Fisheries management benefits from the contribution of several academic disciplines, each with their own perspectives, concerns and solutions. In this essay we argue that the contribution of biology, economics, sociology and other relevant disciplines to fisheries would be improved if they originated from broader, more integrated analytical perspectives that are attuned to the empirical realities of fisheries management. Today, disciplinary boundaries narrow the perspectives of fisheries management, creating tunnel vision and standardized technical fixes to complex and diverse management problems. Having worked separately and together for a number of years in fisheries research and consultancy in many parts of the world we, as a group of biologists, economists and sociologists, feel that the time to rid ourselves from disciplinary dogmatism is long overdue. We claim that improvements in fisheries management will be realized not through the promotion of technical fixes but instead by embracing and responding to the complexity of the management problem.  相似文献

The effectiveness of managing fisheries through the allocation of catch rights, including Individual Transferrable Quota's (ITQs), has been the subject of a number of recent reviews. Inspection of these reviews suggests that the effectiveness of ITQ and similar catch rights schemes in meeting single species sustainability objectives differs from their effectiveness in meeting broader Ecosystem Based Fisheries Management objectives, especially in terms of managing effects on associated and dependent species and habitats. This should not be a surprise, given the attributes of rights-based neoliberal market policy instruments, as discussed here.  相似文献

A large gap has been identified between the current and optimal economic performance of wild-capture commercial fisheries in Australia. Economic approaches have the potential to assist fisheries to bridge this gap, such as bio-economic models that combine biology with fishing costs to evaluate the economic performance of a broad range of management measures. Economic objectives are prevalent in overarching Australian fisheries legislation, however economic data is often not collected and economic analyses or instruments not broadly applied. This paper reviews selected Australian fisheries to demonstrate the accrued economic benefits from applying formal bio-economic models and conducting empirical analyses of the impact of supply on product value. Challenges to the implementation and continued use of economic analyses and instruments are discussed including: (i) short-term transition costs and associated trade-offs between ecological, economic, social and political objectives; (ii) scarce logistical and financial capacity to collect and analyse economic data; (iii) a lack of desire among industry to change and transition to economic targets such as maximum economic yield (MEY), particularly when it is associated with lower catches; and (iv) a lack of economic literacy among fisheries managers and industry. It is contended that many of these challenges initially arise from an absence of clearly identified and prioritised objectives within overarching legislation and management plans. Once objectives are prioritised, limited resources can be allocated more efficiently to improve data collection, economic analysis and increase awareness as well as education of managers and industry.  相似文献

Chile's new Management Area system delegates management responsibility to organizations of artisanal shell-fishers on the condition that they team with professionally trained marine biologists. A survey of participating fishers in Chile's Fourth and Fifth regions examined four social benefits predicted to result from this type of co-management: (1) improved rapport between fishers and the state, (2) greater awareness among fishers of ecology and the benefits of management, (3) cooperation between fishers and scientists, and (4) unity between fishers. A discussion analyzes the principal benefit encountered—fishers’ newfound “consciousness” of the value of management—within the context of co-management and territorial use rights.  相似文献

The main objectives of fisheries management are generally similar throughout the world. These are often stated in policy documents such as the Common Fisheries Policy and the Magnuson–Stevens Fishery Conservation and Management Act. However, at the local level often the key objectives of management are more detailed, characterised by both the overriding management structure and the status and type of fishery concerned. In this paper, we consider case study fisheries from the UK, France, Spain and Denmark to compare some of the various types of fisheries and fisheries management systems that exist in the European Union. Taiwan used to have the biggest precious coral fisheries industry in the world. However, due to changes in the fishery, including increased fishing restrictions and the replacement of obsolete vessels, the scale of the industry had been gradually reduced since 1979. Unfortunately, the initiative proved to be poorly managed and resulted in an increase in illegal, unreported and unregulated (IUU) coral fishing. This forced the government to review and amend the precious coral fisheries management regulations, which had been in place for decades. The Taiwanese government introduced stringent monitoring, control and surveillance (MCS) management methods, already used in deep water fisheries, as a precautionary approach. At the same time, an investigation and evaluation of existing resources was carried out. Together, these initiatives were introduced in order to encourage the domestic industry to adopt the concept of ecosystem-based fishery management.  相似文献

In the last few decades Western democracies, predominately those of British origin, have debated vigorously about how to improve public management performance. These debates have created an influx of new ideas and initiatives regarding the concept and practise of public management. New Zealand implemented public management reform further and faster than most other nations. At the same time, New Zealand implemented sweeping reforms to the management of fisheries, which led to the quota management system based on the allocation of individual transferable quota. This article briefly outlines the history of changes in New Zealand's public management system and the effect these changes have had on institutional arrangements for managing fisheries. Each institutional arrangement has been devised to accommodate the priorities and policies of the government of the day, spanning the Marine Department established in 1866 to recent structural changes made to the Ministry of Fisheries. The recent structural changes have placed greater emphasis on governance to improve performance, but have also led to substantial losses of in-house experience and institutional knowledge. This article contributes to the broader discussion about whether structural changes provide measureable benefits or the most cost effective way to deliver improvements in performance.  相似文献

