The agricultural sector is highly vulnerable to future climate changes and climate variability, including increases in the incidence of extreme climate events. Changes in temperature and precipitation will result in changes in land and water regimes that will subsequently affect agricultural productivity. Given the gradual change of climate in the past, historically, farmers have adapted in an autonomous manner. However, with large and discrete climate change anticipated by the end of this century, planned and transformational changes will be needed. In light of these, the focus of this review is on farm-level and farmers responses to the challenges of climate change both spatially and over time. In this review of adapting agriculture to climate change, the nature, extent, and causes of climate change are analyzed and assessed. These provide the context for adapting agriculture to climate change. The review identifies the binding constraints to adaptation at the farm level. Four major priority areas are identified to relax these constraints, where new initiatives would be required, i.e., information generation and dissemination to enhance farm-level awareness, research and development (R&D) in agricultural technology, policy formulation that facilitates appropriate adaptation at the farm level, and strengthening partnerships among the relevant stakeholders. Forging partnerships among R&D providers, policy makers, extension agencies, and farmers would be at the heart of transformational adaptation to climate change at the farm level. In effecting this transformational change, sustained efforts would be needed for the attendant requirements of climate and weather forecasting and innovation, farmer’s training, and further research to improve the quality of information, invention, and application in agriculture. The investment required for these would be highly significant. The review suggests a sequenced approach through grouping research initiatives into short-term, medium-term, and long-term initiatives, with each initiative in one stage contributing to initiatives in a subsequent stage. The learning by doing inherent in such a process-oriented approach is a requirement owing to the many uncertainties associated with climate change. 相似文献

The current national commitments under the Paris Climate Agreement fall short of what is needed to stay below a 2 °C increase in global average temperature. One approach that has been proposed to close this ambition gap is the building blocks strategy, which aims to encourage initiatives focused on non-climate actions that can deliver a climate benefit. A key option under this framework is reducing global nitrogen pollution. Nitrogen pollution—driven largely by the inefficient use of synthetic fertilizer and manure—is one of the most important environmental issues of the twenty-first century, not least because of its climate impacts. Ambitiously mitigating nitrogen pollution could avoid greenhouse gas emissions equivalent to 5–10% of the remaining allowable emissions consistent with the 2 °C target. However, the climate benefits would be a minor component of the overall environmental benefits of reducing nitrogen pollution, which would come mainly from avoided water and air pollution. The fact that these benefits would accrue mostly at local scales is especially important for countries like the United States, marked by a shift toward “economic nationalism.” In these countries, the most politically viable climate actions will likely be ones that produce local benefits as great, if not greater, than those achieved internationally. This is also likely to be true in countries like China, where local nitrogen-related issues such as air and water pollution remain major national priorities. Nevertheless, there are several challenges that could stand in the way of improved nitrogen management being a successful building block: integrated nitrogen management solutions that reduce the risk of pollution swapping need to be developed, the policy challenges related to changing and monitoring farmer behavior need to be addressed, and nitrogen’s role as an essential agricultural input needs to be respected. A better understanding of these challenges could also help policy-makers develop viable climate mitigation strategies across the entire agricultural sector. 相似文献

Interdecadal variability of regional climate change: implications for the development of regional climate change scenarios 总被引:2,自引:0,他引:2

Summary Illustrative examples are discussed of the interdecadal variability features of the regional climate change signal in 5 AOGCM transient simulations. It is shown that the regional precipitation change signal is characterized by large variability at decadal to multidecadal scales, with the structure of the variability varying markedly across regions. Conversely, the regional temperature change signal shows low interdecadal variability. Results are compared across scenarios, models and different realizations with the same model. Our analysis indicates that, at the decadal scale, linear scaling of the regional climate change signal by the global temperature change works relatively well for temperature but less so for precipitation. The nonlinear fraction of the climate change signal tends to decrease with the magnitude of the signal. The implications of interdecadal variability for the generation of regional climate change scenarios are discussed, in particular concerning the use of multi-experiment ensembles to produce such scenarios. 相似文献

Whether or not actual shifts in climate influence public perceptions of climate change remains an open question, one with important implications for societal response to climate change. We use the most comprehensive public opinion survey data on climate change available for the US to examine effects of annual and seasonal climate variation. Our results show that political orientation has the most important effect in shaping public perceptions about the timing and seriousness of climate change. Objective climatic conditions do not influence Americans’ perceptions of the timing of climate change and only have a negligible effect on perceptions about the seriousness of climate change. These results suggest that further changes in climatic conditions are unlikely to produce noticeable shifts in Americans’ climate change perceptions. 相似文献

