Interactions between seals and the fishing industry are an on-going problem in Ireland and indeed globally across the range of most seal species. These interactions occur at both the operational (seal damage to catches and fishing gear) and biological (competition for shared resources) level. With declines in fish stocks there has been increased interest in the extent of competition for resources between commercial fisheries and seals. High levels of seal damage perceived by the fishing industry has led to frequent calls for seal culls, highlighting the significance of the problem. However, the scale of interaction between seals and commercial fishing and aquaculture in Ireland heretofore remained unclear. A comprehensive review of existing data, augmented with data from key stakeholders on the current state of play is presented to provide a realistic and representative account of the situation. This suggests that seal interactions with commercial fisheries in Ireland are most significant in inshore (<12 nautical miles from shore) static-net (or passive) fisheries (e.g. gill/tangle nets) and have increased following the driftnet ban in 2006, which suggests displacement of seal interactions from salmon to other fisheries. The industry highlighted pollack, angler fish, cod, and turbot fisheries as the main inshore fisheries currently impacted by operational damage to gear and catch by seals. Seal damage to line-caught salmon continues, with industry feedback suggesting large geographical variation in the range of damage levels reported. Salmon farming installations are also increasingly being targeted by seals, with significant losses due to seal depredation being reported. In the absence of robust data on seal depredation, the extent to which changes in fishing gear and practices have reduced damage levels, or resulted in displacement of seal foraging effort, is unknown. Recommendations are made to suggest how research efforts should be focused to address critical data gaps identified in the study.  相似文献

In the past decade, the European Commission has developed the Marine Strategy Directive and the Maritime Policy. Both policies aim at governing the marine environment; yet the two policies have a differing signature in policy formulation and implementation. From a fisher's perspective these policies present a change in institutional setting; major policy measures no longer descend from the EU Common Fisheries Policy alone, but increasingly are derived from general environmental policy developments. In this paper, the policy arrangement approach is used to analyse the differences between the two maritime policies, and the way in which they can affect fisheries management.  相似文献

Vietnam's marine fisheries are considered to be small scale and are concentrated in coastal near-shore waters. This has resulted in heavy pressure on near-shore fisheries resources. Near-shore fisheries are considered by fishers and the government to be over-exploited, causing hardship for many coastal communities. This paper reviews and analyzes changes in policy towards small-scale fisheries in Vietnam over the last two decades. The primary issues facing the small-scale fisheries in Vietnam are to restructure the near-shore fisheries and to address over-capacity. Recommended actions include improved fisheries statistics, resources for provincial fisheries staff, and a coordinated and integrated approach involving a mixed strategy of resource management; resource restoration; economic and community development; and new governance arrangements.  相似文献

The Common Fisheries Policy (CFP) is a priority area of the European Union's Better Regulation agenda. Understanding the spatial variation in the application of the policy and the reasons behind these differences would provide insights into policy making in different socioeconomic and cultural settings that will assist in better regulation. The CFP aqcuis (the body of European Union law accumulated thus far) was analysed by creating a database composed of pre-defined elements from each obligation. Distinct differences are apparent in the ‘burden’ imposed by regulations in the Northern and Southern waters. However, a combination of a timeline of fish landings and the accumulation of the CFP regulations shows that despite the increase in the number of regulations this has not led to the anticipated reduction in landings. Historical, biological and geopolitical differences between the two major marine regions of the EU are discussed in terms of the impact they have had on the formation of the different fisheries management models in the different regions. Finally, the elements forming these models are discussed in terms of successes and failures in the context of the 2012 CFP reform.  相似文献

This paper presents an analysis of the effectiveness of the community structural policy in the fisheries sector by comparing the relative level of compliance with objectives (reduction of fleets and economic viability) with the mechanisms that have been implemented (structural funds and allocation of quotas). On the one hand, this analysis shows that there is a positive correlation between the level of structural funds and the attainment of goals. On the other hand, it was found that the greater the relative availability of quotas, the poorer the countries performed in complying with the objective of reducing the fishing capacity, and the higher the expectations of achieving acceptable yields. Over the past decade, fisheries learning exchanges (FLEs), in which representatives from different fisher communities come together to share marine conservation challenges and solutions, have been produced by a range of non-government organizations (NGOs) and federal agencies. This paper presents an overview of the history and scope of FLEs. A literature review, questionnaire, expert workshop, and key informant interviews were conducted. A content analysis was performed of the key informant interviews using a grounded theory approach. This paper offers a formal definition of a FLE, describes different configurations of FLEs, discusses the utility, common objectives, and common outcomes of FLEs, and outlines a research agenda for future work on FLEs. Organizers have found FLEs to have four main utilities: 1) FLEs leverage peer-to-peer sharing so that participants open each other's horizons for improving fisheries and fishing 2) FLEs catalyze and speed change, 3) FLEs are good for sharing thoughts that are difficult to receive and accept, 4) FLEs facilitate involvement and commitment from relevant parties needed for change. The most commonly documented purposes of FLEs were related to marine reserves, fisheries management strategies, bycatch reduction, and alternative livelihoods to fishing. The most common objectives among the FLEs surveyed were to encourage action or behavior, to openly exchange ideas, and to introduce new technology. As a result of FLEs the common outcomes were that participants were inspired to make changes, new programs were implemented, relationships were built and connections made, and participants enhanced their understanding of marine management strategies.  相似文献

