The management of anthropogenic impacts on marine mammal populations involves the setting of targets that are built on assumptions and choices. Scientific methods can be used to investigate the implications of management actions, but the choice of overall objectives and priorities lies outside science. A recent paper (Potential biological removal and other currently used management rules for marine mammal populations: A comparison in Marine Policy), summarised the characteristics of the main approaches currently used to set conservation management targets for marine mammal populations in order to provide a basis for discussion of the targets they contain. Cooke et al. (Management rules for marine mammal populations: A response to Lonergan in Marine Policy) responded, giving some important additional information about these management rules. However most of that paper's criticisms were incorrect or misplaced. Specifically, it erroneously treated an example of how PBR could be reworked, to make its abundance explicit, as a proposal to ignore uncertainty in managing populations. This paper addresses Cooke's main criticisms, and suggests that explicit justifications should be an important part of the process of setting targets for the management of marine mammal populations.  相似文献

Ireland's waters represent a valuable resource encompassing productive fishing grounds and important oil and gas reserves. As a species rich marine environment, Ireland's waters are also an important habitat for many species of marine mammal. Specifically, grey seals (Halichoerus grypus) and harbour seals (Phoca vitulina) are widespread in Irish coastal waters and at least 24 species of cetacean have been reported at sea. The coastal zone represents critical habitat for many of these species, in particular seals that use both terrestrial and aquatic coastal habitat and are vulnerable to habitat degradation. Increasing exploitation of marine resources has increased their exposure to a range of anthropogenic effects including pollution and habitat loss. As top predators seals interact with commercial fisheries both directly and indirectly for resources and conflicts arise. The relatively recent move towards ‘greener’ resource exploitation such as marine renewable energy does not come without negative consequences for marine mammals including seals, which are afforded protection under national and international conservation legislation, highlighting the difficulties faced by resource managers. The sustainable exploitation of resources whilst conserving biodiversity is a challenging task and effective management implementation depends on appropriate policy informed by reliable scientific data. This paper outlines the conservation needs of seals in Irish waters, reviews our current knowledge of these species in Irish water, provides a critical analysis of the existing legislative framework and describes how research outputs can inform present and future policy decisions.  相似文献

Limit reference points (LRPs) for catch, which correspond to thresholds to undesirable population or ecosystem states, offer a consistent, objective approach to management evaluation and prioritization across fisheries, species, and jurisdictions. LRPs have been applied successfully to manage catch of some marine megafauna (elasmobranchs, marine reptiles, seabirds, and marine mammals) in some jurisdictions, such as the use of Potential Biological Removal (PBR) to manage incidental mortality of marine mammals under the U.S. Marine Mammal Protection Act. However, implementation of ecosystem-based management is still in its infancy globally, and LRPs have not yet been widely adopted for marine megafauna, particularly for incidental catch. Here, guidelines are proposed for estimating catch LRPs for marine megafauna, with particular attention to resolving common technical and political challenges, including (1) identifying management units, population thresholds, and risk tolerances that align with common conservation goals and best practices, (2) choosing catch LRP estimators, (3) estimating input parameters such as abundance and productivity, (4) handling uncertainty, and (5) dealing with mismatches between management jurisdictions and population boundaries. The problem of cumulative impacts across sectors is briefly addressed. These guidelines, grounded in marine policy, science, precedent, and lessons learned, should facilitate wider application of catch LRPs in evaluation and management of fisheries impacts on marine megafauna, in support of global commitments to conserve biodiversity and manage fisheries responsibly.  相似文献

Biomarkers of organochlorine exposure, such as the induction of cytochrome P450 1A (CYP1A), can be used to assess the impact of environmental contaminants on the health of free-ranging marine mammal populations. The objective of the present study was to measure CYP1A in skin and liver biopsies obtained from live harbour seals (Phoca vitulina). Twelve harbour seal pups, aged three to five weeks, were captured from the Fraser River estuary, British Columbia, Canada, and temporarily held in captivity. Skin ( approximately 60 mg) and liver ( approximately 40 mg) biopsies, obtained while seals were under general anaesthesia, yielded sufficient tissue for the measurement of CYP1A by immunoblot analysis and ethoxyresorufin O-deethylase activity. A short-term exposure experiment, in which harbour seals (n=3) were treated orally with beta-naphthoflavone (BNF), resulted in increased hepatic and cutaneous CYP1A protein levels, consistent with observations in other mammals. This study is the first to measure CYP1A in skin and liver biopsies from live harbour seals and to report in vivo BNF-associated CYP1A induction in a marine mammal. The results demonstrate that microsamples collected using minimally-invasive techniques can provide toxicologically-relevant information form marine mammals.  相似文献