Abstract Economic models of climate change often take the problem seriously, but paradoxically conclude that the optimal policy is to do almost nothing about it. We explore this paradox as seen in the widely used DICE model. Three aspects of that model, involving the discount rate, the assumed benefits of moderate warming, and the treatment of the latest climate science, are sufficient to explain the timidity of the model's optimal policy recommendation. With modifications to those three points, DICE shows that the optimal policy is a much higher and rapidly rising marginal carbon price; and that higher carbon price has a greater effect on physical measures of climate impacts. Our modifications exhibit nonlinear interactions; at least at low discount rates, there is synergy between individual changes to the model. At low discount rates, the inherent uncertainty about future damages looms larger in the analysis, rendering long-run economic modelling less useful. Our analysis highlights the sensitivity of the model to three debatable assumptions; it does not, and could not, lead to a more reliably ‘optimal’ cost of carbon. Cost-effectiveness analysis, focusing on the generally shorter-term cost side of the problem, reduces the economic paradoxes of the long run, and may make a greater contribution than economic optimization modelling. 相似文献

Climate-induced increase in surface temperatures can impact hydrologic processes of a watershed system. This study uses a continuous simulation model to evaluate potential implications of increasing temperature on water quantity and quality at a regional scale in the Connecticut River Watershed of New England. The increase in temperature was modeled using Intergovernmental Panel on Climate Change (IPCC) high and low warming scenarios to incorporate the range of possible temperature change. It was predicted that climate change can have a significant affects on streamflow, sediment loading, and nutrient (nitrogen and phosphorus) loading in a watershed. Climate change also influences the timing and magnitude of runoff and sediment yield. Changes in variability of flows and pollutant loading that are induced by climate change have important implications on water supplies, water quality, and aquatic ecosystems of a watershed. Potential impacts of these changes include deficit supplies during peak seasons of water demand, increased eutrophication potential, and impacts on fish migration. 相似文献

We identify and examine how policy intervention can help Canada's Inuit population adapt to climate change. The policy responses are based on an understanding of the determinants of vulnerability identified in research conducted with 15 Inuit communities. A consistent approach was used in each case study where vulnerability is conceptualized as a function of exposure-sensitivity to climatic risks and adaptive capacity to deal with those risks. This conceptualization focuses on the biophysical and human determinants of vulnerability and how they are influenced by processes and conditions operating at multiple spatial-temporal scales. Case studies involved close collaboration with community members and policy makers to identify conditions to which each community is currently vulnerable, characterize the factors that shape vulnerability and how they have changed over time, identify opportunities for adaptation policy, and examine how adaptation can be mainstreamed. Fieldwork, conducted between 2006 and 2009, included 443 semi-structured interviews, 20 focus groups/community workshops, and 65 interviews with policy makers at local, regional, and national levels. Synthesizing findings consistent across the case studies we document significant vulnerabilities, a function of socio-economic stresses and change, continuing and pervasive inequality, and magnitude of climate change. Nevertheless, adaptations are available, feasible, and Inuit have considerable adaptive capacity. Realizing this adaptive capacity and overcoming adaptation barriers requires policy intervention to: (i) support the teaching and transmission of environmental knowledge and land skills, (ii) enhance and review emergency management capability, (iii) ensure the flexibility of resource management regimes, (iv) provide economic support to facilitate adaptation for groups with limited household income, (v) increase research effort to identify short and long term risk factors and adaptive response options, (vi) protect key infrastructure, and (vii) promote awareness of climate change impacts and adaptation among policy makers. 相似文献

What have we learned from the outpouring of literature as a result of the Stern Review of the Economics of Climate Change? A lot. We have explored the model space and the parameter space much more thoroughly. The Stern Review has catalyzed a fundamental rethinking of the economic case for action on climate change. We are in a position to give some conditions that are sufficient to provide a case for strong action on climate change, but we need more work before we have a fully satisfactory account of the relevant economics. In particular, we need to understand better how climate change affects natural capital—the natural environment and the ecosystems comprising it—and how this in turn affects human welfare. 相似文献

