Abstract

The planning and establishment of a geographical information system (GIS) relates to its context and intended use. GIS are a specialized type of information system, typically dealing with spatial data. This paper explores the environment of an envisaged GIS; the information utilization system and the wider object system. The planning and design of a GIS go beyond technical issues; they also have to take behavioural and organizational aspects of the utilization of information into account and contribute to a process of organizational development The paper is in two parts. The first (§ 2) explores salient aspects in the planning and design process, the second ( § 3) suggests some guidance in this task. The suggested approach of strategic choice in planning and establishing a GIS is designed to cope with the prevailing uncertainties in this planning process. It distinguishes between those decisions which have to be taken at once and choices which may be left open for the future.  相似文献

Abstract

Research on time and data models for Geographical Information Systems (GIS) has focused mainly in the representation of temporal geographical entities and implementation of temporal databases. Many temporal GIS database structures have been proposed but most of them just provide principles, not the recipe for the design. Owing to the manipulation of the large quantity of geographical information and the slow response time, few implementations exist. This paper presents a relational method of storing and retrieving spatial and temporal topologies. Two-level state topologies are proposed: a state topology for a set of geographical entities and a state topology for a single geographical entity.

From a temporal perspective, these two-level state topologies may also be viewed as two-level time topologies: a time topology for all geographical entities in a GIS database and a time topology for a single geographical entity. Based on these state and time topologies, a detailed storage approach for historical geographical information is provided.  相似文献

Abstract

Recent changes in information technology offer the opportunity to explore alternative architectures for geographical information systems (GIS) which might better support advanced applications. This paper describes the architecture and implementation of the environmental decision support system (EDSS), a prototype GIS tool kit. The architecture is based on a simple yet powerful systems model using only data collections, views and operations as the basic entity types. The design of the user interface, data management and data analysis within the model are outlined, with particular emphasis on the advanced facilities for which implementation is simplified by the architecture. A prototype applications system, BANKSIA, is also described.  相似文献

Abstract

This paper aims to develop a new pedagogic framework for teaching GIS at the college and university level using Berry's geographic matrix. By synthesizing different schools of thought, this paper argues that GIS education essentially involves two aspects—how to teach about GIS and how to teach with GIS. Berry's geographic matrix can be used to tie these dual aspects of GIS education together neatly. As an abstract representation of geographical phenomena, the geographic matrix embeds all three entities of GIS—location, attribute, time—and thus can help GIS instructors teach about GIS. As a synthesis of geographical approaches, the geographic matrix can assist GIS instructors teach with GIS. This paper demonstrates that GIS is actually an implementation of Berry's geographic matrix. Furthermore, the 10 approaches to geographical analysis, originally proposed by Berry for the geographic matrix, can be executed routinely in a GIS environment. By incorporating Berry's geographic matrix into GIS education, teachers can enable students to surpass technical issues and to appreciate the conceptual and functional linkages between GIS and geography's intellectual core.  相似文献

Abstract

A great deal of recent work in computer science applies itself to temporal database design. Designers of geographical information systems (GIS) can build on this work to create a temporal GIS capability to trace geographical change and understand geographical processes. This paper reviews temporal research in information processing, contrasts various proposed temporal database designs and summarizes the problems of adapting it to GIS requirements.  相似文献

Abstract

This paper describes a framework for the role of geographical information systems (GIS) in the monitoring and management of hazardous waste sites. Compilation of required information, incorporation of existing strategies for waste monitoring, analysis of these data in a GIS environment and the integration of computerized models for transport processes are discussed. Examples for the analysis of spatial data using techniques of cartographic overlay and the implementation of geo-statistical methods on monitoring data are provided from work in progress by the authors. These examples are set in the context of developing a fully integrated monitoring and management system utilizing GIS technology.  相似文献

A generic geographical information and modelling system (GIMS) has been developed and implemented for 6 million hectares of fire-prone rural land in eastern Australia. Viewed initially as a land management decision support system rather than as a geographical information system (GIS) per se, GIMS provides extensive capabilities for estimating and recording patterns of vegetation and fuel dynamics, analysing the behaviour of fire and its environmental effects, and reviewing strategies for fire control and related issues. The software operates on personal computers via linkage to an indexed, direct access, grid data base. The design, development, implementation, evolution and use of GIMS for land management decision support are described, and tests of the system's ability to predict real-time fire behaviour are provided. The relationship between commercial GIS packages and locally-developed dynamic modelling GIS programs is discussed.  相似文献

Abstract

Growth in the available quantities of digital geographical data has led to major problems in maintaining and integrating data from multiple sources, required by users at differing levels of generalization. Existing GIS and associated database management systems provide few facilities specifically intended for handling spatial data at multiple scales and require time consuming manual intervention to control update and retain consistency between representations. In this paper the GEODYSSEY conceptual design for a multi-scale, multiple representation spatial database is presented and the results of experimental implementation of several aspects of the design are described. Object-oriented, deductive and procedural programming techniques have been applied in several contexts: automated update software, using probabilistic reasoning; deductive query processing using explicit stored semantic and spatial relations combined with geometric data; multiresolution spatial data access methods combining poini, line, area and surface geometry; and triangulation-based generalization software that detects and resolves topological inconsistency.  相似文献

Abstract

Implementation of geographical information systems (GIS) involves a substantial commitment of resources by the sponsoring agency. Economic evaluation of the proposed GIS is an important step in the implementation process. This article discusses the traditional benefit cost analysis and suggests alternative approaches which may prove useful in situations where the benefit cost model may not be appropriate. Abstract

