The influence of the environment and environmental change is largely unrepresented in standard theories of migration, whilst recent debates on climate change and migration focus almost entirely on displacement and perceive migration to be a problem. Drawing on an increasing evidence base that has assessed elements of the influence of the environment on migration, this paper presents a new framework for understanding the effect of environmental change on migration. The framework identifies five families of drivers which affect migration decisions: economic, political, social, demographic and environmental drivers. The environment drives migration through mechanisms characterised as the availability and reliability of ecosystem services and exposure to hazard. Individual migration decisions and flows are affected by these drivers operating in combination, and the effect of the environment is therefore highly dependent on economic, political, social and demographic context. Environmental change has the potential to affect directly the hazardousness of place. Environmental change also affects migration indirectly, in particular through economic drivers, by changing livelihoods for example, and political drivers, through affecting conflicts over resources, for example. The proposed framework, applicable to both international and internal migration, emphasises the role of human agency in migration decisions, in particular the linked role of family and household characteristics on the one hand, and barriers and facilitators to movement on the other in translating drivers into actions. The framework can be used to guide new research, assist with the evaluation of policy options, and provide a context for the development of scenarios representing a range of plausible migration futures.  相似文献

There is mounting evidence that major improvements in environmental quality in high-income countries over the past decades may have been achieved to a large degree through relocation of environmental impacts of consumption to other, usually poorer countries. While political and academic debates on appropriate policy interventions to address this challenge are gaining ground, we still know rather little about the drivers of international environmental impact shifting, other than international trade flows per se. We address this issue by focusing on the effects of economic inequality and political factors. We argue that income inequality between and within countries as well as variation in political institutions, environmental clauses in preferential trade agreements (PTAs), and participation in international environmental treaties could be important drivers or mitigators of environmental impact shifting between countries. We use novel panel data on five types of environmental impact flows between country dyads (187 countries, 1990–2015) to assess these arguments. We find that richer countries and countries with higher domestic economic equality tend to be the “outsourcers”, and poorer, domestically more unequal countries the “insourcers” of environmental impacts. Discrepancies in democracy levels aggravate the outsourcing from more equal to more unequal societies. In turn, environmental clauses in PTAs have a mitigating effect on environmental impact shifting, but participation in international environmental agreements has no such effect. Our findings highlight the need for green economy policies that reduce environmental footprints of consumption not only within high-income democracies, but also make their global supply chains more sustainable.  相似文献

This article discusses how conflict patterns affect the volume, direction and types of migration within the developing world. Conflict impact and poverty are the two primary drivers directly shaping migrations within poor and high-risk environments. Indirect drivers of migration include livelihood fragility, ecological and political instabilities. Conflicts overwhelmingly occur in states where much of the population is dependent upon the environment/natural resources for their livelihoods. There is little reliable evidence to suggest a link between civil conflict and climate change, however, the environmental changes occurring across developing states shape the ways in which civilians can respond to political and economic threats. The crucial point is that the communities who are subject to increasing environmental variation and disruption, through either external or internal processes, are likely to become poorer as a consequence. This poverty lessens their ability to respond to the myriad of threats in their environs, including conflict, ecological disasters, disease, or economic hardship. Hence, there is an endogeneity to conflict, precipitating factors and possible outcomes: the persistence of violence plays a determining role in the sustainability of livelihoods, poverty levels and the propensity of migration within chronically conflicted areas. Those most vulnerable to forced migration live in ‘chronically vulnerable areas’, which are characterized by the deterioration, loss or destruction of primary livelihood systems and productive assets, environmental degradation and deterioration of natural resources, increasing impoverishment of communities and households, geographical isolation and a dependence on relief.  相似文献

