Studies of transnational communities and transnational labour migration have focused almost exclusively on the movement of low-skilled and unskilled workers across international boundaries. While these groups may be numerically dominant, it must be recognised that there are increasing numbers of managers and professionals engaged in work-related migration in association with the intensification of economic globalisation processes. Work which has been conducted on highly skilled migrants has largely been limited to examinations of intra-firm mobility and the workspace. This approach fails to consider the ways in which the migrants' experiences are embedded in the social, economic and political practices of the host country, but also in a specific household context. It is unsurprising, therefore, that the gendered dimensions of the life of these migrants and their accompanying family members has been somewhat under-researched.Flows of expatriates can lead to the constitution of both ‘communities of transnationals', as particular cities become foci of the activities of the ‘transnational capitalist class', as well as ‘transnational communities' which involve regular and sustained contact between individuals across national boundaries. In this paper we examine these social formations using two groups of migrants––British and Singaporean migrants to China (both mainland China and the Hong Kong SAR). We focus on the gender characteristics of these groupings, but also the gender division of labour in the creation and maintenance of these ‘communities'. This paper argues that although the social networks of highly skilled migrants are important, British and Indian scientists in Boston tend not to use expatriate social networks. I demonstrate that wider differences in cultural norms to the indigenous population, homogeneity within a migrant group and length of time spent in the US are not the only factors that affect the participation of highly skilled migrants in expatriate social networks. Other factors such as the size of an expatriate group, the annual flow of migrants to a region as well as the propensity of expatriates to participate in indigenous social networks will also affect the extent to which they participate in these networks.  相似文献

Research into skilled migrant communities tends to emphasize the grounding of identities through transnationalism and mobility. Less research has been conducted into how skilled migrants actually ground their identities within the city through everyday social networks. The paper addresses this imbalance by examining the changing significance of British voluntary and community organisations (VCOs) in Paris, France. Combining qualitative and quantitative data, findings show local migrant networks to be important focal points for the British even though migrants’ lives may increasingly be transnational in orientation. The research also shows that in situ social networks are evolving. Specifically, traditional forms of elite expatriate communality are not as omnipotent as they once were, with the popularity of some high-profile British VCOs in Paris declining over recent decades. The paper argues that the link between social dynamism and communal morphology helps explain this shift: as British middle-class lifestyles have fragmented, and as the British migrant population in Paris has grown in scale and scope, so the range of VCOs and associated informal networks has grown. Whilst some skilled migrants still embed within traditional expatriate organisations, Britishness is increasingly grounded elsewhere; both within the city through alternative social networks, and located beyond the city through transnational ties.  相似文献

The article addresses international campaigning for labour rights and global labour networking against illegitimate labour practices of global corporations. Theoretically, the article offers an analytical framework to explain and strategise labour empowerment and disempowerment in Global Production Networks. The problem is approached by reviewing how the issue of labour agency is addressed in literature about Global Value Chains, Global Production Networks and Labour Geography. Given the limited progress in theorising cross-border labour agency, two new approaches within the industrial relations research tradition – Strategic Union Corporate Analysis and Strategic Choice Framework – are linked to economic geography perspectives, with a view to offering a more integrated Global Labour Network (GLN) approach. The framework is then applied to analyse and explain the outcome and impact of a Danish–Malaysian campaign in support of a worker collective in a Danish controlled joint venture in Malaysia struggling for union recognition and collective bargaining agreement. The article concludes that the GLN approach integrates the achievements of the labour agency literatures by focusing on explaining changes in strategic labour power from the dynamic interface of strategic opportunities and labour capacity. Moreover, it is argued that semi-comprehensive international campaigns of labour NGOs may add critical but insufficient support to labour agency in developing countries with highly legalistic and politically infused industrial relations systems. Finally, international labour NGO networks will not be sustainable if they are not integrated with and supported by national and global union networks that match the power of global corporate networks.  相似文献

This paper examines what it means to be an ‘expatriate’ in Cairo through the lens of movement and space-making. Inquiring into a set of migrant (im)mobilities, spatial practices, relations, and imaginations, it argues that as a ‘spatialised’ identity category ‘expatriate’ narrates and enacts migratory privileges linked to wider hierarchies of social difference. It contributes to a growing literature examining the social and political dimensions of ‘expatriate’ migration and further engages scholarship thinking space and movement in relational and socio-historical terms. Rather than denoting an easily distinguishable group of migrants, ‘expatriate’ emerged as a contingent and ambiguous category of practice. As such, ‘expatriate’ stands in a productive relationship with privileged movement and socio-spatial processes. Like other migrants, respondents skillfully navigated the global differences in wealth, power and status they were presented with. Yet, unlike many other migrants, they did so from a privileged position within the global power-geometries of international migration. Migrants’ personal geographies were further shaped by how bodies were racialised and gendered in entangled, intersecting and sometimes counter-intuitive ways. This diversity and complexity of ‘expatriate’ geographies highlights the necessity of intersectional and situated analyses of privilege.  相似文献

