国土资源信息化建设若干关键技术探讨——以湖州市为例

全面推进国土资源信息化建设是改进工作方式，提高行政效率。促进政府职能改进的重要举措。国土资源信息化既涉及信息技术的综合应用，也涉及对传统观念的变革。与对传统管理体制改革和重组密切相关。湖州市国土资源信息化建设经过近十年的发展，取得了很大的进展。但也存在许多迫切需要解决的问题，本文结合湖州市国土资源信息化建设的实践，拟根据总体建设思路。对若干的主要技术问题作一探讨，以祈对国土资源信息化工作的发展有所裨益。     

广西国土资源信息化建设的几点思考

国土资源信息化建设,是有效管理土地资源、矿产资源、海洋资源、地质灾害的重要手段,也是贯彻落实“三个代表”重要思想和科学发展观的具体体现;是规范政府行为、提高办事效率、提高执法监察水平、推进反腐倡廉的需要。几年来,国土资源厅领导一直高度重视信息化建设,把信息化建设作为一项重要工作来抓,有力地促进了信息化建设的发展,为广西国土资源管理工作打下了坚实的基础。为了推进广西国土资源信息化建设,根据广西的实际,笔者对广西国土资源信息化建设进行了思考,以期对国土资源信息化建设起到推动作用,并供领导决策参考。一广西国土资源信息化建设的现状2002年至今,全区开展了以下几方面的工作:(1)国土资源厅成立了信息化建设领导小组、领导小组办公室和信息中心。南宁市、柳州市、桂林市、贵港市、阳朔县等也成立了信息中心。(2)组织召开了全区国土资源信息化工作会议,承办了首届中南片国土资源信息技术交流会,举办了全区国土资源信息化建设技术研讨会。(3)开展了全区市、县国土资源信息化建设调查,编制了信息化规划、总体方案和计划书,编写了《广西国土资源电子政务建设指导意见》和《2003年￣2010年广西壮族自治区国土资源信息化建设费用预算》,并争取得...     

浅论县级国土资源信息化建设

土地资源管理信息化是电子政务在土地管理中的具体应用。2000年3月国土资源部公布了“国土资源信息化工作标准”和“全国国土资源信息网络系统建设规范”，信息化在土地资源管理和社会服务等方面获得了重大进展。对县级而言，土地资源管理信息化在体制、软硬件建设及人员配备方面还存在着一定障碍。因此，为了使土地资源管理能适应信息化需要，从理论研究与实际运用相结合上，研究县级土地资源政务管理信息化建设的内容及其实施途径，具有十分重要的意义。[第一段]     

关于建设“菏泽数字国土”工程的初步探讨

根据国土资源部《国土资源信息化“十五”规划和2010年远景目标（纲要）》和山东省国土资源厅《关于加快国土资源信息化建设工作的意见》，菏泽市国土资源局组织建设菏泽市“数字国土”工程。“菏泽数字国土”工程，广义上是指通过建设宽带多媒体信息网、地理信息系统等基础设施平台，整合全市国土资源管理信息资源，实现国土资源管理和公共服务领域的信息化。     

国土资源信息化建设成果开展

7月22日上午。国土资源部部长孙盛，副部长鹿心社、负小苏、汪民，部党组成员王世元参观了国土资源信息化建设成果展。孙盛称赞国土资源信息化建设和应用效果成效显。国土资源信息化工作取得了很大发展，主要表现在：信息技术在国土资源工作中得到广泛应用，深度不断增加：对外服务和网上政务公开进一步提升了国土资源部门的形象。     

统一规划全面推进国土资源信息化建设

围绕江苏省国土资源信息化建设实践，阐述了国土资源信息化规划和信息系统建设总体方案与国土资源信息化建设的关系；强调了树立规划方案权威、按照统一规划开展信息化建设的极端重要性指出了组织．制度保障对于推动规划方案实施的必要性；提出了抓住关键、突出重点、渐次推进的规划方案实施策略。     

国土资源管理信息系统整合研究

信息化是当今世界经济和社会发展的大趋势，是推动经济社会发展和变革的重要力量。“十五”期间，各地国土资源管理部门根据“统一领导、统筹规划，统一标准、信息共享，服务管理、面向社会”的信息化指导方针，大力开展国土资源相关业务系统建设和数据库建设。国土资源信息化工作取得了丰硕成果。一是网络框架体系结构基本形成，信息基础设施日臻完善。县级以上国土资源管理部门内部局域网建设基本已完成，为本部门及其所属事业单位提供了信息化建设和应用的基础网络平台。省、市、县、乡四级网络互联不断延伸，一个大型的国土资源广域互联专用网络系统已经形成。二是国土资源海量基础数据持续夯实，为国民经济发展和国土资源管理提供了重要数据支持。     