Which destinations will be most impacted by environmental migration? Most research on environmental migration examines the drivers of mobility, identifying the locations that are most affected by environmental change. By contrast, little attention is paid to where migrants might move to in response to these changes. The paper argues that much can be learned from applying established knowledge from the migration research literature to the specifics of environmental mobility. Migration destinations of environmental movers are examined in two different contexts. First, research is reported relating to the migration destinations of populations affected by drought and food insecurity. Second, Europe is studied as a destination region for migration flows. The paper concludes that, in place of estimates of the number of environmental migrants, a more productive focus of research would be to achieve deeper understanding of the destinations selected by current environmental migrants, and to appreciate why immobility is as great a problem as movement to new locations for those concerned with climate adaptation planning.  相似文献

This article reports findings from a study of settlement abandonment and the interactions between environmental and non-environmental factors that may give rise to it. Through a modified systematic review of scholarly literature, an inventory of 246 ancient and modern examples of settlement abandonment was generated. Common spatial and temporal parameters were identified and a typology created to summarize environmental and non-environmental drivers common across cases. Dynamic interactions of drivers that lead to a progression from vulnerability to population decline and abandonment were examined in the cases of Plymouth, Montserrat, abandoned due to volcanism in the 1990s; recent rural depopulation in northeastern Iraq and the southern marshes; outmigration from the southern Aral Sea region; and, neighbourhood abandonment and a proposal to convert abandoned lands in Detroit to commercial farming. The study finds that with growing vulnerability to environmental change across many regions, there is greater potential for increased numbers of abandonments. However, abandonment should be seen as only one possible outcome of environment and population interactions that create vulnerability and stimulate environmental migration. The study concludes with a series of observations relevant to anticipating and planning for potential population decline and settlement abandonment in the face of future global environmental change.  相似文献

Using both empirical and numerical ensemble approaches this study focuses on the Mediterranean/West African relationship in northern summer. Statistical analyses utilize skin temperature, sea surface temperature, in situ and satellite rainfall, outgoing longwave radiation (OLR) observations and reanalyzed data winds and specific humidity on isobaric surfaces. Numerical investigations are based on a large set of sensitivity experiments performed on four atmospheric general circulation models (AGCM): ARPEGE-Climat3, ECHAM4, LMDZ4 and UCLA7.3. Model outputs are compared to observations, discussed model by model and with an ensemble (multi-model) approach. As in previous studies the anomalous Mediterranean warm events are associated with specific impacts over the African monsoon region, i.e., a more intense monsoon, enhanced flux convergence and ascendances around the ITCZ, a strengthening of low level moisture advection and a more northward location of ascending motion in West Africa. The results show also new features (1) thermal variability observed in the two Mediterranean basins has unalike impacts, i.e. the western Mediterranean covaries with convection in Gulf of Guinea, while the eastern Mediterranean can be interpreted as Sahelian thermal-forcing; (2) although observations show symmetry between warming and cooling, modelling evidences only support the eastern warming influence; (3) anomalous East warm situations are associated with a more northward migration of the monsoon system accompanied by enhanced southwertely flow and weakened northeasterly climatological wind; (4) the multi-model response shows that anomalous East warm surface temperatures generate an enhancement of the overturning circulation in low and high levels, an increase in TEJ (Tropical Eeasterly Jet) and a decrease in AEJ (African Eeasterly Jet).  相似文献

Environmental migration is a topic which has given rise to widespread debate and gloomy predictions about the state of the world in 2050, but where rigorous research and empirical evidence are unfortunately in short supply. In this paper, we review the existing research on and empirical evidence of how climate change and climate variability in Less Developed Countries (LDCs) affects two main drivers of migration identified by migration models in the economic literature, namely income level differentials between origin and destination areas and income variability in origin areas, and how they in turn affect migration. We find that there are serious gaps in both the economic and the environmental literature that render it impossible to make sound and robust predictions of how climate change and increased climate variability will affect the economic migration drivers, and of how these in turn may change existing migration patterns. There are some empirical indications that income differentials may increase due to lower income levels in the origin areas of LDCs, but virtually no evidence exists of the effects of climate change or increased climate variability on income variability. Furthermore, although a negative relationship between migration and rainfall has been established by many researchers, there is only very limited evidence as to what drives it. A clearer picture of the driving force behind the link between rainfall and migration would greatly benefit policymaking in this area.  相似文献

