This study integrates fisheries logbook data with observer and vessel monitoring system (VMS) data in order to assess the accuracy of reported data and to develop high-resolution spatial data suitable for use in local-scale marine spatial planning analyses. Spatial assessments were conducted on five nearshore commercial fisheries to provide baseline information to inform spatial management and conservation planning in Algoa Bay, South Africa. Clear spatial patterns in the distribution of fishing effort were apparent for the linefishery, chokka-squid and inshore demersal trawl sectors. Observer and VMS data confirmed the broad spatial distribution of resource-use patterns of logbook data. Combining these data sources allowed higher-resolution spatial indices of fishing effort to be developed, which are suitable for systematic spatial planning on a local scale and can be used for future spatial management and conservation.  相似文献

Octopus vulgaris is the most important target species in Portuguese fisheries in terms of economic value, when all official and non-declared landings are considered. Around 10% of the landings in national waters come from the trawl fleet, which is both the least selective and the best documented métier in the fishery, allowing the simultaneous assessment of distribution and population structure. This study represents a first attempt to integrate different sources of information obtained at commercial trip-level, with the objective of providing a perspective of octopus population structure and relative distribution, together with information on the exploitation pattern in 2003. High-quality resolution of sequential geo-referenced data were obtained from the Portuguese Vessel Monitoring System for the fishing trips targeting octopus. Intensive fishing activity was observed inshore of two regions, one to the north of Peniche (from Cape Carvoeiro to Portuguese border) and the other between Cape St. Vicente (Sagres) and Cape St. Maria (Faro) in the South coast. Fishing trips undertaken between 39.5 and 42°N were used to provide information on volume and size distribution of landings. These show that smaller individuals (=<12 cm ML) are mainly concentrated between 40.5 and 41.5°N, whereas larger individuals (>12 cm ML) concentrate south of 41.5 and north of 40.5°N.  相似文献

It is well recognized that not all fisheries catches are reported or recorded properly by either government or non-government agencies. These unreported catches can be illegal, of unregulated species, or simply not monitored due to logistical barriers. In Mexico, these barriers are an extensive and often not easily accessible coastline, mostly de facto open access fisheries, poor administrative practices and generalized corruption in the fishing sector as a whole. These conditions were likely promoted early in the last century through the government's largely successful policies to increase fisheries catches and stimulate employment and economic growth. Many years later and amid declines in fish stocks and subsequent economic benefits, most notably at local scales, it is evidently time for a fundamental change in strategy away from expansion of fishing effort and toward ecological and economic sustainability. An important step in this endeavor is to provide a quantitative pre-mortem analysis of Mexico's total marine fisheries catches during the last half-century. Results suggest that from 1950 to 2010, total catches were nearly twice as high as the official reports, with an average annual catch of 1.5 million tonnes (t) compared to 796 thousand t in official statistics. In the last year of available data, 2010, official and total estimated catches were 1.5 million and 2.2 million t, respectively. While these results may be perceived as a criticism of the status quo and ante, this study actually does not single out a responsible party, but is, rather, a call to the many sectors of society who contribute to a lack of control, to help overcome these conditions, and increase and sustain the benefits from Mexico's marine fisheries.  相似文献

New Zealand fisheries legislation provides commercial fishing rights to holders of individual transferable quota (ITQ). The settlement of fisheries claims against the Crown by Mäori, New Zealand's indigenous people, brought about the transfer of ITQ holdings to Mäori, and an obligation on the Crown to recognise and provide for indigenous (customary) fishing rights over fishing grounds and other areas that have been of special significance to Mäori. Some types of customary fishing areas exclude commercial fishing and could affect recreational fishing. Fisheries legislation requires that regulatory measures be put in place to avoid, remedy or mitigate the adverse effects of fishing. The Government also aims to protect marine biodiversity by having 10% of New Zealand waters in some form of protection by 2010. The legislative processes for protecting the marine environment and establishing customary fishing areas include assessment of effects on fishing rights. This paper explores the conflicts that arise from legislative obligations to uphold the rights of fishers, to sustain fishstocks and to protect the marine environment. The paper concludes that inconsistent legislative obligations and their disparate processes have led to spatial conflicts and a race for the allocation of space. Legislative obligations need to be integrated to maintain a balance between use of fisheries resources and protection of the marine environment.  相似文献

