处置园区拆迁群体事件当以人为本

为加快招商和集约节约用地目的，各地围绕特色优势产业带适当集中、形成规模，体现特色的思路，工业园区近年获得了快速发展。园区的发展离不开征地拆迁，随着征地拆迁大量增加，引发的矛盾纠纷也不断积累，由此引发的群体性事件时有发生，对园区乃至该地区的经济发展和社会稳定造成了较大的影响。     

解读《国有土地上房屋征收与补偿条例》及对集体土地上房屋拆迁工作的几点启示

The social construction of the service sector: institutional structures and labour market outcomes

I argue that the characterisation of the lower end of the service sector as innately poorly paid, casualised and unorganised confuses cause and effect. It describes the effects of an institutional vacuum that allows this sector to suffer severe wage competition, which results in low wages and poor working conditions. There is nothing innate in the lower end of the service sector that makes these jobs poorly paid except the lack of institutions, such as unions and the state, structuring this segment of the labour market. Pay and working conditions vary within the sector and between specific locations, and depend on institutions, or the lack of institutions, to structure the local labour market. I use the case of hotel employees and restaurant employees in Las Vegas to show that not only can high union densities affect wages and other measurable benefits but a strategically unionised labour market also can transform the structure of the labour market itself.

A risky business: Mining, rent and the neoliberalization of “risk”

Natural resource investment in the mining sector is often mediated through conflicts over rent distribution between corporate capital and landowner states. Recent rounds of neoliberal policy promoted by the World Bank have highlighted the need for landowner states to offer incentives in order to attract “high risk” capital investment. In Sub-Saharan Africa, in particular, countries have been pushed to offer attractive fiscal terms to capital, thereby lowering the proportion traditionally called rent. This paper examines how the concept of “risk” has been mobilized to legitimate such skewed distributional arrangements. While certain conceptions of social and ecological “risk” have been prevalent in political and social theoretic discourse on mining, such focus elides the overwhelming contemporary power of our notion of “neoliberal risk” – or the financial/market risks – in actually setting the distributional terms of mineral investment. We illustrate our argument by examining the nexus of World Bank mining policy promotion and Tanzanian policy in the late 1990s meant to attract foreign direct investment in gold production. In closing, we suggest that just as “risk” is used to legitimate attractive fiscal terms for investment, recent events highlight how skewed distribution of benefits may set into motion risks that corporate capital had not bargained for.

2006年，是实现“十一五”规划头一年。建筑市场管理工作将按照全国建设工作会议确定的思路和工作任务，加快建筑市场机制的建立和完善，依法强化建筑市场监管，坚持城乡统筹，创新工作机制，推动建筑市场的和谐发展。继续以贯彻落实行政许可法和清理拖欠工程款为主线．深化行政审批制度改革，健全建筑市场监管体系。下面结合我国2006年的工作，谈几点意见，供大家参考。     

赵如龙:开拓市场加强与国际接轨

当前，我国正朝着知识化、信息化社会迈进，同时，经济全球化趋势的加速以及我国加入WTO过渡期的结束，使工程咨询和勘察设计行业面临的市场环境、人才环境、政策环境都发生了深刎的变化。由此，工程咨询和勘察设计市场结构和市场竞争方式将发生变化，过去的市场竞争目标趋同、同一市场过度竞争的情况逐步打破，多领域、多层次的市场结构和在多领域、不同层次市场卜技术能力与特色竞争的格局逐步形成。     

Recent urban policy in Nigeria: Housing rent edict in the Cross River State

The urban areas within the Cross River State of south-eastern Nigeria are characterized by severe housing shortages and overcrowding, a situation due in large part to the marked levels of rural—urban migration and the high rents that have been charged by landlords. This paper examines the character and background to this situation and describes the Cross River State Housing Rent Edict which was introduced in 1977. The limiting influence of the Rent Edict is described and alternative strategies advanced.     

加强法律法规建设规范建设市场行为(摘要)

1工程建设领域法律法规建设的现状与问题 经过多年努力，我国工程建设的法治建设得到加强，法律法规逐步完善；市场竞争机制逐步建立，招标投标监管和有形建筑市场的建设为规范市场行为发挥了重要作用；依法整顿和规范建筑市场秩序有了明显进展，积极完善建筑市场管理制度和运行机制取得了较大成绩等，工程建设的市场经济体制及其法治环境已经初步形成。但是，目前工程建设的法律法规现状还不能适应经济发展的需要，存在着必须面对的一些问题。[第一段]
