This paper has two main sources of inspiration. Firstly, building on Flyvbjerg's “Making Social Science Matter”[Flyvbjerg B. Making social science matter: why social inquiry fails and how it can succeed again. Cambridge: Cambridge University Press; 2003], I argue that the contribution of the social sciences to fisheries resource management must essentially be “phronetic” (after Aristotle's phronesis, i.e. practical wisdom), in contrast to the “scientific” (Aristotle: episteme) contribution of the natural sciences. Secondly, inspired by the recent publication “Fish for Life: Interactive Governance for Fisheries” [Kooiman J, Jentoft S, Pullin R, Bavinck M, editors. Fish for life: interactive governance for fisheries. Amsterdam: Amsterdam University Press; 2005], I hold that phronesis is basically what the notion of governance adds to management. Governance is the broader concept, inviting a more reflexive, deliberative and value-rational methodology than the instrumental, means-end oriented management concept. I claim that for interdisciplinarity to work in fisheries it is essential to recognize the fundamental methodological differences that exist between the social and natural sciences.  相似文献

The industrial fisheries of Fiji have had mixed fortunes. The fresh fish export industry has grown rapidly in importance so that fisheries is now the third most valuable export industry; its positive effect on the economy is mainly in the increase in the purchase of goods and services, such as air freight. The present ‘hands off’ policy by government in the fresh fish export industry should continue until the industry matures. In the longer run, ad valorem royalties should be considered as a mean of capturing resource rents. The government-owned export cannery has been in financial decline, and the maintenance of the social benefits of regional employment generated by the cannery has come at a high cost to government coffers. The future of the cannery, now leased to a private operator, is clouded by the uncertainty of the continuity of concessional access to European markets beyond the year 2000. The main task faced by government is the management of fisheries and fish stocks. The management of the inshore fisheries — vital to the needs of a large proportion of the population — needs additional resources. The capability for management of the industrial fisheries, necessary to maximise long term public benefits, would be enhanced by full cost recovery through a user pays policy. This paper presents the findings of risk identification and risk perception research conducted in relation to the fisheries systems of four distinct and diverse European countries: Faroes, Iceland, Greece and the UK. Risk research traditionally attempts to quantify the potential threat or consequences from a range of risk events or hazards. This research, however, adopted a social sciences perspective and so assumed that a risk event or hazard can mean different things to different people and that these perceptions are also context and culturally dependent. Risk perceptions were examined and risk registers developed in each country for a range of stakeholder groups. A ‘mental modelling’ approach was adopted in a series of qualitative interviews. Findings were examined in terms of a wide range of psychological, social and cultural risk theories. Differences in risk perceptions were noted between stakeholder groups and countries and contextual influences were examined such as the widely differing fisheries management systems used in each country. This research provides one of the first attempts to systematically evaluate risks and perceptions across a range of fisheries-systems. The findings support social science theories which argue that risk is a subjective, as opposed to objective, concept and that this subjectivity will therefore affect our attempts to assess and manage those hazards we think we can potentially influence or control.  相似文献

The management of fishing capacity—in both inland and marine fisheries—is a major policy concern in most countries in Southeast Asia. Excess capacity leads to a number of negative impacts, such as resource use conflicts, overfishing, environmental degradation, economic wastage, and security threats. This paper presents the results of a regional study that examined various approaches to managing excess fishing capacity in small-scale fisheries in Southeast Asia. More specifically, the paper presents an analysis of perceptions of stakeholders in Cambodia, Philippines and Thailand regarding preferred solutions to addressing excess capacity. The paper concludes with a discussion of policy guidance for addressing excess fishing capacity based on the stakeholder-preferred solutions.  相似文献

The EU's bilateral fishing policy towards developing third countries has evolved over the years to increasingly emphasise sustainability, culminating in 2002 with the release of a ‘fisheries partnership approach’. The Community has begun to operationalise the policy in various West African coastal states, where its new fisheries partnership agreements are intended to function as ‘development vectors’. This paper introduces the EU's new policy, examines its potential implications for the role of sustainability in future bilateral fishing relations and highlights the impetus for it with reference to analysis of the EU's most recent agreement with Senegal based on empirical research.  相似文献

