Deliberative democracy in the form of community participation is considered a ‘key priority’ in New South Wales (NSW) environmental planning. Community participation plays an increasingly central role in state significant developments, which are often sites of contestation. Community participation processes draw upon particular factors of place-based identity, which engage with notions of procedural legitimacy in subtle and not-so-subtle ways. This paper uses a legal geography analysis to explore this link between place-based identity and the experience of procedural legitimacy. We highlight a case study in which a contested coal mining development near Lithgow, NSW was approved by the NSW Planning Assessment Commission (PAC). This analysis examines how ‘local’ justice was constructed and mobilised in specific ways by proponents and opponents alike. Spatial factors of identity manifested in distinct ways in participation processes, particularly with respect to (i) claims to legitimacy and (ii) the lived experiences of engagement in a public forum. This case study demonstrates the way in which dualistic spatial terms such as ‘outsider’ opposition and ‘local’ support can render multiple interests of both human and non-human communities invisible. In so doing we are engaging with current work on environmental justice that examines the intersection of scale, efficacy and equity in processes of environmental governance.  相似文献

Providing an introduction to the special section ‘Close encounters: ethnographies of the coproduction of space by the urban poor’, this article sets out to argue that the image of ‘the informal’ as unruly, messy and dirty continues to inform urban planning around the world. As a reaction to this view, it contends that the informal and formal should be analysed as interconnected and that the informal sphere should be revalued. Urban development is studied as close encounters between established practices, with a locus and a history (tree‐like), and newly emerging, unstable and untraceable practices (rhizomatic). Contrary to the tendency in urban planning to conflate the formal with the tree and the informal with the rhizome, we argue that from the perspective of marginal urbanites, formal planning tends to be very arbitrary and frightening (rhizomatic), whereas informal practices can be very predictable and stable (arboreal). The article analyses residents of marginalized urban areas as inventive navigators who explore the changing physical, spatial and sociopolitical environment, avoiding threats and looking for opportunities, grounded in their everyday practices and life histories. The article concludes that marginal urbanites should be acknowledged as coproducers of urban space and that the right to ‘coproduce’ the city lies at the heart of the call for the right to the city.  相似文献

Norway's regional structure is under debate as questions about territorial boundaries, scale, scope of tasks and responsibilities, and decision-making structures have become an issue in Norwegian politics. This tendency of changing the scale of public action with regard to governmental structures, economic politics, welfare, and civic society has been termed ‘new regionalism’. New regionalism often comes under criticism of being too neo-liberalistic or too economically orientated, leaving in its wake debates of democratic accountability and the neglect of ‘soft factors’ (i.e. socio-culture, identity, consciousness, and participation). In this article the authors investigate whether new democratic or semi-democratic regional organisations as advocated by new regionalist schemes require identification amongst the local population in order to be successful and enduring governmental structures. Further, it is shown how too simplistic understandings of the social processes, and their inherent power aspects, involved in the implementation of the new regionalist development scheme ‘Mountain Region’ distort the undertaking. The authors find that a more complex relational and contextual understanding is in demand, one in which regionalisation is not only recognised as a process which diffuses across time-space, but also takes an asymmetrical place across society's social fabric, and one where ‘soft factors’ such as ‘regional identity’ are not sidestepped.  相似文献

基于制度嵌入性理论,采用质性研究方法,采取主位的研究立场,揭示正式制度与非正式制度对农村社区参与旅游发展的约束与影响。研究发现:遗产地农村社区参与旅游发展是一个制度约束下的理性行动过程,同时嵌入在多层正式制度和非正式制度中;不同农村社区在参与旅游发展过程中,由于制度嵌入的差异,导致相异的行动决策和发展结果,社区内部非正式制度嵌入的差异是主要影响因素;当社区内部非正式制度脱嵌时,外部正式制度的有效嵌入是协调遗产地与社区发展的关键因素。研究认为,制度嵌入性范式可以深入地解释不同农村社区参与旅游发展的差异性,为中国农村社区参与旅游发展的增权行动、制度设计和监督管理提供有益参考。  相似文献