Dryness analysis is a major topic in the study of rainfall regime, mainly in regions with water shortage. The present study suggests a new approach for analyzing dry spells and their annual distribution and introduces a new term: dry days since last rain (DDSLR hereafter). The main goals of this study are to analyze and present the different annual courses of the DDSLR across the Mediterranean region. Daily rainfall totals for the period of 1931–2006 at 41 stations served as the main database. Two annual courses of the DDSLR, the median (50 percentile) and the 90 percentile, are presented for each Julian day in each station. Correlation matrices between stations according to their annual courses were calculated. A cluster analysis was performed on these correlations matrices according to which the stations were grouped. The main conclusions of the present study can be summarized as follows: Four regions were found in the Mediterranean basin according to their annual course of the DDSLR: Region Ia spread over the southern Mediterranean and has the most severe dryness conditions reaching maximum dryness in August and September. Region Ib is located mainly in northeastern Iberian Peninsula, south France, and northwestern Italy. Dryness is less severe than in Region Ia. The maximum dryness conditions are in July and August. Region IIa is located in the northeastern study area, with a bi-modal moderate dryness conditions. Maximum dryness is in August–October and a secondary dry period in January–March. Region IIb is located in the northwestern study area with a bi-modal moderate dryness conditions. Maximum dryness is in January–March and a secondary dry period in October. Both regions Ia and Ib can be combined into a single major region I. This region represents the classical Mediterranean rainfall regime with a very distinguishable dry period during summer. Similarly, regions IIa and IIb can be combined into a single major region II. This region benefits from rainfall all year round and therefore is not considered as having a classical Mediterranean climate. Uncertainty regarding the DDSLR distribution (from year to year) is much crucial in region II, since ecosystems are not adapted to long dry periods and their prolongation may have very severe environmental consequences.  相似文献

Through an examination of global climate change models combined with hydrological data on deteriorating water quality in the Middle East and North Africa (MENA), we elucidate the ways in which the MENA countries are vulnerable to climate-induced impacts on water resources. Adaptive governance strategies, however, remain a low priority for political leaderships in the MENA region. To date, most MENA governments have concentrated the bulk of their resources on large-scale supply side projects such as desalination, dam construction, inter-basin water transfers, tapping fossil groundwater aquifers, and importing virtual water. Because managing water demand, improving the efficiency of water use, and promoting conservation will be key ingredients in responding to climate-induced impacts on the water sector, we analyze the political, economic, and institutional drivers that have shaped governance responses. While the scholarly literature emphasizes the importance of social capital to adaptive governance, we find that many political leaders and water experts in the MENA rarely engage societal actors in considering water risks. We conclude that the key capacities for adaptive governance to water scarcity in MENA are underdeveloped.  相似文献

In order to understand the impact of climatic and environmental changes as well as socio-economic drivers on human migration, it remains a challenging task to find a method to analyse the knowledge from different scientific disciplines in an integrated way.The Sahel region with its high ecological dynamic has a long history of migratory movements. Within this work, we integrate and analyse socio- and natural-scientific data from two Sahelian study areas in Mali and Senegal using Bayesian belief networks. The core of the network’s structure is formed by four main motives to migrate which are education, family, visit and curiosity and sustenance and employment. It is assumed that these motives determine the spatial and temporal patterns of migration. On the basis of submodels for each migration motive, we identify the decisive factors that constitute the socio-economic and ecological conditions with a combination of sensitivity analyses and train-and-test validation method. In combining these factors, the model avoids implying monocausal dependencies and allows an analytical view on the likely consequences of different settings of social-ecological conditions on migration. Furthermore, we use the model to estimate the consequences of alternative future developments in contrasting scenarios.The results show that changing environmental conditions lead to changing patterns of migration, regarding its duration and destination. These patterns can be very specific for different motives and their underlying factors. One principal result of the analysis is that uncertainty in the main income sources correlates with an increase of short-term migrations in order to increase the households' possibilities for income generation. Nevertheless, socio-economic conditions show a greater impact on the people's decision to migrate than environmental conditions.  相似文献

