The regime shift of the 1920s and 1930s in the North Atlantic   总被引:6,自引:3,他引:6  
During the 1920s and 1930s, there was a dramatic warming of the northern North Atlantic Ocean. Warmer-than-normal sea temperatures, reduced sea ice conditions and enhanced Atlantic inflow in northern regions continued through to the 1950s and 1960s, with the timing of the decline to colder temperatures varying with location. Ecosystem changes associated with the warm period included a general northward movement of fish. Boreal species of fish such as cod, haddock and herring expanded farther north while colder-water species such as capelin and polar cod retreated northward. The maximum recorded movement involved cod, which spread approximately 1200 km northward along West Greenland. Migration patterns of “warmer water” species also changed with earlier arrivals and later departures. New spawning sites were observed farther north for several species or stocks while for others the relative contribution from northern spawning sites increased. Some southern species of fish that were unknown in northern areas prior to the warming event became occasional, and in some cases, frequent visitors. Higher recruitment and growth led to increased biomass of important commercial species such as cod and herring in many regions of the northern North Atlantic. Benthos associated with Atlantic waters spread northward off Western Svalbard and eastward into the eastern Barents Sea. Based on increased phytoplankton and zooplankton production in several areas, it is argued that bottom-up processes were the primary cause of these changes. The warming in the 1920s and 1930s is considered to constitute the most significant regime shift experienced in the North Atlantic in the 20th century.  相似文献

Community-based fisheries management is being widely promoted as an alternative to centralized systems based on the familiar bioeconomic models that have manifestly failed to prevent a near catastrophic overexploitation of fish stocks worldwide. The Pacific Island Region probably contains the world’s greatest concentration of still-functioning traditional community-based systems for managing coastal-marine fisheries and other resources.It has been frequently asserted that many such traditional systems provide both a firm foundation for future coastal fisheries management in the Pacific Islands Region, as well as a conceptual framework for managing fisheries elsewhere. Although now seemingly self-evident to fisheries development “experts”, such assertions remain largely unverified.Whereas it is a relatively straightforward task to distil basic “design principles” from a sample of systems, it is far more complex to analyze the multi-sectoral national environment in which they function, especially when their history is taken into account. In other words, it is far less widely appreciated that many contemporary community-based fisheries management systems are the end products of a long process of change and adaptation to external pressures and constraints.In this article I address some of the broader contextual issues that should be appreciated in policymaking with respect to a potential modern role for traditional management systems in general, and in the analysis of a future role for any given system. First, the principal external factors that have caused change in systems are described and exemplified. The recognition of the potential role of existing community-based fisheries systems, and attempts to act on it, is summarized for some Pacific Island nations, with a focus on the complex problem of reconciling customary and statutory legal systems. In the final section I examine three principal national policy alternatives regarding the potential role of existing local fisheries management systems, together with three main criteria for determining whether or not a system can be adapted to fulfill modern requirements.  相似文献

This paper discusses the process and outcomes of a major buyback of commercial fishing concessions across all Australian Commonwealth-managed fisheries through 2006. It argues that the intent of the buyback program was ambiguous, the process was flawed, and the outcomes of doubtful benefit to fish or to fishermen. This case study directs attention to deeper issues that prevail in forms of managing people under the guise of a non-explicit ideology of “extol and control”.  相似文献

An important component of science-based fisheries policy is the provision of habitat adequate for population renewal. In Canada, the Fisheries Act pays little attention to managing fish habitat, and was further weakened by changes enacted in 2012. Specifically, determining the role of fish habitat in contributing to fisheries and fish stock recovery is challenging when many stocks have severely declined and no longer occupy former habitats. This study compared the abundance of juvenile fish in coastal vegetated habitats before and after collapse or decline of groundfish stocks in Atlantic Canada. This comparison was done by compiling past studies that surveyed juvenile Atlantic cod (Gadus morhua) and pollock (Pollachius virens) in vegetated habitats across three provinces. Two studies were repeated, and one that already had post-collapse data was analyzed to quantify long-term changes in juvenile abundance. In all three cases substantial reduction in juvenile abundance coincided with declines in adult stocks. However, juvenile fish still occur in coastal habitats and could aid in adult stock recovery. The current version of the Canadian Fisheries Act requires presence of an ongoing fishery to trigger habitat protection. This is problematic as low fish abundance may lead to lowered habitat protection and potentially habitat degradation, with less or lesser-quality habitat for fish in the future. Thus, recommendations are made to repeal the 2012 Fisheries Act changes and enhance current fish habitat legislation. Using a precautionary approach for coastal fish habitat management, particularly in valuing its potential for fish stock recovery, would strengthen Canadian fisheries management.  相似文献

