基于智慧城市的可持续城市空间发展模型总体架构

在智慧城市建设上升为国家战略的大背景下,以城市人口、经济、资源、环境等历史数据分析为基础的传统城市空间发展模型面临着数据来源与研究框架的革新。本文首先阐述了智慧城市与可持续发展理念产生的时代背景、概念内涵、相互关系,进而在梳理国内外可持续发展视角下的城市模型相关研究基础上,认为智慧城市建设为城市模型研究提供了更为精细、实时、全面的数据来源,拓宽了城市模型研究的时空尺度,并在城市系统运行模拟与仿真方面提供新的技术手段。本文从城市数据监测采集与互联共享、城市系统运行问题梳理与综合分析、城市空间发展模拟仿真与决策评估、城市空间发展规划体系4个层面尝试构建基于智慧城市的可持续城市空间发展模型总体架构,对于丰富城市可持续发展研究理论框架,指导智慧城市空间规划与建设实践具有重要意义。     

面向智慧城市建设的居民公共服务需求研究——以河北省石家庄市为例

以人为本的公共服务是智慧城市建设的首要内容。本文以快速城镇化进程中的石家庄市智慧城市建设为例,结合671份有效调查问卷,从分析城市居民现实需求入手,研究城市公共服务存在的问题,为确定智慧城市建设方向和重点提供决策依据。结果显示,交通出行和空气治理是城市公共服务智慧化亟需改善的内容,食品安全则需加强重点环节监管和全过程信息采集,医疗教育、社会保障应加强信息资源的整合共享和均衡配置,无线网络全城覆盖和网上远程服务是公众的期盼。研究结果表明:石家庄智慧城市建设还处在初期阶段,公共服务水平距离居民需求还存在不小差距,在政府统筹的引导机制、市场导向的动力机制和社会公众的参与机制等方面还不健全,应从优化顶层设计、整合信息资源、推进数据决策、强化社会参与等方面不断完善智慧城市公共服务建设管理。     

简论我国智慧城市的发展现状及问题

智慧城市就是通过信息与通信技术来实现感测、分析、整合城市运行的所有核心系统,能够从民生、安全、城市服务等方面对市民的需求做出及时的、智能的响应。本文主要针对我国智慧城市的发展现状、问题以及未来的展望来进行分析。     

我国城市群整合发展的基础与实践

目前, 我国许多城市群还没有形成以城市集群为支撑的有整体竞争实力的地域实体, 区 域协调机制还没有从根本上建立起来。为了解决这个严重制约城市群发展的问题, 必须走整合发 展的道路, 整合发展是城市群战略的重大课题。城市群的整合发展要树立正确的科学理念, 充分 吸取国内外相关研究的宝贵启示。整合发展的理论基础分核心理论和基本理论, 前者有竞争优 势、空间相互作用、空间发展和区域协调理论等, 后者有系统、现代经济增长、可持续发展和区域 创新理论等。城市群的存在、城市群的要素和城市群地区的城镇化是整合发展的现实基础, 涉及 城市群存在状态的演进及其广域存在价值, 资源秉赋、整体实力、产业结构、交通通信和核心城 市, 城镇化的综合水平和面临的主要问题等。城市群整合发展的实践包含6 个方面的内容: 城市 竞争力整合、城市体系整合、产业整合、空间整合、城乡生态环境整合和发展的支撑平台整合。     

中国城市社区管理与服务的智慧化路径

智慧城市和人本城市建设的浪潮已经触及到了城市的细胞——社区,智慧社区建设已成为未来10多年中国智慧城市发展的关键所在。在社区网格化管理逐步成熟以及城市社区管理逐步信息化的新背景下,本文从中国城市社区管理与服务发展现状及存在问题出发,提出中国城市社区管理与服务智慧化路径:智慧社区建设应以社区动态规划为引导、以社区网格化管理为依托,通过多网格融合和技术标准建立与互融,实现社区服务精细化。特别强调社区规划应突破社区物理空间,并对社区空间进行重新划分,实现行为空间和社会空间意义上的再社区化;进而实现社区网格的科学划分和动态管理,并基于居民时空间行为的模式挖掘和需求分析,提供社区居民行为引导策略。     

广西北部湾城市群的区域整合与关系协调研究

对北部湾城市群的发展规模、发展水平、发展阶段和协调机制等方面的问题进行了分析;在培育中心城市、建设交通网络、加强港口的分工与协作、提高区域发展的综合效益等方面提出了北部湾城市群区域整合的思路.提出北部湾城市群的区域整合应注意协调五大关系:港城关系与主辅港关系、港口后方集疏系统与城际交通网络的协调、岸线合理利用问题、中心城市之间的关系、与粤西湛江、茂名的关系.最后,从加强区域管治,加快体制创新,扩大对外开放等方面提出相应的建议.     

