Management of the Belize Barrier Reef was originally envisioned through the creation of marine protected areas. However, the influence of land-based activities was not accounted for in Marine Protected Area (MPA) programs. Therefore focus was shifted to an integrated approach via Integrated Coastal Management (ICM). The Belize ICM process has evolved into a system of coordination through the fostering of multi-sectoral linkages for integrated management of coastal resources. Marine protected areas were included in the ICM program as tools for achieving biodiversity protection and management of sensitive habitats. The ICM process has resulted in greater coordination and consultation in decision making for coastal resource issues, the MPA program however has not evolved with the trend of greater community involvement in MPA management. The greatest challenges to MPA and ICM programs in the next 10 years are: improved linkages between the two, fostering of community participation in management, broadening of the scope of ICM to watersheds and ocean governance, and sustainable financing for both programs.  相似文献

The North and West African coastal and marine areas discussed in this paper consist of the countries from Morocco to Libya for North Africa, and from Morocco to South Africa (up to the Cape of Good Hope) in West Africa. These marine areas consist of a wide to narrow continental shelf, estuaries, lagoons, coastal plains, isolated mountains, mangroves and wetlands. These areas are centres of productive socio-economic activities with a high population density, vast fisheries, and mineral resources. Presently, these resources are exploited with little attention for the environmental consequences. Sustainable management of the marine environment and its resources requires effective management plans and a human capacity to formulate, implement and monitor these plans. However, most of the countries still lack funds, human and infrastructural capacity for the management of their marine territories and its resources. Though there are many universities, research institutes and private organisations with a modest infrastructure for both data and information handling and the management of the marine environment, the region still lags behind in human and infrastructural capacity. Existing capacity development programmes by United Nations agencies, governments, universities, nongovernmental agencies, have so far not been very effective. A vigorous marine capacity building effort is needed to ensure the sustainable management of the marine environment in this African region. Externally funded programmes with a focus ensuring technology cooperation are needed. Such programmes must be based on mutual co-operation and participation of scientists and administrators from the region at all levels of programme formulation, implementation and assessment.  相似文献

If managed in isolation, coastal and marine protected areas (MPAs) are vulnerable to natural resource development and exploitation occurring outside these areas—in particular, overfishing, alteration and destruction of habitats, and water pollution. Thus, protection of coastal and marine areas—of species, habitats, landscapes, and seascapes—should be integrated into spatial development strategies for larger areas, under the umbrella of integrated coastal and ocean management (ICM). This is typically easier said than done, since the actors involved in MPA networks and in ICM programs are often different, reflecting different cultures, networks of relationships, ministries, and goals and motivations.This article reviews the ecological, social and economic linkages between MPAs and the governance of broader ocean and coastal areas; sets forth nine guiding principles for managing MPAs within an ICM context; reviews work conducted under the Convention on Biological Diversity to operationalize the linkages between ICM and MPAs; and develops strategic guidance for addressing these linkages. The article ends with a call to bring together the diverse communities involved in marine protected areas, coastal and ocean management, and watershed management to collaborate in national-level ocean and coastal planning, including in the designation of networks of marine protected areas.  相似文献

The importance of estuaries for coastal environments is widely acknowledged but their role, structure and ecological status have been the focus of recent scientific efforts mainly concerning large estuarine areas. In this work we used fish assemblages to establish, for the first time, the functional and ecological role of five small estuarine systems along the Portuguese south and southwest coasts. Our results showed that, at a functional approach, fish communities did not differ between estuaries, and that all systems presented a seasonal pattern in diversity values, ecological and feeding guilds. These small estuaries contribute to the support of coastal fish populations by providing temporary habitats to the critical life stages of marine species, shelter and feeding grounds, and should be considered in an ecological and conservation perspective.  相似文献

随着海洋与海岸带开发利用活动的复杂化和深入化,海岸带地区的资源环境问题逐渐显露出来,经济效益降低,传统单一的海岸带管理模式无法满足海洋开发的需求。国外由此提出了海岸带综合管理的概念,我国与之对应的是陆海统筹发展战略。文章对海岸带综合管理与陆海统筹的发展历程进行梳理,分析其概念内涵及发展变化,并从战略目标、空间范围、功能范围和实施手段4个方面比较了二者内涵的异同。最后,指出海岸带综合管理与陆海统筹后续研究应加强海岸带综合管理典型案例研究,推动海岸带综合管理走向海岸带综合治理,探讨人、陆、海三者耦合的机理和过程,加强陆海统筹的发展路径研究。  相似文献