Commercial fishermen in many parts of the world perceive marine mammals as competitors for a scarce resource: fish. The importance of predation by marine mammals can be evaluated crudely by considering the marine mammal as a rival fishery whose operation is constrained by physiology and energetic requirements, rather than by catch limits and gear restrictions. Evidence collected from grey seals Halichoerus grypus in the United Kingdom, southern elephant seals Mirounga leonina and beluga whales Delphinapterus leucas shows that published information on distribution, based on the location of breeding sites and sightings in shallow water, may give an unrealistic picture of foraging distribution. Studies of diet and distribution can give an impression of the static nature of the inter-action between a marine mammal and the fishery. However, it is the dynamics of the interaction which are important. A critical question to be posed is how will the consumption of a particular prey species vary with its availability to the predator?  相似文献

Morishita's “multiple analysis” of the whaling issue [Morishita J. Multiple analysis of the whaling issue: Understanding the dispute by a matrix. Marine Policy 2006;30:802–8] is essentially a restatement of the Government of Japan's whaling policy, which confuses the issue through selective use of data, unsubstantiated facts, and the vilification of opposing perspectives. Here, we deconstruct the major problems with Morishita's article and provide an alternative view of the whaling dispute. For many people in this debate, the issue is not that some whales are not abundant, but that the whaling industry cannot be trusted to regulate itself or to honestly assess the status of potentially exploitable populations. This suspicion has its origin in Japan's poor use of science, its often implausible stock assessments, its insistence that culling is an appropriate way to manage marine mammal populations, and its relatively recent falsification of whaling and fisheries catch data combined with a refusal to accept true transparency in catch and market monitoring. Japanese policy on whaling cannot be viewed in isolation, but is part of a larger framework involving a perceived right to secure unlimited access to global marine resources. Whaling is inextricably tied to the international fisheries agreements on which Japan is strongly dependent; thus, concessions made at the IWC would have potentially serious ramifications in other fora.  相似文献

The Food and Agriculture Organization (FAO) Committee on Fisheries (COFI) adopted an International Plan of Action for the Management of Fishing Capacity, which calls for all member states to achieve efficient, equitable and transparent management of fishing capacity by 2005. Based on the theoretical review of fishing capacity management, this paper examines the major practices made by China's government in managing the fishing capacity of its marine capture fisheries. Finally, it categorizes the main practices and then analyses and evaluates their effects.  相似文献

Before the mid-1990s, Apo Island, Philippines, was often described as one of the world's best examples of community-based marine management. This paper studies the less-documented transition of the island during the late 1990s from community-based management to centralised national state management. Extensive interviewing of islanders has revealed deep misgivings about the centralised regime—the Protected Area Management Board (PAMB). PAMB's aim of implementing the National Integrated Protected Areas Systems (NIPAS) Act was initially looked upon favourably by islanders, but it has lost that support because of its exclusion of stakeholders from management and its poor institutional performance. The paper's conclusion is that the implementation of the NIPAS Act highlights the limitations of top-down management, and that there is a need to restore an element of local stakeholder participation in the governance of Apo's marine protected area (MPA). A system of co-management between community and national state actors is essential to ensure the long-term sustainability of Apo's marine resources.  相似文献

The range of the Cape fur seal Arctocephalus pusillus pusillus population largely coincides with the region of the cold, nutrient-rich Benguela Current Large Marine Ecosystem (BCLME) adjoining the west coast of South Africa, Namibia and Angola. Range-wide scientific monitoring of the seal population was initiated in the 1970s to inform on population management questions related to commercial seal harvesting and seal–fishery interactions. Since the 1970s, seal-related management goals have changed, especially in South Africa where seal harvesting ceased in 1990 and government has conformed to scientific advice against the culling of seals for the intended benefit of fisheries. However, renewed impetus has been provided to seal research and monitoring through the expansion of the ‘ecosystem-based management’ concept in the region, as well as improved international cooperation in the management of marine resources. Together with wide-scale ecosystem changes in the marine environment, and forecast effects of global climate changes, this has justified the continuation and improvement of range-wide scientific monitoring of Cape fur seals. We prioritised seal monitoring based on cost, effort, and relevance to monitoring objectives that have been identified for the region, with consideration given to the conservation status of top predators, interspecific and predator-fishery interactions and the potential use of Cape fur seals as indicators of ecosystem health. An integrated approach incorporating a suite of life-history attributes of seals is recommended, useful monitoring tools are discussed and the need for coordinated monitoring effort and standardisation of sampling techniques is emphasised.  相似文献