This paper aims to examine major regional innovation strategies for regional development in the knowledge-based economy in Korea. Innovation policy and Regional Innovation Systems (RIS) are becoming important issues in Korea in both national and regional perspectives. These issues have been evolving since the mid 1990s, especially since the financial crisis of 1997 in Korea. Five major policy issues for promoting innovation and regional competitiveness are examined in this paper. The major policy issues are: promoting region-specific clustering; building habitats for innovation and entrepreneurship; collective learning processes and innovation networks; building a stock of social capital; and promoting local and global networks. Several strategies are suggested for each of these policy issues. These major policy issues and related strategies for regional innovation and competitiveness can be regarded as common issues required for the successful development of RIS. Taking these basic policy issues into account, each region can develop their own region-specific RIS, with appropriate consideration of distinctive regional characteristics such as the level of development, industrial specialization, local labor market, local business climate, local financial system, etc.  相似文献

Today, in the early 21st century, goods, information, services, financial capital and human beings are flowing across national borders at an ever-accelerating rate. In this context, transnationalism has become a key paradigm in the study of international migration and urbanism. This theme issue on “Immigrants and transnational experiences in world cities” explores these new trends in contemporary international migration, with respect to transnational communities and geographies, in articles grouped according to four themes: international migration and world cities; highly-skilled and low-skilled immigrants; economic impacts; and immigrant experiences in world cities.  相似文献

This research examines the role of social capital and networks to explain the evacuation, relocation, and recovery experiences of a Vietnamese American community in New Orleans, Louisiana in the aftermath of Hurricane Katrina. As the single largest community institution, the parish church’s complex bonding and bridging social capital and networks proved particularly critical in part because of its historically based ontological security. The process of evacuation, but especially relocation and recovery, was dependent on deploying co-ethnic social capital and networks at a variety of geographical scales. Beyond the local or community scale, extra-local, regional, and national scales of social capital and networks reproduced a spatially redefined Vietnamese American community. Part of the recovery process included constructing discursive place-based collective-action frames to successfully contest a nearby landfill that in turn engendered social capital and networks crossing ethnic boundaries to include the extra-local African American community. Engaging social capital and networks beyond the local geographical scale cultivated a Vietnamese American community with an emergent post-Katrina cultural and political identity.  相似文献

Foreign employment has become a global phenomenon. With the increasing commercialisation and formalisation of transnational labour migration, recruitment agencies and agents have gained importance. The paper aims to contribute to a more differentiated understanding of the role and the practices of the main actors in the middle space of migration, the brokers in the recruitment process for transnational migration. Based on empirical material from Nepal, it argues that the detected negative reputation of labour brokers is only partially justified. Besides common bad practices and fraud cases, recruiters perform important roles for the facilitation of transnational mobility and present the necessary infrastructure for labour migration. They connect people and places, establish networks and can play an important role in making migration safer. Brokers are important facilitators in supporting alternative income strategies and new livelihood options of people. At the same time they are entrepreneurs in a competitive and risky economic field, confronted with multifaceted constraints. As long as the gap between the dreams of potential migrants and the reality of marginality in Nepal remains wide, labour brokers might persist as important middlemen for global work. Thus, migration brokerage is likely to remain big business.  相似文献

Over the past two decades, the natural gas of Bolivia has been a point of international interest and internal contention. Materially and discursively using Bolivia’s natural gas to express their demands, transnational energy firms, the Bolivian state, and Bolivia’s social movements have made the country’s natural gas into an object of profit and protest. In this paper, I examine how these actors have used the country’s natural gas to both secure and disrupt processes of capital accumulation. Extending regulation approaches that take into account the materiality of nature, I argue that the differential abilities of transnational energy firms, the Bolivian state, and the country’s social movements to materially and discursively use Bolivia’s natural gas have provided each of these actors with differential mediums through which to express their often times contradictory interests, and thus to the challenge or stabilize existing regulatory frameworks. Within this context, the Bolivian state has been forced to continually balance the tensions surrounding its natural gas in an attempt to secure a stable regime of accumulation.  相似文献