Fisheries policy and management processes for federal waters off western Alaska currently lack consistent and considered integration of traditional knowledge (TK), TK holders, social science of TK, and subsistence information. The incorporation of these into fisheries work can lead to more informed, equitable and effective policy and management practices. This paper includes information and recommendations derived from previous work by the authors as well as from two community workshops with indigenous TK holders and fisheries experts. Discussions of TK and related concepts, TK research in the Bering Strait and Yukon River regions, and Alaska federal fisheries management-related institutions and processes as pertains to TK are presented. Substantive recommendations are provided for improving processes, increasing tribal representation, capacity building, effective communication, outreach and relationship-building, the incorporation of indigenous concerns and values, and regarding the development of a Fisheries Ecosystem Plan for the Bering Sea.  相似文献

This paper argues for a stronger integration of marine sciences and coastal management studies that generates better formulated marine policies and viable policy implementation strategies. Integration of natural and social sciences in environmental management has surfaced as a key issue recently in the fields of sustainability science, ecosystem-based management, and social–ecological resilience. This paper promotes such trend in marine studies, and examines the rationale, progress, and examples of the integration.  相似文献

Responses of governance systems to change in coastal and marine ecosystems vary from country to country around the globe. Lessons can be learned from country specific case studies, as national governments strive to adapt and respond to issues of concern. This short paper highlights the benefits of a country-specific, special edition of Marine Policy, with a focus on Ireland. Despite the uniqueness of socio-ecological setting, many of the issues faced by policy makers in Ireland, such as the reconciliation of economic development and conservation needs, are shared elsewhere. This special edition was produced at the end of the ‘Celtic Tiger’ in Ireland. As a result, it reflects an era when economic development was very much a priority. The same period represented an unparalleled investment in marine science since the foundation of the State in 1922. Despite this, the papers in the Special Edition point to varying degrees of progress in policy integration and implementation. Papers covering a range of sectors (fisheries, ocean energy, conservation and fisheries) and disciplines (economics, science and management) will be of interest to academics, policy makers, students and practitioners of marine policy.  相似文献

The uptake of research in marine fisheries management and policy making depends on how effectively fisheries managers, researchers and scientific advisers communicate the needs for evidence, and the results and policy implications of research. The MariFish network of the major European funders of marine fisheries has therefore undertaken a study of current practices relating to communication of research needs and results, identifying strengths and weaknesses, and consequently how two-way communications, and hence the effectiveness of generating evidence for marine fisheries policy making and management, can be improved. Conclusions and recommendations for ‘good practice’ include the importance of building good relationships and trust between researchers and fisheries managers, the need for fisheries ministries to have sufficient inhouse scientific capacity to act as ‘intelligent customers’, and the key role of interpreters of research whose skills and career paths need to be carefully developed.  相似文献

This paper analyses the concept of ‘co-management’ and tries to explain why co-management has recently become important to different types of fisheries administration. A preliminary analytical framework is sketched, before going on to describe the Norwegian co-management system, known as ‘centrally directed consultation’, where fishermen's representatives are established on a wide range of organisations that exert a direct influence on fisheries policy, including not only quota management but grant aid, sales, research and education. The final section is devoted to the lessons that may be learned from the Norwegian experience, bearing in mind the particular background of Norway and its historical setting.  相似文献

This paper details Australian research that developed tools to assist fisheries managers and government agencies in engaging with the social dimension of industry and community welfare in fisheries management. These tools are in the form of objectives and indicators. These highlight the social dimensions and the effects of management plans and policy implementation on fishing industries and associated communities, while also taking into account the primacy of ecological imperatives. The deployment of these objectives and indicators initially provides a benchmark and, over the life of a management plan, can subsequently be used to identify trends in effects on a variety of social and economic elements that may be objectives in the management of a fishery. It is acknowledged that the degree to which factors can be monitored will be dependent upon resources of management agencies, however these frameworks provide a method for effectively monitoring and measuring change in the social dimension of fisheries management.Essentially, the work discussed in this paper provides fisheries management with the means to both track and begin to understand the effects of government policy and management plans on the social dimension of the fishing industry and its associated communities. Such tools allow the consideration of these elements, within an evidence base, into policy arrangements, and consequently provide an invaluable contribution to the ability to address resilience and sustainability of fishing industries and associated communities.  相似文献

