Calculating the cost effectiveness of projects and policies with respect to reducing carbon emissions provides a simple way for local government agencies to consider the climate impacts of their actions. Yet, defining a metric for cost-effectiveness in relation to climate change is not straightforward for several reasons. In this paper, we focus primarily on dynamics, reflecting the time value of money and how the benefits of reducing carbon emissions may change over time. We define a cost-effectiveness metric called Levelized Cost of Carbon (LCC) that carefully accounts for these dynamics. We also investigate the theoretical and practical implications and limitations of using a cost-effectiveness metric as an approach to rank projects. We apply our metric to a set of transportation projects to illustrate the insights that can be gained by such a process.

Upon completion, China’s national emissions trading scheme (C-ETS) will be the largest carbon market in the world. Recent research has evaluated China’s seven pilot ETSs launched from 2013 on, and academic literature on design aspects of the C-ETS abounds. Yet little is known about the specific details of the upcoming C-ETS. This article combines currently understood details of China’s national carbon market with lessons learned in the pilot schemes as well as from the academic literature. Our review follows the taxonomy of Emissions Trading in Practice: A Handbook on Design and Implementation (Partnership for Market Readiness & International Carbon Action Partnership. (2016). The United States’ decision to withdraw from the Paris Agreement (pending possible re-engagement under different terms) may have significant ramifications for international climate policy, but the implications of this decision remain contested. This commentary illustrates how comparative analysis of US participation in multilateral environmental agreements can inform predictions and future assessments of the decision. We compare and contrast US non-participation in the Kyoto Protocol and the Paris Agreement, focusing on four key areas that may condition the influence of US treaty decisions on international climate policy: (i) global momentum on climate change mitigation; (ii) the possibility of US non-participation giving rise to alternative forms of international collaboration on climate policy; (iii) the timing and circumstances of the US decision to exit; and (iv) the influence of treaty design on countries’ incentives to participate and comply. We find that differences across the two treaties relating to the first three factors are more likely to reduce the negative ramifications of US withdrawal from the Paris Agreement compared to the Kyoto Protocol. However, the increased urgency of deep decarbonization renders US non-participation a major concern despite its declining share of global emissions. Moreover, key design features of the Paris Agreement suggest that other countries may react to the US decision by scaling back their levels of ambition and compliance, even if they remain in the Agreement.

In the present work, a model combination is developed in order to provide the public, in north-western Greece, with the next day air quality forecast. Generally, the development and deployment of a real-time numerical air quality prediction system is technically challenging while even more in complex terrain. The Air Pollution Model (TAPM) (http://www.cmar.csiro.au/research/tapm) is a hydrostatic prognostic mesoscale model. It has been calibrated for the area in recent studies and used in air quality assessments. In 2007, TAPM has started operating in a real-time operational mode for the prediction of next day’s weather forecast, particulate matter (PM10 with an aerodynamic diameter <10 μm) daily average concentration and Air Pollution Indexes. We propose that an international ‘Low-Emissions Technology Commitment’ should be incorporated into the United Nations Framework Convention on Climate Change (UNFCCC) negotiation process in order to promote innovation that will enable deep decarbonization. The goal is to accelerate research, development, and demonstration of safe, scalable, and affordable low-emissions energy technologies. Such a commitment should be based on three elements. First, it should operate within existing UNFCCC negotiations so as to encourage developed states to offer directed funding for energy research as part of their national contributions. Second, pledges should be binding, verifiable, and coordinated within an international energy-research plan. Third, expert scientific networks and participating governments should collaborate to design a coordinated global research and technology-demonstration strategy and oversee national research efforts. To this end an Intergovernmental Panel on Low-Emissions Technology Research might be established. This proposal offers some insurance against the risk that the political impasse in international negotiations cannot be overcome. The higher costs associated with low-emissions alternatives to fossil fuels currently creates significant economic and political resistance to their widespread adoption. To breach this impasse, a mechanism supporting accelerated energy research is needed that seeks to reduce future abatement costs, share experience and ‘learning-by-doing’ in first-of-a-kind demonstrations, and thus facilitate future widespread deployments. These actions will also assist in addressing inequalities in energy access.