The economic geography literature invokes a broad range of socio-cultural factors in explaining the performance of economic actors. The Polanyian–Granovetterian notion of embeddedness is among those often used in this context. This paper discusses epistemological problems involved in doing empirical research on the embeddedness of business firms in the local context. The obvious group of actors addressed in such studies are corporate managers. They can be depicted as agents who derive their power from the corporate resources that they control as well as from the social capital that they gain through their connectedness to a range of social relations.Interviews between academic researchers and corporate managers are viewed as Bakhtinian dialogues. They are analysed in terms of voice and silence, multivoicedness, social language and speech genre. Voices represent managerial elites in their different roles as well as the social relationships in which they are involved. They are resonated in managers’ utterances in interview dialogues. What is not expressed at all or is expressed unclearly or inadequately is captured by the metaphor of silence. Managers’ embeddedness in multiple sets of social relations results in multivoicedness, which leads to the need for the researcher to try to identify the different voices and their social origins.The paper elaborates on the complexities involved in carrying out empirical research on embeddedness. It can also be read as a warning against pursuing such an endeavour without careful conceptual elaboration on the very notion of embeddedness.  相似文献

Migration scholars increasingly have turned their attention to skilled migration, focusing, in particular, on the transfer of professionals within and between transnational corporations. Recent efforts have been made to bring a `cultural' analysis to this phenomenon, including greater scrutiny of the corporate cultures and social networks in which skilled migrants are embedded. This research has emphasised the importance of locality even among these most footloose and transnational of migrants. But despite these complex views of skilled migration, analyses have generated a somewhat limited conception of `skilled migrants' as managerial elites disengaged from local life. This paper examines skilled migration from a different perspective. First, using the case of Arab immigrants in London, this paper highlights the complicated nature of migration trajectories and reveals the diversity of patterns and experiences within the category of skilled migrant. Second, focusing on responses from female study participants, this paper examines the ways in which skilled migrants, rather than disengaging themselves from the host society context, may participate in the local politics of multiculturalism and integration.  相似文献

Via the spread of financial liberalisation and deregulation across advanced industrialised societies over the past two decades, national banking sectors have come under increased competitive pressure. In Australia, this pressure has manifested itself in two main forms: an almost self-imposed nervousness over the growing scale and rapidity of bank mergers occurring at an international level; and the growth of new cut-price competitors in the domestic retail market. There is now growing evidence of convergence between national banking sectors in key areas. This paper employs four criteria to examine the degree of convergence between the Australian retail banking sector and its international counterparts: centralisation of services and operations; application of the `user pays' philosophy to services; a `flight to quality' in lending and service provision; and industrial relations practices. While considerable similarities can be found between the Australian retail banking sector and its international comparators at the macro-level of analysis, there is also substantial diversity evident at regional and local scales as new public- and private-sector agencies and institutions seek to meet the financial needs of those individuals and communities effectively disenfranchised from the banking system via the major banks' `world's best practice' management strategies. The paper argues that a critical and reflexive concept of scale is imperative in apprehending the increasingly complex ways in which financial service provision is being reconfigured by the strategies of reaction and resistance employed by financial consumers, urban and rural local governments, national and state media, financial consumer agencies and State and Federal Governments.  相似文献

Growth of electronics funds transfer (EFT) is examined in the context of the internationalisation of the banking and finance industry. EFT has grown in response to the internationalisation of the industry and in turn has facilitated its development. Reasons for the geographical diversification of transnational banks and other financial institutions are discussed. The growing interdependence between international financial centres of New York and London is highlighted as is the emergence of Asian financial centres of Tokyo, Hong Kong and Singapore. Various types of international EFT systems are examined including SWIFT and leased networks operated by transnational banks. In addition, entry of non banking institutions into the international EFT area is considered. Competition between banks as well as between banks and non-banking institutions is examined in the context of these EFT developments.  相似文献

Institutions are objects of study that raise questions about the relationship between continuity and change. Employment is changing and for this reason it presents an opportunity to explore how it is that paid work might be thought of as an institutional ‘space’ that is made up of enduring and shifting power relations. This paper views institutions through a lens of ‘power-geometries’, that is, as complex webs of relations of domination and subordination (Massey, D., 1992. New Left Review 196, 65–84). The paper illustrates these power-geometries by exploring employment in local authority cleansing depots in South East England. I concentrate on how the inequity of employment relations enables the institutionalisation of work practices. Employment relations were found to have shifted to different degrees according to the particular geographies and histories of labour markets, employer strategies, local politics and worker solidarities. Despite these variations the asymmetry of employment relations is seen to have endured. I conclude by arguing that whilst power-geometries are not fixed, when ‘institutionalised’ they are not easily changed during ‘everyday’ interaction.  相似文献

