An approach to developing harmonized strategies of the use of transboundary water resources is considered. The principle of open management is examined in two possible situations of strategy development—either there is no agreement between governments regarding the use of a transboundary water body, or the existing agreement is to be revised. This paper describes a methodology for resolving transboundary water disputes that arise when people/states/nations sharing a resource that crosses legal/political jurisdictions disagree about the use of the resource. Laws and treaties written in an attempt to settle disputes are frequently neither enforced nor effective, and disagreements continue. Crises, arising through resource overuse or shortages, worsen the conflict and typically result in further discord, lawsuits, depletion of the resource, and even open-armed hostility. Many water management experts call for either private/market-based or state/command-and-control resource management systems, but these eventually break down during crisis. The crises therefore necessitate the adoption of a more effective institutional arrangement to address and resolve present and future problems. A better alternative to management by private or state entities and the resolution of conflicts by the mere application of law is a cooperative approach. The Rowland-Ostrom Framework, introduced in this paper, incorporates Ostrom's eight design principles for sustainable common pool resource management within the context of crisis that involves an urgent threat to the quantity or quality of a resource such as water, as described by the author. This paper demonstrates that although established 15 years ago, Ostrom's design principles remain applicable today for effective, sustainable transboundary water management, and the Rowland-Ostrom Framework is a model for the equitable use of shared water resources throughout the world.  相似文献

The regional specifics of water use in the transboundary basin of the Ural R. are studied. The diverse problems of dependable water use in the region are caused by the interaction of natural and anthropogenic factors. Considering the space and time variations of river runoff, a possible approach to solving water use problem is runoff regulation. In the framework of an EEA Norway and EU grants project involving industrial and scientific partners, complex hydrogeological investigation and groundwater modeling of a regional transboundary aquifer between Hungary and Ukraine were carried out in 2010. To find a common groundwater management strategy, this challenging cooperation work was completed by an EU country and a non-EU country. This pilot project demonstrated how the EU Water Framework Directive and some other legal aspects can be applied for a regional scale transboundary aquifer between Hungary and Ukraine. The transboundary aquifers play significant role in Hungary because the country land is mainly located in a deep and closed basin called Carpathian. After finalizing the watershed management plans in 2009, it turned out that 40 from the total 185 groundwater bodies are classified as transboundary in Hungary. The authors were involved to participate in an earlier NATO Science for Peace Project, which investigated a transboundary aquifer between Hungary and Romania some years ago. The special experience gained that time was utilized in the current project.  相似文献

This paper examines the evolution structure and characteristics of the management systems of 12 transboundary river basins: The Mekong, Indus, Ganges–Brahmaputra, the Nile, Jordan, Danube, Elbe, Rio Grande and Colorado, Rio de la Plata, Senegal and Niger. The paper presents the legal principles which guide the legal regime of the studied rivers, particularly the principle of equitable use of transboundary water resources and the obligation not to cause harm in the management of transboundary water resources. The practice of management in the abovementioned rivers is divided into three categories:(a) Treaties and agreements stopping short of allocating water between riparian states such as free navigation treaties or institutions which were established for a sole purpose such as combating pollution (Elbe, Danube, Rhine).(b) Treaties and agreements allocating water between states (the Indus, Nile, Ganges, Jordan).(c) Agreements for joint management of internationally shared waters (Colorado and Rio Grande, Mekong, Senegal and Niger).Some of the institutions discussed in this paper have evolved only after a long conflict (Indus, Ganges, Jordan) and that there is a danger of adopting institutions for only a portion of a river basin (Mekong, Nile). The success of institutions which were founded on basin-wide joint management lie in their territorial coverage and broad functional frameworks. These institutions also reflect, in the best way, the current legal norms in the management of transboundary water resources.  相似文献

