In an article published in Marine Policy a year ago, (Lynne and Brian Chatterton, ‘How much political compromise can fisheries management stand’, Vol 5, No 1, April 1981), it was argued that management of South Australian coastal fisheries reflected the political ideology of the government in power, rather than the biological and socioeconomic imperatives of the resource. In the first article below, A.M. Olsen, former Director of Fisheries, criticizes the Chattertons' conclusions, maintaining that fisheries should be managed by professionals not politicians and that many of Brian Chatterton's problems during his tenure as Minister of Fisheries were of his own making. In the Chattertons' response, they point out that by allocating management of the resource between various vested interests (including government bureaucracy) a minister is making a political decision. In the third article, R.D. Walkerden, a former Permanent Secretary to Fisheries Ministers in South Australia, offers an administrator's view of the controversy. Detailed and parochial as some of the points at issue appear, the debate provides an illuminating view of some of the ideological and organizational conflicts that can hinder the effective management of a coastal resource. 相似文献

This article investigates practical aspects and limitations of various fishery management techniques. Restrictions on catch and fishing effort (active regulations) are described, and the authors point out that catch restrictions are less robust scientifically than effort restrictions. Spatial — temporal restrictions, gear restrictions, and restrictions on the nature of the catch-which are passive with respect to fishing mortality-are reviewed and it is concluded that fishing mortality is theoretically unbounded when only passive methods of fisheries management are applied. 相似文献

This paper analyses effects of a shift from input to output controls in Australia's Southern Shark Fishery. We show that the use of two management tools—individual transferable quotas and a “partnership approach”—was flawed and argue that primary contributing causes were the unjustified expectation that quota management would serve as a ‘technical fix’ to a variety of presumed problems, the discounting of social effects and the extreme lack of stability in the organizational structure within which this fishery was situated. 相似文献

The purpose of this rejoinder is to respond to and question the many assertions made by Pinkerton et al. in the recently published Marine Policy article entitled: “The elephant in the room: The hidden costs of leasing individual transferable fishing quotas”. Particular attention is paid to the assertion that 79% of the British Columbia Pacific halibut TAC is being leased out by “armchair fishermen”. The rejoinder also discusses how ITQs, when used with other fishery management tools, such as catch monitoring, creates incentives that align more closely the fishermen harvesting behaviour and practices with the objectives of the resource manager. 相似文献

In a recently published paper, Worm et al. [Impacts of biodiversity loss on ocean ecosystem services. Science 2006;314:787–90.] project “the global collapse of all taxa currently fished” by 2048. Using their criteria and data, this paper shows that the number of not-collapsed fisheries actually increased over time to a plateau of about 5600 in 1985–2003. Furthermore, if trends are projected into the future, more than half of the world's fisheries would always be in a recovered state. 相似文献

The revision of the Common Fisheries Policy of the European Union in 2003 was communicated in a ‘Roadmap’, including the opinion of the EU Commission on how to reform the fisheries policy. This paper reviews the Roadmap and confronts the opinion and initiatives proposed by the Commission with the ‘conventional’ bioeconomic theory. The purpose is to assess to what extent the lessons of the theory could be found in the Roadmap. Having in mind the complexity of the EU fisheries, the Roadmap, in particular, focuses on fleet management policy with the aim of reducing overcapacity on a community level. This applies as a supplementary means to the conventional fish stock conservation measures. In conclusion, the EU Commission is aware of the lessons learned from the bioeconomic theory. 相似文献

Despite the increasingly positive reviews of individual transferable quotas (ITQs), few studies have considered how quota leasing activities can reduce the economic benefits to society and to fishermen operating under the ITQ fisheries system. This analysis reveals negative economic impacts of ITQs previously overlooked by examining the extent of quota leasing and the relationship between the catch value, the cost of fishing, and the quota lease price in the BC halibut fishery, long considered a poster child for ITQs. Findings challenge assumptions of economic theory used to promote the benefits of ITQs. 相似文献

In this paper we argue that what precedes the implementation of co-management is as important as what happens later in the process. To a selected group of fisheries and coastal co-management practitioners in various parts of the world, we posed questions about how the idea was conceived, who participated in the initial discussion, and the preparation required before implementation. Responses received suggest a wide range of possible beginnings. In some cases (e.g., Barbados, Mozambique, and Zambia/Lake Kariba), the government spearheaded the process, while in others (e.g., Brazil and Malawi), the process was initiated by local entrepreneurs. In other instances, the initial discussion took place between communities and researchers (e.g., South Africa) or environmental groups (e.g., the Philippines). Learning about the conditions and actions taken prior to co-management implementation can assist us in evaluating the likelihood of success. In addition, by taking the time to understand situations in a local context, researchers can avoid premature and hasty attempts to embrace co-management schemes. 相似文献

