This paper addresses development and problems of the legislative framework for coastal and coral reef resources management in Indonesia. It describes the background to the legal framework of Indonesian coastal and coral reef legislation and proposes an appropriate legal framework for addressing Indonesian coastal and coral reef management. This paper outlines several major challenges faced by the Indonesian legislators. It reviews some of the justifications of creating an appropriate legal framework for coastal management.It argues that an adequate and appropriate legal framework will promote sustainable development and management of coastal and coral reef resources. It argues that, the complicated and inappropriate legal framework currently place in Indonesia has contributed to serious degradation of coastal and marine resources. It also argues that this degradation has been exacerbated by the lack of a national marine policy, severe weaknesses in law enforcement of natural resource including those of the fisheries laws and regulations in Indonesia. This paper suggests that there is a general malaise or lack of commitment to sustainable management and development of natural resources. This paper also focuses on the political aspects and their impacts on legislation for coastal and coral reef management at the national and selected regional levels.  相似文献

Korean fisheries face stock depletion and enforcement problems even after various fisheries management tools have been used for 50 years to manage the fisheries. Because of these problems, self-control management has been introduced into Korean fisheries led by the central government since 2001.This paper analyzes the characteristics of 79 model communities (2002) which have introduced Self-control Management Project (SMP) as their fisheries management system. Based on the characteristics of 79 model communities, we categorize Korean SMPs into 3 types: fishing village community model (I), fishing gear community (aquaculture (II-1) and coastal and offshore fishery (II-2)) and large-scale community (III). This paper also provides alternative policies to alleviate problems in different types of communities and to expand and more firmly establish the SMP in Korean fisheries.  相似文献

This paper presents a systems-based appraisal methodology that has been designed specifically to consider the effectiveness of Integrated Coastal Zone Management (ICZM) initiatives. Since ICZM is defined in terms of achieving sustainable development, any such initiative must therefore be capable of meeting the multiple and often conflicting objectives inherent in this ubiquitous concept. The methodology outlined here is designed to critically review ICZM in order to pinpoint areas of management weakness and determine the likely ‘success’ of the process. It represents an example of a management system, incorporates both qualitative and quantitative information, and is proposed as a ‘Coastal Sustainability Standard’ (CoSS). Initial field testing of the methodology has proved successful and shown that the approach holds some efficacy as a means of assessment.  相似文献

Management of the interactions between social/economic interests and the coastal environment requires practical, interdisciplinary assessment techniques. Backbarrier systems are critical natural resources that provide both economic and social benefits. Activities such as aquaculture, fishing, shipping and port activities, sediment mining, salt extraction, and tourism all take place in these ecosystems but are often not compatible with each other. Therefore, a program to manage such a system must congregate many different types of activities and stakeholders with potentially conflicting interests. In this paper, we develop a proposed coastal management program (CMP), based on the driving-pressure-state-impact-response (DPSIR) framework and the integrated coastal management (ICM) cycle, for the management of channels located in backbarrier systems subject to dredging operations. The conceptual model involves the application of regional sediment management (RSM) actions and is applied to a case study, Faro Channel, located in the Ria Formosa backbarrier system in Algarve, Portugal. The CMP provides results on the interactivity between scientists, stakeholders, and decision-makers, by defining and clarifying the economic and environmental aspects of decision-making processes through the utilisation and measurement of local coastal indicators. The proposed CMP proved to be a useful tool in the definition of coastal management initiatives for channels inside backbarrier systems, since it identified management problems and allowed management solutions to be formulated. The CMP could be used within a broader ICM program but would also be effective when used on its own.  相似文献

Cultural ecosystem services (CES) are the non-material benefits obtained from ecosystems that contribute to human well-being. They are often under-represented in ecosystem services assessments due to difficulties identifying and valuing intangible attributes. This risks a lack of understanding and consideration of CES by decision-makers. A systematic review was done on coastal and marine CES to identify: geographic distribution of research; effective methods for assessing CES; specific habitats/ecosystems that supply CES; subcategories most frequently addressed; and knowledge gaps. Results revealed limited information exists about coastal and marine CES. There is a disparity in the global distribution of studies with little knowledge about CES in developing countries, as well as a disparity within developed countries; with most research undertaken in Europe and North America. There is a dearth of information on CES derived from specific coastal and marine habitats/ecosystems, reflecting a poor understanding of socio-ecological relationships and the different values people assign to these areas. There is a need to develop indicators with the capacity to measure and track changes in CES over time. Participatory approaches using qualitative methods were most effective in identifying CES; however, these lacked a deliberative element that would provide a comprehensive assessment of shared values in public areas. Overall, publications typically theorised about the usefulness of data on CES to inform and support decision makers, and more research is required on how qualitative data on CES can be represented for practical use by coastal and marine resource managers, and the value of these in the real world.  相似文献