This is the first regional study of artisanal fisheries in Pacific Island countries and territories that demonstrated that the future of the region's artisanal fishery sector and the livelihood of coastal communities will be highly dependent on alternative subsistence and income sources, which are necessary to reduce fishing pressure to a sustainable level to maintain ecosystem services and food security. The overall objective of this study was to identify socio-economic indicators and drivers to improve the understanding of the dynamics between socio-economic conditions and current exploitation levels of finfish and invertebrates of coastal communities in 17 Pacific Island countries and territories. We showed that exploitation rates and thus possible overexploitation are not solely the consequence of a simple demographic growth process but are in fact a result of the choices people have. Our results confirmed a close relationship between resource exploitation rates and economic development at the national level and the availability of alternative income opportunities at the community level. Multivariate analysis results suggest that communities in countries with somewhat unfavourable conditions and limited access to alternatives and fishing households in communities with overall favourable economic conditions are at highest vulnerability as they have the highest dependence on coastal fisheries resources. Alternative economic opportunities at the national scale and availability of alternative income at the community level vary significantly between cultural groups. Based on our results, the development of management strategies with realistic expectations of ensuring livelihood of coastal communities and sustainable resource use in Pacific Island countries and territories requires a hierarchical and integral approach. Major drivers identified at the regional, cultural and local levels should be used to identify priorities, to assess overall advantages and limitations at the different levels as well as the vulnerability of communities targeted, and to develop strategies accordingly.  相似文献

Fisheries co-management in the Shiretoko World Natural Heritage area was expanded to ecosystem-based management, in which the fisheries sector plays an essential role in management. A marine management plan was drawn up to define the management objectives, strategies to maintain major species, and methods for ecosystem monitoring. A network of coordinating organizations from a wide range of sectors was established to integrate policy measures. Experience from this case could inform ecosystem-based management in other countries where large numbers of small-scale fishers take a wide range of species under a fisheries co-management regime.  相似文献

This policy brief is a summary product of seven case studies examining the integration of local ecological knowledge in fisheries management. Each case began with a series of in-depth interviews with local fishers, after which their answers were examined using both social and biological approaches to assess the possibility of using the information as the basis of simple, valid and locally acceptable indictors for fisheries management. We found that allocation and knowledge issues are closely interlinked and must be addressed in concert, and that the negotiation of shared understandings between multiple sources of knowledge must be a continuous process within an adaptive framework rather than a question of identifying a fixed set of indicators.  相似文献

There are considerable efforts by governments, non-governmental organizations (NGOs), and academia to integrate marine conservation initiatives and customary practices, such as taboos that limit resource use. However, these efforts are often pursued without a fundamental understanding of customary institutions. This paper examines the operational rules in use and the presence of institutional design principles in long-enduring and dynamic customary fisheries management institutions in Papua New Guinea, Indonesia, and Mexico. Rather than a “blue print” for devising long-enduring institutions, this study relies on the design principles as a starting point to organize an inquiry into the institutional diversity found in customary governance regimes. Three important trends emerged from this comparative analysis: (1) despite it being notoriously difficult to define boundaries around marine resources, almost 3/4 of the cases in this study had clearly defined boundaries and membership; (2) all of the customary institutions were able to make and change rules, indicating a critical degree of flexibility and autonomy that may be necessary for adaptive management; (3) the customary institutions examined generally lacked key interactions with organizations operating at larger scales, suggesting that they may lack the institutional embeddedness required to confront some common pool resources (CPR) challenges from the broader socioeconomic, institutional and political settings in which they are embedded. Future research will be necessary to better understand how specific institutional designs are related to social and ecological outcomes in commons property institutions.  相似文献

We propose a framework for enabling a systematic evaluation of a fisheries resource management system, which we define as a feed-back mechanism coupled to a fishery. The resource management system includes four basic functions: diagnostics, intervention, goal setting, and decision making. This model allows for the development of an evaluation framework for fisheries resource management by facilitating a typology of failures. We suggest that the potential for systemic and interdisciplinary learning will be significantly enhanced through the process of developing such a framework.  相似文献

The Food and Agriculture Organization (FAO) Committee on Fisheries (COFI) adopted an International Plan of Action for the Management of Fishing Capacity, which calls for all member states to achieve efficient, equitable and transparent management of fishing capacity by 2005. Based on the theoretical review of fishing capacity management, this paper examines the major practices made by China's government in managing the fishing capacity of its marine capture fisheries. During the past 5 years researchers from the University of Cádiz have carried out several studies on artisanal fishing in Andalusia, with the object of determining the state of the fleet and safety on board vessels. These studies have been financed largely with help from the European Union. In this third approach to the topic, the census of the fleet is updated and the changes that have taken place are considered from two perspectives: the influence of the policies implemented by the various governmental authorities, and the dynamic of the new commercial scenarios. For this study special emphasis is given to those communities in the SW of the province of Cádiz where the policies associated with the Treaties with the Kingdom of Morocco have had a decisive impact.  相似文献