River fisheries in Bangladesh is characterized as “open-access” and the history of administrative and legislative measures bear “contradiction and dilemmas” in resource extraction. The 1950 Fisheries act, the proclamation of 1973 that restricted lease to the registered fisher cooperatives and the experimental New Fisheries Management Policy (NFMP) of 1986 could not contribute to devolve into any participatory institution to introduce sustainable fisheries management. Because of the persistent dilemma in government policy, continued increase in fishing pressure and other anthropogenic reasons, the River resources degraded substantially. Over the past ten years, the Department of Fisheries (DOF) in collaboration with NGOs implemented community based fisheries management (CBFM) approaches with the technical assistance from the WorldFish Center. The principal goal of the approaches was to provide access rights to the fishers through organizing poor fishers and the community to introduce sustainable fisheries management in beels, floodplains and River sections. The CBFM experiences suggest that management and institution building process in river management is complex, and require participation of all concerned stakeholders including local government institutions and administration. CBFM-2 river fisheries management developed a broad-based institutional framework that include community and local government along with the direct beneficiaries and resource users. A positive feature of such institutions is its ability to facilitate flow of information among agents, which is a key to maintain solidarity within and across groups. This paper draws lessons from the CBFM experiences in Bangladesh to manage river fisheries resources in Bangladesh.  相似文献

The western equatorial Atlantic is characterized by the formation and shedding of 3–4 large anticyclonic rings per year. These rings originate from the North Brazil Current which, in response to the vanishing wind stress curl (over the ocean interior), retroflects and turns eastward at around 4°N. After their formation and shedding the rings propagate toward the northwest along the South American coast carrying an annual average of about 4Sv. As such, the rings constitute an important part of the meridional heat flux in the Atlantic.The same cannot be said, however, of the western equatorial Pacific. Here, the situation is entirely different even though the South Equatorial Current retroflects at roughly the same latitude as its Atlantic counterpart, the North Brazil Current. Although the South Equatorial Current retroflection is flanked by two quasi-permanent eddies (the so-called Halmahera and the Mindanao eddies), these eddies are an integral part of the current itself and are not shed. Consequently, they are not associated with any meridional heat flux. An important question is, then, why the two oceans behave in such a fundamentally different way even though the source of the rings, the retroflected currents, are very similar in the two oceans.To answer this question, the two oceans are compared using recently developed analytical and numerical models for the western equatorial oceans. It is first pointed out that, according to recent developments in the modelling of the western equatorial Atlantic, the North Brazil Current retroflection rings are formed, shed and drift to the west because, in the Atlantic, this is the only way by which the momentum flux of the approaching and retroflecting current can be balanced. In this scenario, the northwestward flow force exerted by the approaching and retroflecting North Brazil Current (analogous to the force created by a rocket) is balanced by the southwestward force exerted by the rings as they are formed (analogous in some sense to the kickback associated with a firing gun).On the other hand, in the western equatorial Pacific, the formation and shedding of rings is unnecessary because the southward flowing Mindanao Current provides an alternative mechanism for balancing the northward momentum flux of the South Equatorial Current. This implies that it is the absence of a counter current (such as the Mindanao) in the western Atlantic that causes the formation and shedding of North Brazil Current rings. A remaining difficulty with the above scenario is that most colliding and retroflecting currents (i.e. the Mindanao and South Equatorial currents) are not “balanced” in the sense that they cannot be stationary but rather must drift along the coast. It is shown that, in the case of the western Pacific, the long-shore migration is arrested by the Indonesian Throughflow which allows the “unbalanced” fraction of the approaching currents to leak out into the Indian Ocean. This resolves the above difficulty and allows the retroflection to be approximately steady.  相似文献

