The 4th IPCC report highlights the increased vulnerability of the coastal areas from floods due to sea-level rise (SLR). The existing coastal flood control structures in Bangladesh are not adequate to adapt these changes and new measures are urgently necessary. It is important to determine the impacts of SLR on flooding to analyse the performance of the existing structures and corresponding impact to plan for suitable adaptation and mitigation measures to reduce the impacts of floods on coastal zone. The study aims to develop a comprehensive understanding of the possible effects of SLR on floods in the coastal zone of Bangladesh. A hydrodynamic model, which is a combination of surface and river parts, was utilized for flood simulation. The tool was applied under a range of future scenarios, and results indicate both spatial variability of risk and changes in flood characteristics between now and under SLR. Estimated impact on population, infrastructure and transportation is also exposed. These types of impact estimation would be of value to flood plain management authorities to minimize the socio-economic impact.  相似文献

Summary The technically recoverable hydrocarbon reserves of the North Sea are currently estimated at 23 × 109 bbls of oil, condensate and NGL and 90 × 1012 scf of gas.The North Sea underwent a complex geological evolution. The oil and gas occurrences in the central and northern North Sea are tied to Mesozoic and Tertiary sediments; the gas fields of the southern North Sea are mainly contained in Permian series.The proven hydrocarbon provinces cover at best one third of the total area of the North Sea.It is estimated that in the early 1980's the oil production from the North Sea will meet 22% of the oil demand of Western Europe.
Zusammenfassung Die technisch ausbeutbaren Kohlenwasserstoffreserven der Nordsee werden gegenwärtig auf 23 × 109 bbls Öl, Kondensat und NGL 90 × 1012 scf Gas geschätzt.Das Nordseegebiet durchlief eine komplexe geologische Entwicklungsgeschichte. Die Öl- und Gasfelder der zentralen und nördlichen Nordsee sind hauptsächlich and mesozoische und tertiäre Sedimente gebunden. Die Gasfelder der südlichen Nordsee sind hauptsächlich in permischen Serien enthalten.Die nachgewiesenen Kohlenwasserstoffprovinzen bedecken höchstens ein Drittel der Gesamtoberfläche der Nordsee.Es wird angenommen, da die Ölproduktion der Nordsee während der ersten Hälfte der 1980er Jahre 22 % des Ölbedarfs von West-Europa decken wird.

Résumé Les réserves exploitables de la mer du Nord sont actuellement estimées 23 × 109 bbl de pétrole, condensat et NGL et 90 × 1012 scf de gaz.L'évolution géologique du bassin de la mer du Nord est très complèxe. Les champs de pétrole et de gaz des parties centrales et septentrionales de la mer du Nord se trouvent surtout dans des séries mésozoiques et tertiaires, tandis que la majorité des champs de gaz des régions méridionales sont situés dans des réservoirs permiens.Les provincespetrolfières connues couvrent moins d'un tiers de la surface totale de la mer du Nord.La production de pétrole de la mer du Nord est estimée correspondre pour les premirès années de 1980 à 22 % de la demande en pétrole de l'Europe occidentale.

The probability of the occurrence of urban flash floods has increased appreciably in recent years. Scientists have published various articles related to the estimation of the vulnerability of people and vehicles in urban areas resulting from flash floods. However, most published works are based on research performed using numerical models and laboratory experiments. This paper presents a novel approach that combines the implementation of image velocimetry technique (large-scale particle image velocimetry—LSPIV) using a flash flood video recorded by the public locally and the estimation of the vulnerability of people and vehicles to high water velocities in urban areas. A numerical one‐dimensional hydrodynamic model has also been used in this approach for water velocity characterization. The results presented in this paper correspond to a flash flood resulting on November 29, 2012, in the city of Asunción in Paraguay. During this flash flood, people and vehicles were observed being carried away because of high water velocities. Various sequences of the recorded flash flood video were characterized using LSPIV. The results obtained in this work validate the existing vulnerability criterion based on the effect of the flash flood and resulting high water velocities on people and vehicles.  相似文献

Bangladesh is one of the most natural hazard-prone countries in the world with the greatest negative consequences being associated with cyclones, devastating floods, riverbank erosion, drought, earthquake, and arsenic contamination, etc. One way or other, these natural hazards engulfed every corner of Bangladesh. The main aim of this research paper is to carry out a multi-hazards risk and vulnerability assessment for the coastal Matlab municipality in Bangladesh and to recommend possible mitigation measures. To this aim, hazards are prioritized by integrating SMUG and FEMA models, and a participation process is implemented so as to involve community both in the risk assessment and in the identification of adaptation strategies. The Matlab municipality is highly vulnerable to several natural hazards such as cyclones, floods, and riverbank erosion. The SMUG is a qualitative assessment, while FEMA is a quantitative assessment of hazards. The FEMA model suggests a threshold of highest 100 points. All hazards that total more than 100 points may receive higher priority in emergency preparedness and mitigation measures. The FEMA model, because it judges each hazard individually in a numerical manner, may provide more satisfying results than the SMUG system. The spatial distributions of hazard, risk, social institutions, land use, and other resources indicate that the flood disaster is the top environmental problem of Matlab municipality. Hazard-specific probable mitigation measures are recommended with the discussion of local community. Finally, this study tries to provide insights into the way field research combining scientific assessments tools such as SMUG and FEMA could feed evidence-based decision-making processes for mitigation in vulnerable communities.  相似文献