The use of artificial reefs in the Arabian Gulf have a history extending back over a century, when date palm trunks, stones, pottery and other materials were sunk in coastal areas to enhance fish catch. Historically, such artificial reefs formed an important component of the socio-economic development of coastal fisheries. In comparison, modern artificial reefs have taken on a variety of forms. The most widely recognized are purpose-build modular artificial reefs designed for the enhancement of fisheries yield, diving, and various other benefits. However, far more common within the Gulf are the large-scale unplanned artificial reefs that have been formed as a result of human activities in the marine system, such as large-scale coastal breakwaters, seawalls, jetties, pipelines, and oil and gas infrastructure. Although there is limited information on the role of these constructions in structuring Gulf marine communities, increasing evidence suggests that abundant and diverse communities of reef fish, coral and other benthos can develop on these structures, with important ecological implications in urbanized coastal areas in the Gulf. However, due to a variety of unintended consequences of artificial reef development such structures may also pose challenges to coastal marine management. We review the current published literature on artificial reefs in the Gulf in order to improve our understanding of the role that these structures play in Gulf coastal ecosystems, and to further develop regional management of artificial reefs. We explore the various types of artificial reef that exist in the Gulf and examine the benefits and challenges that these structures represent for coastal ecology and economics. Such information is essential for our improved understanding and management of these increasingly important ecosystems in the Gulf.  相似文献

This article describes the main factors responsible for the degradation of the coastal areas in Brazil and their impact on coastal population. It also analyses the main policies of the Brazilian government concerning the management of coastal areas, focusing on the shortcomings of the methodologies used. It emphasizes the role of the establishment of marine protected areas, as an important tool for coastal management. Lack of support for coastal management from local communities is a common feature of the proposed approaches. The article also describes local initiatives for coastal management as a positive development for the solution of the ecological and social problems existing in the Brazilian coastal areas.  相似文献

Public organizations involved in marine management are increasingly confronted with coordination challenges in marine governance. This study examines why and how the Norwegian Institute of Marine Research (IMR) reorganized its formal coordination structures between the areas of fisheries management and marine environmental management. The findings indicate that organizing efficient and, at the same time, legitimate coordination structures between different areas of marine governance is a “wicked” organizational problem with no ultimate and single optimal solution. In contrast to the assumptions of classical organization and management theory, the study finds that the reorganization of formal coordination structures is not necessarily driven for reasons of efficiency and perceived coordination problems. Instead, public marine management organizations also change their organizational structures to live up to external expectations to adopt modern management concepts, such as the Ecosystem Approach to Management (EAM). However, the study indicates that the adoption of the EAM has stimulated coordination and integration efforts in the research and advisory activities of the IMR.  相似文献

Local coastal communities are highly dependent upon the marine environment not only for protein but also as a primary source of income. In addition, there are growing economic opportunities offered within the coastal zone. As populations increase in these areas there is an increasing demand on coastal resources. This in turn requires effective management initiatives at regional, national and local levels.The Marine Education and Training Programme in Mtwara, southern Tanzania was a small scale capacity building project that incorporated two elements; a primary schools field day education programme and a marine coastal resources course for fishermen and women from the Mtwara District. The programme ran for a period of 1 year and during that time 14 schools, 198 children, 34 fishermen, 2 women and 14 villages participated. Results from preliminary evaluation indicated that such education is not only welcome by the local government offices, teachers, village chairmen and fishermen as an expansion of the knowledge base, but is also an important and valuable stepping stone for the local communities to become active in issues regarding the management of coastal resources.  相似文献

This paper examines the potential relationships between the ecosystem services provided by the coastal and marine environment and the designation of marine protected areas. The hypothesis is that relationships exist between the provision of ecosystem services and the features protected by marine protected areas. It is considered that protection will maintain these features in good ecological condition and in some cases will restore ecological functioning with positive effects on the delivery of ecosystem services, as pressures upon the protected features are reduced. As the number of marine protected area designations grows, system-wide effects to communities from improvements in delivery of a range of ecosystem services may be realised. This paper provides a comparative analysis of the jurisdictional marine protected area policies proposed by the English, Welsh and Scottish Governments. It presents structured assessment matrices developed from the literature and expert opinion, of ecosystem service provision by marine protected habitats and species and applies the findings to a range of existing UK marine protected areas to demonstrate its relevance. The approach and case study findings are discussed within the wider context of marine ecosystem services and marine protected area management.  相似文献