Recharge estimation for transient ground water modeling   总被引:11,自引:0,他引:11  
Reliable ground water models require both an accurate physical representation of the system and appropriate boundary conditions. While physical attributes are generally considered static, boundary conditions, such as ground water recharge rates, can be highly variable in both space and time. A practical methodology incorporating the hydrologic model HELP3 in conjunction with a geographic information system was developed to generate a physically based and highly detailed recharge boundary condition for ground water modeling. The approach uses daily precipitation and temperature records in addition to land use/land cover and soils data. The importance of the method in transient ground water modeling is demonstrated by applying it to a MODFLOW modeling study in New Jersey. In addition to improved model calibration, the results from the study clearly indicate the importance of using a physically based and highly detailed recharge boundary condition in ground water quality modeling, where the detailed knowledge of the evolution of the ground water flowpaths is imperative. The simulated water table is within 0.5 m of the observed values using the method, while the water levels can differ by as much as 2 m using uniform recharge conditions. The results also show that the combination of temperature and precipitation plays an important role in the amount and timing of recharge in cooler climates. A sensitivity analysis further reveals that increasing the leaf area index, the evaporative zone depth, or the curve number in the model will result in decreased recharge rates over time, with the curve number having the greatest impact.  相似文献

In most cases, analysis and modeling of flow and transport dynamics in ground water systems require long-term, high-quality, and multisource data sets. This paper discusses the structure of a multisite database (the H+ database) developed within the scope of the ERO program (French Environmental Research Observatory, http://www.ore.fr). The database provides an interface between field experimentalists and modelers, which can be used on a daily basis. The database structure enables the storage of a large number of data and data types collected from a given site or multiple-site network. The database is well suited to the integration, backup, and retrieval of data for flow and transport modeling in heterogeneous aquifers. It relies on the definition of standards and uses a templated structure, such that any type of geolocalized data obtained from wells, hydrological stations, and meteorological stations can be handled. New types of platforms other than wells, hydrological stations, and meteorological stations, and new types of experiments and/or parameters could easily be added without modifying the database structure. Thus, we propose that the database structure could be used as a template for designing databases for complex sites. An example application is the H+ database, which gathers data collected from a network of hydrogeological sites associated with the French Environmental Research Observatory.  相似文献

Predicting hydrologic behavior at regional scales requires heterogeneous data that are often prohibitively expensive to acquire on the ground. As a result, satellite-based remote sensing has become a powerful tool for surface hydrology. Subsurface hydrology has yet to realize the benefits of remote sensing, even though surface expressions of ground water can be monitored from space. Remotely sensed indicators of ground water may provide important data where practical alternatives are not available. The potential for remote sensing of ground water is explored here in the context of active and planned satellite-based sensors. Satellite technology is reviewed with respect to its ability to measure ground water potential, storage, and fluxes. It is argued here that satellite data can be used if ancillary analysis is used to infer ground water behavior from surface expressions. Remotely sensed data are most useful where they are combined with numerical modeling, geographic information systems, and ground-based information.  相似文献

Freshwater resources in the arid Arabian Peninsula, especially transboundary aquifers shared by Saudi Arabia, Jordan, and Iraq, are of critical environmental and geopolitical significance. Monthly Gravity Recovery and Climate Experiment (GRACE) satellite‐derived gravity field solutions acquired over the expansive Saq transboundary aquifer system were analysed and spatiotemporally correlated with relevant land surface model outputs, remote sensing observations, and field data to quantify temporal variations in regional water resources and to identify the controlling factors affecting these resources. Our results show substantial GRACE‐derived terrestrial water storage (TWS) and groundwater storage (GWS) depletion rates of ?9.05 ± 0.25 mm/year (?4.84 ± 0.13 km3/year) and ?6.52 ± 0.29 mm/year (?3.49 ± 0.15 km3/year), respectively. The rapid decline is attributed to both climatic and anthropogenic factors; observed TWS depletion is partially related to a decline in regional rainfall, while GWS depletions are highly correlated with increasing groundwater extraction for irrigation and observed water level declines in regional supply wells.  相似文献

