This paper examines the increasing complexity of interactions between temporary staffing agencies and their client firms within the local labour market of Birmingham, UK. Temporary Staffing Agencies have been identified as active and influential agents in local, national and international labour markets. Their influence on local labour market functioning, national labour regulation and international regulatory frameworks is growing. Existing literature demonstrates the power of large multinational temporary staffing agencies in both established and emerging temporary staffing markets. Such analyses also contend that multinational agencies operate in very different ways to smaller independent ‘back-street’ temporary staffing agencies, with different types of clients and at different ends of the market. However, the research conducted in Birmingham, UK suggests that the reality is more complex. It is argued that there can be more subtle and intricate nuances of relevance to the temporary staffing industry in respect of the relationships that exist between large and small temporary staffing agencies, as well as between such agencies and their clients. We highlight how smaller agencies in Birmingham are utilising a variety of strategies and tactics to creatively ‘bolt-on’ to more formalised national agreements established by multinational agencies with their clients. Moreover, smaller agencies – in some instances – are able to exploit their knowledge of local labour markets to subvert, sabotage and/or infiltrate the activities of multinational agencies in increasingly astute ways. In turn, this generates a series of questions for understanding the nature of ‘market making’ associated with the temporary staffing industry more broadly.  相似文献

This paper examines trends in British emigration using the results of the International Passenger Survey. Settlement emigration has declined in importance while in the early 1980s temporary skilled labour transfers have become dominant. Two parallel mechanisms are proposed to explain the regional patterns of skilled emigration, with particular emphasis being given to the role of international recruitment agencies in controlling which skills are sought in certain regional labour markets.  相似文献

The neo-classical rationale for deregulation of the labour market argues that capital and labour should have greater choice in their relationship with each other, in particular employers should have greater flexibility to affect wages and conditions in accord with specific product markets and local conditions. Decentralised decision making, it is argued, will lead to greater market efficiency than a centrally controlled system of employment relations and wage setting. Such was the rationale for the Employment Contracts Act (ECA) in 1991. Although it did even out the relative power granted to capital and labour the Employment Relations Act (ERA) introduced a decade later preserved the general thrust of the 1991 legislation. The ECA completed the dismantling of centralised regulation of employment relationships in New Zealand. But over ten years later there is still no clear consensus on its labour market impact. The immediate effects of the legislation on unionisation and levels of work stoppages are relatively easy to document. However, outcomes related to the functioning of the labour market as a whole – unemployment rates, labour force participation rates, wage levels, labour productivity and on-the-job-training – have proved far more difficult to tie directly or even indirectly to the ECA. It is argued here that the impact of the ECA on efficiency and growth has been extremely modest and that any net improvement in conventional labour market measures has been negligible. Rather the Act has been more influential in redistributing available paid work, including the redistribution of a greater share of the surplus from labour to capital itself. Any categorical conclusions on the impacts of the ECA and the ERA require a far more carefully specified research design than has been applied to date. Today “rural diversification” is high on the agenda in rural development. This article analyses rural diversification under conditions of post-socialist economic transition using case areas in Latvia and Estonia. The study shows that transition from centrally planned economy to market economy has had an enormous impact in the rural areas. Agricultural production and employment has decreased dramatically and rural unemployment is high. The conditions for rural diversification the first years after independence depended a lot on the local presence of non-farm activities before the split up of collective farming, in both production facilities but also in the skills and relations people had. Since independence, markets for traditional rural services and products have decreased. The extent to which local businesses find markets outside the local area and people have been able to integrate into the new labour market of service and construction jobs often in urban areas are essential for the diversification of the rural economy. Most rural inhabitants only have skills in large-scale agriculture and limited contacts to outside the local area which makes exploiting new opportunities difficult. The local capacity for withholding, developing and inducing new activities is weak. The challenge for rural development policy is to extend the possibilities of the rural inhabitants to exploit new opportunities.  相似文献

This paper, written from a British perspective, presents a case for more local, as opposed to regional, economic research and argues for the central importance of the local labour market. Such research should direct its attention to the employment decision making of employers and employees. Alternative definitions of the local labour market are discussed, favouring that of M.W. Smart as the most appropriate. The importance of corporate spatial structure, and the labour force adjustment methods available to individual firms faced with declining product demand are discussed. Finally, a possible approach to local labour market analysis is outlined, based on the use of company personnel records.  相似文献

