三峡库区地质灾害易损性模糊综合评价   总被引:3,自引:1,他引:2  
地质灾害是灾害危险性对承灾体易损性综合作用的结果,减灾应从减少地质灾害的发生频率和降低其易损性入手,限于目前的科学水平,人们难以改变地质灾害的发生过程,那么降低地质灾害易损性就成为减灾的重要措施,因此进行灾害易损性评价就显得尤为重要。本文以三峡库区为研究区,选取人口密度、国内生产总值密度等指标,运用模糊综合评判对其进行了定量评估。由于各指标因子在地质灾害易损性中的作用具有模糊性,因此运用模糊模型进行评价具有一定的意义。将库区地质灾害易损性程度划分为4个等级,研究结果表明,三峡库区地质灾害易损性程度总体较高。易损度较高的地区应强化减灾意识、调整人口结构以及加大防灾投入,以降低本地区的地质灾害易损性。  相似文献

Integrated risk assessment of multi-hazards in China   总被引:1,自引:0,他引:1  
Maps of population exposure, vulnerability and risk to natural hazards are useful tools for designing and implementing disaster risk mitigation programs in China. The ranking of provinces by relative risk to natural hazards would provide a metric for prioritizing risk management strategies. Using provinces as our study unit, from the perspectives of hazard exposure, susceptibility, coping capacity and adaptive capacity, this study first constructed China’s disaster risk index for five types of major natural hazards: earthquakes, floods, droughts, low temperatures/snow and gale/hail. Then, the relative risk level at the provincial scale in China was assessed. Finally, the hotspots with the highest hazard exposure, vulnerability and risk were identified. The results showed that high exposure was a significant risk driver in China, whereas high vulnerability, especially social vulnerability, amplified the risk levels. Similar to the population exposure to disasters, the relative risk levels in the southwestern, central and northeastern regions of China were significantly higher than those in the eastern, northern and western regions. The high-risk regions or hotspots of multi-hazards were concentrated in southern China (less-developed regions), while the low-risk regions were mainly distributed in the eastern coastal areas (well-developed regions). Furthermore, a nonlinear relationship existed between the disaster risk level and poverty incidence as well as per capita GDP, demonstrating that disaster losses in middle-income areas are likely to increase if economic policies are not modified to account for the rising disaster risk. These findings further indicated that research on disaster risk should focus not only on hazards and exposure but also on the vulnerability to natural disasters. Thus, reducing vulnerability and population exposure to natural hazards would be an effective measure in mitigating the disaster risk at hotspots in China.  相似文献

旱灾是世界上影响面最广、造成农业损失最大的自然灾害类型,世界近一半的国家干旱严重。中国旱灾频繁,每年旱灾损失占各种自然灾害损失的15%以上,随着人口和农业的快速发展,农业承灾体脆弱性对灾情的放大也在增加。基于灾害系统理论,从致灾因子和耕地承灾体的区域组合角度,在旱灾频发高值区,选择雨养农业、灌溉农业和水田农业为主要承灾体类型,构建了农业旱灾脆弱性生产压力和生活压力,灾前—灾中易损性和灾中—灾后适应性等农业旱灾承灾体脆弱性诊断指标体系。提出脆弱性评价的区域模型,即:雨养农业的易损—适应模型(兴和)、灌溉农业的生产—生活压力模型(邢台)和水田农业的需水—灌水模型(鼎城)。基于农业承灾体脆弱性评价,提出制定适应降水变化的波动土地利用结构调整区域政策、建立农业生态—生产范式、建立“水银行”管理机制、建立用水效益和开源节流的评估体系以及加强“截水—抽水—控水”为一体的灌溉系统工程建设,提高灌溉应急能力等对策,以期为农业旱灾的防御和区域粮食安全决策提供科学依据。  相似文献