This article engages with the coproduction of urban space by focusing on a slum upgrading project in Recife, Brazil. It argues that the urban situation is essentially inconsistent, unpredictable and unstable. It documents the history of urban planning in Recife, paying special attention to the coexistence of two different planning traditions, one aimed at what city planners call the informal city, which is participatory, bottom up and democratic, yet susceptible to be corrupted by political clientelism, and another aimed at the formal city, which is ‘strategic’, top down, technocratic and neoliberal. It argues that the informal/formal binary operates as a disjunctive synthesis that separates social actors rather than connecting them and provides the coordinates within which processes of coproduction take place. The disjunctive synthesis renders possible all sorts of fantastic imaginations that both disavow and reveal the missing ground of the city. Community leaders play a central role in the coproduction of urban space and function as the symptom of this absent ground. The article concludes that participatory urban development interventions aiming to curtail the role of community leaders end up as veritable tyrannies of participation, which should be seen as evidence of the disjointed character of planning rather than as forms of effective governmentality.  相似文献

The explosive growth of so‐called marginal settlements in Latin America's cities has received considerable academic attention in past decades. The inability of the state to adequately provide affordable housing for a rapidly growing urban population has meant that these neighbourhoods relied on community mobilization to achieve common objectives of basic infrastructure and legal recognition. With increasing consolidation and less need for coordinated action, many local organizations lost their rationale. Fear of crime and violence, a major concern in Latin American metropolises, is inscribed on the urban landscape by a growing number of gated and fortified residential enclaves for the better‐off. Marginal neighbourhoods, however, experience a ‘security gap’ as they receive insufficient police protection and lack the financial resources to employ private guards. In many cases, the real or perceived insecurities of inner‐city life have prompted organized bottom‐up, mostly informal and sometimes vigilante, responses. Drawing on research on the rise of informal security‐related interventions in the neighbourhoods of Lima Metropolitana, Peru, this paper explores the rationales underlying the different approaches and adoptions, including the involvement of the main actors, community associations and other local interest groups.  相似文献

This paper is a multi‐sited ethnography of cross‐border rubber cultivation between China and Laos. Smallholder minority rubber farmers from Xishuangbanna (China) have forged successful informal share‐cropping arrangements to grow rubber trees on the land of relatives and friends in neighbouring Laos. By becoming rich and entrepreneurial rural citizens, Akha and Tai farmers have also, in their own eyes, raised their own ‘quality’ (suzhi) and see themselves as ‘modern’. By examining various meanings of ‘modern’ in China, and contrasting the rubber farmers' experience with Jacob Eyferth's notion of rural ‘deskilling’, this paper shows how through learning to plant, cultivate and tap rubber, these farmers have taken on the discipline and technical knowledge of ‘modern’ workers and become ‘skilled’. By rising in ‘quality’, minority farmers on China's periphery challenge the entrenched binaries of urban/rural, modern/backward, prosperous/poor and Han/minority nationality. Xishuangbanna minority farmers acknowledge that they are also ‘backward’ in the Chinese social hierarchy, but their extension of rubber cultivation to kin and others in Laos has confirmed their modernity as dispensers of development, technical know‐how and ‘superior’ Chinese culture to Lao farmers who are ‘backward and poor’. In contrast to large state rubber farms that have failed to establish rubber plantations in northern Laos, minority farmers have created regionalization.  相似文献

