). As a contribution to discussions on how to address this particular issue at an international level, this article provides an analysis of the options available through the IMO to address this issue.Having defined the specific “threat scenario” with regard to hull fouling, the article will consider: (i) the international legal framework that has been established to regulate the harmful impacts of international shipping; (ii) the range of practical measures that are available to manage biofouling on vessels; and (iii) international legal options available to States to address the threat of biofouling posed by international shipping.  相似文献
