Despite increasing attention paid to the value of marine resources, in particular marine protected areas (MPAs), their economic valuation focuses mainly on use values of ecosystem services such as fishery and tourism. Furthermore, most MPA related studies are carried out for coastal ecosystems, especially tropical coral reefs. The valuation of remote marine ecosystems is rare. The main objective of this paper is to estimate public willingness to pay (WTP) for alternative management regimes of a network of offshore MPAs in the North Sea under the Marine Strategy Framework Directive (MSFD). In a baseline valuation study carried out just before the adoption of the MSFD, beach visitors and a random sample of coastal and non-coastal residents were asked for their preferences for two alternative management options of three remote, ecologically sensitive areas with multiple use conflicts. Despite the lack of public awareness and familiarity with the offshore marine areas, a majority of 70% is willing to pay extra tax for their protection. Using a conservative value elicitation procedure, Dutch households are willing to pay on average maximum 0.25% of their annual disposable income to ban access and economic use. This serves as an indicator of what a network of remote MPAs in the MSFD is allowed to cost according to the Dutch tax payer.  相似文献

The ambitious Marine Strategy Framework Directive (MSFD) has been the focus of much marine research across Europe in the pursuit of achieving Good Environmental Status in the four European Union marine regions; Baltic Sea, Black Sea, Mediterranean Sea and North-east Atlantic. This research addresses the Strengths, Weakness, Opportunities and Threats (SWOT) of the current European marine governance structures and its relationship to implement the MSFD. Results of the SWOT analysis were acquired through a combination of approaches with MSFD experts and stakeholders including: 30 face-to-face interviews, an online survey with 264 stakeholder respondents and focus groups within each European marine region. The SWOT analysis concurrently identifies common strengths and weakness and key governance issues for implementing the MSFD for European marine regions. This paper forms one assessment within the governance component of the Options for Delivering Ecosystem Based Marine Management (ODEMM) project and presents timely issues that can be of benefit to national and European Union policy makers.  相似文献

Systematic planning for conservation is highly regarded but relies on spatially explicit data that are lacking in many areas of conservation concern. The decision support tool Marxan is applied to a reef system in the central Philippines where 30 marine protected areas (MPAs) have been established in communities without much use of biophysical data. The intent was to explore how Marxan might assist with the legally required expansion to protect 15% of marine waters, and how existing MPAs might affect that process. Results show that biophysical information alone did not provide much guidance in identifying patterns of conservation importance in areas where the data are poor. Socioeconomic data were needed to distinguish among possible areas for protection; but here, as elsewhere in marine environments, the availability of such data was very limited. In the final analysis, local knowledge and integrated understanding of socioeconomic realities may offer the best spatially explicit information. The 30 existing MPAs, which encompassed a small proportion of the reef system, did not limit future options in developing a suite of MPAs on a broader scale. Rather, they appeared to generate the support for MPAs that is obligatory for any larger zoning effort. In summary, establishing MPAs based on community-driven criteria has biological and social value, but efforts should be made to collect ecological and socioeconomic data to guide the continued creation of MPAs.  相似文献

There are two ways of assessing the costs of environmental degradation: as the costs associated with the loss of benefits resulting from the degradation of natural capital, and as the maintenance costs required to compensate for the actual or potential degradation of natural capital. The first of these methods is based on the Total Economic Value (TEV) of benefits forgone because of the depletion of ecosystem services delivered by marine biodiversity. The second method is based on the costs required to maintain a good state of marine biodiversity, one which makes it possible to deliver ecosystem services.This paper gives an illustration of this second approach. It details how these maintenance costs have been calculated in the initial assessment of the Marine Strategy Framework Directive (MSFD) in France. It addresses nine problem areas – corresponding to nine sources of environmental degradation – from non-native invasive species to oil spills. It gives a total figure for these degradation costs (around 2 billion Euros). The results are compared with those of other Member States who have taken similar approaches in the context of the MSFD. One key conclusion is that it is not really possible to make meaningful comparisons at this stage, since the methods of data collection and the nature of the costs are very different. The need to develop such assessments in a standardised way is noted.  相似文献