Sustainable management of communal grazing lands in Ethiopia is crucial to sustain livestock productivity and reduce land degradation. This study was conducted in Dera district, Ethiopia, to assess local communities’ perceptions of the degradation and their attitudes on the management of communal grazing lands. Household surveys, group discussions, and the contingent valuation method were used to gather data. Results indicated that local communities are aware of the degradation and are willing to participate in the management of communal grazing lands by contributing labor and cash. Labor contribution is positively and significantly correlated to total livestock units (TLU) and credit, and negatively correlated with household size and extension service. Significant correlation between the willingness to contribute cash and TLU was also detected. Community participation and discussions, demarcation of boundaries, equity in benefit sharing, and engaging both formal and informal institutions are crucial to sustain and enhance the effectiveness of grazing land management.  相似文献

The notion of community participation in sustainable environmental management is well documented, but applications between environmental scientists and indigenous Australians are less known. Many indigenous Australians are socially and culturally marginalized, and agencies debate over appropriate designs for collaborative, cross-cultural environmental programmes that will alleviate marginalization. This paper presents two case studies from northern Australia, where indigenous people participated in an environmental project exploring the commercial potential of the local sea cucumber resource. A framework with principles of participation and knowledge exchange guided project implementation at both localities. Participant observation data that related to these principles suggests that abuse of power imbalances and exploitation (institutional racism) may be more easily disguised within formalized governance structures than in the informal networks and structures that can be supported through less formalized representation. Linking informal and formal governance structures and canvassing a range of governance modalities will ultimately connect the human behaviours and governance structures needed to progress indigenous environmental management in Australia.  相似文献

21世纪初,在对非正规经济研究的二元主义、新马克思主义和新自由主义理论解释基础上,出现了批判管治主义理论,重点关注国家权力与制度对非正规性产生的影响。基于该视角,以东莞市长安镇为例,运用质性研究方法,分析了改革开放先行区的珠江三角洲,其基层非正规土地利用实践的产生、表现及其与制度创新之间的关系。研究发现:改革开放以来,在国家土地制度缺失、正规土地管理制度颁布和实施阶段,以及省级政府主导的土地制度创新阶段,非正规土地利用实践经历了被政府鼓励、包容和默许及正规化的过程。部分非正规土地利用实践成为制度创新的根源。土地制度的演变经历了由乡村基层“自下而上”式向地方政府“自上而下”式推动的转变,在演变过程中具有非正规性特征,并服务于各个时期的城市与经济发展需求。未来的研究中,应更多的关注“自下而上”的制度创新和地方实践。  相似文献

A complex relationship exists between music scenes and the infrastructure in which they are located. This article focuses on the rise and fall of the Oxford Tavern, a live music venue in the Australian city of Wollongong. Pivotal in this venue was the role that booking agents played in developing what they perceived as an inclusive, self-sufficient and vibrant music scene—by generating and then consistently implementing a strict philosophy on what music and which bands performed there. Bookings were not based on reputation, and potentially better known or more lucrative bands were regularly denied access in favour of ‘local’ bands socially connected to the music scene. These bands were authenticated as ‘local’ because of social and geographical proximity—not because of any innate musicological distinctiveness connected to Wollongong. This social geographical emphasis on ‘local’ and ‘original’ music transcended musical genre and subcultural style. Although in one sense ‘exclusionary’, gatekeeping also fostered bonds of community and belonging, creating a perceived haven for diverse local cultures within a monopolised urban nightscape. Such gatekeeping practices—explored here through interviews with booking agents and music scene participants—were pivotal to the longevity of the music venue and scene. Only when booking agents with a strong ‘local’ ethos were removed from the venue did it struggle to survive, and ultimately collapse.  相似文献