The effects of recreational fishing on marine stocks and ecosystems have raised global concern in recent years. In Argentina, Southwest Atlantic, angling, netting and spearfishing of coastal bony fishes, sharks, rays and chimaeras are very popular pastime activities with more than 50 years of history. Despite the perceived traditional and economic relevance of these activities in the country, marine recreational fisheries were largely unregulated, and no official fisheries monitoring programs at the national level have been ever put in place. Except for a few particular systems for which some catch-and-effort data were collected by research institutions and non-governmental organizations, no comprehensive surveys aimed at describing the ecological, social or economic aspects of these fisheries have been made. Here, an updated review of the regulations in place for marine recreational fisheries along the Argentine coastline is presented. Of the five coastal provinces encompassing ca. 8400 km and about 20 latitude degrees (~36°S to 55°S) of coastline, only Buenos Aires province has a thorough legislation for its whole territory, which includes 15 protected areas. In the remaining provinces, the regulations for marine recreational fisheries are limited to a few protected areas (seven out of 37 coastal areas under provincial, national or shared jurisdiction). This lack of legislation encourages alleged recreational fishers to develop small-scale commercial fishing operations that are neither controlled nor monitored as such, contributing to the overexploitation of some key coastal stocks.  相似文献

Iran, having two separate coastlines at its north and south of about 3000 km length, with very different characteristics, suffers from various coastal problems. While its northern coastal area is over-populated and its sensitive and unique habitats must be protected from destruction, most of its southern coastal areas are undeveloped and deserted. Intense oil and gas exploitation activities in the Caspian Sea region and occurrence of two wars in the Persian Gulf during the last two decades have rendered hydrocarbon pollution a major issue for this country's marine and coastal environment. Biodiversity is under threat in some areas and natural resources are deteriorating. To overcome the problems, Integrated Coastal Management has been considered by Iran's government as a long-term solution. In Iran's ICZM study project, baseline studies along with social, economical, and spatial planning studies in the coastal provinces are carried out in order to achieve the desired outcomes as a number of strategic plans for the coastal areas that are to be implemented by a coastal management entity. Providing the required laws and regulations for establishing such a management body is also under way. In this paper after reviewing Iran's coastal zone characteristics and problems, the long-term goals, strategies, and policies for sustainable management of Iran's coastal areas are outlined. Then, the ICZM study procedure and its prospected outcomes are explained, and importance of some of the findings of Iran's ICM is emphasized. Finally, some challenges including having two separate and different coastlines at the north and south of the country and their effects on the Iran's ICZM plan are discussed.  相似文献

Bangladesh has vast coastal and marine resources along its south edge. Due to the geographical position and climatic condition, the coastal area of the country is known as one of the highly productive areas of the world. Bangladesh is rich not only in terms of its vast water areas but also in terms of the biological diversity. One of the unique features of the coastal areas is the influence of the mangrove forests, which support a high number of fishes and other commercially important aquatic organisms. The biological and ecological values of the Bay of Bengal have been pointed out by many authors. The coastal and marine fisheries have been playing considerable roles not only in the social and economic development of the country but also in the regional ecological balance. A large number of commercially important fishes have long been exploited which are of high export values. Shrimp aquaculture has become a highly traded export-oriented industry for the last few decades. In spite of having bright prospects, marine aquaculture on a commercial basis as well as marine stock enhancement and sea ranching are yet to be developed. The marine fisheries sector has been suffering from chronic disintegration and mismanagement that have led to many consequences. Most of the commercially important fish stocks are either overexploited or under threat. Marine pollution has reached a level that could create an unmanageable situation in the near future; coastal shrimp farming has generated considerable debates due to its adverse environmental and socioeconomic impacts. The Bay of Bengal and its coastal areas are one of the most poorly studied areas of the world although it possesses high potential for further stock improvement. Proper attention is needed in every aspect of exploitation, handling and processing, export and marketing as well as in biological and institutional management strategies. The Bay of Bengal has been increasingly important for local development as well as for a global perspective. The coastal and marine fisheries of the Bay of Bengal are briefly reviewed in this paper to provide a salient feature of the available information and resource base and to identify future research and management needs.  相似文献

