In the past decade, the European Commission has developed the Marine Strategy Directive and the Maritime Policy. Both policies aim at governing the marine environment; yet the two policies have a differing signature in policy formulation and implementation. From a fisher's perspective these policies present a change in institutional setting; major policy measures no longer descend from the EU Common Fisheries Policy alone, but increasingly are derived from general environmental policy developments. In this paper, the policy arrangement approach is used to analyse the differences between the two maritime policies, and the way in which they can affect fisheries management.  相似文献

In the Northeast US fishery managers have attempted to control marine recreational fishing mortality through annual adjustments to the number and/or size of fish that can be kept. These measures, with a few exceptions, have generally failed to prevent recreational fishing mortality rates from exceeding annual target levels. In this study, we show that one of the reasons why keep limits may have failed is that a substantial number of anglers obtain little value from being able to keep self-caught fish. Our findings are based on a telephone survey administered to marine anglers in all of the coastal counties in the Northeast US in 2004/2005. To evaluate the importance of keeping self-caught fish, we provide estimates of the size of the marine angling population in the Northeast US that keeps fish for food or income and also for those that fish primarily for recreation and place little or no value on keeping fish. Demographic characteristics of the two groups of anglers are compared statistically and differences related to consumption of self-caught marine resources and to health warning advisories are discussed. We also estimate the size of the Northeast US angling population that relies on their self-caught marine resources as a cost-saving food source or as a supplement to household income. This information could improve the effectiveness of fisheries regulations and the ability of policy analysts to predict how anglers might be affected by proposed fishery management actions.  相似文献

The emerging ocean energy industry, which seeks to utilise waves and tides to generate electricity, is developing in many jurisdictions. The UK, and Scotland in particular, is strongly interested in these technologies, and has made considerable efforts to reform its marine governance processes to better meet the needs of innovative new marine industries. This paper provides an industry perspective on this regulatory framework, reporting on the experiences of ocean energy project and technology developers. Semi-structured interviews with companies with practical experience with Scotland's regulatory framework provide evidence of a number of legal and regulatory challenges, as well as interesting insights into how developers are interacting with new marine governance systems. The paper details the findings of these interviews and offers some suggested directions for future research.  相似文献

In rapidly developing countries, where large sections of the population are highly dependent on marine resources, coastal livelihoods are vulnerable to sudden shocks and long-term change. National policy can attempt to mitigate this vulnerability within a multi-level framework by addressing the three aspects of vulnerability (exposure, sensitivity, adaptive capacity) through well-documented interventions. This article reviews the Indonesian policy framework for coastal and marine policy interventions that either directly or indirectly address different dimensions of coastal livelihood vulnerability. The findings show that the policy environment for addressing coastal livelihood vulnerability is heavily based on developing adaptive capacity and to a certain extent sensitivity without adequately addressing exposure, the initial cause of vulnerability. In addition, the complexities and inconsistencies within the Indonesian governmental structures, as well as more general issues of funding gaps and poor coordination, mean that policies created at national level rarely filter down to provide the intended benefits to coastal communities. It is recommended that practitioners and policymakers engage in a more cohesive and balanced approach to addressing livelihood vulnerability in coastal management by focusing more on the causes of the disease, exposure, rather than healing just the symptoms.  相似文献

Taxonomic information provides a crucial understanding of the most basic component of biodiversity – which organisms are present in a region or ecosystem. Taxonomy, however, is a discipline in decline, at times perceived as ‘obsolete’ due to technical advances in science, and with fewer trained taxonomists and analysts emerging each year to replace the previous generation as it retires. Simultaneously, increasing focus is turned towards sustainable management of the marine environment using an ecosystem approach, and towards conserving biodiversity, key species, and habitats. Sensitive indicators derived from taxonomic data are instrumental to the successful delivery of these efforts. At the base of the marine food web and closely linked to their immediate environment, plankton are increasingly needed as indicators to support marine policy, inform conservation efforts for higher trophic organisms, and protect human health. Detailed taxonomic data, containing information on the presence/absence and abundance of individual plankton species, are required to underpin the development of sensitive species- and community-level indicators which are necessary to understand subtle changes in marine ecosystems and inform management and conservation efforts. Here the critical importance of plankton taxonomic data is illustrated, and therefore plankton taxonomic expertise, in informing marine policy and conservation and outline challenges, and potential solutions, facing this discipline.  相似文献

Marine genetic resources are a subject of a growing body of research and development activities, as demonstrated by the abundance of marine patented genes reported in GenBank. Given the lack of a comprehensive legal regime for the management of marine genetic resources in areas beyond national jurisdiction, the General Assembly of the United Nations met in 2006 to discuss whether there are regulatory or governance gaps and how to address them. Besides the crystallization of the different political positions, the process is now advancing towards making a decision about whether to develop an international instrument under the United Nations Convention on the Law of the Sea (UNCLOS) for the conservation and sustainable use of marine biological diversity, within which the regulation of access to genetic resources and the sharing of benefits from their utilization has emerged as an in-dissociable issue. In order to propose concrete options to be considered for the establishment of a legal framework addressing these issues, policy-makers need to better understand the feasibility, the costs and the modalities of scientific activities undertaken, together with the actual level of commercialization of new products. They also need to be aware of the already advanced practices in place within the scientific community, especially regarding sharing of non-monetary benefits. This paper particularly highlights and discusses practical scenarios to advance in the international process, based on the approaches adopted in other regional and international regimes for the management of genetic resources and on the best practices developed within the scientific community.  相似文献