The EU Marine Strategy Framework Directive (MSFD) is considered to be the environmental pillar of the EU Integrated Maritime Policy, establishing a framework within which member states must take the necessary measures to achieve, or maintain, good environmental status in their marine waters. This study presents Portugal's contributions to the Directive development, describes the Portuguese institutional framework within the MSFD and, finally, highlights the opportunities and threats to the success of the MSFD implementation in Portugal. The latter entails an analysis of the Directive's long term adequacy in its link to (1) marine spatial planning, (2) climate change and (3) the economic/financial crisis. With one of Europe's largest exclusive economic zones. Portugal's interest in the MSFD is paramount. Efforts towards the approval of the final document were assured during the Portuguese presidency of the European Council of Ministers, in 2007, while chairing a thorough discussion between the Council and the European Parliament. In the Portuguese context, the Directive implementation will rely on the Water Institute as the authoritative entity, which will be responsible for coordinating all necessary efforts at the national level. The success of such process depends on a close cooperation among the institutions involved as well as on how approved measures account for long term issues. In addition, the MSFD implementation must be built on lessons learned within the Water Framework Directive, in order to be successful. Although it poses a methodological challenge to Portugal, the MSFD implementation is expected to contribute significantly to the improvement of coastal/marine conservation and management at the national level.  相似文献

The coming into effect of the Directive 2008/56/EC (Marine Strategy Framework Directive (MSFD)) will induce European Union member States to create mechanisms for managing maritime space in order to comply with the goals set out in this binding legislation. This leads one to think that marine spatial planning in various countries in the EU will be directed at complying with the Directive's environmental goals, as is the case in Spain, rather than undertaking proactive planning for developing the maritime sectors. To put the case of Spain into perspective, a review is conducted of the initiatives taken, especially in Europe and the European Union, exploring the correlations between the main focuses of the maritime sectors and the planning systems. The analysis of the Spanish initiative demonstrates how the maritime economy model and geopolitical factors explain the planning options for the marine environment. In other respects, with the coming into effect of the MSFD, a dual institutional course for marine spatial planning seems to be opening up in the EU: Integrated Maritime Policy vs. the Marine Strategy Framework Directive.  相似文献

The introduction of marine protected areas (MPAs) in Australia has resulted in an increase in the number and total area of ‘no-take’ zones. The resulting closures impact all forms of commercial and recreational fishing in and around them despite international recognition indicating that Australian fisheries were already well managed according to ecological sustainable development guidelines. Furthermore, it is recognised within Australia that most MPAs are not designed to provide protection from the full suite of known threats that can affect biodiversity and long-term ecosystem viability. By directing MPA management disproportionately towards comprehensive no-take zones that affect fishing practices that are already required by state and federal legislation to adhere to sustainability requirements, the suite of threats affecting both protected and unprotected areas can be left inadequately and/or inappropriately managed. It is shown in this paper that the modified definition of the Precautionary Principle, which was developed specifically for the MPA process in Australia, is not in keeping with accepted international definitions and guidelines for the use of precaution. It is argued that the development of a definition of precaution to justify a predetermined output (MPAs) devalues the sound use of scientific principles and diminishes the conservation outcome. Furthermore, by distracting efforts from determining and managing the full suite of recognised threats, the value of what protection is provided in Australia's marine protected areas is eroded further.  相似文献

There is an on-going process to establish Marine Conservation Zones (MCZs) in England, to form part of a coherent and representative network of marine protected areas under national and EU legislation. From 2009 to 2011, the MCZ process included strong participatory elements. Four regional multi-sector stakeholder groups developed MCZ recommendations collaboratively, in line with ecological guidance provided by the Government's nature conservation advisers. This guidance was based on Government policy principles, including that MCZs should be designated based on ‘best available evidence’. This paper analyses the multi-dimensional conflicts that emerged within the stakeholder group in south-west England, which were magnified by uncertainty about future MCZ management. In September 2011, after working through these conflicts through trade-offs and negotiations, the stakeholder groups jointly recommended 127 MCZs to Government. The process subsequently shifted to a top-down approach, with further stakeholder engagement limited to bilateral consultation. There was a concurrent shift in policy, from a broad-scale network-level focus towards single-feature conservation. A lengthy series of evidence reviews concluded that the existing evidence at the time was insufficient to progress with the designation of most sites, marking a clear departure from the policy principle of proceeding with the designation of a representative network based on ‘best available evidence’, and effectively undermining the work carried out by stakeholder groups. Though MCZ designation was originally timetabled for 2012, in November 2013 just 27 of the recommended 127 MCZs were designated in a first tranche. In the North-east Atlantic Ocean there are 550 inshore and offshore MPAs established to accomplish a high diversity of objectives, which can be classified into 24 different types of MPA designations. Only 153 of these MPAs have a management plan (MgP) --the basic tool required for an effective management. Amongst these, only 66 are actually managed, i.e. they have the staff and resources required to operate the plan. A common characteristic of these MPAs is the lack of standardized indicators of their performance. In order to address this issue, an alternative approach was developed based on the assessment of management performance using the expert knowledge and perceptions of managers operating MPAs, a universal source of information that could allow overcoming the usual gaps due to the restrictions in coverage of scientific monitoring and assessments. MgPs showed differences among countries but were homogeneous within each country, reflecting the usual top-down approach in the establishment of MPAs. Compliance with the qualitative objectives present in MgPs was higher than compliance with quantitative ones (87% versus 50%), and the MPAs that most successfully achieved their objectives were those with regular monitoring. This analysis also shows that beyond these objectives, the establishment of an MPA and the activities developed as a consequence of its creation have a positive socio-economic impact on the local human community.  相似文献