The present paper reviews and discusses the studies on heavy metals behavior in coastal sediments of southern California which have been published since 1970.The available data allow for the estimation of pollution-free ‘base-line’ concentrations of some heavy metals in southern California sediments (Ag, 0.4 ppm; Cd, 0.4 ppm; Cr, 25 ppm; Cu, 9 ppm; Ni, 15 ppm; Pb, 10 ppm; and Zn, 44 ppm) which may be used as references for monitoring future metal pollution.The transport of most, if not all, heavy metals through the near-shore and shelf environments is controlled by their association with particles, a significant fraction of which is sewage-derived and rich in organic carbon. Changes in the relative abundances of the heavy metals are brought about mainly by settling differentiation of their host particles, and much less so by diagenetic solubilization. The bulk of the heavy metals are transported, within fine-grained particles, out from the shelf into deep ocean regions.Simple linear mixing of polluted outfall materials with clean natural sediments cannot explain the distribution of heavy metals in near-shore and basinal sediments in southern California, unless significant protective effects of organic coatings (near outfalls) and of grain-size distributions are taken into account. Heavy metal pollution from oil seepages are significant for only a very limited number of metals (Ni, Ba, etc.) and only on a local scale.The urgent need for standardization of heavy metal leaching techniques is demonstrated and emphasized.  相似文献

If managed in isolation, coastal and marine protected areas (MPAs) are vulnerable to natural resource development and exploitation occurring outside these areas—in particular, overfishing, alteration and destruction of habitats, and water pollution. Thus, protection of coastal and marine areas—of species, habitats, landscapes, and seascapes—should be integrated into spatial development strategies for larger areas, under the umbrella of integrated coastal and ocean management (ICM). This is typically easier said than done, since the actors involved in MPA networks and in ICM programs are often different, reflecting different cultures, networks of relationships, ministries, and goals and motivations.This article reviews the ecological, social and economic linkages between MPAs and the governance of broader ocean and coastal areas; sets forth nine guiding principles for managing MPAs within an ICM context; reviews work conducted under the Convention on Biological Diversity to operationalize the linkages between ICM and MPAs; and develops strategic guidance for addressing these linkages. The article ends with a call to bring together the diverse communities involved in marine protected areas, coastal and ocean management, and watershed management to collaborate in national-level ocean and coastal planning, including in the designation of networks of marine protected areas.  相似文献

The framework for management of the ocean and coasts of the Pacific Islands region has been evolving since the early 1970s when Pacific Island countries played a significant role in the negotiations leading to the 1982 United Nations Convention on the Law of the Sea. Commencing with a summary of the provisions of relevant international instruments, this paper presents a broad overview of regional arrangements for ocean and coastal management in the Pacific Islands region. It considers the work of the various regional intergovernmental organizations with active programmes in ocean research and governance and the consultative arrangements that support coordination and collaboration. Consultative arrangements involving other stakeholders, such as local, regional and international nongovernmental organizations are summarised. To improve environmental governance and address increasing environmental threats, particularly in relation to coastal area management, consultative arrangements need strengthening. This applies equally to national and regional level consultation. The institutional and policy framework for the management and conservation of oceanic fish stocks that Pacific Island countries have been refining over a period of 25 years is suggested as providing useful lessons for strengthening coastal management processes and strategies in the region.  相似文献

