组织大经济区和加强省区间规划协调

本文论述了在社会主义市场经济的作用下,组织大经济区,加强省区间规划协调的迫切意义,并就大经济区的性质、组织形式和划分依据作了一些原则性的说明;具体提出了将全国各省区(市)组合成为东北、华北、西北、东中、华南、西南6大经济区的建议方案,分别探讨了各大经济区需要着重规划协调的主要内容。     

中原经济区城市体系空间组织

新型城镇化是引领中原经济区“三化”协调发展的重要切入点,而城市体系空间组织又是支撑新型城镇化的主要载体。依据空间组织的基本理论,采用多种空间分析手段,分析了中原经济区城市体系的空间组织路径,结论如下：① 通过规模实力、综合实力评价模型计算中原经济区30个省辖市的空间组织等级,结合空间组织的均衡原则,确定以郑州为核心城市,洛阳、邯郸、信阳和商丘为区域中心城市,晋城、安阳、南阳、淮北为区域性次中心城市的等级体系;② 应用分形理论、圈层分析、缓冲区分析、城市相互作用模型等方法分析发现,中原经济区具备以郑州为核心的圈层式、轴带状、核心板块网络化、组团分区的组织基础;③ 结合空间组织的等级层次和现实基础,提出中原经济区空间组织的“中心带动、圈层推动、轴带组织、核心板块网络化、组团分片”的模式选择与路径取向。     

空港经济区产业结构演变特征——以长三角枢纽机场为例

以长三角不同规模的四大枢纽机场为实证研究对象, 探讨空港经济区产业结构演变历程。研究围绕经济总体特征、临空指向特征、产业组织特征分别构建相应指标并展开评估, 研究表明:① 经济总体特征方面, 随着机场规模增大, 空港经济区服务经济特征逐渐强化, 传统服务业引领服务业发展, 现代服务业发展滞后于该过程, 除机场规模外, 空港经济区与城市的区位关系也深刻影响了产业结构演进;② 临空指向特征方面, 临空指向度首先逐步增强, 而后进入相对稳定阶段;③ 产业组织特征方面, 航空运输产业组织有序化, 产业链逐步延长;受航空客货流空间扩散差异的影响, 航空货运产业引导了空港经济发展, 航空客运产业发展相对滞后。当前, 长三角空港经济区存在现代服务业份额较低、临空指向度较弱等问题, 航空运输产业链有待拓展。     

论城市体系

本文从城市群体的空间分布型入手,对城市体系下了科学定义,并对我国城市体系区分为三个层次,即市域城市体系、中心城市经济区城市体系和国家或大区城市体系。作者对国外流行的柏克曼和齐夫-贝里城市体系模式作了介绍,并结合我国国情指出其适用性和局限性。最后,对作者提出的城市体系的级别-数日-规模对应模式进行了理论推导和实验论证,指出该模式适合我国城市化和城市发展的特点,特别对我国组织中心城市经济区的规划工作有助。     

印度自由经济区的发展类型及启示

摘要：自由经济区不仅是各国经济全球化和区域经济一体化的产物,而且是推动城市化发展及制度创新的平台。印度是全球范围内经济增长较快的新兴经济体之一,在“一带一路”倡议实施过程中具有战略性地位。目前,国内外学者对印度自由经济区整体的发展类型及其发展的动力-阻力机制研究较少。文章采用文献归纳法总结出印度自由经济区发展经历了出口加工区、科技园、经济特区、自由贸易区四种类型;在此基础上,分别从国际、国内、区内三个方面总结了印度自由经济区发展的动力-阻力机制;最后,探讨了印度各种类型自由经济区的发展对国内自由经济区的启示。文章对完善印度自由经济区整体演化规律的理论探索和国内自由贸易区的建立具有一定的参考意义。     