Japanese fisheries production in the Japan/East Sea between 1958 and 2003 increased to their peak (1.76 million tons) in the late 1980s and decreased abruptly with the collapse of Japanese sardine. Catch results for 58 fisheries and various environmental time-series data sets and community indices, including mean trophic level (MTL) and Simpson’s diversity index (DI), were used to investigate the impacts of fishing and climate changes on the structure of the fish community in the Tsushima warm current (TWC) region of the Japan/East Sea. The long-term trend in fisheries production was largely dependent on the Japanese sardine that, as a single species, contributed up to 60% of the total production in the Japanese waters of the Japan/East Sea during the late 1980s. Excluding Japanese sardine, production of the small pelagic species was higher during 1960s and 1990s but lower during 1970s and 1980s. This variation pattern generally corresponds with the trend in water temperature, warmer before early 1960s and after 1990s but colder during 1970s and 1980s. The warm-water, large predatory fishes and cold water demersal species show opposite responses to the water temperature in the TWC region, indicating the significant impact of oceanic conditions on fisheries production of the Japan/East Sea. Declines in demersal fishes and invertebrates during 1970s and 1980s suggested some impact of fishing. MTL and DI show a similar variation pattern: higher during 1960s and 1990s but lower during 1970s and 1980s. In particular, the sharp decline during the 1980s resulted from the abundant sardine catches, suggesting that dominant species have a large effect on the structure of the fish community in the Japan/East Sea. Principal component analysis for 58 time-series data sets of fisheries catches suggested that the fish community varied on inter-annual to inter-decadal scales; the abrupt changes that occurred in the mid-1970s and late 1980s seemed to correspond closely with the climatic regime shifts in the North Pacific. These results strongly suggest that the structure of the fish community in the Japan/East Sea was largely affected by climatic and oceanic regime shifts rather than by fishing. There is no evidence showing “fishing down food webs” in the Japan/East Sea. However, in addition to the impacts of abrupt shifts that occurred in the late 1980s, the large predatory and demersal fishes seem to be facing stronger fishing pressure with the collapse of the Japanese sardine.  相似文献

The present study investigates ecological patterns and relationships to environmental variables among a time-series of larval fish species abundance from late spring surveys (1981–2003) in the northwest Gulf of Alaska (GOA). Links between interannual variation in species abundance and the physical environment were explored using generalized additive modeling (GAM). Trends in larval abundance and connections with physical variables displayed patterns that indicate unique and complex responses among species to environmental forcing during the larval period. In particular, the observed patterns suggest that ontogenetic-specific responses, representing sub-intervals of early life, are important. In addition, a notable degree of synchrony in larval abundance trends, and similarity in links with physical variables, were observed among species with common early life history patterns. The deepwater spawners, northern lampfish, arrowtooth flounder, and Pacific halibut, were most abundant in the study area during the 1990s, in association with enhanced wind-driven onshore and alongshore transport. Years of high abundance for Pacific cod, walleye pollock, and northern rock sole were associated with cooler winters and enhanced alongshore winds during spring. High larval abundance for spring–summer spawning rockfish species and southern rock sole seemed to be favored by warmer spring temperatures later in the time-series. This apparent exposure–response coupling seems to be connected to both local-scale and basin-scale environmental signals, to varying degrees depending on specific early life history characteristics. Understanding such ecological connections contributes to the evaluation of vulnerability and resilience among GOA species’ early life history patterns to fluctuating climate and oceanographic conditions. This investigation also provides crucial information for the identification of “environmental indicators” that may have a broad-spectrum effect on multiple species early life history stages, as well as those that may be more species-specific in exerting control on early life history survival. Of particular interest was the emergence of the EP–NP (East Pacific–North Pacific) teleconnection index as the top-ranked variable in the GAM models exploring the connections between late spring larval abundance and the physical environment. The EP–NP index represents an important and often primary mode of spring–summer atmospheric variability in the northeast Pacific, with a strong expression in the GOA, and its connection with species in this study implies that it may be a climate mode of significant ecological importance.  相似文献

