详细总结了我国海洋渔业地理信息系统的研究与应用现状,远洋渔业地理信息系统主要应用于金枪鱼、鱿钓业和秋刀鱼的资源分布、渔获量与渔场环境关系、渔情预报、渔场图绘制等方面,近海主要用于分析东海渔业资源分布和漂移特征、渔场环境分布、部分种类渔获量分布与环境关系及渔情预报等方面。除渔业资源与渔场领域外,渔业地理信息系统还被应用到渔船跟踪、捕捞违法行为判别、渔业信息发布和水产品查询,以及渔港建设等领域,国内学者在进行渔业地理信息系统技术应用的同时,还注重了其技术的研究及改进。  相似文献

Ecosystem approaches to marine resource management (EAM) offer comprehensive decision making based on rationalization of currently fragmented ocean policies and their implementation. However, despite the apparent utility in addressing these problems, EAM has also been criticized as being nonspecific, immature, invalid as a basis for decision making, and not fully supported by science. While it is commonly perceived that a paradigm shift in governance and science institutions awaits implementation to address these criticisms, in fact, ecosystem considerations are being incorporated more frequently, employing existing authorities as the basis for mitigation of sectoral impacts and for resource allocation. Management ‘best practices’ for EAM are emerging based on these experiences. Ten common criticisms of EAM, which I believe to be myths propagated primarily to maintain the status quo among sectoral interests, are discussed. Accelerated evolution of EAM will occur as science better articulates feedbacks, cumulative ecological effects and economic consequences framing policy choices, and more formal “rules of engagement” among sectors (e.g., fishing, coastal development, water quality, and energy) are negotiated. These operating procedures would be established under informal arrangements, in national law, and by international agreement. The management paradigm for marine resources is shifting and EAM will eventually be considered redundant with established practice.  相似文献

目前对我国海域矿产资源所建立的地理信息系统主要以石油及天然气资源为研究对象。天然气水合物是一种全新的能源,与石油及天然气资源相比,无论是其在地下的赋存状况、成藏特征及其主要控制因素,还是储集空间的物化性质、资源富集的区域位置及深度、勘探开发方式等都有着显著差异,其数据库结构、相应数据项及数据格式与油气数据库不同,许多数据项尚缺乏统一的标准,其标准化工作尚需进一步探讨。以我国天然气水合物资源调查及评价有关数据为研究对象,对其数据项的标准化及天然气水合物资源地理信息系统的建设方法进行探讨,为国家将来制定相应的标准提供有用信息。  相似文献

The economic value of marine fisheries can be measured by the resource rent that may potentially be earned, which represents a flow of real wealth for the community at large. For the island state of the Maldives we estimate that the resource rent that could be generated by the marine fisheries is in the order of $50 million per annum, constituting some 27% of the current value of landings. This rent is lost due to the de facto open-access nature of fishing. A wealth-based approach to fisheries management would seek to capture the rent, and the paper discusses the constraints and trade-offs that would be faced in applying this in the Maldivian context. We argue that such an approach is entirely consistent with the aim of the 7th National Development Plan which rightly emphasises the need to ensure the sustainability of marine resources for present and future generations.  相似文献

This paper attempts to predict changes and trends in future UK marine resource development and management. It does this by asserting that our presumptions about marine resources and the way in which they should be used are changing. Some emerging presumptions may not only preclude the use of existing technologies in some cases (e.g. dumping at sea), but may also act as drivers to the development of new technologies, such as offshore wave and wind power generation devices. A variety of maritime industries exploiting both living and non-living resources are examined individually. Attention is paid to marine conservation and the technologies that are important to providing generally for the protection of the marine environment. The authors conclude that major drivers will be ones for cleaner seas, for the development of renewable marine energy sources, and for the innovative management of the consequences of sea-level rise. With regard to the exploitation of living resources the finite limits to fisheries are stressed, and the present importance of industrial fishmeal supplies for salmon farming are highlighted. One of the greatest potential technological advances is predicted to be in marine habitat mapping. Given the changes in presumptions about our use of the seas, one over-riding conclusion is that the sustainable development of marine resources, and the conservation of priority habitats and species (for both the local seas and global oceans), must involve sustainable mechanisms for conflict resolution and decision-making.  相似文献