After the January 2011 revolution, new and unpermitted constructions on previously empty land went up across Cairo at striking speed. This paper explores a case of such land encroachments carried out by waste collectors in the neighbourhood of Manshiet Nasser in Cairo, Egypt. It begins with theoretical debates about the production of urban space, arguing that the de Certeauian paradigm, in which urban marginals poach or hijack others' spaces evanescently, fails to account for the way such encroachments produce permanent new spaces rhizomatically alongside the pre‐existing order. The paper then turns to a close examination of the events in Manshiet Nasser. Although in a broad view the actors are marginals living in the ‘informal’ city, the conditions enabling the encroachments were such that only the wealthiest and most powerful members of the ‘community’ benefitted. In a context of generalized ‘illegality’, the squatters rely on practical norms and de facto recognitions to obtain some degree of tenure security. Since these efforts rely on and play off legal norms even as the squatters violate them, the paper argues that property rights in this context should be understood not in classificatory terms based on the legal/illegal binary, but rather through a trajectory of ‘becoming‐legal’: a ‘line of flight’ that approaches legality asymptotically.  相似文献

Ever‐changing spatial divisions of labour have led to an altered integration of many developing countries into global production networks (GPNs), leading to new spaces of territorial development in these countries. Against this background, this paper examines the role of local institutional actors in co‐shaping territorial development driven by global industrial relocation. Drawing on the case of Bekasi District, Indonesia, this paper nuances the notion of ‘strategic coupling’ in specific national and local settings of developing countries. Drawing on empirical material obtained through a series of in‐depth interviews conducted between 2012 and 2016, our analysis reveals that although local institutional actors have participated in Bekasi District's territorial development processes they sometimes exhibit a hesitant and less‐than‐creative attitude in this participation. Meanwhile, non‐local actors, most notably private developers and central government agencies, tend to have a more significant leverage in these development processes at the local level, suggesting complex institutional arrangements in tying Bekasi District's assets with GPNs.  相似文献

Cognitive regions are regions in the mind, reflecting informal ways individuals and cultural groups organize their understanding of earth landscapes. Cognitive region boundaries are typically substantially vague and their membership functions are substantially variable – the transition from outside to inside the region is imprecise or vague, and different places within the region are not equally strong or clear as exemplars of the region. Methods for assessing and cartographically depicting cognitive regions, as with other vague geographic regions, have traditionally implied an inappropriate level of boundary sharpness and membership uniformity, such as when boundaries are mapped as precise lines. Research in recent decades has explored methods for assessing and depicting boundary vagueness and membership variability, either within or across individuals, but has still assumed homogeneity and regularity in the vagueness and variability. In this article, we present two studies that assess the cognitive regions of ‘Northern’ and ‘Southern’ California, and, for comparison, ‘Northern’ and ‘Southern’ Alberta. The first study uses a standard boundary-drawing task; the second uses a novel task in which participants rate cells of a high-resolution grid laid over an outline map. This technique allows us to assess and depict vagueness and nonuniformity that is heterogeneous and irregular across different areas. Differences in the conceptualization of ‘Northern’ and ‘Southern’ regions in California, as compared to those in Alberta, point to thematic influences on cognitive regions in California but not in Alberta. As is often true with cognitive regions, Northern and Southern California are about attitude, not just latitude.  相似文献

The Kyoto Protocol's Clean Development Mechanism (CDM) is a carbon credit trading scheme intended to reduce anthropogenic greenhouse gas emissions and promote ‘sustainable development’. Hundreds of CDM‐sponsored hydroelectric dams have been constructed in southwest China's Yunnan Province, where carbon finance contributes substantial financial incentives to hydropower expansion. This article investigates whether riparian Handai farmers settled near the Madushan hydropower plant on the Chinese section of Red River have experienced positive outcomes from this project's participation in the CDM. I assess how Handai individuals' access to core livelihood assets has been modified following dam completion and probe how the CDM reconfigures scalar relations among the various stakeholders involved in hydropower governance in Yunnan. Though the CDM facilitates hydropower expansion, it fails to produce development that is more sustainable than ‘business as usual’ from a local perspective. Rather, the CDM consolidates hydropower governance in the same way as it unfolded in Yunnan before the province became an active participant in this scheme. The CDM also facilitates a national development campaign fostering specific socio‐economic modernization patterns in China's western provinces.  相似文献