For geographers, debates surrounding the knowledge economy have reinvigorated interest in the geographies of learning and knowledge production. Particularly topical are discussions of the possibility of spatially stretched (global) learning, something especially relevant to professional service firms where the production and management of knowledge across transnational organizational networks is essential. Taking this as its starting point, the paper explores the way knowledge is produced and circulated in transnational legal professional service firms. Drawing on the ideas of relational economic geography to analyse original empirical material, it highlights the way relational networks are socially constructed to allow learning to be stretched across space. The paper then goes on to identify the ‘politics’ of inclusion in these networks and the exclusivity of membership. It also highlights the geographies of power that influence the nature and effect of the knowledge produced and circulated. It does this by examining the role of relational knowledge networks in the ‘Americanization’ of legal practice in Europe and the impacts of such changes on national institutional and regulatory contexts. It is, therefore, argued that transnational corporate networks need to be viewed as heterogeneous and ‘embedded spaces of social practice’. It is shown that studying the actors and their interactions across relational networks is vital to fully understand how global relational forms are constructed and to understand their structuring effects on the global economy.  相似文献

The PNG cattle industry grew slowly until after 1963 when both expatriate-owned ranches and locally-owned smallholder schemes expanded with the assistance of foreign aid. This expansion continued throughout the country until the mid-1970's when the number of cattle in both sectors began to decline and production stabilised. Ranches faced a future of political uncertainty whilst the prestige associated with being the owner of a smallholder scheme was not reflected in increased incomes for those involved; demands on labour were high, management skills lacking and incomes from cash crops were usually higher. The economic and social differentiation that followed cattle smallholding emphazised existing disparities. Increased local demands for beef imports have encouraged a revised national policy directed at producing beef on locally owned but principally expatriate managed ranches on a limited number of available grassland sites. This policy which is now being implemented may also minimise both local economic defferentiation and regional inequalities.Fieldwork was completed in 1979 during secondment to the institute of Applied Social and Economic Research in Port Moresby, Papua New Guinea. This paper considers the development of a particular cultural industry, the indigenous film and television production sector, in a specific locality, Vancouver (British Columbia, Canada). Vancouver’s film and television industry exhibits a high level of dependency on the location shooting of US funded productions, a relatively mobile form of foreign investment capital. As such, the development of locally developed and funded projects is crucial to the long-term sustainability of the industry. The key facilitators of growth in the indigenous sector are a small group of independent producers that are attempting to develop their own projects within a whole series of constraints apparently operating at the local, national and international levels. At the international level, they are situated within a North American cultural industry where the funding, production, distribution and exhibition of projects is dominated by US multinationals. At the national level, both government funding schemes and broadcaster purchasing patterns favour the larger production companies of central Canada. At the local level, producers have to compete with the demands of US productions for crew, locations and equipment. I frame my analysis within notions of the embeddedness or embodiment of social and economic relations, and suggest that the material realities of processes operating at the three inter-linked scales, are effectively embodied in a small group of individual producers and their inter-personal networks.  相似文献

This article analyzes changing forms of transnational security governance and security expertise in Guatemala. It is argued that the dynamics of transnational security governance in Guatemala are directly related to the local appropriation of knowledge promoted by external security experts. As an expertise-based form of “intervention by invitation,” local political and economic elites engage in securitization strategies in order to invite external experts to intervene. In turn, through their intervention these experts provide resources that are “captured” and exploited by local actors to pursue their own interests. As a consequence, transnational security governance fails as it deviates from the original plans and programs experts try to implement. The analysis of these processes sheds light on how and why failure in the context of transnational security governance is productive. Failure, we argue, triggers a self-reinforcing interventionary feedback loop that aims at “fixing” the shortcomings of previous interventions by mobilizing new forms of external security expertise. In tracing the dynamics of this interventionary feedback loop over time, this article contributes to understanding of the role of experts and policy failure in the (re)making of transnational security governance.  相似文献

Using open-ended interviews to conduct research on foreign elites raises methodological questions which conducting research on non-foreign elites and foreign non-elites does not. In this paper I first reflect upon some of the practical issues I have encountered when conducting interviews with members of foreign elites. I then examine the issue of positionality to suggest that the dualism of “insider” knowledge and status versus “outsider” knowledge and status is not as stable as it is often assumed to be, and that it should not be presumed that an “insider” will necessarily produce “better” knowledge than will an “outsider” simply by dint of their positionality. Indeed, given that the interview process is about constructing social meaning – a process that involves both the researcher and the source – in many ways such a dualism is meaningless.  相似文献