The sustainable science-based management of natural resources requires knowledge exchange between scientists and environmental decision-makers; however, evidence suggests that information flow is inhibited by a range of barriers. To date, our understanding of the range and importance of factors limiting knowledge exchange between scientists and decision-makers is based primarily on the perceptions of decision-makers, while the perceptions of scientists have been largely overlooked. This study addresses this knowledge gap by quantitatively assessing the perceptions of scientists, represented by a sample of 78 Australian marine scientists, regarding (i) the role and importance of engaging with environmental decision-makers on a personal level, (ii) the role and importance of engaging with environmental decision-makers at the institutional level, (iii) current barriers to engaging with environmental decision-makers and (iv) options for overcoming barriers to engaging with environmental decision-makers. Survey results suggest that Australian marine scientists feel that they have an obligation to engage decision-makers in their science, and that engaging with and communicating to environmental decision-makers is important on a personal level. This study also identifies a range of barriers that impede engagement activities, including inadequate measures of science impact that do not account for engagement activities, a lack of organisational support for engagement activities, insufficient time to conduct engagement activities in addition to other responsibilities and a lack of funding to support engagement activities. To overcome these barriers, participants identified the need for institutional innovation by research institutions, research funders and decision-making agencies alike to promote a culture whereby knowledge exchange activities are legitimised as core business for research scientists, and recognised and rewarded appropriately. Although difficulties exist in implementing such institutional innovations, doing so will improve two-way knowledge exchange among scientists and decision-makers and improve the likely success of environmental management.  相似文献

The need to rapidly and accurately identify areas for protection and conservation in the marine environment has been highlighted as of critical importance. Managers require timely and cost-effective techniques to obtain biodiversity information at appropriate scales and resolutions aligned with management objectives and stakeholders requirements. In this paper, a two-stage, multi-level data collection framework is presented that will aid managers to focus on what marine biodiversity collection techniques will meet their individual jurisdictional needs.The framework begins with an integrated planning process (objective setting, stakeholder identification, and sensitivity and gap analyses), that leads to a hierarchical approach for selecting biodiversity assessment techniques that will gather required marine biodiversity data. Complexity of scale and resolution increases as one progress's through the hierarchical levels of Stage II. The utility of using a hierarchical framework is that it surmounts the problem that no single technique can quantify all biological attributes necessary for management outcomes. Also, the user enters the framework at a hierarchical level that meets their requirements thus removing the collection of redundant data. Ultimately, the rapid assessment framework is based on the efficient and sufficient assessment of marine biodiversity.  相似文献

This paper reviews the research to date that relates to the economics of marine protected areas (MPAs). A special effort is made to examine the evidence on the benefits and costs of MPAs in terms of consumptive and nonconsumptive marine resource interests. General observations are made regarding the net effects of MPAs on these two stakeholder categories and the potential institutional costs of MPA implementation are highlighted. In general, the review finds that the empirical research on the economics of MPAs is limited and that there are several issues that might merit further investigation. The researchable topics are suggested as a way to better understand the socioeconomic impacts of MPAs and the potential response of stakeholders to proposed protected areas.  相似文献

Progress in ecosystem management requires the characterisation of the dynamics of a species's ecosystem and the influences of climatic oscillations on those dynamics. Within the North Pacific, ecosystem dynamics have been described on decadal-scales (regimes) and have been shown to shift abruptly (regime shifts). The year class success of sablefish (Anoplopoma fimbria) exhibit decadal-scale patterns that relate to decadal-scale patterns in North Pacific climate–ocean conditions. As an example, and a step towards, incorporating the dynamics of marine systems into the stock assessment and management of sablefish, we produce a ‘report card’ that characterises the species's ecosystem on decadal-scales. This report card consists of a matrix of climatological and oceanographic indices for the North Pacific, and regional environmental and biological indices. It indicates that both Pacific-wide and regionally, conditions were generally good for sablefish year class strength during the 1977–1988 regime, but these favourable conditions did not persist into the 1990s. Exploitation scenarios can be developed around the decadal-scale dynamics in sablefish year class success and their life history, in particular longevity. Fisheries managers can begin to develop exploitation strategies that acknowledge these changes in the sablefish ecosystem. The report card presents an aggregation of parameters that, on average, gives an impression of productivity during a specific regime and can be used to augment present stock assessment and management efforts.  相似文献

The main objective of recent international legislative measures and policies concerning marine ecosystems is to ensure sustainable environmental management to maintain a good status for marine waters, habitats and resources, with the ultimate target of achieving an integrated ecosystem-based approach to management. Because bioinvasions pose significant threats to marine ecosystems and the goods and services these provide, non-indigenous species (NIS) are included in the more recent legislative documents. A major challenge for the scientific community is to translate the principles of the legislative directives into a realistic, integrated ecosystem-based approach and at the same time provide stakeholders with best practices for managing NIS. The aim of this paper, prepared by members of the Working Group on Introductions and Transfers of Marine Organisms (WGITMO) of the International Council for the Exploration of the Sea (ICES), is to provide guidance for the application of NIS related management in the European Union Marine Strategy Framework Directive (MSFD). Ten recommendations, including NIS identification, standardization of sampling and data, indicators, propagule pressure and management issues are considered in this paper. While most of these suggestions were developed to improve the implementation of the MSFD, several may be more widely applicable.  相似文献