New multi-sectoral policies with a regional implementation are developed when maritime states recognise the importance of managing the marine environment under an ecosystem-perspective rather than a use-perspective. In Europe, the Marine Strategy Framework Directive (MSFD) is the first attempt to promote an integrated management of the seas from the coastline to the limit of the Exclusive Economic Zone. This paper shows that, nine years from the MSFD adoption, there remain several ecological, economic, social and governance challenges. Using information gathered in a dedicated survey of the European Union Marine Strategy Coordination Group and in the recent literature the paper identifies the obstacles preventing a successful regional cooperation and policy integration. The survey indicates that the MSFD coordination structures are, in general, well-developed but there is an apparent lack of political will to coordinate actions at the regional level. Member States request greater flexibility to implement the Directive but they put their national interests before the benefit of a coherent and integrated approach for the entire region. Differences in budget, economic sector predominance, lack of staff and the MSFD short time-scale are identified as the factors that can hamper cooperation. These have produced recommendations of possible strategies for optimising regional coordination structures which respect the subsidiarity principle underpinning the MSFD.  相似文献

Horta e Costa et al. (Marine Policy 72 (2), 2016) suggest a new way of defining marine protected areas based around an analysis of uses (primarily fishing, but also aquaculture, boating and anchoring). Whilst the authors highlight some important, we believe there are strong arguments to stick with the existing IUCN classification system and outline these in the following response. They include: the importance of having a global protected area classification system that includes both marine and terrestrial (many protected areas contain both); the challenge of generating accurate data, which would be increased by the proposals, and the multiple objectives of protected areas beyond those considered in the classification system. Furthermore, the current system was determined after a lengthy consultation process, involving hundreds of professionals around the world, and should not therefore be casually abandoned.  相似文献

Conservation success is often predicated on local support for conservation which is strongly influenced by perceptions of the impacts that are experienced by local communities and opinions of management and governance. Marine protected areas (MPAs) are effective conservation and fisheries management tools that can also have a broad array of positive and negative social, economic, cultural, and political impacts on local communities. Drawing on results from a mixed-methods study of communities on the Andaman Coast of Thailand, this paper explores perceptions of MPA impacts on community livelihood resources (assets) and outcomes as well as MPA governance and management. The area includes 17 National Marine Parks (NMPs) that are situated near rural communities that are highly dependent on coastal resources. Interview participants perceived NMPs to have limited to negative impacts on fisheries and agricultural livelihoods and negligible benefits for tourism livelihoods. Perceived impacts on livelihoods were felt to result from NMPs undermining access to or lacking support for development of cultural, social, political, financial, natural, human, physical, and political capital assets. Conflicting views emerged on whether NMPs resulted in negative or positive marine or terrestrial conservation outcomes. Perceptions of NMP governance and management processes were generally negative. These results point to some necessary policy improvements and actions to ameliorate: the relationship between the NMP and communities, NMP management and governance processes, and socio-economic and conservation outcomes.  相似文献

Stakeholder participation is vital when introducing and implementing ecosystem-based management (EBM) at any scale. This paper presents the results of a survey covering four European Regional Seas (Baltic Sea, Black Sea, Mediterranean Sea and North-East Atlantic Ocean) aimed to collect stakeholders׳ perspectives on their Regional Sea governance to implement the European Union (EU) Marine Strategy Framework Directive (MSFD). In this survey, drivers of good governance including stakeholder involvement, willingness and capacity to cooperate, efficiency, institutional ambiguity and decision-making were explored. The results indicate a clear gap in perception between the current, the ideal and the foreseen situation regarding the implementation of the MSFD. The preferences for the future governance structures vary between stakeholders and across seas although some similarities can be found. Based on the results of the survey, this paper concludes that tailor-made rather than off-the-shelf solutions will be needed to accommodate regional cooperation in the European marine environment for implementing ecosystem-based management under the MSFD.  相似文献