Over the past decade, global fossil-fuel use and associated carbon emissions have risen steadily, despite the majority of nations agreeing, in principle, to work to limit global warming to less than 2?°C above pre-industrial conditions (IPCC, 2014 IPCC. Energy and climate policies may have significant economy-wide impacts, which are regularly assessed based on quantitative energy-environment-economy models. These tend to vary in their conclusions on the scale and direction of the likely macroeconomic impacts of a low-carbon transition. This paper traces the characteristic discrepancies in models’ outcomes to their origins in different macro-economic theories, most importantly their treatment of technological innovation and finance. We comprehensively analyse the relevant branches of macro-innovation theory and group them into two classes: ‘Equilibrium’ and ‘Non-equilibrium’. While both approaches are rigorous and self-consistent, they frequently yield opposite conclusions for the economic impacts of low-carbon policies. We show that model outcomes are mainly determined by their representations of monetary and finance dimensions, and their interactions with investment, innovation and technological change. Improving these in all modelling approaches is crucial for strengthening the evidence base for policy making and gaining a more consistent picture of the macroeconomic impacts of achieving emissions reductions objectives. The paper contributes towards the ongoing effort of enhancing the transparency and understanding of sophisticated model mechanisms applied to energy and climate policy analysis. It helps tackle the overall ‘black box’ critique, much-cited in policy circles and elsewhere.

Under the Paris Agreement, countries are encouraged to submit long-term low greenhouse gas emissions development strategies. Such strategies will merge emissions goals with socio-economic objectives and enable countries to increase their ambition over time, thus offering an opportunity to close the gap between the current emissions trajectory and the Agreement’s ‘well below 2°C’ target. China is in the process of preparing its own long-term strategy. We argue in this article that non-CO2 greenhouse gases (NCGGs) should be an essential component of China’s long-term low-emissions strategy. To incorporate NCGGs into China’s long-term low-emissions development strategy, key scientific and institutional challenges should be addressed, such as uncertainty about the accuracy of NCGG emissions inventories; uncertainty about future projections of NCGG emissions; and institutional coordination deficits and imbalanced policy approaches. Overcoming these barriers will have significant implications for climate change mitigation and can open a path for the development of concrete follow-up actions.

While carbon pricing is widely seen as a crucial element of climate policy and has been implemented in many countries, it also has met with strong resistance. We provide a comprehensive overview of public perceptions of the fairness of carbon pricing and how these affect policy acceptability. To this end, we review evidence from empirical studies on how individuals judge personal, distributional and procedural aspects of carbon taxes and cap-and-trade. In addition, we examine preferences for particular redistributive and other uses of revenues generated by carbon pricing and their role in instrument acceptability. Our results indicate a high concern over distributional effects, particularly in relation to policy impacts on poor people, in turn reducing policy acceptability. In addition, people show little trust in the capacities of governments to put the revenues of carbon pricing to good use. Somewhat surprisingly, most studies do not indicate clear public preferences for using revenues to ensure fairer policy outcomes, notably by reducing its regressive effects. Instead, many people prefer using revenues for ‘environmental projects’ of various kinds. We end by providing recommendations for improving public acceptability of carbon pricing. One suggestion to increase policy acceptability is combining the redistribution of revenue to vulnerable groups with the funding for environmental projects, such as on renewable energy.

This article outlines a critical gap in the assessment methodology used to estimate the macroeconomic costs and benefits of climate and energy policy, which could lead to misleading information being used for policy-making. We show that the Computable General Equilibrium (CGE) models that are typically used for assessing climate policy use assumptions about the financial system that sit at odds with the observed reality. These assumptions lead to ‘crowding out’ of capital and, because of the way the models are constructed, negative economic impacts (in terms of gross domestic product (GDP) and welfare) from climate policy in virtually all cases.

In contrast, macro-econometric models, which follow non-equilibrium economic theory and adopt a more empirical approach, apply a treatment of the financial system that is more consistent with reality. Although these models also have major limitations, they show that green investment need not crowd out investment in other parts of the economy – and may therefore offer an economic stimulus. Our conclusion is that improvements in both modelling approaches should be sought with some urgency – both to provide a better assessment of potential climate and energy policy and to improve understanding of the dynamics of the global financial system more generally.

Emission reductions improve the chances that dangerous anthropogenic climate change will be averted, but could also cause some firms financial distress. Corporate failures, especially if they are unnecessary, add to the social cost of abatement. Social value can be permanently destroyed by the dissolution of organizational capital, deadweight losses paid to liquidators, and unemployment. This article proposes using measures of corporate solvency as an objective tool for policy makers to calibrate the optimal stringency of climate change policies, so that they can deliver the least loss of corporate solvency for a given level of emission reductions. They could also be used to determine the generosity of any compensation to address losses to corporate solvency. We demonstrate this approach using a case study of the UK’s Carbon Price Support (a carbon tax).