Scientific information on the shrimp and groundfish resources of the Brazil–Guianas continental shelf has been produced by the United Nations Food and Agriculture Organization (FAO) and the Caribbean Regional Fisheries Mechanism (CRFM), in collaboration with the national governments exploiting the resources, since the early 1970s. In spite of the availability of such information, largely as grey literature, there is limited evidence as to the extent it is being used in fisheries management in Trinidad and Tobago. The flow of information between multiple stakeholders − fishing industry, scientists, fisheries managers, policy makers, and fisheries advisory bodies − was studied based on responses to a survey of key individuals to document each of their roles in the creation, distribution, and use of fisheries information. Content analysis of responses was completed to determine the opportunities and barriers for using scientific information in fisheries management. Salience, credibility, and legitimacy of the information were shadowed by barriers that decreased these attributes. Knowledge about the fishery has increased and technical capabilities have been strengthened through research. At the same time, advances in digital technology have made information more accessible. Yet, the high technical content of fisheries information reduced its usefulness to some stakeholders and formal systems do not exist for distributing or measuring the use and influence of such information in decision making. Communication strategies to promote awareness of the scientific information and aligning scientific information with fisheries policy could increase its use and influence. Institutional support for partnerships and education to encourage stakeholder involvement could also facilitate increased influence of scientific information.  相似文献

ITQs have not yet been introduced by the Government of Japan. In coastal areas, fishery cooperative associations have traditionally played an important role in managing fisheries through self-imposed rules and peer-monitoring systems. Recently, however, the economic competitiveness of Japanese fisheries in the international market is being questioned. In this paper, a detailed examination of the pros and cons of the current system in Japan is compared to the current fishery management measures of Iceland and the United States, where attaining economically or biologically efficient outcomes may be prioritized in making fisheries management decisions. For many coastal fisheries in Japan, maintaining a management scheme in which stakeholders play an active role in determining fisheries measures seems more relevant if their priority is to maintain the stability of coastal communities and equity of stakeholders. Intensive dialog among stakeholders would be necessary to identify shared objectives of their fishery operations and to make decisions to establish specific steps toward the goal of increasing economic efficiency, environmental sustainability, or stability of communities and equity of stakeholders.  相似文献

Despite a powerful, federal legislative framework established to protect threatened and endangered species in the United States, conservation actions can be hindered by the complexity of the full management structure. This is particularly true when state and federal agencies share the responsibility to conserve endangered species. To illustrate this point, this paper describes the management of sea turtle by-catch in commercial fisheries within the state waters of North Carolina. It reviews past and present by-catches, summarizes state and federal efforts intended to reduce sea turtle by-catch, and discusses the challenges posed by the involvement of multiple agencies with conflicting objectives. It concludes by recommending fundamental changes to this management framework and, in particular, proposes the establishment of a multilayered stakeholder group that would work to reduce sea turtle by-catch while supporting vibrant commercial fisheries in the state.  相似文献

Internationally, shark conservation is now being recognized as a major environmental challenge, but management efforts to halt the overexploitation of sharks have lagged behind. This review examines the state of knowledge for shark species in Canadian waters and analyzes the role of existing management and legislation in ensuring shark conservation. Despite Canada's early leadership, the present management framework reveals major shortcomings with regard to legal protection, bycatch and finning regulations. These problems are not unique to Canada but illustrate broader issues pertaining to the global management of endangered fish species. To strengthen the conservation and management of sharks, this paper recommends a set of key policies and management priorities, which exemplify proper precautionary management of endangered shark species in Canada and could serve as a blueprint for improving conservation efforts internationally. A structured approach for grading progress in shark conservation efforts against best practices is also presented and could be used as a goalpost elsewhere.  相似文献

The article addresses incidental catch as a two-level management problem for systems that regulate fish catches. The first level is legal and concerns the problem of establishing clear and legitimate criteria for criminal liability. The second level is environmental and concerns the efficacy of chosen liability criteria in resource conservation. The article compares and explains the solutions chosen by Norway, the Faeroe Islands, and the EU. Each solution constitutes a distinct form of fisheries management. It is argued that national choices are determined by administrative capacity for implementation and political autonomy in the distribution of fishing rights.  相似文献

海岸带综合管理作为沿海区域实现可持续发展目标的重要途径,对沿海地区科学有效地利用海岸带资源具有重要意义。本文从国家、省、市三个层面分析了我国当前海岸带综合管理制度现状和实践状况,提出了在海岸带综合管理立法缺失、权属不清、海陆统筹不能兼顾、海岸带规划与评价不足、管理技术亟待升级、海岸带基础数据尚不完备等制度方面存在的问题;基于国内外对海岸带综合管理的经验和实践,从加快海岸带立法、完善海岸带规划、协调综合管理、兼顾陆海统筹、提升管理技术、加强管理效果评价以及夯实基础信息等方面提出海岸带综合管理制度进一步完善的措施和建议,为进一步提升我国海岸带综合管理工作提供参考。  相似文献