The European Union has established a framework to achieve or maintain good environmental status in the marine environment by 2020. The Marine Strategy Framework Directive requires the application of the ecosystem approach to the management of human activities, covering all sectors having an impact on the marine environment. However, fisheries in the Mediterranean are far from a systematic implementation of an ecosystem-based fisheries management (EBFM). Aiming to address this issue, this study explores the potential of the relationship between daily yield by vessel (landings and income by species) and vessel position (known via vessel monitoring system) as a tool for fleet management. This approach is possible due to the current dynamics of Mediterranean fleets, with vessels returning daily to the harbour where landings are registered as weight and income by vessel. Moreover, vessels of >15 m total length have been compulsory monitored by VMS since 2005. A bottom trawl fleet that operates in the northwestern Mediterranean was chosen to develop this approach. Different groups of trawlers were identified, which could be linked to the strategies displayed by the fishermen that were mainly driven by the target species dynamics. Accurate knowledge of the fishing targets driving the fleet dynamics and of the fishing strategies at the vessel level (i.e. fishing ground habitat where the fishing pressure is exerted and corresponding landings) are shown to be a feasible tool for fleet management.  相似文献

Large intensity and diversity of human activities result in an increase in complexity in the utilization of space. This paper describes the fisheries and a method to map fishing efforts and catches of different fleets by combining vessel monitoring system (VMS) data and logbook data. The method makes it possible to explore the spatial and temporal variability of fishing and the potential impacts of proposed management measures on the fisheries. The method is proposed to be used in the development of management plans for marine protected areas such as Natura 2000 sites, designated to protect vulnerable habitats and species.  相似文献

The worldwide increase in commercial fisheries and its impact on ecosystems as well as inefficient fishery management have led to overfishing and frequent breakdown of traditional fish stocks.In this context,an analysis of Khuzestan inshore fisheries data covering the years 2002–2011,was conducted in reliance on testing for occurrence of the fishing down marine food webs(FDMFW) phenomenon in the North of Persian Gulf Large Marine Ecosystem(LME).In this study,the mean trophic level(m TL) and the fishing-in-balance(FIB)-index of Khuzestan landings during this period of time were estimated using the trophic level of 47 fishery resources.Increase in total landings(Y) was observed,which explained the high fishing yield in major fishery resources(especially demersal).Moreover,the moderates decreasing trend in m TL per decade,and the increasing trend in FIB-index were observed.The status of fishery resources in Khuzestan inshore waters(under exploited but not overexploited),the rise in Y,FIB and slightly drop in m TL can be considered as indirect indicators of the fishing impacts on the trophic structure of marine communities.Based on this result,probability occurrence of FDMFW process in Khuzestan inshore waters is low to some extent.However,we suggest that the goal of management programs in Khuzestan inshore waters should prevent the continuance of this trend in the long-term using an ecosystem-based approach.  相似文献

Managing small-scale fisheries in a developing country like the Philippines is very challenging because of high pressures from expanding fishing population, poverty and lack of alternative options. Thus, resource-focused fisheries management initiatives such as marine protected area (MPA) establishment will likely result in further marginalization of the poor fishers which could pose more serious problems in coastal communities. In this study, the status of small-scale fisheries in 44 coastal towns in the Philippines was assessed using FISHDA (Fishing Industries' Support in Handling Decisions Application), a simple decision support tool which requires minimal or easily-generated data. Results showed that 68% (30 out of 44) of the studied towns have unsustainable fisheries unless 58% of their fishing grounds are protected from all fishing activities. Alternatively, 53% of the active fishers in towns with unsustainable fisheries must totally stop fishing to avert fishery collapse. Alarming as it may sound, this is still an underestimate as catches incurred by the highly efficient and destructive illegal fishing activities such as blast, poison and large-scale fishing, which are reported to be still rampant in many coastal areas in the Philippines, were not accounted for in this study. This study demonstrated that MPAs alone may not be enough to avert fishery collapse even if MPA size is increased from the current 3% to 15% of the municipal waters, i.e. up to 15 km from the shore, as required by the Philippine law. Various challenges confronting the fishery and important recommendations to address them are further discussed.  相似文献

A method is presented to define principal areas for fisheries at high spatial resolution applicable to be implemented into marine spatial planning procedures. Vessel monitoring system (VMS) data from 2005 to 2006 are acquired to determine vessel-based fishing effort. Principal areas for the German exclusive economic zone (EEZ) are defined as areas in which 75% of the effort of either year is carried out. Examples are given for the 5 most abundant fisheries in the German EEZ in terms of vessel-based effort, i.e. gill netting, pelagic trawling, demersal otter board trawling and beam trawling >300 and <300 HP. A historical comparison for demersal otter board trawling shows relative stability of spatial utilization patterns in the North Sea section of the EEZ.  相似文献