Marine industries face a number of risks that necessitate careful analysis prior to making decisions on the siting of operations and facilities. An important emerging regulatory framework on environmental sustainability for business operations is the International Finance Corporation’s Performance Standard 6 (IFC PS6). Within PS6, identification of biodiversity significance is articulated through the concept of “Critical Habitat”, a definition developed by the IFC and detailed through criteria aligned with those that support internationally accepted biodiversity designations. No publicly available tools have been developed in either the marine or terrestrial realm to assess the likelihood of sites or operations being located within PS6-defined Critical Habitat. This paper presents a starting point towards filling this gap in the form of a preliminary global map that classifies more than 13 million km2 of marine and coastal areas of importance for biodiversity (protected areas, Key Biodiversity Areas [KBA], sea turtle nesting sites, cold- and warm-water corals, seamounts, seagrass beds, mangroves, saltmarshes, hydrothermal vents and cold seeps) based on their overlap with Critical Habitat criteria, as defined by IFC. In total, 5798×103 km2 (1.6%) of the analysis area (global ocean plus coastal land strip) were classed as Likely Critical Habitat, and 7526×103 km2 (2.1%) as Potential Critical Habitat; the remainder (96.3%) were Unclassified. The latter was primarily due to the paucity of biodiversity data in marine areas beyond national jurisdiction and/or in deep waters, and the comparatively fewer protected areas and KBAs in these regions. Globally, protected areas constituted 65.9% of the combined Likely and Potential Critical Habitat extent, and KBAs 29.3%, not accounting for the overlap between these two features. Relative Critical Habitat extent in Exclusive Economic Zones varied dramatically between countries. This work is likely to be of particular use for industries operating in the marine and coastal realms as an early screening aid prior to in situ Critical Habitat assessment; to financial institutions making investment decisions; and to those wishing to implement good practice policies relevant to biodiversity management. It is believed that juvenile habitats are important to determining recruitment to adult fish populations through density dependence that occurs in nursery areas. For deepwater marine fishes, the characteristics of nursery areas are generally unknown. The objectives of this study were to examine a potential nursery area for juvenile Pacific ocean perch (POP, Sebastes alutus), determine the specific microhabitats used by juvenile POP, and compare the distribution of juvenile POP to adults. Juvenile POP habitat use was examined at three sites near Samalga Pass in the Aleutian Islands. Presence or absence and density estimates of juvenile POP were made from underwater video collected at 11 transects and from 6 bottom tows at the study sites. Juvenile POP were found predominantly in mixed sand and boulder substrata to the exclusion of most other habitat types. Juvenile POP were found within one body length of complex structure such as boulders, upright coral or sponges. There were higher densities of juvenile POP at the site south of Samalga Pass than at the other sites, while adult POP were found in highest abundance at the site north of Samalga Pass. An examination of large-scale patterns of juvenile and adult POP distribution indicates that juveniles use shallower depth zones on the continental shelf. Combined with the geographic separation we observed in this study, this suggests juvenile POP use nursery habitats that are different from adult POP. Conservation and management of this species should address the habitat requirements of juveniles to maintain the goal of healthy adult populations.  相似文献

In rapidly developing countries, where large sections of the population are highly dependent on marine resources, coastal livelihoods are vulnerable to sudden shocks and long-term change. National policy can attempt to mitigate this vulnerability within a multi-level framework by addressing the three aspects of vulnerability (exposure, sensitivity, adaptive capacity) through well-documented interventions. This article reviews the Indonesian policy framework for coastal and marine policy interventions that either directly or indirectly address different dimensions of coastal livelihood vulnerability. The findings show that the policy environment for addressing coastal livelihood vulnerability is heavily based on developing adaptive capacity and to a certain extent sensitivity without adequately addressing exposure, the initial cause of vulnerability. In addition, the complexities and inconsistencies within the Indonesian governmental structures, as well as more general issues of funding gaps and poor coordination, mean that policies created at national level rarely filter down to provide the intended benefits to coastal communities. It is recommended that practitioners and policymakers engage in a more cohesive and balanced approach to addressing livelihood vulnerability in coastal management by focusing more on the causes of the disease, exposure, rather than healing just the symptoms.  相似文献