Since employment problems vary widely between individual localities, the definition of local labour market areas is of considerable importance for employment policy. The paper describes the results of studies undertaken to identify changes in self-contained labour market areas (LMAs) throughout Great Britain between 1961 and 1971. LMAs are defined by the application of a gravity formula to commuter flows between areas. The number of LMAs fell by one third over the decade, reflecting longer average work journeys. LMAs tended to combine on stable and predictable lines, through the strengthening of their main previous commuter links. The studies also show marked contrasts in LMA patterns between the central and peripheral regions of Britain. Most of the conurbations comprise a number of separate LMAs (some of them extending far into the surrounding countryside) and thus cannot be regarded as unified labour markets. Over one half of the 25 largest LMAs are located outside the conurbations, representing large self-contained economic communities which are inadequately recognised in conventional geographical categories. The paper also notes recent changes in the Department of Employment's “travel to work areas” based on similar criteria. Finally, it seems likely that LMAs have continued to expand since 1971 as the result of interconnected developments in housing, employment and transport.  相似文献

Foreign employment has become a global phenomenon. With the increasing commercialisation and formalisation of transnational labour migration, recruitment agencies and agents have gained importance. The paper aims to contribute to a more differentiated understanding of the role and the practices of the main actors in the middle space of migration, the brokers in the recruitment process for transnational migration. Based on empirical material from Nepal, it argues that the detected negative reputation of labour brokers is only partially justified. Besides common bad practices and fraud cases, recruiters perform important roles for the facilitation of transnational mobility and present the necessary infrastructure for labour migration. They connect people and places, establish networks and can play an important role in making migration safer. Brokers are important facilitators in supporting alternative income strategies and new livelihood options of people. At the same time they are entrepreneurs in a competitive and risky economic field, confronted with multifaceted constraints. As long as the gap between the dreams of potential migrants and the reality of marginality in Nepal remains wide, labour brokers might persist as important middlemen for global work. Thus, migration brokerage is likely to remain big business.  相似文献

Vietnam is currently undergoing a rapid economic and social transition involving the dismantling of the co-operative system and the official embracing of a market economy. The paper uses an institutional approach to examine adaptation to such changes in two coastal communes in mangrove forest areas. Having provided the historical and policy context of reforms which have taken place in Vietnam in the area of resource management, the paper goes on to discuss changes currently taking place in access to resources. The complexity of property rights regimes are then examined in the light of such changes, with particular focus on the effects of privatisation and the increased effects of integration with external markets. Using livelihood diversification as a key concept for understanding local adaptation to such changes, the paper concludes with discussion of the socially differentiated impacts of the process and the implications for future livelihoods. MNEs have traditionally employed various combinations of international exchange to deploy their staff expertise to where it is needed. Such ‘portfolios of mobility’ need to be adapted to diverse market and project requirements, the operation of numerous production and market locations, and the training of international staff. This paper builds on a recent cross-sector comparison of these strategies among UK-based MNEs by focusing on one sector, business consultancy. Expert staff deployment to serve international clients is a core function for these firms. Its management, however, also reflects other corporate priorities. These include supporting the internationalisation policies of parent companies; responding to new regional markets and client relations; effective project management; and exploiting modern communications developments. International business consultancies appear to be leading the move towards shorter term, but higher quality international staff mobility, more virtual exchange of expertise, and significant recruitment localisation, often involving mergers and joint ventures.  相似文献

This paper provides an overview of the current literature on why difficulties are being experienced in letting social housing within England. The first part of the paper focuses on whether the management of the social housing stock, and in particular the current allocation system, has contributed to the growing number of difficult to let (DTL) properties in the social sector. Drawing on findings from in-depth interviews with twenty local authorities, the paper provides evidence to support this argument and also highlights a number of initiatives which authorities have adopted to fill DTL properties. However, the paper argues that these initiatives are likely to have limited value in the long run in stemming the fall in demand for social housing, particularly in the North of England. The second part of the paper focuses on the changing aspirations of tenants and the way that social housing is in competition with alternative forms to housing provision, such as private rented housing. It concludes by advocating that an appropriate response to difficulties in letting social housing has to go beyond internal housing management initiatives. Instead a more strategic approach needs to be adopted which builds up an understanding of the operation of the local housing market and the complex interaction of neighbourhoods.  相似文献