While attention to the socio-ecological and political economic influences on health grows, there remains a paucity of political ecological analyses of health (King, 2010). At the same time, the growing burden of non-communicable diseases (NCDs) in the Global South demands new conceptual and pragmatic engagements with their modifiable risk factors. Drawing on the example of South Africa, this paper argues that alcohol consumption might usefully be theorised in political ecological lexicon as a “disaster”. To do so, it draws attention to the upstream causes of vulnerability, rather than just the downstream effects of risky drinking. This reorientation is needed for sustainable, publicly acceptable alcohol policies. To realise this, it draws on Blaikie et al.’s (1994, 2003) political ecological approach to risk, vulnerability and coping and, more specifically, applies their Pressure and Release model to explore liquor as a situated “disaster” in South Africa’s Western Cape province. In so doing, it aims to mark out an under-explored research agenda that considers alcohol as a pervasive governance dilemma. In addition, it also reflects on the model’s utility as a means of communicating findings that might reorient policy discussions on alcohol control in both South Africa and countries of the Global South.  相似文献

Natural disaster vulnerability can intuitively reflect the susceptibility of an area to environmental changes. Better understanding the spatial distribution of natural disaster vulnerability is a critical process for taking effective adaptation and management. Although significant achievements have been made in disaster vulnerability, few studies are known about natural disaster vulnerability at the national scale, especially from the typical natural disaster events in China. In this study, with normalizing selected indicators and calculating vulnerability index, we analyzed the spatial distribution of natural disasters vulnerability during 2010–2017 using the geospatial techniques. The results showed that natural disaster vulnerability has certain spatial differences, but different natural disaster can occur in the same area during the study period. Drought disaster can occur in all regions of China, especially in Inner Mongolia. Flood disaster is mainly concentrated in the middle and lower reaches of the Yangtze River and the Yellow River Basin. The wind and storm disaster is chiefly in the northern regions in China. The freezing disaster is widely distributed in China. Furthermore, the regions with low vulnerability were primarily distributed in the eastern coastal region, indicating that the rapid development of economy and technology can resist or mitigate natural disaster to a certain extent. This study offers a solution to study natural disasters and provides scientific basis for disaster prevention and mitigation actions.

Assessment of provincial social vulnerability to natural disasters in China   总被引:2,自引:2,他引:0  
Assessment of social vulnerability has been recognized as a critical step to understand natural hazard risks and to enhance effective response capabilities. Although significant achievements have been made in social vulnerability researches, little is know about the comprehensive profile of regional social vulnerability in China. In this study, the social vulnerability to natural hazards was firstly divided into socioeconomic and built environmental vulnerability. Then, using factor analysis, we identified the dominant factors that influence the provincial social vulnerability in China to natural hazards based on the socioeconomic and built environmental variables in 2000 and 2010 and explored the spatial patterns of social vulnerability. The results indicated that the provincial social vulnerability in China showed significant regional differences. The social vulnerability in the southeastern and eastern regions of China was greater than its northern and central parts over the past decade. Economic status, rural (proportion of agricultural population and percentage of workers employed in primary industries), urbanization, and age structure (children) were the dominant driving forces of variations in provincial socioeconomic vulnerability in two studied years, while lifelines and housing age could explain most of changes in built environmental vulnerability in 2000 and 2010. There were no statistically significant correlations between social vulnerability and disaster losses (p > 0.05), indicating the impact of disasters was also related to the intensity of hazards and exposure. Disaster relief funds allocated to each province of China depended more on its disaster severity than the regional integrated social vulnerability over the past decade. These findings would provide a scientific base for the policy making and implementation of disaster prevention and mitigation in China.  相似文献

China suffers frequent and severe floods. A lot of studies have been done in the field of flood disaster, including flood vulnerability assessment. This paper develops assessment models of multidimensional flood vulnerability based on the data envelopment analysis method and identifies multidimensional flood vulnerability??population, death, agriculture and economy??at the provincial scale in China using flood damage data and socioeconomic statistical data from 2001 to 2010. Based on the characteristics of multidimensional flood vulnerability of each province, some suggestions for flood prevention and mitigation are suggested. The assessment models of multidimensional flood vulnerability are simple and can be used for vulnerability analysis of natural disaster at regional or national levels. The assessment of multidimensional flood vulnerability can provide multifaceted information that contributes to a deeper understanding of the flood vulnerability and provides a scientific base for the policy making and implementation of flood prevention and mitigation designs.  相似文献