Global scale patterns of species diversity for modern deep-sea benthic foraminifera, an important component of the bathyal and abyssal meiofauna, are examined using comparable data from five studies in the Atlantic, ranging over 138° of latitude from the Norwegian Sea to the Weddell Sea. We show that a pattern of decreasing diversity with increasing latitude characterises both the North and South Atlantic. This pattern is confirmed for the northern hemisphere by independent data from the west-central North Atlantic and the Arctic basin. Species diversity in the North Atlantic northwards from the equator is variable until a sharp fall in the Norwegian Sea (ca. 65°N). In the South Atlantic species diversity drops from a maximum in latitudes less than 30°S and then decreases slightly from 40 to 70°S. For any given latitude, North Atlantic diversity is generally lower than in the South Atlantic. Both ecological and historical factors related to food supply are invoked to explain the formation and maintenance of the latitudinal gradient of deep-sea benthic foraminiferal species diversity. The gradient formed some 36 million years ago when global climatic cooling led to seasonally fluctuating food supply in higher latitudes.  相似文献

Oregon's Developmental Fisheries Program is designed to encourage the commercial exploration and development of State managed underutilized fishery resources. A key program strategy is allocating relatively secure harvest rights to pioneering entrepreneurs when a fishery successfully transitions from “developing” to “developed” status. Since the program's inception in 1993, two fisheries, sardine and bay clam, have moved from undeveloped to developed status. Case studies of these fisheries show that many challenges impact the success of the Developmental Fisheries Program including difficulties in designing and allocating asset rights, establishing operational program guidelines, selecting measurable targets that meet legislative standards for a developed fishery, and financing developmental fisheries management practices. Developmental fisheries strategies used in other regions and countries are summarized. Recommendations are made for improving Oregon's Developmental Fishery Program including establishing clear objectives and timelines for the Program and identifying appropriate renewal requirements for permits and other developmental incentives on a fishery-by-fishery basis.  相似文献

The speculation that climate change may impact on sustainable fish production suggests a need to understand how these effects influence fish catch on a broad scale. With a gross annual value of A$ 2.2 billion, the fishing industry is a significant primary industry in Australia. Many commercially important fish species use estuarine habitats such as mangroves, tidal flats and seagrass beds as nurseries or breeding grounds and have lifecycles correlated to rainfall and temperature patterns. Correlation of catches of mullet (e.g. Mugil cephalus) and barramundi (Lates calcarifer) with rainfall suggests that fisheries may be sensitive to effects of climate change. This work reviews key commercial fish and crustacean species and their link to estuaries and climate parameters. A conceptual model demonstrates ecological and biophysical links of estuarine habitats that influences capture fisheries production. The difficulty involved in explaining the effect of climate change on fisheries arising from the lack of ecological knowledge may be overcome by relating climate parameters with long-term fish catch data. Catch per unit effort (CPUE), rainfall, the Southern Oscillation Index (SOI) and catch time series for specific combinations of climate seasons and regions have been explored and surplus production models applied to Queensland's commercial fish catch data with the program CLIMPROD. Results indicate that up to 30% of Queensland's total fish catch and up to 80% of the barramundi catch variation for specific regions can be explained by rainfall often with a lagged response to rainfall events. Our approach allows an evaluation of the economic consequences of climate parameters on estuarine fisheries, thus highlighting the need to develop forecast models and manage estuaries for future climate change impact by adjusting the quota for climate change sensitive species. With the construction of wind farms all across the North Sea, numerous artificial reefs are created. These windmill artificial reefs (WARs) harbour high abundances of fish species which can be attracted from elsewhere or can be the result of extra production induced by these wind farms. To resolve the attraction–production debate in suddenly altered ecosystems (cf. wind farms), the possible consequences of attraction should be assessed; thereby bearing in mind that ecological traps may arise. In this paper we investigated whether the wind farms in the Belgian part of the North Sea act as ecological traps for pouting and Atlantic cod. Length-at-age, condition and diet composition of fish present at the windmill artificial reefs was compared to local and regional sandy areas.Fish data from the period 2009–2012 were evaluated. Mainly I- and II-group Atlantic cod were present around the WARs; while the 0- and I-group dominated for pouting. For Atlantic cod, no differences in length were observed between sites, indicating that fitness was comparable at the WARs and in sandy areas. No significant differences in condition index were observed for pouting. At the WARs, they were slightly larger and stomach fullness was enhanced compared to the surrounding sandy areas. Also diet differed considerably among the sites. The outcome of the proxies indicate that fitness of pouting was slightly enhanced compared to the surrounding sandy areas. No evidence was obtained supporting the hypothesis that the WARs act as an ecological trap for Atlantic cod and pouting.  相似文献