平度市做好档案信息化建设工作

为加快推进国土资源管理信息化的步伐,促进国土资源工作的高效管理、科学决策、依法行政和政务公开,国土资源部提出了国土资源电子政务建设的目标和主要内容,国土资源信息化建设工程已成为国土资源管理工作的重要部分。为认真贯彻十七大提出的关于“推进电子政务,强化社会管理和公共服务”的精神要求,进一步提升国土资源信息化管理水平,平度市国土资源局着手档案信息化建设,并取得了一定成绩。     

全省国土资源信息化建设现场会在温州召开

为进一步推进全省国土资源信息化建设工作,省国土资源厅2004年3月12日在温州召开全省国土资源信息化建设现场会。张国斌副厅长、张志勋副巡视员出席会议并讲话。省厅信息中心负责人、各市国土资源局分管局长、信息中心主任参加会议。会议听取了一年来各市局信息化建设工作汇报;回顾总结了2013年全省信息化工作,研究部署了2014年工作任务;重点研究讨论了如何进一步推进国土资源信息化建设“六网”行动和国土资源“一张图”建设。会议期间,与会代表还观看考察了温州市国土资源局“一张图”建设的现场演示。     

青海省国土资源信息化建设回顾与展望

几年来，在部信息中心的关心支持下，青海省国土资源信息化建设由小到大，由眯到面，有序推进，在工作规划，资金投入，人才培养，协调运转等方面做了大量的工作，积累了经验，奠定了基础，逐步形成了框架明晰，建设规范，任务明确的国土资源信息化建设格局。主要表现在，一是加强了对全省国土资源信息化建设的领导和组织协调。     

Thermohaline structure inhomogeneity associated with polynia at the northern margin of Emery Ice-shelf

Based on the hydrographic data in austral summer during the 22nd Antarctic Expedition of China(2005/2006),some features can be found about the northern margin of Emery ice shelf as follows.The heat content in the surface layer(0-50 m) at the eastern end and the western end of the ice-shelf margin is much higher than that at the middle.The upper mixing-layer depth and the seasonal thermocline depth at the middle of the ice-shelf northern margin are much shallower than those at the both ends.However there is much less difference between the middle and the ends in the bottom layer.The remote sensing photos show that the inhomogeneity in the surface-layer water is closely related to the spatial distribution of the floes and polynia in the area.     

Phylogenetic analysis of cultivable bacteria isolated from Arctic sea-ice

Phylogenetic analysis based on 16S rDNA of 8 strains of cultivable bacteria isolated from Arctic sea-ice was studied.The results showed that strain BJ1 belonged to genus Planococcus,which was a genus of low mole percent G C gram-positive bacteria;strain BJ6 belonged to genus Burkholderia of β-proteobacteria and the rest 6 strain all belonged to γ-proteobacteria,of which strain BJ8 was a species of Pseudoalteromonas,strain BJ2-BJ5 and BJ7 were members of genus Psychrobacter.Phylogenetic analysis also indicated that bacteria of genus Psychrobacter of the isolates formed a relatively independent phylogenetic cluster in comparison with other bacteria belonged to genus Psychrobacter.

Relationship of Arctic sea ice and Northern Hemispheric 500 hPa Polar vortices

Using the NCEP/NCAR reanalysis monthly 500 hPa height data on a 2.5 latitude-longitude grid and 1°×1° sea ice data,the polar vortex area,intensity index and arctic sea ice area index are calculated respectively,and the meridional distribution,period variation and the abrupts in the long range trend are analyzed to study their relationship.The results show that the meridional distribution of sea ice and polar vortex h-ave distinctive difference,the relative positions of them are different in the eastern and western hemispheres,and exept they have periods of 4 months,quasi half year,quasi year,4-5 years and 10 years commonly,and each of them has its own respective variation as well.The sea ice area is decreasing apparently since 1980's,so is the polar vortex area,but their abrupt changge time are different totally.The area of sea ice and polar vortex has prominent positive correlation,but the relationship of sea ice intensity,polar vortex intensity,polar vortex area is complicated.