One of the main challenges of international environmental agreements is improving relevant policy actions to promote adequate environmental responses. To support the work of decision makers, recent studies have used environmental and social indicators to construct global and regional-scale indices. This study aimed to use the Ocean Health Index and the Management Ranking for Brazilian States to assess Brazil’s performance regarding the Aichi Biodiversity Targets (ABTs) for coastal and marine ecosystems. Thus, six ABTs were matched and their performance was evaluated. These ABTs focused on the following topics: pollution, fish and invertebrate stocks, pressures on coral, threatened species and their conservation, the contribution of biodiversity to carbon stocks and the national biodiversity strategy and action plan. However, although the indices used showed many pathways to explore how Brazil is performing, it is still complex to evaluate ABTs’ performance regarding coastal and marine ecosystems at a global and regional scale.  相似文献

Many marine ecosystems exhibit a characteristic “wasp-waist” structure, where a single species, or at most several species, of small planktivorous fishes entirely dominate their trophic level. These species have complex life histories that result in radical variability that may propagate to both higher and lower trophic levels of the ecosystem. In addition, these populations have two key attributes: (1) they represent the lowest trophic level that is mobile, so they are capable of relocating their area of operation according to their own internal dynamics; (2) they may prey upon the early life stages of their predators, forming an unstable feedback loop in the trophic system that may, for example, precipitate abrupt regime shifts. Experience with the typical “boom-bust” dynamics of this type of population, and with populations that interact trophically with them, suggests a “predator pit” type of dynamics. This features a refuge from predation when abundance is very low, very destructive predation between an abundance level sufficient to attract interest from predators and an abundance level sufficient to satiate available predators, and, as abundance increases beyond this satiation point, decreasing specific predation mortality and population breakout. A simple formalism is developed to describe these dynamics. Examples of its application include (a) a hypothetical mechanism for progressive geographical habitat expansion at high biomass, (b) an explanation for the out-of-phase alternations of abundances of anchovies and sardines in many regional systems that appear to occur without substantial adverse interactions between the two species groups, and (c) an account of an interaction of environmental processes and fishery exploitation that caused a regime shift. The last is the example of the Baltic Sea, where the cod resource collapsed in concert with establishment of dominance of that ecosystem by the cod’s ‘wasp-waist” prey, herring and sprat.  相似文献

Recent changes in marine policy in Panama are closely related to sustained expansion of the Panamanian economy in the past ten years. Important drivers of economic growth such as the Panama Canal expansion, tourism, and real estate development directly involve marine and coastal areas. Therefore, maintaining the quality of these environments, as well as the sustainability of the human communities that depend on them, calls for the implementation of adequate management and planning policies. In light of a complex history of marine and coastal policy in Panama, current institutional restructuring processes, and a growing recognition of the importance of marine and coastal geographies, the authors aim to document the current status of, and community response to, marine and coastal policy in Panama, analyzed in terms of three important cross-cutting sectors: tourism, fishing, and conservation. To do so, the authors introduce two case studies: one in the Pearl Islands Archipelago and one in Bocas del Toro, each with varying degrees of participation or involvement in each sector, to illustrate the range of adaptations to change occurring in coastal communities. Based on an in-depth policy analysis and the case studies, the authors suggest that there are important administrative and structural gaps in the legislation and institutions that enforce them, as well as a lack of integration across institutions. In particular, the authors highlight the lack of clear marine and coastal property regimes as an obstacle to the implementation of integrative marine policies in Panama.  相似文献

Analysis of cumulative human impacts in the marine environment is still in its infancy but developing rapidly. In this study, existing approaches were expanded upon, aiming for a realistic consideration of cumulative impacts at a regional scale. Thirty-eight human activities were considered, with each broken down according to stressor types and a range of spatial influences. To add to the policy relevance, existing stressors within and outside of conservation areas were compared. Results indicate the entire continental shelf of Canada's Pacific marine waters is affected by multiple human activities at some level. Commercial fishing, land-based activities and marine transportation accounted for 57.0%, 19.1%, and 17.7% of total cumulative impacts, respectively. Surprisingly, most areas with conservation designations contained higher impact scores than the mean values of their corresponding ecoregions. Despite recent advances in mapping cumulative impacts, many limitations remain. Nonetheless, preliminary analyses such as these can provide information relevant to precautionary management and conservation efforts.  相似文献

The Continuous Plankton Recorder (CPR) survey was conceived from the outset as a programme of applied research designed to assist the fishing industry. Its survival and continuing vigour after 70 years is a testament to its utility, which has been achieved in spite of great changes in our understanding of the marine environment and in our concerns over how to manage it. The CPR has been superseded in several respects by other technologies, such as acoustics and remote sensing, but it continues to provide unrivalled seasonal and geographic information about a wide range of zooplankton and phytoplankton taxa. The value of this coverage increases with time and provides the basis for placing recent observations into the context of long-term, large-scale variability and thus suggesting what the causes are likely to be. Information from the CPR is used extensively in judging environmental impacts and producing quality status reports (QSR); it has shown the distributions of fish stocks, which had not previously been exploited; it has pointed to the extent of ungrazed phytoplankton production in the North Atlantic, which was a vital element in establishing the importance of carbon sequestration by phytoplankton.The CPR continues to be the principal source of large-scale, long-term information about the plankton ecosystem of the North Atlantic. It has recently provided extensive information about the biodiversity of the plankton and about the distribution of introduced species. It serves as a valuable example for the design of future monitoring of the marine environment and it has been essential to the design and implementation of most North Atlantic plankton research.  相似文献