Fish communities over continental shelves are of three types: pelagic, rocky reef and soft substrata. The pelagic community of the South African west coast is dominated by clupeiform fish, which are the principal prey of snoek, the dominant piscivorous teleost in the area, and other fish, including tuna and pelagic sharks. Keystone prey species are broadly similar on the South African south and west coasts, but predator composition differs. Studies of rocky reef fish suggest that the fauna of the South Coast is more diverse than that of the West, the West Coast having fewer species and only two reef fish species being taken in linefisheries. Feeding interactions of some of the dominant species have been established, but the status of commercially less important fish such as elasmobranchs and small species is poorly known. The community and feeding interactions of fish living over soft substrata are better known and part of this fauna is taken by demersal trawlers. The two species of Cape hake dominate the communities on both coasts, but the fauna is more diverse on the Cape south coast. Generally, much of the present ichthyological knowledge is derived from the ecologically narrow perspective of commercial fisheries. Nevertheless, the patterns of diversity appear to conform to previous work, which has indicated a lower species diversity in the Atlantic than in the Indian Ocean. Knowledge of commercially unimportant fish is fragmentary, and understanding of the ecological interactions on the South Coast generally lags that of the West.  相似文献

Despite the fact that the North Atlantic remains one of the most productive of oceanic regions, its importance has declined both relatively and absolutely. A key factor has been the steady erosion of stocks of some of the major food fish species, including the ubiquitous cod. The paper traces the main trends in catches since 1973 and outlines the development of fisheries management in the region from the formation of ICES in 1902, through the creation of coastal state management in the 1970s to the UN Agreement on high-seas fishing in 1995. Finally, the key issues for fisheries management are identified, and the invited papers are contextualised.  相似文献

According to the current paradigm of modern climatology and oceanography, the global ocean thermohaline circulation works as the so-called “global ocean salinity conveyor belt” – a system of currents connecting different ocean basins and most notably – the northern North Atlantic and northern North Pacific Oceans – the most distant regions of the world ocean. It is shown here that a slight disparity in freshwater redistribution between the Atlantic and Pacific oceans can be sufficient for building up and maintaining a global conveyor-type ocean thermohaline circulation. On the other hand, relatively small changes in this disparity leading to change in sea surface salinity contrasts between and in the north-south within the northern parts of these two oceans can easily change the conveyor.  相似文献

Consideration of subsistence fishing activities seems particularly relevant to coastal fisheries policy, yet formal recognition of subsistence fishing is often absent from associated policy frameworks. A critical problem is the very meaning of the term “subsistence.” A review of the literature on subsistence, dominated until recently by North American research, reveals a schism between interpretations emphasizing material aspects of subsistence and interpretations highlighting cultural aspects. The North American literature on the subject is heavily influenced by a focus on Arctic indigenous populations emphasizing cultural survival. Ultimately, subsistence can be a matter of survival in the belly, the soul, or both. International case studies suggest that different interpretations of subsistence are appropriate in different circumstances, and that appropriate policy can be fashioned only after the local context of subsistence is understood.  相似文献