Large-scale marine protected areas (LSMPAs) are rapidly increasing. Due to their sheer size, complex socio-political realities, and distinct local cultural perspectives and economic needs, implementing and managing LSMPAs successfully creates a number of human dimensions challenges. It is timely and important to explore the human dimensions of LSMPAs. This paper draws on the results of a global “Think Tank on the Human Dimensions of Large Scale Marine Protected Areas” involving 125 people from 17 countries, including representatives from government agencies, non-governmental organizations, academia, professionals, industry, cultural/indigenous leaders and LSMPA site managers. The overarching goal of this effort was to be proactive in understanding the issues and developing best management practices and a research agenda that address the human dimensions of LSMPAs. Identified best management practices for the human dimensions of LSMPAs included: integration of culture and traditions, effective public and stakeholder engagement, maintenance of livelihoods and wellbeing, promotion of economic sustainability, conflict management and resolution, transparency and matching institutions, legitimate and appropriate governance, and social justice and empowerment. A shared human dimensions research agenda was developed that included priority topics under the themes of scoping human dimensions, governance, politics, social and economic outcomes, and culture and tradition. The authors discuss future directions in researching and incorporating human dimensions into LSMPAs design and management, reflect on this global effort to co-produce knowledge and re-orient practice on the human dimensions of LSMPAs, and invite others to join a nascent community of practice on the human dimensions of large-scale marine conservation.  相似文献

Particularly Sensitive Sea Areas (PSSAs) are a tool designed to protect vulnerable marine areas from vessel-source pollution through measures approved by the governing body, the International Maritime Organisation. Recent developments triggered by the proposal to designate, amongst others, a large part of the Western European Atlantic a PSSA have brought the instrument to a decisive stage. Although the proposal appears to be lawful, its implications for the concept, which this paper seeks to assess, are questionable. The significance of the instrument is at risk if it is overused. Marine planning presents considerable new challenges and opportunities for those responsible for managing the marine environment. In the UK, the Marine and Coastal Access Act (2009) provides a statutory framework for marine planning and has created a new administration responsible for its implementation. If marine planning is to be effective and achieve its stated goals it will require a pool of trained individuals who will be responsible for or will participate in marine planning. Based on data gathered during the development and delivery of an intensive professional course and a masters level programme, this paper explores the key elements of education and training required by marine planners. These include a knowledge of planning processes and national and international laws and conventions; an understanding of how marine plans can integrate with existing terrestrial and coastal plans and other management requirements; and an understanding of the marine and maritime environment, including the human activities and natural features. It concludes with a discussion of the different roles individuals may play in the planning process and thus their different training needs.  相似文献

Despite the successful establishment of marine protected areas in the Netherlands Antilles, such as Saba and Bonaire, government-led protection of the reefs surrounding Curacao has repeatedly failed. In the absence of effective state regulation, dive operations have taken de facto control over dive sites, establishing conservation through a range of private initiatives akin to what have been referred to as entrepreneurial marine protected areas (EMPAs). The paper analyses the potential of these EMPAs to regulate access and control to dive sites and good diver practices. Using data from interviews with key actors in the dive industry and a survey of tourist divers the paper shows that achieving an island wide system of EMPAs is dependent on issues related to ownership over the reef, geographical location, and market competition. The paper concludes that the viability of such a system is not only dependent on the dynamics of the local and international dive market, in which all actors pursue their own interests, but also on the establishment of meta-governance arrangements that can provide incentive-based oversight to the entrepreneurial conservation practices of dive operations.  相似文献

This paper examines the implications of environmental justice in the regime for Maritime Spatial Planning (MSP) currently developing in the European Union (EU). An ‘ecosystem-based approach’ to marine management is enshrined in the new Integrated Maritime Policy and Marine Strategy Framework Directive and forms the basis of MSP. This concept is intended to encompass all aspects of an ecosystem, including the human element. Yet the modes of including meaningful public participation in the decision-making process for MSP remain undetermined. At the same time, the Aarhus Convention (on access to information, public participation in decision making and access to justice in environmental matters) empowers non-governmental organisations to hold EU Member States to account. Consequently the issue of transparency will gain increased importance, as will linkages between human and environmental rights. Such public interest-based activism on the part of NGOs has the potential to enforce the developing framework for stakeholder engagement within MSP, but it also has implications worth considering regarding the appropriate role of interest-based organisations in the international political arena.  相似文献