It is now almost universally accepted that most of the nearshore fisheries in Southeast Asia are overfished. It is also accepted that overcapacity is one of the leading causes of this overfishing. The problem of addressing overcapacity in small-scale fisheries in Southeast Asia is much more complex than that of reducing overcapacity in industrial fleets. In order to manage capacity, managers need to measure and understand how much capacity currently exists in the fishery and what is the desirable level of capacity that best meets the set of management objectives. The only feasible solution to overcapacity may be based on a coordinated and integrated approach involving a mixed strategy of resource management, resource restoration and conservation, livelihoods and economic and community development, and restructured governance arrangements. The reduction of overcapacity implies an increased focus on people-related solutions and on communities. 相似文献

This paper explores the issue of “trust” in the fisheries science community, a key corollary of effective risk communication. It presents the findings of a survey undertaken in Iceland, Greece, Spain, United Kingdom and Faroe Islands during 2008. The findings reveal differing levels of trust and mistrust in the fisheries science community between countries and between stakeholder groups, demonstrating areas for future attention in the interests of improving fisheries science and management. As this paper explores, unfortunately the “trust” necessary for effective stakeholder cooperation and participation within current fisheries science is currently somewhat lacking. The cited reasons behind this lack of trust include: a lack of soundness, credibility, responsiveness, flexibility and stakeholder involvement, flawed data and weak science, poor communications and political and lobby group interference. Notable from the results is a lack of consensus on the existence of a common language and vision. It is evident, however, that certain aspects of fisheries science are strong contributors to trust and that there are opportunities for improvement. 相似文献

This paper reports on the first global study of regional fisheries management organization (RFMO) transparency. It was prompted by recent scholarship that suggests that RFMOs are failing to meet their conservation and management mandates and that transparency is a critical element of this performance. In this study, 11 RFMOs were evaluated using 34 questions, divided into three sections: (i) access to full, up-to-date and accurate information; (ii) public participation in decision-making; and (iii) access to outcomes. Secretariats for all 11 RFMOs were contacted, and all responded, to correct and comment on initial findings and to share additional information. The total scores in this study reflect transparency as measured against current good practices in RFMOs as a whole, rather than some sort of idealistic benchmark. Each question should therefore be seen as a diagnostic tool that shows where some RFMO(s) fall short and how they can correct the shortfall based on the practices of their peers. These results have highlighted a number of good practices amongst RFMOs, with no single RFMO standing out as having particularly poor transparency practices. On the other hand, there also were not any RFMOs that had exemplary transparency practices in every respect and all RFMOs still have room to improve upon their basic transparency practices. This first transparency assessment is necessarily broad in nature and considers only very basic elements of transparency. It is to be expected that as RFMO practices become more sophisticated, so will the techniques and criteria of future transparency assessments. 相似文献

Information on the cost of fishing is integral in measuring fisheries performance and correctly evaluating the economic impacts of fisheries regulations and management rules. However, limited availability of cost data often renders such analyses either incomplete or implausible. This study discusses a survey effort that was undertaken in the Northeast US to collect fisheries annual fixed cost data directly from commercial fishermen. Stratified random samples of fishing vessel owners were surveyed in 2012 and 2013. An overview of the survey procedures, sample selection and administration is given here. The data cleaning process, non-response bias and data summaries are also presented. A modeling framework is discussed for estimating fisheries cost data. Robust cost models in combination with regular data collection efforts will allow for more complete economic and financial analyses relevant to fisheries management and conservation. 相似文献

The herring stock in the Celtic Sea collapsed in 2004. The stock is managed under the European Union's (EU) Common Fisheries Policy (CFP), but with a large measure of local stakeholder involvement through the Pelagic Advisory Council and a local Irish stakeholder committee. An iterative process, initiated by the local committee culminated in a formal rebuilding plan, which ran until 2012, by which time, the stock had fully recovered. Subsequent analyses of stock development over this period suggest that the stock was already recovering by the time the final plan was implemented. Did the stock rebuild by good fortune or did the governance measures put in place achieve their aims? This question is answered by way of examination of stock trends over time, analyses of the main elements of the rebuilding measures, including a management strategy evaluation (MSE) along with analyses of the legal and institutional arrangements in Ireland and in the EU CFP, including the development of the Pelagic Advisory Council. Important innovations in the CFP are revealed as having been crucial for the rebuilding process. 相似文献