GIS is a technology which is ideally suited to analysis of the market values of properties, since such values are based upon spatial comparisons as well as individual property attributes. Great Britain now has a new mechanism of local taxation, the council tax, which is based upon the capital values of properties. Central to the implementation of this tax has been the potentially controversial assignment of properties to valuation ‘bands’. This paper posits that a geographical model embedded within a GIS provides an alternative means of devising credible capital values, and anticipates some of the prospects for the use of GIS in local revenue-raising.  相似文献

Abstract

Characterizing gully cross sections (GCs) is essential for calculating the volume and erosion rate of the gully. However, little research has focused on modeling the morphology of GCs. This study investigated 456 GCs with a laser distance meter located at the mouth, middle, and head of 152 gullies in the Yuanmou Dry-hot Valley of China; mapped them with AutoCAD software; fitted them with 2nd–6th degree polynomial functions, and discussed the correlation between the coefficients and the morphology of GCs. The results showed that: (1) using a 2nd-degree polynomial function (y = ax2 + bx + c) to describe the morphology of GCs produced a better result than other polynomial functions; (2) the coefficient a of 2nd-degree polynomial function was correlated with depth (r = ?0.226, p < 0.01), gradient (r = 0.545, p < 0.01), and activities; and (3) the symmetry axis (?b/2a) of 2nd-degree polynomial function increased with gully change from left-deflection to right-skewed, and the absolute value showed the asymmetrical degree (r = 0.216, p < 0.01). This study will not only help to understand the morphology and evolution of gullies, but will also provide a scientific basis for prevention of gully erosion.  相似文献

Abstract

A geographical information system (GIS) based study was carried out in a densely-populated watershed in Nepal. An evaluation of land use change between 1972 and 1990 indicated that there has been an increase in forest and agricultural land area and a decrease in shrubland and grassland area. GIS techniques were used to produce single and composite fertility index maps, which can be used for problem identification and planning. These maps indicate that forest soil fertility is generally poor in the watershed. GIS was found to be very beneficial in addressing critical resource issues in small watersheds in developing countries.  相似文献

The space-time Of time geographical framework is a powerful perspective from which to analyse human behaviour. One of the central concepts in this framework is the space-time prism, which models individual accessibility to an environment. In this paper, the derivation and manipulation of space-time prism concepts within a geographical information system (GIS) are discussed. The required system inputs and desired outputs are identified and a generic GIS based procedure is presented Given these basic requirements, issues are discussed which can determine the feasibility of current GIS technology to handle the derivation of space-time prism concepts.  相似文献

Abstract

In the face of limited and declining budgets, the estimation of costs involved in implementing a geographical information system (GIS) deserves attention. One of the major procedures inherent in the use of GIS is the task of digitizing existing maps. This step is not only the first but may also occur at various stages of the implementation. There is, however, a lack of information on the cost of digitizing. This paper identifies the costs of an intensive effort at manual digitizing over a period of eleven months using the ARC/INFO GIS on a Prime 9650 mini-computer. General costs for digitizing one layer of information from a U.S. Geological Survey 1:24 000 quadrangle are derived. Although the results are based on factors which are unique to this study, the author believes that the findings provide useful bases for estimating costs of digitizing.  相似文献

EDSS is a comprehensive software system for water quality management in tidal river networks in general and for the Pearl River Delta in particular. Its purpose is to provide a practical tool that could assist government agencies in decision making for the efficient management of water resources in terms of both quantity and quality. By combining the capabilities of geographical information system (GIS), database management system (DBMS), model base management system (MBMS) and expert system, the aim is to improve the quality of decision making in what is becoming an increasingly complex area. This paper first outlines the basic concepts and philosophy adopted in developing EDSS, the system architecture, design features, implementation techniques and facilities provided. Thereafter, the core part of the system — the hydrodynamic and water quality models are described briefly. The final contribution in this paper describes the application of EDSS to the Pearl River Delta, which has the most complicated tidal river network patterns as well as the fastest economic development in the world. Examples are given of the real-world problems that can be addressed using the system, including cross-boundary water pollution analysis, regional drinking water take-up site selection, screening of important polluters, environmental impact assessment, and water quality zoning and planning. It is illustrated that EDSS can provide efficient and scientific analytical tools for planning and decision-making purposes in the information era.  相似文献

Abstract

A geographical information system (GIS) is used as an important tool in increasing the efficiency of planning and decision making, leading to a more equitable distribution of wealth and welfare. However, scarce financial and technical resources in developing countries require that a flexible approach must be adopted when developing a GIS. In Saudi Arabia, where the planning and funding decisions relating to municipal services are taken centrally by the Ministry of Municipal and Rural Affairs (MOMRA) and implemented through its regional and local branches and municipalities, the setting up of a GIS is considered essential. An incremental method was chosen for establishing a GIS in the municipal sector by means of several phases. This paper discusses the main steps and strategies for each phase, the level of achievement since the implementation of the Municipal Information System (MIS) in 1983, and current views of the system's future. It was concluded that an incremental implementation of a MIS seems to be a practical and effective solution. However, weaknesses and problems, such as the long period of implementation and a lack of co-ordination between different agencies and offices, must be resolved to ensure ultimate success of such an approach.  相似文献

Abstract

Incident solar radiation at the Earth's surface is the result of a complex interaction of energy between the atmosphere and the surface. Recently much progress has been made towards the creation of accurate, physically-based solar radiation formulations that can model this interaction over topographic and other surfaces (such as plant canopies) for a large range of spatial and temporal scales. In this paper we summarize our current work on solar radiation models and their implementation within both GIS and image processing systems. An overview of the effects of topography and plant canopies on solar radiation is presented along with a discussion of various options for obtaining the data necessary to drive specific solar radiation models. Examples are given from our own work using two models, ATM (Atmospheric and Topographic Model), a model based within an image processing framework, and SOLARFLUX, a GIS-based model. We consider issues of design, including GIS implementation and interface, computational problems, and error propagation.  相似文献