Global climate change and its regional manifestation will result in significant impacts in the European North. However, in order to determine the consequences of such impacts, a holistic, integrated assessment is needed. This paper sets the stage for the remainder of this volume by describing an attempt to derive such an assessment for the Barents Sea Region through the EU-funded BALANCE project. The paper explains some of the major methodologies employed in the study. It also provides insight into major results obtained and attempts to answer a number of overarching questions. It will be shown that climate change does present a significant threat to environmental and societal integrity in the study region. However, it will also be shown that stakeholders regard other drivers of future changes (economical, political developments) at least as equally important for their personal lives.  相似文献

In response to substantial deforestation over many decades, large scale reforestation programs are being implemented across many tropical developing countries. Examples include the United Nations Billion Trees Campaign, the National Greening Program in the Philippines, and the 5 million ha reforestation program in Vietnam. However, while substantial investments are being made in reforestation, little information exists on the drivers influencing reforestation success and how these interact to determine environmental and socio-economic outcomes. In this study we surveyed 43 reforestation projects on Leyte Island, The Philippines to identify the drivers that most influence reforestation success as measured by key indicators drawn from the literature, including interactions between drivers and between drivers and indicators. We investigated 98 potential success drivers, including technical and biophysical factors; socio-economic factors; institutional, policy and management factors; and reforestation project characteristics. We also measured 12 success indicators, including forest establishment, forest growth, environmental and socio-economic success indicators. Stepwise multiple regressions were used to identify significant relationships among drivers and indicators and this analysis was used to develop a system of driver and indicator relationships. Based on this we found that revegetation method, funding source, education and awareness campaigns, the dependence of local people on forests, reforestation incentives, project objectives, forest protection mechanisms and the condition of road infrastructure were highly connected drivers that influenced multiple success indicators either directly or indirectly. We conclude that policies targeting revegetation methods, socioeconomic incentives, forest protection mechanisms, sustainable livelihoods, diversification of funding and partnerships, technical support, and infrastructure development are likely to have a broad systemic and beneficial effect on the success of reforestation programs in tropical developing countries.  相似文献

An analysis of the kinetic energy budget during a case of interaction between middle latitude and extratropical cyclones has been made in this work. Horizontal flux convergence constitutes a major energy sink. Generation of kinetic energy via cross-contour flow is a persistent source throughout the growth and decay periods. Dissipation of kinetic energy from subgrid to grid scales is an important source during the pre-storm period; it acts as a sink during the growth and decay periods. The major contribution to kinetic energy comes from a persistent upper tropospheric jet stream activity throughout the period of the cyclone development. The characteristics of moisture-flux components (divergent and rotational) along with precipitable water content for different tropospheric layers throughout the life cycle of our cyclone are also studied in this work. It is found that most of required humidity for our cyclone are initiated from Arabian Sea and then to some extent are reinforced over Gulf of Aden and east of central Africa and then by passing over Red sea enter to the south and south east of Mediterranean Sea. The rotational component of the moisture transport brings moisture from two regions; the first which is considered the main region is the Indian Ocean, Arabian Sea, Gulf of Aden and north east of Sudan. The second source region is the Atlantic and Mediterranean Sea. In the middle troposphere, the primary moisture source is found over central Africa, which in turn is traced to the Atlantic Ocean, the Indian Ocean, and the Arabian Sea. The upper-level moisture fluxes are weak and play a minor role over the area of interaction between two cyclones.  相似文献