Chile's new Management Area system delegates management responsibility to organizations of artisanal shell-fishers on the condition that they team with professionally trained marine biologists. A survey of participating fishers in Chile's Fourth and Fifth regions examined four social benefits predicted to result from this type of co-management: (1) improved rapport between fishers and the state, (2) greater awareness among fishers of ecology and the benefits of management, (3) cooperation between fishers and scientists, and (4) unity between fishers. A discussion analyzes the principal benefit encountered—fishers’ newfound “consciousness” of the value of management—within the context of co-management and territorial use rights.  相似文献

Arctic coastal populations share a close relationship with their environment consisting of linkages among communities, landscapes and seascapes, and the social institutions developed to sustain the system. This cultural–biogeophysical dynamic is termed throughout the section as a social–ecological system (SES). Marine mammals constitute a large portion of the subsistence diet for these communities, and as such represent key ecological services provided by the system. At the same time, marine mammals have gained iconic status as symbols for climate change in the North. A tension results between the demands of balancing on one hand good policy optics consistent with national and international norms and, on the other hand, flexible and adaptive institutions able to take on the task of managing resources in a dynamic, changing North. This tension and associated policy solutions such as co-management are explored in a series of papers focusing on marine mammal management dilemmas and policy practices around the circumpolar North. This introduction communicates the problem context and describes the five papers making up this special section. A guiding premise to this work is that new international pressures to implement moratoria on marine mammal hunting in the North ignore critical human dimensions of marine mammal management. Such policy proposals are unlikely to succeed in areas that require collaboration across scales. Simultaneously, new local-scale participation in multi-level management regimes holds promise for creating more resilient marine mammal SESs.  相似文献

As climate change has driven dramatic changes in Northern sea ice regimes, marine mammals have gained iconic status around the world reflecting the perils of global warming. There is a tension between policies that have international support like a ban on seal hunting or whaling, and the adoption of adaptive, flexible rules that are likely to work in Northern places. Whereas most wildlife policy focuses on biological information to inform policy strategy, this analysis focuses on the “human dimensions” of Northern marine mammal management. This research examines ways in which human relationships and modes of governance affect conservation success. Standard analyses of risk to animal populations focused on direct sources of take are inadequate to address multi-causal, complex problems such as climate-induced habitat loss or increased industrialization of the Arctic Ocean. Early conservation policy strategies focusing on the moratorium of take have eliminated or reduced such practices as commercialized hunting and high levels of fisheries bycatch, but may be less relevant in an era in which habitats and climate changes are key drivers of population dynamics. This paper argues that effective adaptive policy requires new ways of learning about and governing human interactions with marine mammals. Through an exploration of marine mammal management in three Northern regions (Alaska, Nunavut, and the Finnish Baltic Sea coast), the paper analyzes the extent to which these marine mammal management regimes are practicing adaptive governance, that is, building cross-scale (local to international) understanding while allowing actors at the local scale the flexibility to direct the creation of rules that are ecologically robust and likely to succeed. Lessons are taken from these examples and used to propose selected policy and research recommendations for the marine mammal policy community.  相似文献

The Canadian Beaufort Sea is one of the last places on Earth that has not experienced large-scale commercial fisheries. The aboriginal people of the western Canadian Arctic, the Inuvialuit, have become increasingly concerned about the potential effects of large-scale commercial operations on key subsistence species of fish and marine mammals and the marine ecosystem upon which they depend. A 1984 comprehensive land settlement agreement (treaty) between Canada and the Inuvialuit established a co-management regime for limited aspects of fish and marine mammal resource management, and gave the Inuvialuit rights to subsistence fisheries and existing commercial fisheries but no preference for new commercial fisheries. The Fisheries Joint Management Committee (the fisheries co-management body), the Canada Department of Fisheries and Oceans, the Inuvialuit Regional Corporation and the Inuvialuit Game Council have developed an integrated fisheries management framework agreement for the review and assessment of any proposed commercial fisheries within the Canadian Beaufort Sea. The agreement provides clarity and transparency for decision making and strengthens the protection of fish stocks. The development of the framework depended upon a history of cooperation between the parties and a bridging initiative by the Fisheries Joint Management Committee and an NGO that brought together the Inuvialuit and the government.  相似文献

