Flood management decision-makers face significant challenges as the climate changes. The perceptions of those affected by floods are critical to the successful implementation of adaptation responses; risk perceptions are affected by how information is communicated and, in turn, perceptions influence expectations on flood risk managers to respond. The links between flood experience, risk perception, and responses by individual households were examined in the Hutt Valley, New Zealand, through a household survey, a workshop and interviews with local government practitioners. Two propositions were tested: (1) that flood experience can influence flood risk perceptions; and (2) that flood experience can stimulate increased risk reduction and adaptation actions where changing climate risk is likely. Perceptions of responsibility for flood management were also examined. The study found that previous flood experience contributes to heightened perception of risk, increased preparedness of households, greater willingness to make household-level changes, greater communication with councils, and more advocacy for spatial planning to complement existing structural protection. Flood-affected households had a stronger preference for central government and communities having flood risk responsibilities, in addition to local government. Those who lacked experience were more likely to be normalised to their prior benign experiences and thus optimistic about flood consequences. These results suggest that harnessing positive aspects of experience and communication of changing risk through engagement strategies could help shift the focus from citizens’ expectation that governments will always provide protection, to a citizen–local government–central government dialogue about the changing character of flood risk and its implications, and build a ‘risk conscious’ society in which ‘sharing and bearing’ is considered desirable.  相似文献

Understanding and improving the public perception has become an important element in the management of flood risk worldwide. In Iceland, studying perception of flood hazard and flood risk is, however, in its early stages. This paper presents a case study on the public perception of flood hazard and flood risk in an Icelandic town prone to ice-jam floods. Awareness of the population regarding historical inundations, self estimation of flood risk and worry is considered. The factual knowledge of the residents is deconstructed in flood hazard parameters accessible to the lay population: number of events, dates, genesis and boundaries. The performance of the respondents is rated for each parameter and the influence of several predictors evaluated. The research shows three significant patterns: there is poor awareness and little worry about historical inundations in the area; experience of the past flooding events in town is the most effective source of knowledge; awareness, risk estimation and worry are not correlated.  相似文献

The priority of flood management planning is physical victimization and focuses on taking structural measures. Although this approach is an accurate approach, more information is needed in implementing efficient precautionary and planning decisions. It is an indisputable fact that the existence of nothing that is not sustainable in nature cannot continue. Hence, it is necessary to implement a planning decision suitable for the structure of the population living in the region so that the continuity of the policies to be carried out against natural hazards of hydrometeorological origin such as a flood is ensured. How the socio-demographic structures affect the flood risk perception of 245 people living in the city center of Bayburt is examined in this study. It is the first research conducted for the province of Bayburt for this perspective. The participants were asked to fill a questionnaire containing 24 items and consisting of 2 sections. T test and one-way ANOVA (one-way analysis of variance) statistical methods were used to ascertain the difference between the responses of the participants to the questionnaire, based on their demographic structure. As the result of the study, significant differences were observed between the expressions depicting flood risk perception and the participant's age, income levels and educational background. In addition, it has been noted that there is a positive relationship between education and income levels and flood risk perception.

For exposed and vulnerable communities, the perception of natural risk is an essential link in the analysis of man–environment coping relationship and also an important parameter in the quantification of complex vulnerability as a central predictive variable in the risk equation. The topic of flood risk in related perception is of considerable interest, as some recently published papers have proven (Messner and Meyer 2005, 2006; Raaijmakers et al. 2008). The aim of the current study is to reveal the conscious and unconscious attitudes towards the flood risk for the inhabitants of the Danube Delta/Romania. These attitudes, defined by different degrees of psychological vulnerability, represent the background for a series of psycho-behavioural patterns that generate certain adjustment mechanisms and strategies. Application of a specially designed questionnaire and the statistical analysis of the results revealed two psychological factors as essential in establishing the psychosocial vulnerability degree of the interviewed subjects: (i) an internal control factor and (ii) an external control factor. The persons characterized by inner control have a significantly reduced general anxiety level in comparison to individuals with the control factor placed externally. As confidence diminishes, it increases the tendency of the individual to rely on the external factors for support and security. The lack of resources (indicating lower resilience) and mistrust in the support given emphasizes non-adaptive behaviours.