Sharks are threatened from overfishing due to their life cycle biology, and unsustainably high catch rates to supply fins for shark fin soup. Canada, a leader in shark conservation uses numerous legislative tools to help conserve sharks. These tools include international treaty obligations under the Northeastern Atlantic Fisheries Organization [NAFO] and the International Commission for the Conservation of Atlantic Tuna [ICCAT], as well as national and provincial legislation including the Fisheries Act, Pacific and Atlantic Fisheries Regulations, and Coastal Fisheries Protection Act. Through the use of these legislative tools Canada has successfully banned shark finning in its waters, and implemented closed seasons, gear restrictions, and species restrictions to help manage shark populations. However, Canada still allows the sale of shark fin products locally, and allows the exportation of shark fins internationally. In order for Canada to maintain its leadership status Canada must increase legislative protection of sharks by following international best practices, and ban the sale and exportation of shark fin products. This would ensure that Canada does not play a role in global supply or demand of shark fins. Doing so would strengthen Canada's position as a leader in shark conservation, and improve the legislation currently used as a conservation tool.  相似文献

Internationally, shark conservation is now being recognized as a major environmental challenge, but management efforts to halt the overexploitation of sharks have lagged behind. This review examines the state of knowledge for shark species in Canadian waters and analyzes the role of existing management and legislation in ensuring shark conservation. Despite Canada's early leadership, the present management framework reveals major shortcomings with regard to legal protection, bycatch and finning regulations. These problems are not unique to Canada but illustrate broader issues pertaining to the global management of endangered fish species. To strengthen the conservation and management of sharks, this paper recommends a set of key policies and management priorities, which exemplify proper precautionary management of endangered shark species in Canada and could serve as a blueprint for improving conservation efforts internationally. A structured approach for grading progress in shark conservation efforts against best practices is also presented and could be used as a goalpost elsewhere.  相似文献

This research examines attempts to develop co-management arrangements in the Maine lobster and Chesapeake Bay blue crab fisheries. It finds that the attributes of user groups and resources as well as government support are important in facilitating the development of co-management, but are not sufficient. This study highlights that the process of developing institutions for co-management is lengthy and time consuming and that user groups do not necessarily embrace changes to the status quo. I argue that the nature of distributional conflict and the affiliation of policy entrepreneurs account for variation in the development of co-management regimes in these cases.  相似文献

Promoting and attaining sustainable use of resources through community participation is a central tenet of the European Union's (EU) 2013 Reform of the Common Fisheries Policy. A systematic review approach was used to identify participatory fisheries management arrangements within the EU. Following this, the participatory arrangements were categorized based on the nature of the decision-making arrangement, influence and empowerment of the fishing industry. The study identified 40 management arrangements distributed through 8 member states, with a variety of fisheries and institutional settings for participation in fisheries management in the EU. The majority of the partnerships identified are “Functional participation”, i.e., the participatory arrangement is based in pre-determined goals encouraged by higher decision-making levels in order to increase efficiency of management decisions. Interactive partnership was the highest level of participation identified in the systematic review, and is usually more conducive with local arrangements in coastal and small-scale fisheries targeting low mobility species.  相似文献

The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF-Guidelines) were agreed with extensive input from small-scale fishers themselves, and hold great promise for enhancing both small-scale fishers’ human rights and fisheries sustainability in a meaningful and context relevant manner. However, this promise will not be fulfilled without continued input from fishing communities as the SSF-Guidelines are implemented. This paper proposes that international conservation NGOs, with their extensive geographical and political networks, can act as a conduit for communication between small-scale fishing communities and other parties and thus catalyse implementation of the Guidelines. In order to do so, they will first need to demonstrate a genuine commitment to people-as-well-as-parks and the human rights based approach espoused in the SSF-Guidelines. This paper reviews current engagement of international conservation NGOs with human rights in fisheries; looks at their potential motivations for doing more; and identifies challenges in the way. It concludes with a proposal for how international conservation NGOs could play a critical part in catalysing the implementation of the SSF-Guidelines.  相似文献