呼和浩特市城市地质调查需求分析及工作重点的探讨

随着城市化进程不断加快,城市建设发展中出现越来越多的地质环境问题,需要城市地质调查工作解决。从呼和浩特市城市可持续发展、规划建设、新区开发、重大工程建设、地下空间开发、城市土地利用规划、防灾减灾、生态环境保护及"智慧呼和浩特"等方面,分析呼和浩特城市发展对地质调查工作的需求。呼和浩特城市地质工作重点应以保障生态环境安全为主要战略目标,重点工作应安排在调查各类资源和保障城市地质安全这两大方面,同时建设地质安全信息服务系统。     

快速集聚发展过程中的河谷型城市的空间整合与规划--以兰州市为例

中国西部部分河谷型城市自1949以来一直处于较为快速的集聚发展过程中。产业、各种基础设施大量在河谷中兴建。但是,由于地形条件的约束,这部分城市出现了建设用地紧张、环境问题突出、空间职能配置体系不合理等问题。以兰州市为例,通过对兰州城市在快速集聚扩张过程中空间结构存在问题的分析,提出了旧城“空间职能置换”和新城区建设的空间整合和规划思路,设想了未来50年兰州城市空间建设方案,探讨解决目前这类城市所面临的产业结构升级换代、城市现代化与环境综合治理等相关问题的思路与方法。     

城市管治、区划调整与空间整合——以常州市区为例

以常州市区为例,重点从产业空间管治的角度,分析了在行政区划调整下城市管治重构与空间整合。通过分析现状开发区在主导产业选择、产业空间布局与区位选址方面的问题,论文认为,当前制度框架、经济政策与要素集聚、社会文化及空间规划等方面是造成目前中心城区之间管治冲突的主要原因;行政区划调整虽然有利于城市规模的做大和某种程度上规避强大的县级市与中心城市之间的日益突出的矛盾,但当前的发展并没有有效地削减这两大空间单元之间的本质冲突。进而,论文又从制度重构、政策导向与空间整合三方面重点分析了要构建有效的市区管治模式、实现空间协调发展与整合。     

中原城市群的空间组合特征与整合模式

城市群已成为我国城镇化发展的主体形态,城市群的空间整合是我国城镇化过程中必须解决的重大战略性问题。目前,中原城市群发展形势良好,被认为是我国将形成的十大城市群之一。本文运用分形、城镇化不平衡指数、城市网络、城市空间相互作用等理论和方法,对中原城市群城镇的空间组合状况进行分析;构建促进中原城市群9城市协调组合发展的空间整合机制;依据中原城市群自身发展特色,对其空间整合模式进行选择,并由此提出其空间整合的总体概念模型。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.

THE MOST PERFECT EXAMPLE OF AN ALIEN ECOLOGY EVER CONSTRUCTED

Much science-fiction literature is based upon the creation and exploration of alternative environments. Stanley G. Weinbaum's short story, “Parasite Planet,”introduces an unusual environment that may be wrong in the light of recent evidence on Venus but still stimulates the geographical imagination.     

Metals and models: Diagenic modelling in freshwater lacustrine sediments

This review aims to distill and synthesize the existing information on the use of models to describe and predict the distribution and movement of metals in lacustrine sediments. As such it examines the causes of metal diagenesis, the origin and form of the equations that govern these phenomena, and the predictability or measurability of the parameters that appear in the models. The paper concludes by highlighting some seminal results from modelling studies, including the determination of the factors controlling the formation of surficial Mn-Fe-enriched zone or layers, the substantial contribution possible from metal reduction to organic matter regeneration, the calculation of mixing-corrected metal input histories to lakes, and the prediction of growth rates and morphologies for both deep-sea and lacustrine ferromanganese nodules.
