The OSPAR Convention: 25 years of North Sea protection

The legislative framework for the environmental protection of the North Sea has developed extensively during the past two decades. This framework includes proposals within national, regional, European and global initiatives. This paper describes the development of the Oslo and Paris Commissions and their relationship with the North Sea Ministerial Conferences. The new OSPAR Convention, signed in Paris in 1992, is described as a model for protection frameworks for other regional seas.     

Scattering and attenuation of high-frequency body waves (1–25 Hz) in the lithosphere

A strong frequency dependence of apparent Q_β^?1 of shear waves was found for the frequency range from 1 to 25 Hz using band-pass filtered records of about 900 earthquakes occurring in the central Japan area with focal depths from 0 to 150 km. The method used for estimating Q_β is a single-station method based on elimination of the source effect from S waves by the use of coda spectra. The validity of the method is confirmed by agreement between the results obtained independently using data from two stations in the same area.

2005年7月2S日黑龙江省林甸5．1级地震——地下流体前兆异常分析

分析了2005年7月25日林甸5．1级地震和2005年2月23日富裕3．7级地震前，林甸1井大地微电流、林甸04井的氦气和大庆地震台的地温异常变化。大地微电流在这2次地震前具有明显的异常变化，其异常幅度达正常背景值的10-20倍。氦气在林甸5．1级地震前具有明显前兆异常变化。