This paper outlines the main changes in industrial location in Japan since the end of World War II. After a brief introduction, the paper discusses the growth of industrial regions between 1955 and 1965, and gives particular attention to the establishment of heavy industrial complexes in coastal locations and to the growth of assembly-line industries in inland locations. Some reference is also made to the role of local government inducement policies. The paper then turns to an examination of trends since 1965, and considers the significance of external diseconomies, changes in local government policy, labour shortage, improvements in transport and communications, and regional development policy. The paper argues that these factors have been responsible for a limited dispersal of manufacturing away from the main industrial regions. In conclusion, the paper briefly considers the implications of current economic trends for industrial location.  相似文献

The cruise industry enjoys arguably the most flexible and globalized of all labor markets. Yet, in an apparent paradox, cruise lines face a potential labor shortage, despite the fact that the bulk of their labor is sourced from the Global South where a large labor surplus would seemingly make recruitment a simple process. This paper examines this paradox in greater detail with a focus on the tension that exists between the industry’s demand for a flexible labor force, and the need for workers who maintain the skills required of a cruise ship job. It is argued that the contemporary geography of global labor recruitment is constrained by the particular political, economic and cultural circumstances of individual source countries that make certain cohorts less attractive or available as a workforce. In practice the need for skill and flexibility are not always reconcilable and cruise lines have found that there is a geographic limit to labor market flexibility. The article is based on interviews with various stakeholders involved in either working on cruise ships or in recruiting workers. Special emphasis is placed on Filipino cruise ship workers and labor recruiters as a means to discuss labor recruitment for the entire industry.  相似文献

Based on empirical evidence, the article looks at the implications of private sector participation (PSP) for the delivery of water supply and sanitation to the urban and peri-urban poor in developing countries, with particular reference to Africa and Latin America. More precisely, the article addresses the impact produced by multinational companies’ (MNCs) strategies, in light of the pursuit of profitability, on the extension of connections to the pipeline network. It does so by questioning the assumptions that greater private sector efficiency and innovation, together with contract design, will enable the sustainable extension of service coverage to low income dwellers. The strategies of the major water MNCs are considered both in relation to the global expansion of their operations and the adjustment of local strategies to commercial considerations. The latter might result in identifying profitable markets, modifying contractual provisions, attempting to reduce costs and increase income, reducing risks and exiting from non-performing contracts. The evidence reviewed allows for re-assessing the relative roles of the public and private sectors in extending and delivering water services to the poor. First, the most far reaching innovative approaches to extending connections are more likely to come from communities, public authorities and political activity than from MNCs. Secondly, whenever MNCs are liable to exit from non-profitable contracts, the public sector has no other option than to deal with external risks affecting continuity of provision. Finally, market limitations affecting MNCs’ ability to serve marginal populations and access cheap capital do not apply to well-organised, politically led public sector undertakings.  相似文献

Institutions are objects of study that raise questions about the relationship between continuity and change. Employment is changing and for this reason it presents an opportunity to explore how it is that paid work might be thought of as an institutional ‘space’ that is made up of enduring and shifting power relations. This paper views institutions through a lens of ‘power-geometries’, that is, as complex webs of relations of domination and subordination (Massey, D., 1992. New Left Review 196, 65–84). The paper illustrates these power-geometries by exploring employment in local authority cleansing depots in South East England. I concentrate on how the inequity of employment relations enables the institutionalisation of work practices. Employment relations were found to have shifted to different degrees according to the particular geographies and histories of labour markets, employer strategies, local politics and worker solidarities. Despite these variations the asymmetry of employment relations is seen to have endured. I conclude by arguing that whilst power-geometries are not fixed, when ‘institutionalised’ they are not easily changed during ‘everyday’ interaction.  相似文献

There is currently an expansion of local energy initiatives, underpinned by the desire to reduce energy-related carbon emissions and in recognition of the importance of the local arena to achieving such change. Much of the research on these initiatives has been framed by a conventional economic approach, identifying barriers, drivers and incentives to explain their emergence (or not). Here a new economic sociological approach is taken which sees markets as socio-materially constructed and points to the importance of tracing exchange flows and determining modalities of valuation for such exchanges. Artefacts or market devices are seen to play a particular role in connecting actors and technologies within coordinating institutional arrangements and offer the potential for making innovative projects conventional. These aspects are explored in four international case-studies from Wales, Sweden, Germany and USA, mapping relations, identifying exchange flows, pinpointing how artefacts coordinate and showing the multiple modalities of valuation involved in each case. Conclusions concerning the importance of negotiation against a market backdrop and rendering exchange flows more certain are drawn.  相似文献