The North Atlantic right whale (Eubalaena glacialis) is a critically endangered large whale species found in waters off the U.S. and Canadian Atlantic coasts. The primary human-caused threats are entanglement in fishing gear and collisions with vessels. Since 2002, NOAA's National Marine Fisheries Service has implemented both seasonally and dynamically managed protective zones where right whales occur to reduce these threats; Seasonal Area Management (SAM) and Dynamic Area Management (DAM) for the reduction of right whale entanglements with fishing gear, and Seasonal Management Areas (SMA) and Dynamic Management Areas (DMA) for reduction of vessel collisions. This paper analyzes the presence of frequent concentrations of right whales outside of SAM and SMA zones, represented by the spatial and temporal occurrence of DAMs and DMAs. A grid of 1 min×1 min squares was geospatially applied to locations of DAMs and DMAs from April 2002 through June 2011 and the number of management areas that intersected each 1 min square was populated. DAMs and DMAs were most highly concentrated along the central Gulf of Maine. Of the 131 DAMs and DMAs implemented, 97 (74.0%) intersected this area, and were primarily implemented from October through February. The results of this analysis will aid in consideration of possible modifications to the size and location of SMAs along the northern Atlantic coast of the U.S. and other management actions for the reduction of vessel collisions with right whales.  相似文献

As catch and effort statistics including fishing time and location are essential for producing abundance indices for utilized fish stocks, fishing states are encouraged under the FAO Code of Conduct for Responsible Fisheries to collect and maintain such statistics. However, for coastal fisheries (including artisanal fisheries) that are mainly composed of small-sized vessels which are usually too numerous to monitor, fisheries statistics collection systems are often either lacking or of insufficient quality (e.g. incomplete or inaccurate). Vessel monitoring system (VMS) data are commonly used to construct or improve estimation of fishing effort and fishing location in large-scale fisheries. Most coastal fisheries lack VMS but their countries do have coastal surveillance radar systems (CSRS) for security and enforcement purposes. This study illustrates and recommends opportunistic use of CSRS data to provide similar scientific benefits to VMS data for coastal fisheries. CSRS in combination with market landings data can construct logbook-like catch and effort statistics. This study introduces a method and demonstrates its usefulness for scientific research and management purposes, including the potential to obtain a higher accuracy and precision, particularly for fishing location and catch amount. Limitations of the CSRS data and challenges to managers involved in its application are also discussed.  相似文献

Inshore fishing, by boats under 10 m, has a long tradition on the coasts of England but its role in the contemporary communities is not well understood, and increasingly policy makers have become focused on trying to find ways to improve its environmental, social and ecological sustainability. This paper reports on a research project that sought, through case studies on the English coast, to explore the socio-cultural role that inshore fishing plays and how policies could be developed to enhance its contributions. Inshore fishing was found to be highly valued not only for its importance in supporting livelihoods, but also in the creation of place identities tied to fishing as an occupation and the ecological opportunities for fishing that are available at the different localities. Findings are discussed in the context of harnessing these attributes for fostering sustainable fishing communities, underpinned by strengthening the ties between the catch and the locality.  相似文献

The effects of recreational fishing on marine stocks and ecosystems have raised global concern in recent years. In Argentina, Southwest Atlantic, angling, netting and spearfishing of coastal bony fishes, sharks, rays and chimaeras are very popular pastime activities with more than 50 years of history. Despite the perceived traditional and economic relevance of these activities in the country, marine recreational fisheries were largely unregulated, and no official fisheries monitoring programs at the national level have been ever put in place. Except for a few particular systems for which some catch-and-effort data were collected by research institutions and non-governmental organizations, no comprehensive surveys aimed at describing the ecological, social or economic aspects of these fisheries have been made. Here, an updated review of the regulations in place for marine recreational fisheries along the Argentine coastline is presented. Of the five coastal provinces encompassing ca. 8400 km and about 20 latitude degrees (~36°S to 55°S) of coastline, only Buenos Aires province has a thorough legislation for its whole territory, which includes 15 protected areas. In the remaining provinces, the regulations for marine recreational fisheries are limited to a few protected areas (seven out of 37 coastal areas under provincial, national or shared jurisdiction). This lack of legislation encourages alleged recreational fishers to develop small-scale commercial fishing operations that are neither controlled nor monitored as such, contributing to the overexploitation of some key coastal stocks.  相似文献