At interannual to multidecadal time scales, much of the oceanographic and climatic variability in the North Atlantic Ocean can be associated with the North Atlantic Oscillation (NAO). While evidence suggests that there is a relationship between the NAO and zooplankton dynamics in the North Atlantic Ocean, the phytoplankton response to NAO-induced changes in the environment is less clear. Time series of monthly mean phytoplankton colour values, as compiled by the Continuous Plankton Recorder (CPR) survey, are analysed to infer relationships between the NAO and phytoplankton dynamics throughout the North Atlantic Ocean. While a few areas display highly significant (p < 0.05) trends in the CPR colour time series during the period 1948–2000, nominally significant (p < 0.20) positive trends are widespread across the basin, particularly on the continental shelves and in a transition zone stretching across the Central North Atlantic. When long-term trends are removed from both the NAO index and CPR colour time series, the correlation between them ceases to be significant. Several hypotheses are proposed to explain the observed variability in the CPR colour and its relationship with climate in the North Atlantic.  相似文献

The spatial distribution of the common Atlantic Coast mole crab, Emerita talpoida, is strongly influenced by inshore processes and the grain size and morphology of sand beaches. E. talpoida increase in density across the foreshore toward the lower part of the beach (step), with high concentrations occurring within areas of reduced wave energy. Engineering structures extending across the foreshore, such as the Coastal Engineering Research Facility (research pier) at Duck, North Carolina, significantly alter wave action and thus modify the distribution of beach sediment and beach morphology. This, in turn, results in modifications of E. talpoida distributions. The pier's impact on the natural processes and patterns of both physical and ecological elements of the beach introduces an “uncertainty principle” that must be taken into consideration when designing experiments at research facilities.  相似文献

Differences in the biological and ecological strategies of two tropical flatfishes, Etropus crossotus (fringed flounder) and Citharichthys spilopterus (bay whiff) are discussed. The comparative analysis was based on the seasonal distribution of relative abundance of the two species and flatfish movements utilizing estuarine plume influenced areas as part of their life cycles. Growth parameters of the von Bertalanffy equation and recruitment were estimated (FISAT software) to compare life cycle patterns. The recruitment patterns illustrate the key difference between “estuarine-dependent” and “estuarine-related” nekton strategies. Both species have a short life cycle with a continuous recruitment activity. E. crossotus is an estuarine-related species, with two recruitment pulses (winter frontal season), in the estuarine plume on the shelf. C. spilopterus is an estuarine-dependent species, with a main recruitment pulse during the rainy season in the estuarine plume, and a residual secondary pulse inside the adjacent estuarine system (Terminos Lagoon). The results show that the ecological success of these tropical coastal marine flatfish, with similar biological patterns, is based upon the sequential use (in time and space) of estuarine plume influenced habitats, suggesting that fish migration to shallow waters is related to food availability changes as a strategy towards optimum recruitment.  相似文献

What influence do exchange methods have on ex-vessel prices and what are the potential implications for the regional management of the fisheries? This paper undertakes an empirical analysis of exchange methods and ex-vessel prices for specific demersal fish controlled for fish size and quantity in four North Atlantic regions, including Iceland, North-Norway and Scotland. The methodology consists of a comparative analysis of total average price (TAP) and Anova analysis of monthly average prices of cod and plaice landed fresh during the period 1990–1999. Scotland's auctions have the highest TAPs for the species analysed whilst the lowest TAPs are returned from contract sales in Iceland and North-Norway. Icelandic auctions and Møre–Romsdal auctions adopt intermediate positions in this price hierarchy. Price differences are still present even when correcting for factors such as legal barriers, transport costs from different geographical locations, exchange fees and seasonal variations in supplies. The implications of these findings for current and prospective systems of regional resource and coastal management are then considered and the scope and need for further study is established.  相似文献