  • Solvency metrics could be used to empirically calibrate the optimal stringency of climate policies.

  • An idealized solvency trajectory for firms affected by climate change policy would cause corporate solvency to initially decline – approaching but not exceeding ‘distressed’ levels – and then gradually improve to a new ‘steady state’ once the low-carbon transition had been achieved.

  • In terms of the UK’s Carbon Price Support, corporate solvency of energy-intensive industries was found to be stable subsequent to its introduction. Therefore, the available evidence does not support its later weakening.

This paper explores policies for Negative Emissions Technologies (NETs), in an attempt to move beyond the supply-side focus of the majority of NETs research, as well as the current dominance of carbon pricing as the main NETs policy proposal. The paper identifies a number of existing policies from four key areas – energy/transport, agriculture, sub-soil, and oceans – which will have an impact on three NETs: Bioenergy with Carbon Capture and Storage (BECCS), Direct Air Capture (DAC), and terrestrial Enhanced Rock Weathering (ERW). We propose that non-climate co-benefits may be valuable in terms of the policy ‘demand pull’ for NETs; in particular, we find that ERW may provide multiple co-benefits which can be mandated through existing policy structures. However, interaction with numerous policy areas may also create barriers, particularly where there is tension between the priorities of different government departments. On the basis of existing and analogous policies from a range of geographical contexts and scales, this paper proposes four options for NETs policy that could be reasonably implemented in the near-term. We also argue that ERW demonstrates the importance of scale and framing, because the policy environment depends on whether it is framed as a soil amendment at local scales or as a climate stabilization technique at international scale.

Stable forests – those not already significantly disturbed nor facing predictable near-future risks of anthropogenic disturbance – may play a large role in the climate solution, due to their carbon sequestration and storage capabilities. Their importance is recognized by the Paris Agreement, but stable forests have received comparatively little attention through existing forest protection mechanisms and finance. Instead, emphasis has been placed on targeting locations where deforestation and forest degradation are happening actively. Yet stopping deforestation and forest degradation does not guarantee durable success, especially outside the geographic scope of targeted efforts. As a result, today’s stable forests may be at risk without additional efforts to secure their long-term conservation.

We synthesize the gaps in existing policy efforts that could address the climate-related benefits derived from stable forests, noting several barriers to action, such as uncertainty around the level of climate services that stable forests provide and difficulties describing the real level of threat posed. We argue that resource and finance allocation for stable forests should be incorporated into countries’ and donors’ comprehensive portfolios aimed at tackling deforestation and forest degradation as well as resulting emissions. A holistic and forward-looking approach will be particularly important, given that success in tackling deforestation and forest degradation where it is currently happening will need to be sustained in the long term.

  • Climate policies, finance, and implementation have tended to focus on areas of recent forest loss and near-term threats of anthropogenic disturbance, resulting in an imbalance of effort that fails to adequately address stable forests.

  • In some contexts, policy measuresintended to secure the climate-related benefits of stable forests have competed poorly against more urgent threats. Policymakers and finance mechanisms should view stable forests as a complementary element within a holistic, long-term approach to resource management.

  • International mechanisms and national frameworks should be adjusted and resourced to promote the long-term sustainability and permanence of stable forests.

  • Beyond additional resources, the climate benefits of stable forests may be best secured by pro-actively designing implementing policies that recognize the rights and interests of stakeholders who are affected by land management decisions.

One of the main challenges for a skilful Limited Area Model Ensemble Prediction System (LAMEPS) is the generation of appropriate initial perturbations. In most operational LAMEPSs, the initial perturbations are provided by a global Ensemble Prediction System (EPS). Molteni et al. (doi:10.1002/qj.49712757613)[Crossref], [Web of Science ®] [Google Scholar]) proposed clustering analysis as an objective selection criterion to choose a member from the global European Centre for Medium-range Weather Forecasts (ECMWF)-EPS model as initial perturbations in LAMEPS. In this article, another strategy for using the clustering method is investigated which ensures that initial perturbations are centred on the control analysis. The main purpose of this article is to study the benefit of cluster analysis and to validate the effect of different clustering strategies on the performance of a 17-member LAMEPS. The system used in this study is the operational Aire Limitée Adaptation Dynamique Développement InterNational-Limited-Area Ensemble Forecasting (ALADIN-LAEF) model.

