一部研究中国区域经济发展的力作--评<走向21世纪的中国区域经济>

区域经济是任何大国必须面对的重大课题.一方面,辽阔的国土、丰富的资源、众多的人口赋予大国以广阔的发展空间、持久的发展基础和巨大的发展潜力,另一方面,地区差距问题、地区资源利用效率问题、各地区发展中的矛盾、冲突与合作以及巨大产业体系的空间布局问题等等相互交织,使大国的经济与社会发展显得更加复杂,更加艰难.中国是一个发展中的大国,与其它发展中国家相比,特殊的难题主要来源于区域经济发展中的一系列矛盾与问题.深入研究和解决这些问题,是实现21世纪中国伟大复兴的迫切需要.<走向21世纪的中国区域经济>正是在总结我国建国50年区域经济发展经验教训的基础上,以崭新的角度对中国跨世纪区域经济发展面对的重大现实问题进行了理论分析和动态的、全面的、深层次的实证研究,实为一部了解、研究中国区域经济发展的力作.     

基于SSM的福建省区域产业结构比较研究

从产业结构角度探讨福建省区域经济增长差异,应用偏离-份额分析法,对福建省9个地区1996～2002年经济增长状况进行比较分析,提取了各地区在产业结构和竞争力方面的优势、劣势信息,分析了现有产业结构对各地区经济增长的影响,进一步从产业结构视角提出推动福建省区域经济增长的建议。     

新时期中国区域发展状态的比较研究

９０年代以来,特别是“八五”计划期间,我国经济超高速增长。尽管各地区的社会经济取得了巨大进步,但各地的人口、资源与环境问题却逐渐显露。从区域的可持续发展的观战出发,建立了全国的区域发展指标体系,对全国３１个省市区的经济发展、社会进步、资源与环境保障及区域发展能力进行了综合评价。阐述了我国新时期经济高速增长条件下各省市区的区域发展状态。     

人的地域属性对区域政策的解释及影响

从地区发展及区域政策，分析了目前中国区域政策中政策绩效差和市场失灵两难境地的主导因素，通过对人及其背后地域属性的二元相互关系分析，认为人作为活跃的经济要素，与地域的对应性应该弱化，提出今后区域政策的政策目标应该是引导人群间分配的相对公平，使各地区在生态、景观、文化上保持丰富性和多样性，而不是徒劳地将地区作为政策对象或片面强调缩小地区差距。

关于重点开发区域主体功能定位的思考——以河南省为例

论述了主体功能区划在国土空间布局上落实科学发展观的重大战略意义,认为国家重点开发区域向中部地区转移是一次全局性的战略抉择.着重阐明了重点开发区域的主体功能定位,即:通过推进城镇化、工业化,实现人口与经济的协调聚集,培育促进全国经济长期持续又好又快发展的新的增长区域,提出了推进形成重点开发区域的财政、投资、产业、土地及人口管理政策,为政府决策提供参考依据.     

中国区域经济波动与经济增长关系

区域经济波动与经济增长的关系研究对中国经济的持续稳定增长具有重要的理论与现实意义.基于1978-2007年中国省级区域横截面和面板2种数据格式,运用相应的计量模型对我国区域经济波动与经济增长的关系进行了实证研究,发现:①我国区域经济波动对经济增长的负作用在时间-空间2个维度上均显著,但随改革开放的推进,经济波动对经济增长的负作用呈逐渐减小趋势;②金融深化和市场化程度的加深有利于减小经济波动对增长的负作用,各地区金融深化和市场化程度的差异造成了波动-增长关系的地区异质性,这种异质性主要表现在不同地区经济波动对经济增长负面影响的强度上;③控制经济波动的内生性后,经济波动对经济增长的负作用有被放大的倾向,考虑经济波动内生性时,中国经济波动程度提高1%,会导致经济增长率降低0.125%.     

基于引力模型的江苏区域经济联系强度与方向

区域经济联系一直是经济地理学和区域研究的重要内容.以江苏为研究对象,借助描述区域问相互作用强度的引力模型结合GlS技术的网络分析功能获得65个县市间的时间距离矩阵的基础上.测算了江苏省各地区相互联系的强度,对苏南、苏中和苏北三大地区内以及三大地区间的经济联系强度的地域分异特征进行分析,并尝试采用地区间经济联系强度来确定各地区的主要经济联系方向.研究表明:各地区对外经济联系总量差距较大并具有明显的等级特征;区域经济联系强度的区域分异较为突出,苏南和苏中的区内和区间经济联系较强,区域经济联系符合距离衰减规律;各地区内和地区间沿主要交通干道形成主要的经济联系方向.通过区域间经济联系强度的测算与比较,识别了全省主要的经济联系方向不仅有利于明确各地区经济发展的空间导向,而且有利于协调地区内和地区间的经济联系与合作.     

国外区域经济政策对我国西部大开发的启示

区域发展不平稳是范围内普遍存在的现象,但地区差距过大会影响到一个国家的整体发展和社会的稳定,因此,许多国家十分重视解决地区差距问题,制定相应的区域经济政策,加强对欠发达地区的开发,保进国家经济的协调发展,分析和总结国外区域经济政策的成功经验,对我国西部开发具有一定的启迪和借鉴作用。     

周边地区地缘政治经济发展态势对我国区域格局的影响

经济一体化是经济全球化基础上的经济发展潮流,是最终实现经济全球化的区域性实践。但由于不同地区面临的地缘经济和地缘政治形势不同,因此,参与国际和国内区域一体化的程度及需要解决的问题也．不尽一致。本文结合我国社会经济发展的长期战略规划,试图对各地区周边的地缘政治和地缘经济环境及其对我国区域经济格局的影响做出科学的判断,并从中发现需要着重解决和突破的关键问题及重点领域,以便为我国各地区利用有利条件,对可能出现的地缘态势作出未雨绸缪的安排,促进区域经济的发展,提供可参考的依据。

Deserts and Aeolian Desertification in China: Book review and some thoughts

Desertification is a global phenomenon that affects about two billion people. It occurs in arid zones where the annual precipitation is below 400 mm, partic- ularly in the marginal areas of the world＇s largest deserts. It is a result of water and wind erosion, over- grazing, global warm-ing, improper soil cultivation, and increased pressure ot population growth, and it causes degradation of soil and natural and agricultural vegetation. The direct result is less food for people and livestock, which influences pop- ulation and animal husbandry fluctuations. Despite ef- forts to combat and reduce desertification, the affected areas are annually increasing.