Global environmental change is increasing livelihood pressure for many communities, and agricultural households in the Global South are particularly vulnerable. Extant research has debated whether and to what degree this amplifies migration flows while also acknowledging that migration can be an adaptive strategy. However, little is known about which contextual factors are most relevant and how they interact in shaping environment-related migration. We shed light on this issue by conducting an in-depth qualitative, yet multisite and medium-N study of farming households in the northern Ethiopian highlands. We utilized qualitative comparative analysis (QCA) – a novel approach in the research field – to overcome the existing methodological challenges. We found that the migration experience within the household in combination with either the usage of the longer summer rainy season (Kiremt) or non-farm in situ diversification are sufficient causes for migration. Non-farm income activities and favorable environmental conditions during the Kiremt season increases economic household resources and as such migration ability. However, only together with migrant networks, which can reduce the costs and risks of migration and shape migration aspirations, can these drivers explain why households engage in migration. Our findings reveal that capabilities and networks, rather than commonly cited push factors, are far more important drivers of environment-related migration at the household level. Additionally, we illustrate that while migration is an important adaptation strategy, it cannot be adopted equally among households and as a result often reinforces existing inequalities.  相似文献

Seafood is an essential source of protein globally. As its demand continues to rise, balancing food security and the health of marine ecosystems has become a pressing challenge. Ecosystem-based fisheries management (EBFM) has been adopted by the European Union (EU) Common Fisheries Policy (CFP) to meet this challenge by accounting for the multiple interacting natural and socio-economic drivers. The CFP includes both the implementation of regulatory measures to EU stocks and the establishment of bilateral fisheries agreements with neighbouring countries, known as sustainable fisheries partnership agreements (SFPAs). While the effects of fisheries management regulations are well acknowledged, the consequences of the SFPAs on EU ecosystems have been commonly overlooked. Here we investigate the development of the Gulf of Cadiz marine ecosystem over the last two decades and found evidence of the impact of both policy interventions. Our findings reveal the effectiveness of regulatory measures in reverting a progressively degrading ecosystem, characterised by high fishing pressure and dominance of opportunistic species, to a more stable configuration, characterised by higher biomass of small pelagics and top predators after 2005. Knock-on effects of the EU-Morocco SFPA and climate effects were detected before 2005, resulting in increased purse seine fishing effort, lower biomass of pelagic species and warmer temperatures. This southern EU marine ecosystem has been one of the latest to introduce regulations and is very exposed to fishery agreements with neighbouring Morocco. Our study highlights the importance of taking into consideration, not only the effects of in situ fisheries regulations but also the indirect implications of political agreements in the framework of EBFM.  相似文献

 We investigate the dependence of surface fresh water fluxes in the Gulf Stream and North Atlantic Current (NAC) area on the position of the stream axis which is not well represented in most ocean models. To correct this shortcoming, strong unrealistic surface fresh water fluxes have to be applied that lead to an incorrect salt balance of the current system. The unrealistic surface fluxes required by the oceanic component may force flux adjustments and may cause fictitious long-term variability in coupled climate models. To identify the important points in the correct representation of the salt balance of the Gulf Stream a regional model of the northwestern part of the subtropical gyre has been set up. Sensitivity studies are made where the westward flow north of the Gulf Stream and its properties are varied. Increasing westward volume transport leads to a southward migration of the Gulf Stream separation point along the American coast. The salinity of the inflow is essential for realistic surface fresh water fluxes and the water mass distribution. The subpolar–subtropical connection is important in two ways: The deep dense flow from the deep water mass formation areas sets up the cyclonic circulation cell north of the Gulf Stream. The surface and mid depth flow of fresh water collected at high northern latitudes is mixed into the Gulf Stream and compensates for the net evaporation at the surface. After a short summary of the main current drivers of internal migration in the UK, the paper discusses likely future migration patterns and processes under different social scenarios. It then anticipates the effects of environmental change on these migration flows. The main conclusion is that the impacts will probably be relatively minor; the UK is considered to be extremely well placed to adjust to climate change without a major redistribution of its population. A minor exception to this is that greater river and coastal flooding is likely to render some areas hazardous to settlement and/or very costly to protect. And crucial to successful adaptation is good governance, specifically a strong state that can plan and execute major environmental infrastructures, and can respond quickly and decisively to environmental challenges.  相似文献