Flooding is a serious hazard across Europe, with over 200 major floods documented in the last two decades. Over this period, flood management has evolved, with a greater responsibility now placed on at-risk communities to understand their risk and take protective action to develop flood resilience. Consequently, communicating flood risk has become an increasingly central part of developing flood resilience. However, research suggests that current risk communications have not resulted in the intended increase in awareness, or behavioural change. This paper explores how current risk communications are used by those at risk, what information users desire and how best this should be presented. We explore these questions through a multi-method participatory experiment, working together with a competency group of local participants in the town of Corbridge, Northumberland, the UK. Our research demonstrates that current risk communications fail to meet user needs for information in the period before a flood event, leaving users unsure of what will happen, or how best to respond. We show that participants want information on when and how a flooding may occur (flood dynamics), so that they can understand their risk and feel in control of their decisions on how to respond. We also present four prototypes which translate these information needs into new approaches to communicating flood risk. Developed by the research participants, these proposals meet their information needs, increase their flood literacy and develop their response capacity. The findings of the research have implications for how we design and develop future flood communications, but also for how we envisage the role of flood communications in developing resilience at a community level.  相似文献

To perform a fuzzy risk assessment the simplest way is to calculate the fuzzy expected value and convert fuzzy risk into non-fuzzy risk, i.e., a crisp value. In doing so, there is a transition from a fuzzy set to a crisp set. Therefore, the first step is to define an α level value, followed by selecting the elements x with a subordinate degree A(x) ≥ α. The fuzzy expected values, Ea (x) \underline{E}_{\alpha } (x) and [`(E)]a (x) \overline{E}_{\alpha } (x) , of a possibility–probability distribution represent the fuzzy risk values being calculated. Therefore, we can obtain a conservative risk value, a venture risk value and a maximum probability risk value. Under such an α level, three risk values can be calculated. As α adopts all values between the set [0, 1], it is possible to obtain a series of risk values. Therefore, the fuzzy risk may either be a multi-valued risk or a set-valued risk. Calculation of the fuzzy expected value of a flood risk in the Jinhua River basin has been performed based on the interior–outer-set model. The selection of an α value is dependent on the confidence in different groups of people, while the selection of a conservative risk value or a venture risk value is dependent on the risk preference of these people.  相似文献

The knowledge of past catastrophic events can improve flood risk mitigation policy, with a better awareness against risk. As such historical information is usually available in Europe for the past five centuries, historians are able to understand how past society dealt with flood risk, and hydrologists can include information on past floods into an adapted probabilistic framework. In France, Flood Risk Mitigation Maps are based either on the largest historical known flood event or on the 100-year flood event if it is greater. Two actions can be suggested in terms of promoting the use of historical information for flood risk management: (1) the development of a regional flood data base, with both historical and current data, in order to get a good feedback on recent events and to improve the flood risk education and awareness; (2) the commitment to keep a persistent/perennial management of a reference network of hydrometeorological observations for climate change studies.  相似文献

Risk, including flood risk, can be defined as ??the combination of the probability of an event and its consequences??. Assessing and managing the risk from flooding should explicitly include the estimation of impacts to people. Extensive research is currently ongoing looking at both quantitative and qualitative approaches for assessing flood impacts on people. Although there is some literature available on such approaches, examples of methodological and routinely applications of these methodologies as part of flood risk assessments are rare. This paper focuses on quantitative approaches for estimating impacts of flooding to people, notably on methods for assessing fatality numbers associated with flooding. Three methods for assessing losses of life are discussed in detail. The methods discussed here constitute the forefront of research in Canada, UK and The Netherlands. These methods provide an assessment of the physical consequences of flooding on people and can be used to introduce the impacts to people as quantitative metric for the assessment of flood risk. In this paper, the three methodologies are discussed and applied in a UK case study reproducing the 1953 East Coast flood event. This study aims to provide a comprehensive comparison on both the reliability and the applicability of the methods. We analyse possible added values on using of these methods in systematic analyses, aiming to provide guidelines for applying these methods for flood fatality risk assessment.  相似文献