We developed a model to estimate seismic vulnerability of health facilities in Mexico City, Mexico, following these steps: (1) designing a theoretical framework (TF) to measure structural, non-structural, functional, and administrative-organizational vulnerabilities; (2) measurement of the vulnerability conditions of the analyzed facility by using the TF; and (3) estimation of the hospital’s seismic vulnerability by comparing the measured vulnerability to the TF’s vulnerability indicators by taking into account the optimal case. The TF was developed considering a scoring system and international standards for risk management in hospitals. The methodology establishes the degree of vulnerability of the analyzed institution as well as its interrelations with external infrastructure systems. This tool also identifies existing failures to estimate expected damage. The methodology was applied to the National Cardiology Hospital, the Children’s Hospital “Dr. Federico Gómez,” and the “Hospital de Jesus” of Mexico City. The vulnerability problems in these three hospitals are common within them, and some of the main causes of vulnerability found are: (1) the lack of technology to resistant seismic shaking; (2) the need to develop or update disaster response plans; (3) the need of periodic and proper maintenance to hospitals’ buildings; (4) the lack of sufficient financial resources for vulnerability reduction projects and autonomous operations of the hospital during 3–5 days after a disaster occurs. We believe that vulnerability in these health facilities can be reduced with low-cost procedures and that the methodology developed here will support the decision-making processes to reduce seismic risk in Mexico City.  相似文献

Social vulnerability assessment of natural hazards aims to identify vulnerable populations and provide decision makers with scientific basis for their disaster prevention and mitigation decisions. A new method based on remote sensing is presented here to establish a model of social vulnerability for county-scale regions that lack of relative data. To calculate population density, which is the most important indicator in social vulnerability assessment, first, a statistical model is established to estimate the population on village level. Then a new concept defined as “population density based on land use” is created to replace the arithmetic population density. The former has taken the dynamic human distribution related to land use into account; thus, it can map the population distribution more realistically. The other two indicators are age structure and distance to hospital. The application of this method to the Luogang District of Guangzhou, South China demonstrated its capability of providing high spatial resolution and reasonable social vulnerability for social vulnerability assessment of natural hazards.  相似文献

Understanding the complexity of vulnerability to disasters, including those triggered by floods, droughts and epidemics is at the heart of disaster risk reduction. Despite its importance in disaster risk reduction, there remains a paucity of approaches that contribute to our understanding of social vulnerability that is hidden in dynamic contextual conditions. The study demonstrates an accessible means to assessing the spatial variation of social vulnerability to flood hazards and related for the context of Muzarabani district in northeast Zimbabwe. The study facilitated local identification with residents of variables contributing to social vulnerability and used the principal component analysis (PCA) technique to develop a social vulnerability index (SoVI). Using ArcMap10.2 geographic information systems (GIS) tool, the study mapped composite SoVI at the ward level. The results showed that Muzarabani district is socially vulnerable to hazards. The social vulnerability is influenced by a variety of economic, social and institutional factors that vary across the wards. Quantifying and visualising social vulnerability in Muzarabani provides useful information for decision makers to support disaster preparedness and mitigation programmes. The approach shows how spatially distributed multivariate vulnerability, as grounded in interpretations at local level, can be quantitatively derived for contexts such as those of Muzarabani. The study findings can inform disaster risk reduction communities and cognate disciplines on quantitative assessments for managing hazard vulnerability where these have hitherto not been developed.  相似文献