Integration of natural and social sciences in environmental management has surfaced as a key issue recently in the fields of sustainability science, ecosystem-based management, and social–ecological resilience. This contribution evaluates the application of coastal video systems to monitoring and management of coastal stability problems on sandy coastlines. Specifically, video-derived parameters (coastal state indicators or CSIs) are developed which facilitate the measurement of the shoreline evolution (erosion/accretion) and response to storms, seasonal cycles and anthropogenic interventions like beach/shoreface nourishment and dredging. The primary variable which forms the basis for all the CSIs discussed in this contribution is the shoreline position derived from time-averaged video images. These waterlines are used to generate secondary products including shoreline contours at a constant pre-defined level, (intertidal) beach volumes, and momentary shoreline positions which reflect the sand volume in a meter wide section of the intertidal coast. Video-derived coastal state indicators were verified via comparisons with traditional topographical/bathymetric surveying techniques and a good agreement was found in all cases. CSIs were computed for three contrasting sandy coastal environments including an unprotected natural beach, a protected beach and a spit. Firstly, results are presented which demonstrate the advantages of coastal video systems over and above infrequent traditional topographic/bathymetric surveying methods. Namely, the ability of video-derived CSIs to quantify the magnitude, accurate location, precise timing and rates of change associated with individual extreme events and seasonal variability in the wave climate. Secondly, video-derived coastal state indicators were used to monitor two different types of human intervention, including beach nourishments and a dredged pit in a navigation channel. The video-derived datasets of coastal state indicators offered significant improvement to current CZM practices, facilitating better timing of management interventions as well as more effective monitoring of the spatial impact and longevity of these actions.  相似文献

Ten national organizations developed a comprehensive vision for America's coastal future and then conducted a national dialogue about coastal futures over the Internet. Using the Internet town meeting, more than 7000 participants shared their views and perspectives about alternative coastal futures over a six-month period.This paper describes the development and implementation of the Internet town meeting and draws lessons for using the Internet to communicate at the grassroots level. Non-indigenous species (NIS) can create significant risks when introduced to foreign ecosystems. One of the many vectors facilitating the global transport of NIS is ballast water, and as commercial shipping increases so does the threat of ballast water-mediated introductions. Despite Canadian regulations, consistent with international guidelines put forth by the International Maritime Organization in the early 1990s, ballast water remains a potential vector for the introduction of many NIS to Canadian marine ecosystems: there have been no new introductions in the Laurentian Great Lakes Region since 2006, yet marine ecosystems continue to see the introduction and establishment of NIS. This paper details and analyzes the development of Canadian ballast water management (BWM), in the context of marine ecosystems, and identifies issues therein. BWM in Canada has a number of management gaps that have persisted since large-scale BWM began in the late 1980s. These include BWM exemptions for vessels not exiting the North American continental shelf, and limitations of effectiveness of mid-ocean exchange as the predominant management method in marine ecosystems. In addition, ballast water regulations for the Canadian Arctic may require additional consideration as the Arctic will likely continue to see an increase in both warming and commercial shipping in the future, thereby increasing the potential risk of NIS. In order to adequately protect all Canadian marine ecosystems, it is recommended that the current BWM regime: fill gaps in management to help prevent further introduction and spread of NIS; focus equally on both marine and freshwater regions, and; look to other aggressive BWM strategies such as those being developed by the state of California.  相似文献

This paper explores how coastal data and information can be mobilised in information systems and applied in coastal management. The concept of an Information System is defined and described, and the potential role of Local Information System (LIS) in integrated coastal management (ICM) is considered. Three examples, from the Severn Estuary, UK the coast of the North West of England and North Wales, and the Fal and Helford estuaries, are used to demonstrate the requirements of a LIS for coastal areas. The role of GIS as part of the solution is considered in detail. The paper demonstrates how ideas from the disciplines of information systems and information science can be practically applied in coastal areas. The findings promote a holistic approach for those involved in the development of technologies and dealing with data and information about coasts and oceans.  相似文献

随着工业化程度的提高、城市化进程的加快和世界人口的不断增加,人类活动越来越频繁和深刻地影响着海洋环境。其中,近海水域富营养化已经成为沿海国家的一个重要的水环境问题。在大多数水生态系统中,限制浮游植物生长的主要营养元素是N和P。由于人类活动的影响,大量富含N、P的有机物和污水排入海湾、河口和沿岸水域,导致浮游植物在适宜的光温条件下异常繁殖,初级生产力(有机碳)急剧增加,水域呈现富营养化特征。  相似文献