The ecologically and socio-economically important marine ecosystems of Europe are facing severe threats from a variety of human impacts. To mitigate and potentially reverse some of these impacts, the European Union (EU) has mandated the implementation of the Marine Strategy Framework Directive (MSFD) in order to achieve Good Environmental Status (GES) in EU waters by 2020. The primary initiative for achieving GES is the implementation of coherent networks of marine protected areas (MPAs). Marine reserves are an important type of MPA in which no extraction is allowed, but their usefulness depends upon a number of ecological, management, and political factors. This paper provides a synthesis of the ecological effects of existing European marine reserves and the factors (social and ecological) underlying their effectiveness. Results show that existing European marine reserves foster significant positive increases in key biological variables (density, biomass, body size, and species richness) compared with areas receiving less protection, a pattern mirrored by marine reserves around the globe. For marine reserves to achieve their ecological and social goals, however, they must be designed, managed, and enforced properly. In addition, identifying whether protected areas are ecologically connected as a network, as well as where new MPAs should be established according to the MSFD, requires information on the connectivity of populations across large areas. The adoption of the MSFD demonstrates willingness to achieve the long-term protection of Europe's marine ecosystems, but whether the political will (local, regional, and continent wide) is strong enough to see its mandates through remains to be seen. Although the MSFD does not explicitly require marine reserves, an important step towards the protection of Europe's marine ecosystems is the establishment of marine reserves within wider-use MPAs as connected networks across large spatial scales.  相似文献

The decline in populations of sea turtles has heightened controversy between two contrasting strategies for their sustainable management: consumptive use versus non-consumptive use. This study investigates perceptions held by individuals in three communities bordering a marine protected area in Costa Rica about consumptive and non-consumptive use of sea turtles on nesting beaches to determine how best to achieve sustainable management of the species. Face-to-face interviews (n=48 community members and n=8 key informants) were conducted in three communities (Cahuita Town, Hone Creek, and Playa Negra) during April and May 2009. The research found that in each community, residents' perceptions about consumptive and non-consumptive use were divided into four categories: norm-activated pro- and anti-environmentalism; and rationally self-interested pro- and anti-environmentalism. Given this perceptual diversity, it seems clear that no single management strategy would work successfully across all three communities, but that customised management measures were required to manage sea turtle populations in each area. The wider implication of this study is that there is no simple panacea for dealing with declining populations of sea turtles: each situation is sui generis, requiring measures tailored exclusively to its particular circumstances.  相似文献

Conservation actions for sharks are hampered partly by the negative beliefs and inaccurate knowledge about them among the general public. This paper investigated the knowledge and attitude of residents and tourists towards shark species of Fernando de Noronha Archipelago, a marine protected area, and one of the major ecotourism destinations in Brazil. Findings showed that residents had a lower knowledge of sharks and less positive attitudes towards sharks than tourists. Even though residents did not see sharks as threats to humans and they were aware of the role of the archipelago as a shark nursery, they did not completely understand the sharks' ecological and economic importance. This distinction between residents' and tourists' perceptions of sharks demands different strategies to assure engagement in management and conservation policies relating to both groups. Management actions focusing on providing enjoyable experiences with sharks to residents and enhancing their participation in tourist activities related to sharks are presented. They would require innovative cooperation between scientific, management and environmental institutions to build initiatives aimed at increasing the knowledge and improving attitudes of residents towards shark conservation and to homogenise conservation values held by the entire public on the archipelago.  相似文献

The state of Rhode Island's Ocean Special Area Management Plan (Ocean SAMP) is the first marine spatial plan in the United States to be formally approved by the federal government as an element of a state's Coastal Management Program. The 3800 km2 Ocean SAMP region includes waters under both state and federal jurisdiction. The Ocean SAMP applies the inclusive, ecosystem-based approach to marine spatial planning recommended by the National Ocean Commission in 2004 that is a feature of the National Ocean Policy promulgated in 2010. It places within a larger spatial planning context the impact assessment process that is the basis for the issuance of leases and permits requested by a developer for a specified activity at a defined marine site. The Ocean SAMP was prepared over a two and a half year period of information generation, analysis, consultation, planning and policy making prompted by the need to identify potentially suitable sites for anticipated offshore wind farms. Its highly consultative approach builds upon the 30 years of experience of the Rhode Island Coastal Program in developing and implementing special area management plans (SAMPs) for coastal and marine areas where conflicts over needs for both development and conservation demand special attention and negotiation among stakeholders with different interests. The phases in the development and approval of the Ocean SAMP, and the prospects for successful implementation are examined through frameworks suggested for the preparation of a governance baseline put forward by the international Land Ocean Interactions in the Coastal Zone (LOICZ) program.  相似文献