To describe marine recreational fisheries, their socio-economic importance and interactions with other fisheries and the environment, it is necessary to define what is meant by recreational fishing. A review of European Member States’ national legislation revealed considerable variation in ownership and access to coastal waters/fisheries, and in the legal distinction between sport fishing and other recreational uses of marine fisheries and their commercial (catching for sale and profit) counterparts. Together with a re-examination of existing definitions, this has enabled us to suggest definitions that may be used to develop a common approach to evaluate participation and socio-economic value of marine recreational fishing, and guide attempts to legislate for the benefit and development of marine recreational fishing across Europe.  相似文献

One indicator of health in estuarine and coastal ecosystems is the ability of local waters to transmit sunlight to planktonic, macrophytic, and other submerged vegetation for photosynthesis. The concentration of coloured dissolved organic matter (CDOM) is a primary factor affecting the absorption of incident sunlight in coastal and estuarine waters. In estuaries, CDOM concentrations vary due to changes in salinity gradients, inflows of industrial and domestic effluents, and the production of new dissolved organic matter from marine biologic activity. CDOM absorption data have been collected from a variety of waters. However, there are a limited number of measurements along the US east coast and a general lack of data from New England waters.This study characterized the temporal and spatial variability of CDOM absorption over an annual cycle in Narragansett Bay and Block Island Sound (Rhode Island). Results suggested that, in Narragansett Bay, the magnitude of CDOM absorption is related to the seasonal variability of freshwater input from surrounding watersheds and new CDOM production from in situ biologic activity. The data show that the average CDOM absorption coefficient at 412 nm was 0·45 m−1 and the average spectral slope was 0·020 nm−1.  相似文献

A closed fishing season is arguably the most important fisheries regulation measure implemented by the government of India in the new millennium. Applied mainly to the inshore trawl fishing fleet, the planners’ intention was a safe-guarding of capture fisheries. This article, which is based on fieldwork in seven harbour locations, considers the socio-economic consequences of the closed fishing season for trawler fishermen in the state of Tamil Nadu. It concludes that the success of the ban is based on cooperation between government and local fisher associations, and on broad agreement as to its necessity. Those who are impacted most by the implementation of the closed fishing season are lower-class workers and traders lacking opportunities for alternative employment.  相似文献

The common sole (Solea solea) is one of the most important demersal resources in the northern and central Adriatic Sea (GFCM GSA 17). Landings from this basin make up around 23% of the overall Mediterranean and Black Sea production. Despite the economic relevance of sole in the Adriatic Sea, and its inherent property of being shared among three countries (i.e. Italy, Slovenia and Croatia), studies on its spatial distribution are scarce and aged. Therefore, the aim of the present study was to assess the spatial distribution and investigate the dynamics of this species in the GSA 17. Samples of common sole were collected in the framework of yearly rapido trawl surveys (SoleMon), during late autumn, from 2005 to 2010, i.e. the spawning season of common sole in the Adriatic. Results highlighted that juveniles are mostly concentrated in shallow water (0–30 m depth) along the Italian coast and their spatial distribution persisted along the sampled years. By contrast adults were mainly distributed in the central/eastern part of the basin at depths > 30 m. As a result of the different spatial distributions, juveniles are exploited exclusively by Italian vessels, especially by beam trawlers (i.e. rapido trawl), while adults are caught by Croatian and Slovenian fishing fleets in their respective national waters and by the Italian fleet operating in international waters. These results, while shedding light on the common sole spatial ecology in the Adriatic, represent crucial information for the setting of international collaboration for a rational spatial-based management of the resource.  相似文献

Given the increasing competition for marine resources, regulatory strategies that benefit multiple stakeholders are increasingly important. Offshore wind power generating facilities are becoming more common in the marine environment and alter the characteristics of the fisheries in the surrounding area. Floating wind turbines can act as fish aggregating devices (FAD), thereby increasing the catchability for some species. Many marine recreational fisheries are open access without effort restrictions; therefore, control of total harvest is difficult. Creating a limited entry recreational fishery and excluding commercial fishing from the area surrounding offshore wind turbines may aid in controlling total harvest and may benefit several important stakeholder groups: (1) recreational and commercial fishermen in terms of higher recreational catch rates and potentially higher overall yield, (2) fisheries managers in terms of more precise control of recreational fisheries harvest, and (3) owners of offshore wind power facilities in terms of reduced risk of damage to infrastructure due to fishing activity. We discuss the compatibility of wind power facilities and fisheries, conditions conducive to this compatibility, and provide an example from a proposed offshore wind power facility in the Adriatic Sea and its potential to affect the fisheries management there, particularly for bluefin tuna (Thunnus thynnus).  相似文献