This paper examines the language and phraseology of ‘creative destruction‘ (‘renewal‘ and ‘exploitation’) expressed in urban planning procedures concerning one particular house in West Jerusalem: 28 Radak Street. Through a forensic examination of the planning-related communications about this address, the work analyzes the various stages of the ’destruction’ and ’renewal’ of the property. It demonstrates how each of the various actors involved (Municipality, planning committees, legal courts, private entrepreneur and local residents) uses different language and phraseology to present their argument, while the voice of the original Palestinian owners of the house is entirely absent from the planning battle.  相似文献

As a reaction to the 'top-down 'approach to rural development during the 1970's and 1980's, and in line with the increased focus on ‘putting farmers first’ (bottom-up) through local participation, new and integrated approaches to natural resource management (NRM) have been launched to generate sustainable development. This paradigmatic change has greatly influenced land use planning. Some of the implications involved in this change are discussed in this paper and based on empirical data from Tanzania and Botswana. In this paper we will discuss three critical issues related to land use planning for sustainable NRM: the complexity of livelihood strategies at the local level, the role of different stakeholder interests and the importance of spatial scale considerations. The discussion emphasizes the importance of understanding that the different and often erratic resource endowment of the rural households influences the strategies these households follow in order to meet their overall needs, rather than ‘simply’ maximizing agricultural yields. Furthermore, the importance of spatial scale, in relation to both different stakeholder interests and their needs will be discussed. The paper highlights the need to take community heterogeneity into consideration in land use planning if sustainable NRM is to be achieved in the future.  相似文献

In-migration to popular ‘sea change’ and ‘tree change’ regions has produced conflicts between rural land users. In the Northern Rivers region of New South Wales, new residential developments have been built on much of what was previously prime agricultural land, while farmers (in particular, those negatively affected by the deregulation of the dairy industry) have sought to secure retirement incomes by subdividing land for sale. Although developers, local councils and individual farmers sometimes see eye to eye on the mutual benefits of in-migration and population growth, land use has none the less become the subject of a hotly contested local political battle. Conflicts occur at the interface of growing urban developments and surrounding farmland, with new residents finding the sights, sounds and smells of rural production intrusive. More generally, there is considerable concern that the best farmland in the region may be lost to urbanisation and rural residential subdivision. This paper discusses the results of a survey that collected opinions from local residents about the pressures on the region's land uses by in-migration, the future role of farmland as both an economic and cultural landscape, and views on proposed measures to protect prime farmland in the region. Results highlighted a strong and consistent ‘pro-farmland’ and ‘pro-protection’ attitude throughout the region, and across social groups. Yet, variations emerged when respondents were asked about why they attribute value to agricultural landscapes. For some, ‘economic’ values dominated, while for others, value was attributed in ways that reflected an emerging ethos of ‘localism’ and village lifestyle. Although values differed, a clear message from this study is that the population of Australia's pre-eminent ‘sea change’ region strongly support measures to curb urban development and the more destructive consequences of a dynamic property market.  相似文献

The Norwegian Nature Index is a comprehensive effort to ‘make nature visible’ in communications between policymakers and the general public. To ensure that appropriate ‘early warnings’ for biodiversity loss are made available as a basis for precautionary approaches to sustainability and biodiversity policy, different knowledge sources need to be applied, such as the Red List for threatened species and the Nature Index, which gives a comprehensive overview of biodiversity. The article shows how the Nature Index can be supplemented with ‘early warnings’ of biodiversity from involved scientific experts, who were asked to assess the situation in 2020 for the indicators, in view of all available knowledge. They also assessed the uncertainty in their forecasts and their considerations of the need for and difficulty of implementing management measures to maintain biodiversity at the current level. Particularly for the major ecosystems considered to have a poor state, namely forests and open lowlands, experts indicated that urgent action was needed to improve the state of many indicators and that such management action would be possible. The findings indicate potential for eliciting experts' formal and informal knowledge in assessing the need and potential approaches to biodiversity policy.  相似文献