The signatories to United Nations Framework Convention on Climate Change are charged with stabilizing the concentrations of greenhouse gases in the atmosphere at a level that prevents dangerous interference with the climate system. A number of nations, organizations and scientists have suggested that global mean temperature should not rise over 2 °C above preindustrial levels. However, even a relatively moderate target of 2 °C has serious implications for the Arctic, where temperatures are predicted to increase at least 1.5 to 2 times as fast as global temperatures. High latitude vegetation plays a significant role in the lives of humans and animals, and in the global energy balance and carbon budget. These ecosystems are expected to be among the most strongly impacted by climate change over the next century. To investigate the potential impact of stabilization of global temperature at 2 °C, we performed a study using data from six Global Climate Models (GCMs) forced by four greenhouse gas emissions scenarios, the BIOME4 biogeochemistry-biogeography model, and remote sensing data. GCM data were used to predict the timing and patterns of Arctic climate change under a global mean warming of 2 °C. A unified circumpolar classification recognizing five types of tundra and six forest biomes was used to develop a map of observed Arctic vegetation. BIOME4 was used to simulate the vegetation distributions over the Arctic at the present and for a range of 2 °C global warming scenarios. The GCMs simulations indicate that the earth will have warmed by 2 °C relative to preindustrial temperatures by between 2026 and 2060, by which stage the area-mean annual temperature over the Arctic (60–90°N) will have increased by between 3.2 and 6.6 °C. Forest extent is predicted by BIOME4 to increase in the Arctic on the order of 3 × 106 km2 or 55% with a corresponding 42% reduction in tundra area. Tundra types generally also shift north with the largest reductions in the prostrate dwarf-shrub tundra, where nearly 60% of habitat is lost. Modeled shifts in the potential northern limit of trees reach up to 400 km from the present tree line, which may be limited by dispersion rates. Simulated physiological effects of the CO2 increase (to ca. 475 ppm) at high latitudes were small compared with the effects of the change in climate. The increase in forest area of the Arctic could sequester 600 Pg of additional carbon, though this effect is unlikely to be realized over next century. 相似文献

This paper aims to identify key cross-scale challenges to planned adaptation within the context of local government in Australia, and suggest enabling actions to overcome such challenges. Many of the impacts of climate change and variability have or will be experienced at the local level. Local governments are embedded in a larger governance context that has the potential to limit the effectiveness of planned adaptation initiatives on the ground. This study argues that research on constraints and barriers to adaptation must place greater attention to understanding the broader multi-governance system and cross-scale constraints that shape adaptation at the local government scale. The study identified seven key enabling actions for overcoming cross-scale challenges faced by local governments in Australia when undertaking climate change adaptation planning and implementation. A central conclusion of this study is that a cooperative and collaborative approach is needed where joint recognition of the scale of the issue and its inherent cross-scale complexities are realised. Many of the barriers or constraints to adaptation planning are interlinked, requiring a whole government approach to adaptation planning. The research suggests a stronger role at the state and national level is required for adaptation to be facilitated and supported at the local level. 相似文献

Racing climate change: Collaboration and conflict in California's global climate change policy arena

Media accounts routinely refer to California's Assembly Bill 32 (AB 32), the Global Warming Solutions Act of 2006, as “landmark” climate change legislation. On its surface, this label is an accurate reflection of the state's forward-thinking stance across many environmental issues including pesticides, toxic substances, solid waste, and air quality. For all its promise, however, AB 32 can also be considered a low point in the landscape of conflict between state environmental regulators and California's environmental justice movement. While the legislation included several provisions to address the procedural and distributive dimensions of environmental justice, the implementation of AB 32 has been marked by heated conflict. The most intense conflicts over AB 32 revolve around the primacy of market mechanisms such as “cap and trade.” This article examines the drivers and the manifestations of these dynamics of collaboration and conflict between environmental justice advocates and state regulators, and pays particular attention to the scalar and racialized quality of the neoliberal discourse. The contentiousness of climate change politics in California offers scholars and practitioners around the world a cautionary tale of how the best intentions for integrating environmental justice principles into climate change policy do not necessarily translate into implementation and how underlying racialized fractures can upend collaboration between state and social movement actors. 相似文献

Summary An important measure of the reliability of simulated precipitation fields by general circulation models will be its ability to reproduce the more important features of observed precipitation, including its spatial distribution, annual cycle characteristics, and the more salient features of its interannual variability.Some important characteristics of the large-scale variability of observed precipitation fields during the past few decades over land, and the last 15 years over ocean areas are described in this study. One such feature is an enhancement of the semiannual cycle in the tropics. A second is the strong influence of the El Niño/Southern Oscillation in modulating the rainfall patterns globally. A third salient feature is the decline of precipitation over the tropics since the mid-1970s, which in turn, appears to be connected to the prevalence of warm ENSO conditions in the Pacific during that time. 相似文献

With 80 % of world trade carried by sea, seaports provide crucial linkages in global supply-chains and are essential for the ability of all countries to access global markets. Seaports are likely to be affected directly and indirectly by climatic changes, with broader implications for international trade and development. Due to their coastal location, seaports are particularly vulnerable to extreme weather events associated with increasing sea levels and tropical storm activity, as illustrated by hurricane “Sandy”. In view of their strategic role as part of the globalized trading system, adapting ports in different parts of the world to the impacts of climate change is of considerable importance. Reflecting the views of a diverse group of stakeholders with expertise in climate science, engineering, economics, policy, and port management, this essay highlights the climate change challenge for ports and suggests a way forward through the adoption of some initial measures. These include both “soft” and “hard” adaptations that may be spearheaded by individual port entities, but will require collaboration and support from a broad range of public and private sector stakeholders and from society at large. In particular, the essay highlights a need to shift to more holistic planning, investment and operation. 相似文献