基于动态空间模型的中国临空经济区与腹地区域经济关系研究

基于中国2001-2014年45个临空经济区的面板数据,利用格兰杰因果检验和动态空间计量等实证分析方法,对全国及中心型、骨干型和起步型三种不同类型的临空经济区与腹地区域发展关系进行了实证分析,研究发现:腹地区域经济发展对临空经济区机场客货吞吐量增长起支撑作用,但临空经济区对腹地区域经济增长的影响较小,且其影响集中在旅客吞吐量上;不同级别临空经济区对腹地区域发展的影响作用不同,以北京等一线城市为代表的中心型临空经济区对其影响最大,并呈现平稳增长趋势;以郑州等二线省会城市为代表的骨干型临空经济区对其影响相对较弱,但呈现加速增长趋势;以兰州等三线城市为代表的起步型临空经济区对其影响不明显,增长速度也较缓慢。发展临空经济应该:把握腹地发展定位及临空经济区发展阶段,合理规划优势产业;提升临空经济区发展软环境,构建现代产业体系;增进临空经济区与腹地区域融合,推动空港城市不断发展;创新体制机制,为临空经济区特色化发展注入活力。     

中国城市经济区划分的初步研究

本文建立了城市经济区划分的理论与方法——d△系和R_d链法,应用33个指标对全国434个城市进行了综合实力的R型因子分析评价,并进行了不同层次d系的划分和Ⅰ、Ⅱ、Ⅲ级d△系和R_d链组建,提出了我国两大经济发展地带、三条经济开发轴线、九大城市经济区和33个Ⅱ级城市经济区的城市经济区区划体系设想。     

海峡西岸经济区城市竞争力评价及发展策略

海峡西岸经济区的提出将闽、粤、浙城市发展置于一种新的发展框架之下.文中在分析海峡西岸经济区发展背景的基础上,构建城市竞争力指标体系,采用主成分分析方法,对海峡西岸经济区各城市的综合竞争力和要素竞争力进行了综合评价,比较分析了各城市的竞争优劣势.在此基础上,提出了海峡西岸经济区城市发展策略,为海峡西岸经济区在全球化、区域一体化以及海峡两岸合作背景下如何实现快速发展具有一定指导意义.     

空港经济区范围界定——以长三角枢纽机场为例

针对空港经济区相关研究一直依附于临空经济发展研究的现状,在分析空港经济区与临空经济区相互关系的基础上,明确了空港经济区概念,提出空港经济区范围界定方法：①紧邻机场区域的建成区形成与否是判别空港经济区是否形成的依据之一;②参照国内外成熟空港建设经验,对5km半径范围和15分钟时间覆盖区域分别进行圈层划分,进而计算各圈层内部各类临空指向产业比重,由此确定空港经济区所在圈层;③根据企业空间布局,对基础圈层进行一定变形,并结合实证地区实际情况,对比分析同心圆圈层分析与时间半径分析结果,以确定空港经济区最终范围。对长三角枢纽机场的实证研究表明,上海虹桥国际机场已经形成以机场为中心,外延2km的空港经济区,可达性分析表明,这一范围大致为空港交通走廊沿线6分钟车程内的高可达性地区。而南京禄口国际机场和无锡硕放国际机场由于周边区域产业的临空指向性较弱,尚未形成空港经济区。     

自由经济区演化模式及对天津滨海新区的启示

有关自由经济区的静态研究众多,但对其演化规律的归纳与总结较少.在相关研究的基础上,通过对自由经济区的类型划分以及发展演化阶段的回顾,从目标、区位、产业、政策、管理和空间结构等因素入手,归纳和总结出了世界自由经济区演化规律,并建立了自由经济区统一的演化模式.世界自由经济区正南贸易型向综合型类型,由外资和区域优惠导向向区域和产业优惠导向.由特殊经济区向特殊行政区域.由国内向跨边界区域,由劳动密集向资本和技术密集转化.由临近港口向更为灵活的区位和更大的空间的方向发展.根据世界自南经济区演化模式和天津滨海新区的现状与问题,天津滨海新区应选择开放型与封闭型、综合与专业功能型相结合、复合型梯度自由经济区发展模式;随着经济发展和制度创新,中期可以采用封闭型、综合复合型自由贸易区发展模式;远期有望成为类似于香港与澳门的特别经济和行政区.

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.

Sciences in Cold and Arid Regions （SCAR） is a bimonthly journal that publishes in English the latest research achievements in processes and the pattems of the Earth surface system in cold and arid regions. Researches in cold regions emphasize particularly on the cold-region-characterized physical,