As a crisis that was precipitated in part by risky forms of investment in the built environment, construction workers, and particularly migrants employed in the industry have been at the forefront of job-losses worldwide since 2008. I offer a reading of construction unemployment through David Harvey’s theorisation of the secondary circuit of capital, arguing that these trends reflect the industry’s immanent connections to the built environment and to volatile, debt-fuelled urbanisation strategies which have played a crucial role in absorbing global capital surpluses in recent years. I ground this international perspective through a case study on the crisis experiences of a group of migrant construction workers from the south Indian state of Kerala who lost their jobs in Dubai in 2009. Based on interviews with migrants who returned home following the collapse of the emirate’s construction sector, I explore how a number of place-specific relationships that transect the Kerala–Dubai construction labour market served to compound these workers’ economic insecurity following the crisis. These include the immense migration debts that migrants shouldered, the insecure and exploitative character of employment in Dubai’s building trades, and the particular vulnerability of Dubai’s construction markets to the retreat of finance capital from the Gulf region in 2008. Workers’ accounts offer insights into the uneven and trans-local geometries of risk that define contemporary construction work in Dubai. More broadly, they provide a key perspective on the precarious producer geographies that underpin the secondary circuit of capital.  相似文献

The provision of care is an increasingly pressing issue in the Global North. With an ageing population and policies encouraging women into the labour market, there is a growing need for workers to undertake paid caring. This poses important and urgent questions about the social organisation of labour markets. Care work typically is low paid and undertaken in precarious, informal, or temporary situations. Many posts are filled by economic migrants, raising concerns about a care deficit in sending countries. In this paper we examine the ‘caring work’ undertaken by migrant workers in a West London Hospital. We employ a twofold characterisation of caring work. Like other bottom-end service sector work, this work is characterised by the face-to-face ‘emotional labour’. However, it also requires ‘body work’: close and often intimate physical contact between carers and those they care for. We argue that both of these aspects are important in understanding how caring work is constructed as poorly regarded and low paid. We show how these features play out in particular ways for migrant workers employed in such caring work.  相似文献

Governments and development organisations consider the involvement of poor forest managers in global value chains and markets as a most promising approach for resolving the social and environmental challenges of the Amazon. This paper intends to provide a clearer picture about opportunities and potentials of this market-approach, by analysing integrated forest based development initiatives in the Bolivian, Brazilian, Ecuadorian and Peruvian Amazon. Findings suggest that the externally promoted initiatives seldom correspond to local realities and that they suffer from limited financial viability due to competitive disadvantages of locals in comparison to more capitalized actors. Success stories remain isolated without replication, and depend on external support for continuation. Only a limited number of families provided with privileged support have been able to overcome the technical, institutional and financial hurdles and to benefit from existing market opportunities. In some cases, interventions have generated conflicts and even weakened social organisation. Instead of simply copying the mistakes of the past regarding the emerging markets for environmental services, it is deemed essential to question the current market focus and search for alternatives placing greater emphasis on the interests, cultures and capacities of local people.  相似文献

This paper explores the precarious working conditions in the Chinese restaurant industry in Sweden – a country considered to have one of Europe’s most liberal labour immigration policies. Drawing upon a theoretical framework inspired by scholarship on precarious work and time geography, the paper argues that precarious work performed by migrant labour can be usefully understood through three interrelated temporal processes that, when they work together, produce and maintain precarious work-life situations. They are: (1) work-time arrangements: that is, actual working hours per day and over the annual cycle, the pace and intensity of work and the flexibility demanded of migrant workers in terms of when work is carried out, (2) the spatio-temporal ‘waiting zones’ indirectly produced by immigration policies that delay full access to labour markets and in which precarious work-time arrangements consequently arise, and (3) migrant workers’ imagined futures, which motivate them to accept precarious work-time arrangements during a transitory period. The paper thus also illuminates that the Chinese chefs in Sweden’s restaurant industry are not just passive victims of exploitative work-time arrangements. Rather, waiting – for a return to China or settlement in Sweden – may be part of migrants’ strategies to achieve certain life course trajectories.  相似文献