Policy efforts to reduce fisheries impact have often created micro-management. Detailed regulations are restricting the fishing industry, and are also acknowledged to limit the progress towards sustainable management. Industry representatives, political bodies and scientists have therefore argued for more simplicity and transparency. Here, fisheries management is quantified in terms of trends in regulations for different Swedish fisheries in the Baltic Sea during the period 1995–2009. The results suggest that many fisheries are suffering from increased micro-management, but interestingly some fisheries showing a different trend. 相似文献

This short communication piece presents guidelines and challenges for organizing fisheries learning exchanges (FLEs). Non-governmental organizations, government agencies, and resource users use FLEs to share best practices and bridge knowledge gaps between small-scale fishing communities and stakeholder groups. Even though FLEs are widely used and have numerous cited benefits, there are challenges associated with planning and implementing FLEs. To overcome these challenges and maximize FLEs’ effectiveness, the authors describe guidelines for FLE organizers. The guidelines are based on the perspectives of over 20 FLE experts collected during 2013 through questionnaires, interviews, discussions, and surveys. The guidelines include steps that organizers should take before, during, and after a FLE. For instance, there was broad consensus that before a FLE, it is important to select a diverse group of participants, including both conservation advocates and critics, and to create an exchange agreement outlining the roles and responsibilities of participants. During a FLE, cultural activities and daily reflections by participants are valuable to the exchange process. After a FLE, activities that formalize the participants’ involvement in the FLE are important, such as welcome-home ceremonies and participation certificates. Follow-up support for FLE participants is perceived as an essential step in the FLE and should be included in the FLE's budget. Finally, challenges in organizing FLEs are explicitly described and potential solutions to overcome those challenges are provided. The purpose of this short communication is to describe the Third International Workshop on Sea Turtle Conservation and Fisheries Exchange that took place from April 22–30, 2009 on Cuba’s Isla de la Juventud [Isle of Youth]. A group of 28 fishers, conservationists, marine scientists and fisheries managers from Cuba, Mexico and the U.S. gathered at Siguanea Bay off the island’s southwest coast. The goals of the exchange were to 1) provide a forum for sea turtle experts and fishing communities in Cuba, Mexico, and the U.S. to share experiences on conservation activities, 2) develop the scientific basis for future conservation in this highly biologically important region of Cuba, and 3) increase support by Cuban fishers for local sea turtle conservation efforts. During the exchange, participants met with local Cuban fishers about the challenges of conserving sea turtle populations while maintaining their fishing livelihoods, shared solutions developed by fishers to accomplish the same in Mexico, and undertook field and cultural activities. Key outcomes for the exchange include an improved understanding of sea turtle bycatch off the Isla de la Juventud, enhanced collaboration among the three nations in turtle conservation, and increased motivation by fishers to participate in sea turtle research and conservation. Additionally, as a direct result of this exchange, the community of Cocodrilo on the Isla de la Juventud has hosted annual sea turtle festivals that increase support for turtle conservation efforts by the local community. 相似文献

A number of fisheries development projects are undertaken every year in recognition of the important role fisheries play in many coastal communities. The objectives vary, but typically go beyond a limited focus on fisheries management and the ecosystem. This makes it difficult to evaluate the contribution of a project, particularly in data poor environments such as most developing countries. This paper used the recently developed Fisheries Performance Indicators (FPIs) to evaluate the impact of a World Bank development project in a Liberian coastal community. FPIs are designed to capture economic and social performance of a fisheries system in addition to the management and environmental impacts. The results show improvements in most ecological dimensions, and also in many social and economic dimensions targeted by the project. Hence, the project intervention appears to be positive. However, some indicators, particularly in relation to general governance in Liberia, showed a negative development which was not caused by the project. 相似文献

Promoting and attaining sustainable use of resources through community participation is a central tenet of the European Union's (EU) 2013 Reform of the Common Fisheries Policy. A systematic review approach was used to identify participatory fisheries management arrangements within the EU. Following this, the participatory arrangements were categorized based on the nature of the decision-making arrangement, influence and empowerment of the fishing industry. The study identified 40 management arrangements distributed through 8 member states, with a variety of fisheries and institutional settings for participation in fisheries management in the EU. The majority of the partnerships identified are “Functional participation”, i.e., the participatory arrangement is based in pre-determined goals encouraged by higher decision-making levels in order to increase efficiency of management decisions. Interactive partnership was the highest level of participation identified in the systematic review, and is usually more conducive with local arrangements in coastal and small-scale fisheries targeting low mobility species. 相似文献
