湘江新区土地利用结构多目标规划及决策偏好分析   总被引:1,自引:0,他引:1  
土地利用规划需要综合考虑经济效益和生态效益。构建了经济最大化和生态效益最大化2个目标,并运用基于模糊集理论的最大(小)算子法求得兼顾经济效益和生态效益的土地利用模糊最优规划方案。随后重点探讨了不同决策偏好情景下的土地利用优化方案和综合效益的变化。研究结果表明:(1)对经济效益和生态效益的偏好程度不同,主要会导致林地、城镇建设用地和水域面积发生变化;(2)随着决策者对生态效益偏好程度的增加,城镇建设用地面积逐渐减少,林地和水域面积逐渐增加;(3)当经济效益比生态效益重要时,最优的用地规划方案主要是在城镇用地和水域面积之间进行权衡;当生态效益比经济效益重要时,最优的用地规划方案主要是在林地和城镇建设用地之间进行权衡。研究结果对湘江新区进行"资源节约型和环境友好型社会"建设中的多目标土地利用规划具有一定的决策参考价值。  相似文献

以中原经济区核心城市郑州市为研究对象,以1988年、2002年和2017年遥感影像及其他辅助资料为数据源,从元胞适宜性、空间全局约束和邻域局部控制3个角度构建CA转换规则,并基于MCE-Markov-CA模型模拟近30年土地利用时空变化,在此基础上预测其未来15年(至2032年)的演变格局。结果发现:1)郑州市近30年间土地利用转换频繁,草地、耕地、水域和未利用地的面积分别减少19.18%、38.72%、50.23%和27.44%,建设用地增加97.31%,土地城市化进程不断加快;2)利用MCE-Markov-CA模型模拟得到的2017年土地利用数据与实际解译土地利用数据的一致性(Kappa系数)达到0.8234,证明了模型的适用性,可有效应用在与郑州市类似的特大城市土地变化模拟中;3)模型预测2032年郑州市耕地面积将减少12.56%,林地和建设用地分别增加16.97%和4.83%,草地、水域和未利用地变化不大。研究结果可为郑州市土地利用规划、管理及城市弹性可持续发展提供科学支撑,目前亟须平衡城市发展与耕地保护之间的关系,可采用省内异地代补等措施补偿耕地。  相似文献

绿洲城市土地利用多目标优化研究——以新疆奎屯市为例   总被引:1,自引:0,他引:1  
以新疆典型绿洲城市奎屯市为例进行实证分析,耦合资源价值核算方法,设置变量,建立目标函数和约束方程,构建多目标优化线性模型,对干旱区绿洲城市的土地利用优化配置进行方法性的探索,并为其土地可持续利用提供参考.结果表明:多目标优化线性模型可以克服多目标线性规划法中目标函数和评价指标值范围难以确定的缺陷,运用该多目标优化模型的土地利用优化方案保障了研究区经济发展的用地需求,满足了其社会稳定和社会保障所需的土地,改善了研究区较为脆弱的生态环境,使研究区土地利用综合效益得到明显提升,优化结果达到预期目标,多目标优化方法适宜用在绿洲城市土地利用优化配置研究.  相似文献

新型城镇化活动最终要落到土地之上,因此从新型城镇化视角评价城镇土地利用效率,将有利于提高效率、节约资源、促进新型城镇化发展。该文在新型城镇化内涵的基础上,选择相关指标表征城镇土地利用的经济、社会与生态效益,将各效益作为产出要素,居住用地、工业仓储用地、商服用地、公共管理与服务用地、绿地作为投入要素代入DEA模型,评价2014年江苏省13个地级市的城镇土地利用效率与2005-2014年全要素生产率变化。结果表明:城镇土地利用技术有效的城市有南京、常州、苏州等6市,规模有效的是常州、扬州等4市,其中苏南城市大多处在报酬递减阶段。从Malmquist指数看,只有苏南地区的全要素生产率是提高的,苏中与苏北都稍微下降,各单元的综合效率随时间不断提高,而技术水平并没有随时间进步。应通过优化城镇用地结构、注重社会与生态效益以及采用先进生产技术等,提高城镇土地利用效率与全要素生产率,促进新型城镇化目标实现。  相似文献

本文通过对《锡林郭勒盟土地利用总体规划(2006-2020)年》土地利用规划主要指标实现程度、土地利用变化与经济增长速度适应程度、规划空间布局等进行综合分析和全面评价,确定锡林郭勒盟耕地保有量可实现规划控制目标,基本农田、城乡建设用地和交通水利用地均与规划目标产生不同程度偏离,并针对规划实施过程中存在的问题,提出完善规划顺利实施的相关措施和建议.  相似文献