Three experiments were carried out over a 50-day period to validate different clustering strategies: i) representative members of 16 clusters from the 50-member ECMWF-EPS, where initial perturbations are not necessarily centred; ii) representative members from eight clusters and the symmetric pairs from ECMWF singular vector analysis; and iii) eight arbitrarily chosen ECMWF-EPS singular vector pairs. Results of the verified experiments show that the statistical reliability of ALADIN-LAEF improves when clustering is applied, but no clear improvement can be seen in the skill of LAMEPS. A case study of a heavy precipitation event confirms the result of the 50-day verification. The validation shows that none of the clustering strategies outperforms any other.

Energy-intensive industries play an important role in low-carbon development, being particularly exposed to climate policies. Concern over possible carbon leakage in this sector poses a major challenge for designing effective carbon pricing instruments (CPI). Different methodologies for assessing carbon leakage exposure are currently used by different jurisdictions, each of them based on different approaches and indicators. This paper aims to analyse the extent to which the use of different methodologies leads to different results in terms of exposure to the risk of carbon leakage, using the Brazilian industry sector as a case study. Results indicate that carbon leakage exposure is an expected outcome of eventual CPI implementation in Brazilian industry. However, results vary according to the chosen methodology, so the definition of the criteria is paramount for assessing sectoral exposure to the risk of carbon leakage.

  • Despite increasing discussion about the implementation of carbon pricing on the Brazilian industrial sector, the evaluation of carbon leakage risks is still neglected.

The increasing frequency of heatwaves, particularly in urban contexts, is one of the perceptible consequences of climate change. A city’s vulnerability to these heatwaves must be determined to develop proper adaptation measures. This article addresses the vulnerability of a medium-sized city in Central Europe, Graz, to heatwaves. Based on secondary data and primary data gathered from expert interviews, we identified certain determinants of vulnerability for the city: temperature, proportion of open and green spaces to developed areas, construction period of buildings, distribution of age and poverty risk, adaptation strategies used, and risk perception levels assessed for decision makers in the city administration. Certain city districts can be classified as particularly vulnerable. A high level of risk perception was detected among all decision makers and some adaptation measures have already been enacted. In particular, inter-organizational collaboration in adaptation networks works effectively. A deficit in efficient communication between researchers, policy makers, and members of the public was perceived to be the main barrier. This case study exemplifies the assessment of a city’s vulnerability to heatwaves on the basis of particular determinants and can be applied to many other cities.

Policy relevance

The method applied revealed potential improvements and opportunities on the policy level. Strong networks for climate change adaptation are most effective if regular meetings take place, allowing trust and friendship to grow between decision makers. More target-group-oriented information is needed. Emergency organizations, in particular, need more information, because the perception of heatwave risks has only been based thus far on personal experiences. By establishing a central authority, more information could be provided on heatwaves in cities. The need to raise the perception of members of the population and motivate them to take personal responsibility during disasters was emphasized by interviewed decision makers. This can be supported by providing advice during heatwaves through newspapers, TV, and radio. People in risk groups and their relatives could be trained in workshops. Upgrades implemented over a number of years in an open source version of the Eta model, posted at the CPTEC web site http://etamodel.cptec.inpe.br/, are summarized and examples of benefits are shown. The version originates from the NCEP’s Workstation Eta code posted on the NCEP web site http://www.emc.ncep.noaa.gov/mmb/wrkstn_eta, which differs from the NCEP’s latest operational Eta by having the WRF-NMM nonhydrostatic option included. Most of the upgrades made resulted from attention paid to less than satisfactory performance noted in several Eta results, and identification of the reasons for the problem. Others came from simple expectation that including a feature that is physically justified but is missing in the code should help. The most notable of the upgrades are the introduction of the so-called sloping steps, or discretized shaved cells topography; piecewise-linear finite-volume vertical advection of dynamic variables; vapor and hydrometeor loading in the hydrostatic equation, and changes aimed at refining the convection schemes available in the Eta. Several other modifications have to do with the calculation of exchange coefficients, conservation in the vertical diffusion, and diagnostic calculation of 10-m winds. Several examples showing improved performance resulting from the dynamics changes are given. One includes a case of unrealistically low temperatures in several mountain basins generated by a centered vertical advection difference scheme’s unphysical advection from below ground, removed by its replacement with a finite-volume scheme. Another is that of increased katabatic winds in the Terra Nova Bay Antarctica region. Successful forecast of the severe downslope zonda wind case in the lee of the highest peaks of the Andes is also shown, and some of the recent successful verification results of the use of the upgraded model are pointed out. Globally, adaptation policies and programmes are being formulated to address climate change issues. However, in the agricultural sector, and particularly in least developed countries (LDCs), concerns remain as to whether these policies and programmes are consistent with farmers’ preferences. This study empirically investigates Nepalese farmers’ willingness to support the implementation of adaptation programmes. To this end, we first developed suggested adaptation programmes in accordance with the adaptation measures identified by LDCs in their National Adaptation Programmes of Actions. We then employed a choice experiment framework to estimate farmers’ willingness to pay (WTP) for adaptation benefits. The findings indicate that the substantial benefits of the adaptation programmes for farmers result in a sizeable WTP to participate, which would appear to justify the programmes’ widespread implementation.