为测度当前我国休闲渔业的发展规模,选取2013—2018年的休闲渔业产值和渔业经济产值为变量,构建了直接贡献率、间接贡献率和回归分析法建立的边际贡献率模型,测算了休闲渔业对渔业总产值的贡献度。结果表明,2014—2018年的直接贡献率分别为4.38%、4.95%、14.3%、6.58%和12.5%,2014—2018年的间接贡献率分别为0.317%、0.261%、0.752%、0.403%和0.533%,2013—2018年,休闲渔业对于渔业经济总值的边际贡献率为9.9%,由数据得出,当前我国休闲渔业规模还很小,发展水平也很低,整体实力也很薄弱。为此提出:加大休闲渔业的政策扶持力度;设计最为合理的休闲渔业项目;加大休闲渔业的宣传;加强休闲渔业与高校的合作,培养更多的休闲渔业方向的高精尖人才;推动休闲渔业从业者专业素养整体水平的提高;鼓励休闲渔业从业者之间的帮助;健全完善休闲渔业的监督管理体制;加强组织领导,促进休闲渔业发展。  相似文献

Internationally, individual vessel quotas (IVQ) have become an increasingly popular management tool. The main attraction of IVQs is the incentives they create for cost savings, autonomous capacity adjustment and, subsequently, rent generation. In this paper, the extent to which different IVQ systems have facilitated resource rent generation and capacity adjustment in five European countries—Denmark, Iceland, Norway, Sweden and the UK—is examined. The potential economic rents and the capacity reduction necessary to achieve these rents in each of the fisheries are also estimated. Reasons why IVQs have not achieved their potential economic benefits in these fisheries are also examined.  相似文献

Within the European Union, scientific fisheries research and advice is passed down a chain of central European institutions before being incorporated into policy. However, advice is often poorly or only partially implemented and the system has largely failed to achieve sustainable fisheries management.This paper aims to explain why, by examining the use of fisheries science within the Common Fisheries Policy (CFP). The problem is examined with respect to both the political system and fisheries science, to show that the factors in both the supply, and the subsequent use, of scientific data inhibit effective fisheries management.  相似文献

This paper examines ways to reduce conflicts and improve the sustainability and value of marine recreational fisheries by fully integrating the recreational sector into the management of fisheries. One possibility involves a novel approach, here called angling management organizations (AMOs), which combines three of the more pervasive and promising trends in fishery management worldwide—management devolution, strengthened harvest rights, and co-management. AMOs are community-based organizations that are designed to conform to seven basic principles of integrated fishery management, which are described below. AMOs are loosely related to rights-based producer organizations in commercial fisheries, and are expected to strengthen resource stewardship, reduce enforcement and monitoring costs, alleviate management conflicts, and produce greater long-term net economic benefits in recreational fisheries. The other organizational structures considered here, including the management status quo, do not conform to all seven principles and are not expected to be as effective as AMOs.  相似文献

The North Pacific has the world's largest groundfish fisheries, with a value in excess of $1 billion annually. The North Pacific also is home to the largest population of Steller sea lions (SSL), an ancient species that is now endangered. Decline of the western stock of SSL in the 1970–1990s coincided with the US nationalization and exponential growth in the Gulf of Alaska and Bering Sea/Aleutian Islands groundfish fishery.The article treats five aspects of the competition between the fishery and protection of the endangered species. First, we analyze competition of interests in the use, management, and preservation of the North Pacific commons, including offshore and near-shore fisheries, environmental organizations, governments (federal, state, and local), and the scientific community. Second, the article compares and contrasts provisions of the National Environmental Policy Act, the Marine Mammal Protection Act, the Endangered Species Act, and the Magnuson–Stevens Act (as amended in 1996 by the Sustainable Fisheries Act).Third, we examine the regulatory environment with a focus on the National Marine Fisheries Service (NMFS) and its relationship to the North Pacific Fishery Management Council. We illustrate how NMFS establishes fishery management plans and the methods, such as crafting biological opinions and environmental-impact-statements, it uses to resolve conflicts. Fourth, we investigate how the dual pressures on the agency—to increase fisheries production for the benefit of the industry and to preserve endangered marine species—have affected its culture (behavioral norms and operational codes). Then, the article explains agency changes in terms of crises, competition among affected interests, and development of new scientific knowledge.The article concludes by drawing lessons from the SSL controversy in the North Pacific which may pertain to national and global biodiversity conflicts. These concern the role of law in biodiversity protection, the role of science, and agency capacity for change.  相似文献