Being part of the EU-project NeWater on adaptive water resources management, the Ukrainian Tisa river basin is presented as an example for a participatory study dealing with flood risk, vulnerability and adaptive capacity. The Tisa valley is regularly and increasingly faced with hazardous floods at very limited local budgets and high poverty rates. In order to make flood risk management more resilient and better adapted to climate change, scientists and stakeholders applied a set of qualitative and quantitative modelling approaches to characterise prevailing flood risk management, to discover respective vulnerabilities and to identify barriers and options of adaptive capacity. The former were found in the defensive mentality paradigm and the inert and hierarchical structure of present institutions, the latter in, firstly, an enormous potential to link the knowledge of different stakeholders in the region, secondly, a better integration of the individual flood preparedness of households and thirdly, the active involvement of the Church as institution in local flood risk management.  相似文献

The main objective of this writing is to present a practical way to envisage the flood vulnerability in deltaic region, particularly on the concern of sea level rise. Kuching city of Malaysia is established on banks of Sarawak River, 30 km from the sea. Therefore, it is subjected to fluvial and tidal floods. Kuching Bay experiences the highest King Tides in Southeast Asia region. These tide magnitudes could be a glimpse of future sea level rise. By means of modelling these tides, it provides an understanding and preparation for the impacts of sea level rise on the flood mitigation infrastructures and the city itself. The modelling efforts had created an illustration that a 10% rise in tide levels would result in increase of flooding areas up to 6% relative to existing tide levels.  相似文献

The 2004 tsunami devastated large areas in the southern part of Thailand. This paper takes a particular look at the circumstances of vulnerability and the process of recovery in the area of Khao Lak and its surrounding villages, which constitute a booming tourist hotspot at the centre of a region that is still dominated by agriculture. A quantitative vulnerability model was developed, integrating a quantitative household survey and remote sensing data. This model describes and specifies the circumstances of vulnerability and the factors leading to a recovery of the area. Indirect effects on the livelihood of households in particular, such as the disruption of infrastructure or the loss of income, show a negative effect on the recovery time. External help received by the households even shows an extending influence on the duration of their recovery period.  相似文献

The northwest region of Bangladesh is divided into four geomorphological units which show different flood features. The region has suffered severe flood damage both in 1987 and 1988. After these floods Bangladesh Action Plan for Flood Control was established by the World Bank. In the northwest region the plan proposed two major projects, namely, an interceptor drain and a diversion channel. A Polder Project is also going on in this region. However these major projects are mainly on structural methods and require much cost for long embankments. The author suggests smaller but reasonable projects combining structural and non-structural methods in the region.  相似文献

The recurrent flooding during monsoon and subsequent waterlogging in the northern Bihar plains and the magnitude of losses due to these hazards indicate the continuing vulnerability of the region to flood and waterlogging. Management of floods and waterlogging hazards in highly flood-prone regions of India, including Bihar state has been largely response oriented with little or no attention to mitigation and preparedness. This paper presents a method for spatial, Geographic Information Systems-based assessment of flood and waterlogging vulnerability and risk in northern Bihar plains. Multitemporal satellite data was used to evaluate the area statistics and dynamics of waterlogging over the period from 1975 to 2008. The flood proneness is evaluated at district level with reference to flood inundation during a period from 1998 to 2008. Census data were used to examine the socio-economic characteristics of the region through computation of population density, cultivators, agricultural labourers, sex ratio, children in age group 0–6 years and literates. The geohazard map derived by combining area prone to waterlogging and flood inundation was multiplied with socio-economic vulnerability map to derive the flood-waterlogging risk map of the region. The result shows that flood and water-logging pose highest risk to the central districts in the northern Bihar plains with 50.95% of the total area under high and very high risk.  相似文献

This paper illustrates the development of flood hazard and risk maps in Greater Dhaka of Bangladesh using geoinformatics. Multi-temporal RADARSAT SAR and GIS data were employed to delineate flood hazard and risk areas for the 1998 historical flood. Flood-affected frequency and flood depth were estimated from multi-date SAR data and considered as hydrologic parameters for the evaluation of flood hazard. Using land-cover, gemorphic units and elevation data as thematic components, flood hazard maps were created by considering the interactive effect of flood frequency and flood water depth concurrently. Analysis revealed that a major portion of Greater Dhaka was exposed to high to very high hazard zones while a smaller portion (2.72%) was free from the potential flood hazard. Flood risk map according to administrative division showed that 75.35% of Greater Dhaka was within medium to very high risk areas of which 53.39% of areas are believed to be fully urbanized by the year 2010.  相似文献

Based on a systematic sample survey among the residents of two contrasting floodplain environments - the Tista floodplain (a shallow flood area) and the Ganges-Brahmaputra floodplain (a deep flood area) - this study tests a central hypothesis that the floodplain residents of Bangladesh preferred regulation of flood levels as the main flood alleviation measure. The study found that, despite significant differences in property setting, flood hazard experience and the nature of indigenous adjustments to floods between the two sample areas, an overwhelming 95% of the respondents from each area preferred regulation of flood levels within a range of 0.3 to 2.0 m. The study attempts to provide an explanation for the popularity of regulated flood levels in the context of indigenous adjustments of floodplain crops and infrastructures tonormal flood levels in Bangladesh, which coincided with the respondents' preferred range of flood levels. The study points out that the objective of the UNDP/World Bank-sponsored embankment compartmentalization projects also coincides with this goal of regulating flood levels. However, to test the physical limitations of regulating water levels between neighbouring compartments and to assess the environmental impacts of the proposed projects, the study stresses the need for initiating environmental baseline surveys on the pilot compartmentalization project, which is located on the left bank of the Brahmaputra.  相似文献