Key policy insights

  • Farmers are willing to participate in, and contribute to, the suggested adaptation programmes in the form of increased access to climate adaptive crop species and varieties, improved soil quality and irrigation and the provision of training in climate adaptive farming.

  • Key socio-economic factors influence farmers’ support of adaptation programmes. Older farmers, those households closer to government extension services, larger land holders, those involved in household labour exchange, farmers located in drought and flood-prone regions and those who perceive that the climate has changed are more likely to participate.

  • The more farmers are aware of climate change impacts, the greater their preference for adaptation programmes. Increasing farmer awareness prior to implementation of such programmes is therefore an obvious means of further raising participation rates.

This paper examines power relations, coalitions and conflicts that drive and hinder institutional change in South African climate policy. The analysis finds that the most contested climate policies are those that create distributional conflicts where powerful, non-poor actors will potentially experience real losses to their fossil fuel-based operations. This finding opposes the assumption of competing objectives between emissions and poverty reduction. Yet, actors use discourse that relates to potentially competing objectives between emissions reductions, jobs, poverty reduction and economic welfare.

The analysis relates to the broader questions on how to address public policy problems that affect the two objectives of mitigating climate change and simultaneously boosting socio-economic development. South Africa is a middle-income country that represents the challenge of accommodating simultaneous efforts for emissions and poverty reduction.

Institutional change has been constrained especially in the process towards establishing climate budgets and a carbon tax. The opposing coalitions have succeeded in delaying the implementation of these processes, as a result of unequal power relations. Institutional change in South African climate policy can be predominantly characterized as layering with elements of policy innovation. New policies build on existing regulations in all three cases of climate policy examined: the climate change response white paper, the carbon tax and the renewable energy programme. Unbalanced power relations between coalitions of support in government and civil society and opposition mainly from the affected industry result in very fragile institutional change.

  • The South African government has managed to drive institutional change in climate policy significantly over the past 7 years.

  • Powerful coalitions of coal-related industries and their lobbies have constrained institutional change and managed to delay the implementation of carbon pricing measures.

  • A successfully managed renewable energy programme has started to transform a coal- and nuclear-powered electricity sector towards integrating sustainable energy technologies. The programme is vulnerable to intergovernmental opposition and requires management at the highest political levels.

  • Potential conflict with poverty reduction measures is not a major concern that actively hinders institutional change towards climate objectives. Predominantly non-poor actors frequently use poverty-related discourse to elevate their interests to issues of public concern.

Monin–Obukhov similarity theory (MOST) is commonly used to model the wind-speed profile at altitudes relevant to wind-power production (e.g. 10–200 m). Though reasonably accurate for unstable to weakly stable stratification, this approach becomes less accurate under increasingly stable stratification, largely due to the constant-flux surface layer assumed by MOST becoming shallower than the altitude range of interest. Furthermore, above the surface layer, the Coriolis force has a considerable influence on the wind-speed profile (in particular in the formation of low-level jets) that cannot be modelled using similarity theory. Our goal is to compare the accuracy of alternative extrapolation models that are more physically appropriate above the surface layer. Using data from the 213-m Cabauw meteorological tower in the Netherlands between July 2007 and June 2008, it is shown that MOST is accurate only at low altitudes and low stability, and breaks down at high altitudes and high stability. Local similarity is generally more accurate than MOST across all altitudes and stabilities, though the model requires turbulent flux data at multiple altitudes that is generally impractical. In contrast, a two-layer MOST–Ekman model is found to be comparable to the other models at low stability ranges and considerably more accurate in the high stability range, while requiring only a measure of surface stability and the geostrophic wind.  相似文献