Ground water validation is one of the most challenging issues facing modelers and hydrogeologists. Increased complexity in ground water models has created a gap between model predictions and the ability to validate or build confidence in predictions. Specific procedures and tests that can be easily adapted and applied to determine the validity of site-specific ground water models do not exist. This is true for both deterministic and stochastic models, with stochastic models posing the more difficult validation problem. The objective of this paper is to propose a general validation approach that addresses important issues recognized in previous validation studies, conferences, and symposia. The proposed method links the processes for building, calibrating, evaluating, and validating models in an iterative loop. The approach focuses on using collected validation data to reduce uncertainty in the model and narrow the range of possible outcomes. This method is designed for stochastic numerical models utilizing Monte Carlo simulation approaches, but it can be easily adapted for deterministic models. The proposed methodology relies on the premise that absolute validity is not theoretically possible, nor is it a regulatory requirement. Rather, the proposed methodology highlights the importance of testing various aspects of the model and using diverse statistical tools for rigorous checking and confidence building in the model and its predictions. It is this confidence that will encourage regulators and the public to accept decisions based on the model predictions. This validation approach will be applied to a model, described in this paper, dealing with an underground nuclear test site in rural Nevada.  相似文献

Hydraulics of recirculating well pairs for ground water remediation   总被引:1,自引:0,他引:1  
Recirculating well pairs are a proven means of implementing bioremediation and may also be useful for applying other in situ ground water remediation technologies. A bromide tracer test was performed to characterize the hydraulic performance of a recirculating well pair installed at Moffett Field, California. In particular, we estimate two important properties of the recirculating well pair: (1) the fraction of captured water that is recycled between the wells, and (2) the travel-time distribution of ground water in the induced zone of recirculation. We also develop theoretical estimates of these two properties and demonstrate they depend upon a dimensionless pumping rate, denoted xi. The bromide breakthrough curve predicted from theory agrees well with that determined experimentally at Moffett Field. The minimum travel time between the wells is denoted t(min). In theory, t(min) depends inversely on Q, the pumping rate in the recirculating wells, and is proportional to a2, the square of the distance between the wells. Both the experimental and theoretical travel-time distributions indicate that at least half the recirculating water travels between the wells along fast flowpaths (travel time < 2*t(min)). Therefore, when designing recirculating well pairs, engineers should ensure that t(min) will be sufficiently high to allow biologically mediated reactions (or other in situ remediation processes) sufficient time to proceed.  相似文献

The bioavailability of total organic carbon (TOC) was examined in ground water from two hydrologically distinct aquifers using biochemical indicators widely employed in chemical oceanography. Concentrations of total hydrolyzable neutral sugars (THNS), total hydrolyzable amino acids (THAA), and carbon-normalized percentages of TOC present as THNS and THAA (referred to as "yields") were assessed as indicators of bioavailability. A shallow coastal plain aquifer in Kings Bay, Georgia, was characterized by relatively high concentrations (425 to 1492 μM; 5.1 to 17.9 mg/L) of TOC but relatively low THNS and THAA yields (∼0.2%–1.0%). These low yields are consistent with the highly biodegraded nature of TOC mobilized from relatively ancient (Pleistocene) sediments overlying the aquifer. In contrast, a shallow fractured rock aquifer in West Trenton, New Jersey, exhibited lower TOC concentrations (47 to 325 μM; 0.6 to 3.9 mg/L) but higher THNS and THAA yields (∼1% to 4%). These higher yields were consistent with the younger, and thus more bioavailable, TOC being mobilized from modern soils overlying the aquifer. Consistent with these apparent differences in TOC bioavailability, no significant correlation between TOC and dissolved inorganic carbon (DIC), a product of organic carbon mineralization, was observed at Kings Bay, whereas a strong correlation was observed at West Trenton. In contrast to TOC, THNS and THAA concentrations were observed to correlate with DIC at the Kings Bay site. These observations suggest that biochemical indicators such as THNS and THAA may provide information concerning the bioavailability of organic carbon present in ground water that is not available from TOC measurements alone.  相似文献

The Arc Hydro ground water data model is a geographic data model for representing spatial and temporal ground water information within a geographic information system (GIS). The data model is a standardized representation of ground water systems within a spatial database that provides a public domain template for GIS users to store, document, and analyze commonly used spatial and temporal ground water data sets. This paper describes the data model framework, a simplified version of the complete ground water data model that includes two-dimensional and three-dimensional (3D) object classes for representing aquifers, wells, and borehole data, and the 3D geospatial context in which these data exist. The framework data model also includes tabular objects for representing temporal information such as water levels and water quality samples that are related with spatial features.  相似文献