South America’s tropical dry forests and savannas are under increasing pressure from agricultural expansion. Cattle ranching and soybean production both drive these forest losses, but their relative importance remains unclear. Also unclear is how soybean expansion elsewhere affects deforestation via pushing cattle ranching to deforestation frontiers. To assess these questions, we focused on the Chaco, a 110 million ha ecoregion extending into Argentina, Bolivia, and Paraguay, with about 8 million ha of deforestation in 2000–2012. We used panel regressions at the district level to quantify the role of soybean expansion in driving these forest losses using a wide range of environmental and socio-economic control variables. Our models suggest that soybean production was a direct driver of deforestation in the Argentine Chaco only (0.08 ha new soybean area per ha forest lost), whereas cattle ranching was significantly associated with deforestation in all three countries (0.02 additional cattle per hectare forest loss). However, our models also suggested Argentine soybean cultivation may indirectly be linked to deforestation in the Bolivian and Paraguayan Chaco. We furthermore found substantial time-delayed effects in the relationship of soybean expansion in Argentina and Paraguay (i.e., soybean expansion in one year resulted in deforestation several years later) and deforestation in the Chaco, further suggesting that possible displacement effects within and between Chaco countries may at least partly drive forest loss. Altogether, our study showed that deforestation in the Chaco appears to be mainly driven by the globally surging demand for soybean, although regionally other proximate drivers are sometimes important. Steering agricultural production in the Chaco and other tropical dry forests onto sustainable pathways will thus require policies that consider these scale effects and that account for the regional variation in deforestation drivers within and across countries.  相似文献

The development of effective environmental management plans and policies requires a sound understanding of the driving forces involved in shaping and altering the structure and function of ecosystems. However, driving forces, especially anthropogenic ones, are defined and operate at multiple administrative levels, which do not always match ecological scales. This paper presents an innovative methodology of analysing drivers of change by developing a typology of scale sensitivity of drivers that classifies and describes the way they operate across multiple administrative levels. Scale sensitivity varies considerably among drivers, which can be classified into five broad categories depending on the response of ‘evenness’ and ‘intensity change’ when moving across administrative levels. Indirect drivers tend to show low scale sensitivity, whereas direct drivers show high scale sensitivity, as they operate in a non-linear way across the administrative scale. Thus policies addressing direct drivers of change, in particular, need to take scale into consideration during their formulation. Moreover, such policies must have a strong spatial focus, which can be achieved either by encouraging local–regional policy making or by introducing high flexibility in (inter)national policies to accommodate increased differentiation at lower administrative levels. High quality data is available for several drivers, however, the availability of consistent data at all levels for non-anthropogenic drivers is a major constraint to mapping and assessing their scale sensitivity. This lack of data may hinder effective policy making for environmental management, since it restricts the ability to fully account for scale sensitivity of natural drivers in policy design.  相似文献

In recent years, the empirical literature linking environmental factors and human migration has grown rapidly and gained increasing visibility among scholars and the policy community. Still, this body of research uses a wide range of methodological approaches for assessing environment–migration relationships. Without comparable data and measures across a range of contexts, it is impossible to make generalizations that would facilitate the development of future migration scenarios. Demographic researchers have a large methodological toolkit for measuring migration as well as modeling its drivers. This toolkit includes population censuses, household surveys, survival analysis and multi-level modeling. This paper's purpose is to introduce climate change researchers to demographic data and methods and to review exemplary studies of the environmental dimensions of human migration. Our intention is to foster interdisciplinary understanding and scholarship, and to promote high quality research on environment and migration that will lead toward broader knowledge of this association.  相似文献