This paper provides a framework for evaluation of innovation risk based on Data Envelopment Analysis (DEA) method. In this framework, the common paradigms of innovation risk are considered as inputs and the various types of innovation are as outputs. These risk paradigms were extracted from valid resources of innovation sector, and a comprehensive classification of innovation types, provided by OECD, was used as outputs category. The relationship between these inputs and outputs is assessed by DEA method based on the CCR model. In this survey, the framework was implemented for innovative activities in various industries, and the results lead us to draw the “Innovation Path” that shows the development direction for each understudy cases. The Innovation Path that is derived from the numerical results shows the numerical goal and useful information about innovation management systems. This path can be used by industrial managers, decision makers and strategists to take the best decision and design the practical strategies to manage the innovation risks.  相似文献

为定量评估分蓄洪工程启用过程中蓄滞洪区的洪水风险等级,创建了基于力学过程的蓄滞洪区洪水风险评估模型。该模型采用二维水动力学模块计算蓄滞洪区的洪水演进过程,利用洪水中人体跌倒失稳公式及洪水中房屋、农作物损失的计算关系式,评估各类受淹对象的洪水风险等级。然后将二维水动力学模块计算的洪水要素与两个物理模型试验值进行对比,表明二维水动力学模块的计算精度良好。最后计算了荆江分洪工程启用时分洪区内洪水的演进过程,并评估洪灾中群众的危险等级和财产损失。计算结果表明:洪水演进至140 h时,蓄滞洪区群众、房屋、水稻和棉花的平均损失率分别为85%、59%、63%和72%。模型中提出的采用基于受淹对象失稳机制的洪水风险分析方法,比以往经验水深法划分风险等级的适用性更好,不仅能为洪水风险管理及蓄滞洪区启用标准制定提供参考,也能推广应用于溃坝或堰塞湖溃决等极端洪水风险评估。  相似文献

Flood disasters and its consequent damages are on the rise globally. Pakistan has been experiencing an increase in flood frequency and severity along with resultant damages in the past. In addition to the regular practices of loss and damage estimation, current focus is on risk assessment of hazard-prone communities. Risk measurement is complex as scholars engaged in disaster science and management use different quantitative models with diverse interpretations. This study tries to provide clarity in conceptualizing disaster risk and proposes a risk assessment methodology with constituent components such as hazard, vulnerability (exposure and sensitivity) and coping/adaptive capacity. Three communities from different urban centers in Pakistan have been selected based on high flood frequency and intensity. A primary survey was conducted in selected urban communities to capture data on a number of variables relating to flood hazard, vulnerability and capacity to compute flood risk index. Households were categorized into different risk levels, such as can manage risk, can survive and cope, and cannot cope. It was found that risk levels varied significantly across the households of the three communities. Metropolitan city was found to be highly vulnerable as compared to smaller cities due to weak capacity. Households living in medium town had devised coping mechanisms to manage risk. The proposed methodology is tested and found operational for risk assessment of flood-prone areas and communities irrespective of locations and countries.  相似文献

Flood mapping, especially in urban areas, is a demanding task requiring substantial (and usually unavailable) data. However, with the recent introduction of the EU Floods Directive (2007/60/EC), the need for reliable, but cost effective, risk mapping at the regional scale is rising in the policy agenda. Methods are therefore required to allow for efficiently undertaking what the Directive terms “preliminary flood risk assessment,” in other words a screening of areas that could potentially be at risk of flooding and that consequently merit more detailed attention and analysis. Such methods cannot rely on modeling, as this would require more data and effort that is reasonable for this high-level, screening phase. This is especially true in urban areas, where modeling requires knowledge of the detailed urban terrain, the drainage networks, and their interactions. A GIS-based multicriteria flood risk assessment methodology was therefore developed and applied for the mapping of flood risk in urban areas. This approach quantifies the spatial distribution of flood risk and is able to deal with uncertainties in criteria values and to examine their influence on the overall flood risk assessment. It can further assess the spatially variable reliability of the resulting maps on the basis of the choice of method used to develop the maps. The approach is applied to the Greater Athens area and validated for its central and most urban part. A GIS database of economic, social, and environmental criteria contributing to flood risk was created. Three different multicriteria decision rules (Analytical Hierarchy Process, Weighted Linear Combination and Ordered Weighting Averaging) were applied, to produce the overall flood risk map of the area. To implement this methodology, the IDRISI Andes GIS software was customized and used. It is concluded that the results of the analysis are a reasonable representation of actual flood risk, on the basis of their comparison with historical flood events.  相似文献