A method is proposed to estimate the uncertainty of the location of pathlines in two-dimensional, steady-state confined or unconfined flow in aquifers due to the uncertainty of the spatially variable unconditional hydraulic conductivity or transmissivity field. The method is based on concepts of the semianalytical first-order theory given in Stauffer et al. (2002, 2004), which allows estimates of the lateral second moment (variance) of the location of a moving particle. However, this method is reformulated in order to account for nonuniform recharge and nonuniform aquifer thickness. One prominent application is the uncertainty estimation of the catchment of a pumping well by considering the boundary pathlines starting at a stagnation point. In this method, the advective transport of particles is considered, based on the velocity field. In the case of a well catchment, backtracking is applied by using the reversed velocity field. Spatial variability of hydraulic conductivity or transmissivity is considered by taking into account an isotropic exponential covariance function of log-transformed values with parameters describing the variance and correlation length. The method allows postprocessing of results from ground water models with respect to uncertainty estimation. The code PPPath, which was developed for this purpose, provides a postprocessing of pathline computations under PMWIN, which is based on MODFLOW. In order to test the methodology, it was applied to results from Monte Carlo simulations for catchments of pumping wells. The results correspond well. Practical applications illustrate the use of the method in aquifers.  相似文献

Development of saline ground water through transpiration of sea water   总被引:2,自引:0,他引:2  
As vegetation usually excludes salt during water uptake, transpiration will increase the salinity of the residual water. If the source water is sea water, then the residual water may become highly saline. In the unconfined coastal aquifer of the tropical Burdekin River delta, northeastern Australia, areas of highly saline ground water with chloride concentrations up to almost three times that of sea water occur up to 15 km from the present coastline, and are attributed to transpiration by mangrove vegetation during periods of high sea level. Radiogenic ((14)C) carbon isotope analyses indicate that ground water with chloride concentrations between 15,000 and 35,000 mg/L is mostly between 4000 and 6000 years old, at which time sea level was 2 to 3 m higher than present. Stable isotope analyses of oxygen-18 and deuterium show no evidence for evaporative enrichment of this water. Oxygen-18, deuterium, and stable (delta(13)C) carbon isotope analyses of ground water and soil water point to a recharge environment beneath the mangrove forests during this postglacial sea level high stand. During that period, transpiration of the mangrove forests would have led to high chloride concentrations in the residual ground water, without inducing isotopic fractionation. Due to the higher density, this hypersaline water moved downward through the aquifer by gravity and has formed lenses of highly saline ground water at the bottom of the unconfined aquifer.  相似文献

A study on flood water infiltration and ground water recharge of a shallow alluvial aquifer was conducted in the hyperarid section of the Kuiseb River, Namibia. The study site was selected to represent a typical desert ephemeral river. An instrumental setup allowed, for the first time, continuous monitoring of infiltration during a flood event through the channel bed and the entire vadose zone. The monitoring system included flexible time domain reflectometry probes that were designed to measure the temporal variation in vadose zone water content and instruments to concurrently measure the levels of flood and ground water. A sequence of five individual floods was monitored during the rainy season in early summer 2006. These newly generated data served to elucidate the dynamics of flood water infiltration. Each flood initiated an infiltration event which was expressed in wetting of the vadose zone followed by a measurable rise in the water table. The data enabled a direct calculation of the infiltration fluxes by various independent methods. The floods varied in their stages, peaks, and initial water contents. However, all floods produced very similar flux rates, suggesting that the recharge rates are less affected by the flood stages but rather controlled by flow duration and available aquifer storage under it. Large floods flood the stream channel terraces and promote the larger transmission losses. These, however, make only a negligible contribution to the recharge of the ground water. It is the flood duration within the active streambed, which may increase with flood magnitude that is important to the recharge process.  相似文献