Integrated oceans management (IOM) is emerging in the international arena as a tool in meeting requirements for sustainable use of ocean space and marine resources. Australia and Canada are at the forefront of these developments and, being without set precedents, each state has adopted quite different strategies to implement IOM—Australia adopting a policy-driven approach delivered through Regional Marine Plans and Canada developing legislation that provided a framework for policy implementation delivered through an Integrated Management Framework. Despite these significant differences, examination of initiatives in both states indicates that there are also significant commonalities and shared experiences, providing important lessons for implementing IOM.  相似文献

根据河海划界的可操作性的要求,探讨了海岸地貌学指标在河口区划分中的作用,并通过对河口区与河流、海洋之间的动态联系的阐述,提出河口区管理方式的建议.河口是海岸带陆海相互作用的典型环境,具有物理、化学、地质、生物和环境等多种复杂动力学过程,每一个河口都是高度个性化的.在为数不多的体现河口共性的参数中,海岸地貌学指标可用来确定河口区的内、外边界.根据河流水力学特征和河口过程的可容空间范围特征,河口-河流的分界点可用B-L曲线(B为河岸宽度,L为距离原点沿河流轴线的累积长度)上的拐点位置来表示.而按照河口为"半封闭水域"的定义,河口-海洋分界线可采用围封河口水域的海岸线的包络线.河口水域受到河流和海洋的双重影响,且河口区的自然演化和人类开发活动也会影响河流和海洋.因此,在我国河口区管理上应建立海洋和其他管理部门之间的协调机制.  相似文献

Coastal zones of Eastern Africa are endowed with a diversity of life forms and resources which support large populations of coastal communities. The economies of the countries in the region are dependent on these resources in the form of fisheries and coastal forest products, tourism, shipways and coastal facilities such as ports, industries and urban centers.Population growth, especially in coastal urban centers is increasing the demand for coastal and marine resources. In addition, poverty, lack of awareness and inadequate management have resulted in over exploitation of coastal and marine resources, habitat destruction including shoreline erosion as well as marine pollution. The rate of resource depletion and environmental degradation is on the increase. There is an urgent need for instituting management measure that will reverse the current trend.The governments in the region have accepted and are committed to the implementation of Integrated coastal management (ICZM) as an effective mechanism for addressing and resolving the multiplicity of issues experienced in coastal areas through sectoral coordination and collaborative approaches. However, the process has just begun and there are a number of ICZM initiatives in progress at local, national and regional levels. This paper presents the issues of the coastal zone and reviews some of the progress made to date in the implementation of ICZM.  相似文献

Integrated management is a central theme of Australia's Oceans Policy (AOP). Improving integration across sectors and jurisdictions has been identified in a number of Australian initiatives in coastal and marine policy developed in the past decade. These initiatives include the Regional Marine Planning process under AOP undertaken in 2000–02 and commitments to a National Coastal Policy made in 2002. These initiatives have highlighted the need for institutional arrangements that address these two key dimensions of integration in the Australian marine environment. This paper reviews Australian initiatives in ocean and coastal policy and draws on lessons from Canadian experience to propose Integrated Management Councils as a ‘way forward’ for integrated and adaptive management focusing on the decentralization of power and community participation in the decision-making process.  相似文献

Estuarine, Coastal and Shelf Science has throughout its history considered a diverse range of habitats including estuaries and fjords, brackish water and lagoons, as well as coastal marine systems. Its articles have reflected recent trends and developments within the estuarine and coastal fields and this includes the changing use of well-accepted terms. The term “transitional waters” first came to prominence in 2000 with the publication of the Water Framework Directive of the European Communities [European Communities, 2000. Directive 2000/60/EC of the European Parliament and of the Council of 23 October 2000 establishing a framework for Community action in the field of water policy. Official Journal of the European Communities 43 (L327), 75 pp.], where “transitional waters” are defined as “bodies of surface water in the vicinity of river mouths which are partially saline in character as a result of their proximity to coastal waters but which are substantially influenced by freshwater flows”. The inclusion of the term transitional waters in our own aims and scope reflects the evolution of language in this subject area, encompassing tidal estuaries and non-tidal brackish water lagoons. This article reflects on some of the difficulties posed by the use of the term and its attempts to be inclusive by incorporating fjords, fjards, river mouths, deltas, rias and lagoons as well as the more classical estuaries. It also discusses the problems of including in the term river mouths discharging either into predominantly brackish areas such as the Baltic Sea, or into freshwater-poor areas bordering the Mediterranean.  相似文献