城市土地的高效利用是城市高质量发展的关键因素之一,特别是对于土地资源相对稀缺的大型城市。以国家中心城市建设对象郑州市为例,通过构建土地利用效益系统分析框架与城市土地利用转移矩阵,本文揭示了快速扩张型城市的土地利用效益系统演化规律、子系统间的动态耦合协调关系以及土地利用类型之间的转换逻辑。研究发现:郑州市土地利用效益系统逐步从生态环境效益偏好型(1998–2005年)向社会经济效益偏好型(2006–2019年)进行转变,并呈现典型的“倒U型”演化特征。伴随这一演化过程,郑州市的城市空间快速增长了461 km2。土地利用转移矩阵的分析显示,郑州市土地利用类型转换幅度最大的是草地、耕地、林地以及水域等土地利用/覆被类型,其在22年间不断转换为城市建设用地,并成为郑州市城市空间快速扩张的主要原因。地方政府应当根据城市土地利用效益系统特征和子系统间耦合协调关系演化态势,主动实施差异化的城市土地利用策略,同时积极把握城市增长边界划定契机,持续推进城市发展转型升级和生态城市建设。  相似文献

基于GIS和DEA的三峡库区城镇建设用地变化与效益评价   总被引:1,自引:0,他引:1  
城镇建设用地空间扩展是城镇化发展的首要体现,建设用地结构和数量的变化都会对建设用地的使用效益带来一定的影响.本文利用2000和2005年三峡库区土地利用图,采用ArcGIS技术,分析了三峡库区城镇建设用地与其他地类在空间上的转换情况.由于城镇建设用地扩展,耕地面积锐减,耕地向城镇用地转换面积达到6004.77 hm2,并且平均图斑面积达到115.48 hm2.本文对比了城镇建设用地在扩展过程中占用农用地的区域差异,城镇扩展年占用农用地的面积较多的区域是巴南区、江北县和重庆市区.以河流为中心,建立缓冲区分析城镇建设用地扩展的强度,在缓冲区半径0~10 km范围内是库区城镇建设用地扩展的重点区域.结合城镇建设用地的变化分析,采用DEA模型,从库区城镇建设用地效益值、DEA有效性、规模效益的角度,对建设用地效益展开了评价,并采用ArcGIS技术将效益值、DEA有效性、规模效益空间化,研究表明库区城镇建设用地效益值较高的区域分布在库区下游区、重庆市区,城镇建设用地效益整体上在提高,并且区域之间的差距在逐渐缩小.并根据评价情况,对库区城镇建设用地效益提出了建设性建议.  相似文献

由于土地利用矛盾突出和地理位置独特,城市边缘区是中国目前土地利用变化最为剧烈的地域单元,是土地利用变化研究关注的热点区域,在土地资源的可持续利用、规划的科学制定上也具有重要意义.本研究以中国典型的亚热带城市边缘区——福州市仓山区为研究对象,引入Tietenberg资源分配模型改进目前国际上广泛应用的CLUE-S土地利用动态模拟模型的非空间需求模块,在研究区土地利用变化驱动机制分析的基础上,选择合适参数回溯了研究区2004年的土地利用现状、模拟了2020年的土地利用时空变化格局,拟合精度良好(Kappa指数为0.72).研究结果表明:以Tietenberg资源配置模型作为CLUE—S模型的非空间需求计算方法在一定意义上是合理的,同时,模拟结果也进一步证明了城市边缘区以非农建设用地占用耕地为主的用地矛盾.在此基础上,对该区域发展合理的用地空间布局提出了针对性的建议,该方法和成果可以作为城市边缘区制定土地利用规划和发展管理政策的参考依据.  相似文献

为准确掌握内蒙古自治区城镇内部各类用地的结构与布局、土地利用效益等内容,实现城镇土地的合理开发、利用与保护,提高土地利用率,有效控制城镇规模,本文采取定性和定量分析相结合的方法,以第二次土地调查数据为基础,分析内蒙古自治区城镇土地利用的典型特点和存在问题。结果表明,自治区城镇用地在数量与结构、土地利用强度水平、土地利用协调状况及地利用潜力等方面有待进一步优化。因此,建议在今后城镇用地土地开发利用过程中,稳步推进新型城镇化建设,优化城镇用地结构与布局,盘活城镇存量用地,提高土地再开发成效,促进城市社会经济的发展,实现社会效益、经济效益、生态效益的同步增长。  相似文献

土地利用方式的变化是影响流域径流的重要因素。为定量研究土地利用/覆被变化对径流的影响,该文结合SWAT(Soil and Water Assessment Tool)分布式水文模型,分析了秦皇岛地区2000年、2005年、2010年和2014年不同土地利用/覆被变化对径流的影响,并在子流域尺度上分析径流的空间变化。研究结果表明:1)SWAT模型能够较好地模拟研究区流域的月径流过程。2000-2005年研究区耕地急剧增加,林地和裸地减少,导致多年平均径流量增加4.79%;2005-2010年林地明显增加,耕地和裸地减少,导致多年平均径流量减少3.32%;2010-2014年城镇建设用地增加明显,耕地和林地减少,导致多年平均径流量增加2.62%。2)耕地和城镇建设用地的增加在不同程度上会增加径流量,而林地具有涵养水源、减少径流量的作用。3)研究区年均地表径流变化空间差异较显著,整体呈增加趋势。研究结果可为合理规划土地利用格局、优化配置水资源提供参考依据。  相似文献

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world's largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations.