Small-scale fisheries have been estimated to contribute up to 30% of the global landed value, which is caught by approximately 22 million fishers, some of which can be attributed to developed countries. Socio-economic analysis of small-scale fisheries often focuses on developing countries and fails to recognize the presence and contribution of small-scale fisheries in the developed world. Fisheries in British Columbia are diverse and often regarded as being industrialized and large-scale when analyzed in a global context. This study aims to demonstrate that features of small-scale fisheries are present within British Columbia's fleets. A list of re-occurring features of small-scale fisheries is curated from the literature to capture physical, economic and social features of small-scale fisheries. These commonly identified features of small-scale fisheries are applied to Aboriginal Food, Social and Ceremonial fisheries and all commercial fisheries in British Columbia are analyzed to determine the presence or absence of each small-scale fishery feature. The results of this research create a gradient of fisheries from smallest to largest scale. This approach determines that Aboriginal Food, Social and Ceremonial fisheries are the most small-scale, while the sablefish fishery is the largest scale. The qualitative nature of this framework creates an opportunity for any group of fisheries in the world to be compared.  相似文献

This paper provides an overview of social science research in the marine environment of South Africa for the period 1994–2012. A bibliography based on a review of relevant literature and social science projects funded under the SEAChange programme of the South African Network for Coastal and Oceanic Research (SANCOR) was used to identify nine main themes that capture the knowledge generated in the marine social science field. Within these themes, a wide diversity of topics has been explored, covering a wide geographic area. The review suggests that there has been a steady increase in social science research activities and outputs over the past 18 years, with a marked increase in postgraduate dissertations in this field. The SEAChange programme has contributed to enhancing understanding of certain issues and social interactions in the marine environment but this work is limited. Furthermore, there has been limited dissemination of these research results amongst the broader marine science community and incorporation of this information into policy and management decisions has also been limited. However, marine scientists are increasingly recognising the importance of taking a more holistic and integrated approach to management, and are encouraging further social science research, as well as interdisciplinary research across the natural and social sciences. Possible reasons for the lack of communication and coordination amongst natural and social scientists, as well as the limited uptake of research results in policy and management decisions, are discussed and recommendations are proposed.  相似文献

Some of the most important development goals for the countries and territories of the Western and Central Pacific Ocean (WCPO) involve the sustainable management of their fisheries in light of environmental, economic and social uncertainties. The responses of fish populations to variability in the marine environment have implications for decision making processes associated with resource management. There is still considerable uncertainty in estimating the responses of tuna populations to short-to-medium-term variability and longer-term change in the oceanic environment. A workshop was organised to examine how advances in oceanography, fisheries science and fisheries economics could be applied to the tuna fisheries of the WCPO and in doing so identify research priorities to improve understanding relevant to progressing management. Research priorities identified included: (i) improved parameterisation of end to end ecosystem model components, processes and feedbacks through expanded biological observations and incorporation of higher resolution climate models; (ii) development of seasonal and inter-annual forecasting tools enabling management responses to short-term variability in tuna distributions and abundances; (iii) improved understanding of the population dynamics of and the energy transfer efficiencies between food web components; (iv) assessment of the optimal value of access rights and overall fishery value under multiple scenarios of tuna distribution and abundance and influences on decision making by fisheries managers and fleets and (v) development of management strategy evaluation frameworks for utilisation in the implementing and testing of fishery management procedures and to help prioritise research directions and investment. Issues discussed and research priorities identified during the workshop have synergies with other internationally managed fisheries and therefore are applicable to many other fisheries.  相似文献

The paper presents the results of a major assessment of Code adoption and implementation in nine fishing countries in Asia (China, Thailand, Vietnam), Africa (Senegal, Guinea Bissau and Guinea) and in the Caribbean (Jamaica, Dominican Republic and Trinidad & Tobago), which are part of the international research project ECOST. The main findings are that the Code as an international policy instrument remains relevant and adaptable to the current international fisheries context, and that its guiding principles and provisions have been endorsed and adopted in almost unanimous fashion by the countries covered, and integrated into fisheries policy letters and legal frameworks. However, results also suggest that tackling the truly difficult issues in fisheries, such as combating illegal, unreported and unregulated (IUU) fishing or adjusting fishing overcapacity has been a lot less successful. The design and implementation of necessary measures often remains very weak in domains with important economic and political dimensions. The causes for this are attributed to a mix of administrative inertia, lack of political will and stamina, and short-sighted economic considerations.  相似文献