In South Africa, political emancipation has resulted in a new fisheries policy which is embodied in the Marine Living Resources Act of 1998. The pillars of the new policy are sustainability, equity and stability within the industry. We look particularly at a suite of mainly accessible species, the rock lobsters (truly spiny lobsters), at their management, at control measures, at realities of resource status and harvesting, at naturally occurring ecosystem stimuli, and investigate whether the policy can achieve what it aims to do, to provide more for more South Africans at levels at least equal to what they do today. This policy brief is a summary product of seven case studies examining the integration of local ecological knowledge in fisheries management. Each case began with a series of in-depth interviews with local fishers, after which their answers were examined using both social and biological approaches to assess the possibility of using the information as the basis of simple, valid and locally acceptable indictors for fisheries management. We found that allocation and knowledge issues are closely interlinked and must be addressed in concert, and that the negotiation of shared understandings between multiple sources of knowledge must be a continuous process within an adaptive framework rather than a question of identifying a fixed set of indicators.  相似文献

Despite the increasingly positive reviews of individual transferable quotas (ITQs), few studies have considered how quota leasing activities can reduce the economic benefits to society and to fishermen operating under the ITQ fisheries system. This analysis reveals negative economic impacts of ITQs previously overlooked by examining the extent of quota leasing and the relationship between the catch value, the cost of fishing, and the quota lease price in the BC halibut fishery, long considered a poster child for ITQs. Findings challenge assumptions of economic theory used to promote the benefits of ITQs.  相似文献

Over the next several decades, arctic marine mammals will face threats from six areas of human influence: climate change, environmental contaminants, offshore oil and gas activities, shipping, hunting, and commercial fisheries. This paper reviews these factors, the nature and magnitude of the threats they pose, current scientific understanding and management of those threats, and the potential for effective conservation action. Climate change, offshore oil and gas activities, and commercial fisheries likely pose the greatest threats. Addressing the combined effects of all six factors, however, will be particularly difficult but essential to prevent declines beyond those that have already occurred.  相似文献

Attributional LCA, which monitors specific production systems in steady state conditions, is increasingly used in fisheries to assess the environmental profile of fleets and seafood supply chains. However, this approach is not pertinent to assess the environmental consequences of (large scale) policies. In contrast, consequential LCA (CLCA) has been successfully implemented in other sectors to assess the expected changes in environmental impacts of a given production system and other (marginal) production systems that may be affected in response to changes driven by policy or strategic decisions. CLCA commonly combines LCA with economic models to simulate the interactions occurring between the analysed systems. However, the use of these models may not be the most appropriate approach to follow for fisheries. Hence, it seems feasible that CLCA should be combined with stock prediction tools rather than with economic models, to determine how changes in stock sizes and quota restrictions may cause variations in the environmental impact of fishing fleets.  相似文献

Taxonomic information provides a crucial understanding of the most basic component of biodiversity – which organisms are present in a region or ecosystem. Taxonomy, however, is a discipline in decline, at times perceived as ‘obsolete’ due to technical advances in science, and with fewer trained taxonomists and analysts emerging each year to replace the previous generation as it retires. Simultaneously, increasing focus is turned towards sustainable management of the marine environment using an ecosystem approach, and towards conserving biodiversity, key species, and habitats. Sensitive indicators derived from taxonomic data are instrumental to the successful delivery of these efforts. At the base of the marine food web and closely linked to their immediate environment, plankton are increasingly needed as indicators to support marine policy, inform conservation efforts for higher trophic organisms, and protect human health. Detailed taxonomic data, containing information on the presence/absence and abundance of individual plankton species, are required to underpin the development of sensitive species- and community-level indicators which are necessary to understand subtle changes in marine ecosystems and inform management and conservation efforts. Here the critical importance of plankton taxonomic data is illustrated, and therefore plankton taxonomic expertise, in informing marine policy and conservation and outline challenges, and potential solutions, facing this discipline.  相似文献

Following the enactment of the Constitution in 1996, the South African government undertook a process of legal reform in the fishing sector. This led to the publication of a new fisheries policy endorsing equity and sustainability, as reflected in the Marine Living Resources Act. This paper examines efforts to implement the policy, particularly the objective of “transformation”, against the background of law reform in fisheries over the last decade. The discussion is located within the context of related domestic legal developments and current trends in international fisheries law. This process is enshrouded in an environment of economic globalisation, taking place against the backdrop of the governance approach.