Islands are known to be vulnerable to natural hazards, resulting in substantial risks for their tourism industries. To facilitate the systematic analysis of the underlying vulnerability drivers, a tourism disaster vulnerability framework was developed. The conceptual model then guided qualitative empirical research in three regions: the Caribbean, the South Pacific, and the Indian Ocean. The results from 73 interviews highlight common, as well as idiosyncratic, factors that shape the islands’ hazardscapes and vulnerabilities. Key vulnerabilities included social, economic, political, and environmental dimensions. Probably, the most critical vulnerability driver is the lack of private sector investment in disaster risk reduction. This is interrelated with deficient planning processes, on-going demand for coastal products, lack of political will, and poor environmental conditions. Notwithstanding many barriers, some businesses and organisations engage proactively in addressing disaster risk. The paper’s empirical evidence supports the validity of the framework, and suggestions for further research are made.  相似文献

The frequency of natural disasters and the extent of their consequences at a global level are constantly increasing. This trend is partially caused by increased population vulnerability, which implies the degree of population vulnerability due to high-magnitude natural processes. This paper presents an analysis of vulnerability to natural disaster in Serbia in the second half of the twentieth and the early twenty-first century. Vulnerability changes were traced on the basis of demographic–economic indicators derived from statistical data for local government units (municipalities) provided by the Statistical Office of the Republic of Serbia. Calculations were performed in the geographical information system environment. The results of the study show that spatial and temporal vulnerability variations are causally correlated with changes in the selected components. Significant rise of vulnerability is related to urban areas, while lower values are characteristic for other areas of Serbia; this is primarily a consequence of different population density.  相似文献

Since ancient times, floods occurred frequently in Huaihe River with significant casualties and economic losses. In developing measures for disaster prevention or emergency response for disaster relief, the study of social vulnerability to floods in Huaihe River Basin should be strengthened. Based on the latest socioeconomic data, the index system of social vulnerability to floods was constructed from three dimensions: population, economy, and flood prevention. Sensitive indexes were identified from the original indexes by principal component analysis, and the social vulnerability index for floods was calculated for Huaihe River Basin. The results described the characteristics of the spatial distribution. It also demonstrated that vulnerability manifests itself as a regional phenomenon, with significant changes from city to city across the Huaihe River Basin. Understanding the impacts of changes in vulnerability was crucial in developing measures to prevent floods.  相似文献

Tropical cyclone (TC) disasters have frequently caused casualties in the coastal areas of China. According to the statistics of dead and missing people due to TCs from 1951 to 2014, the number of fatalities has been significantly decreasing over time. However, deadly TC events have still caused great losses of life in recent years, which are characterized as significant abrupt fluctuations superimposed along the downward trend of the long-term fatality time series. The numbers of fatalities caused by TC disasters are influenced by variables such as the intensity of TC hazards, the population exposed to TCs and the vulnerability of people to TC hazards. It is thus of great significance to analyze their temporal characteristics and understand the forces driving these changes. First, the time series of the TC wind, precipitation, spatial distribution of population, fatality and disaster risk reduction (DRR) measures of China from 1951 to 2014 are reconstructed. Second, the improved power dissipation index, total precipitation, integrated intensity and index of exposed population are calculated, and the population vulnerability indices, including mean and relative fatality rates, are derived. Third, the change trend of each index is detected using the Mann–Kendall test. Finally, the main driving factors of the long-term change trend and fluctuations of the TC fatalities are analyzed by a negative binomial regression model and standard deviation statistics. It is found that the decrease in vulnerability based on the improvement in structural and non-structural measures is the main driving force of the decreases in fatalities over the past six decades. Although the total population and exposure have increased dramatically in the coastal areas of China, their contributions to the increase in the fatality risk were counteracted by the decrease in vulnerability. Abrupt and catastrophic disasters were mostly caused by TCs with hazards of high intensity that surpassed the capacity of structural measures; the lack of forecasting or early warning, as well as improper emergency response actions, may also have triggered the great loss of lives. To reduce the fatalities of future TCs, especially those that may exceed the capacity of structural measures, the enhancement of non-structural measures and the adaptation of resilience strategies should be priorities for future people-centered disaster management.