Flooding is one of the major natural hazards in Taiwan, and most of the low-lying areas in Taiwan are flood-prone areas. In order to minimize loss of life and economic losses, a detailed and comprehensive decision-making tool is necessary for both flood control planning and emergency service operations. The objectives of this research were (i) to develop a hierarchical structure through the analytic hierarchy process (AHP) to provide preferred options for flood risk analysis, (ii) to map the relative flood risk using the geographic information system (GIS), and (iii) to integrate these two methodologies and apply them to one urban and one semi-rural area in central Taiwan. Fushin Township and the floodplain of Fazih River (1 km on either side of the channel) in Taichung City were selected for this study. In this paper, the flood risk is defined as the relative flood risk due to broken dikes or the failure of stormwater drainage systems. Seven factors were considered in relation to the failure of stormwater drainage, and five to that of broken dikes. Following well-defined procedures, flood maps were drawn based on the data collected from expert responses to a questionnaire, the field survey, satellite images, and documents from flood management agencies. The relative values of flood risk are presented using a 200-m grid for the two study areas. It is concluded that integration of AHP and GIS in flood risk assessment can provide useful detailed information for flood risk management, and the method can be easily applied to most areas in Taiwan where required data sets are readily available.  相似文献

利用吉林省50县市1951-2013年逐日降水资料、暴雨灾情损失数据,1:5万DEM数据、水系、TM遥感卫星影像资料以及GDP、人口等数据,探讨了吉林省重大暴雨过程灾害损失风险的主要影响因素,确立了各因素的权重系数,构建了吉林省重大暴雨过程灾害损失风险评估模型.利用过程预报降雨量对2013年8月14-17日的重大暴雨过程灾害损失风险进行了预评估.结果表明:重大暴雨过程灾害损失综合风险的高值区分布在四平、辽源大部以及长春、吉林、通化城区附近,风险偏高区位于中南部,西部地区和东北部地区为中低风险区.灾害损失风险评估模型预评估效果良好,可在实际的暴雨过程灾害损失风险预评估业务中使用,由于通过该模型的评估结果可迅速圈定各级洪涝风险区,对提高重大暴雨过程应对能力、减少灾害损失以及防灾减灾意义重大.  相似文献

Coastal regions are the areas most threatened by natural hazards, with floods being the most frequent and significant threat in terms of their induced impacts, and therefore, any management scheme requires their evaluation. In coastal areas, flooding is a hazard associated with various processes acting at different scales: coastal storms, flash floods, and sea level rise (SLR). In order to address the problem as a whole, this study presents a methodology to undertake a preliminary integrated risk assessment that determines the magnitude of the different flood processes (flash flood, marine storm, SLR) and their associated consequences, taking into account their temporal and spatial scales. The risk is quantified using specific indicators to assess the magnitude of the hazard (for each component) and the consequences in a common scale. This allows for a robust comparison of the spatial risk distribution along the coast in order to identify both the areas at greatest risk and the risk components that have the greatest impact. This methodology is applied on the Maresme coast (NW Mediterranean, Spain), which can be considered representative of developed areas of the Spanish Mediterranean coast. The results obtained characterise this coastline as an area of relatively low overall risk, although some hot spots have been identified with high-risk values, with flash flooding being the principal risk process.  相似文献

This paper introduces a new method to up-scale dependent loss distributions from natural hazards to higher spatial levels, explicitly incorporating their dependency structure over the aggregation process. The method is applied for flood risk in Europe. Based on this “hybrid convolution” approach, flood loss distributions for nearly all European countries are calculated and presented. Such risk-based estimates of extreme event losses are useful for determining suitable risk management strategies on various spatial levels for different risk bearers. The method is not only applicable for natural disaster risk but can be extended for other cases as well, i.e., where comonotonic risks have to be “summed up” without loss of risk information.  相似文献