地质灾害风险性评价对当地防灾减灾具有指导意义。本文以澜沧江重大水电工程扰动灾害为例,在遥感解译与野外实际调查的基础上,选取高程、坡度、坡向、植被归一化指数、距库区距离、工程地质岩组、断裂带密度、年均降雨量、地震峰值加速度9个因素,并基于加权信息量模型进行危险性评价,然后以人口密度、水电站、道路、土地覆盖类型和GDP为承灾体进行易损性评价,最后将危险性和易损性进行信息融合,构建地质灾害风险性矩阵,完成地质灾害风险性评价。评价结果表明:极高和高风险区主要分布在乌弄龙及其上游水电站附近,以及下游库区两岸人类活动相对密集区域,中风险区主要分布在乌弄龙上游库区两岸以及乌弄龙—托巴水电站全域,在下游零散分布;低风险区主要分布在中游高山峡谷段。本次研究较为准确地评估了地质灾害风险性,可为澜沧江流域扰动地质灾害风险规划提供科学依据和技术指导。  相似文献

The paper deals with the development of a general as well as integrative and holistic framework to systematize and assess vulnerability, risk and adaptation. The framework is a thinking tool meant as a heuristic that outlines key factors and different dimensions that need to be addressed when assessing vulnerability in the context of natural hazards and climate change. The approach underlines that the key factors of such a common framework are related to the exposure of a society or system to a hazard or stressor, the susceptibility of the system or community exposed, and its resilience and adaptive capacity. Additionally, it underlines the necessity to consider key factors and multiple thematic dimensions when assessing vulnerability in the context of natural and socio-natural hazards. In this regard, it shows key linkages between the different concepts used within the disaster risk management (DRM) and climate change adaptation (CCA) research. Further, it helps to illustrate the strong relationships between different concepts used in DRM and CCA. The framework is also a tool for communicating complexity and stresses the need for societal change in order to reduce risk and to promote adaptation. With regard to this, the policy relevance of the framework and first results of its application are outlined. Overall, the framework presented enhances the discussion on how to frame and link vulnerability, disaster risk, risk management and adaptation concepts.  相似文献

在划分气象风险等级时,传统地质灾害气象风险预警方法忽略了承灾体脆弱性因素,且气象风险预报等级整体偏高,导致高等级风险区空报率较高。基于此,提出基于机器学习的滑坡、崩塌灾害气象风险预警方法。利用信息量法,分析气象因素影响程度。选取坐标点、降雨量、易发生等级,将其作为机器学习人工神经网络的输入节点,判断是否发生崩塌、滑坡灾害;针对地质灾害区域,根据影响程度计算气象引发因子指数,结合滑坡、崩塌灾害潜势度G和承灾体脆弱性M,确定气象风险预警指数R,划分预警级别,完成滑坡、崩塌灾害气象风险预警。实验结果表明,设计方法有效降低了三级预报和四级预警空报率,提升了预警精细化程度。  相似文献

The objective of the present study is to simulate the physical and socioeconomic factors of human vulnerability to tropical cyclones and storm surges at the household level in existing and changing status of households. The primary data were collected from a cyclone prone coastal area in Bangladesh, through structured questionnaire and GPS survey, key informants interviews and field observations. In order to simulate the physical and socioeconomic factors geographical information systems based Structured Query Language (SQL) query has been used. The study simulated the physical and socioeconomic factors of human vulnerability to tropical cyclones and storm surges on the basis of collected data through pre-designed SQL query. The study found the number of most vulnerable households under existing conditions and how much it will be afterward of a favourable or adverse change of the factors of vulnerability associated with households. The major findings of the study unveil that the socioeconomic and physical factors of human vulnerability have important function to determine the household’s level of vulnerability to the cyclone induced disaster. It has been demonstrated that the degree of vulnerability of households is changed with its physical and socioeconomic status. This study provides a conceptual model for assessing and simulating vulnerability to other natural hazards like floods, droughts, riverbank erosions and so forth. This study highlights that the households’ intrinsic vulnerable conditions are responsible for its defencelessness to the hazards and the reduction of vulnerability is the first measure of integrated and sustainable disaster management in the coastal Bangladesh.  相似文献
