The new emphasis upon crime prevention which has appeared in recent years has led to realignments in policing policy in both the United Kingdom and the United States. Although by no means leading to the abandonment of the more traditional forms of policing, schemes such as Neighbourhood Watch and the wider concept of community policing involve far greater levels of interaction between the police and the public. Area-based policies have appeared in numerous forms and have proved convenient ways for crime control resources to be organized. Early experiments in policing practice have not produced clear answers on the effectiveness of various strategies and there are wider issues of crime identification and control to be considered. A number of schemes of different kinds, ranging from target-hardening projects which increase physical security in particular areas, to attempts to involve communities in more effective social control are reviewed, and it is argued that the established methodologies of urban geography have much to offer in the monitoring and evaluation of crime prevention schemes of this kind.  相似文献

Summary This paper argues that the study of crime and the fear of crime in rural areas reveals much about the geography of crime, policing and rural society. Drawing upon a crime and safety survey conducted with residents of a rural parish in Worcestershire it establishes a link between fear of crime and 'cultural threats' to residents' dominant constructions of rurality. It concludes by considering the 1998 Crime and Disorder Act and its implications for rural policing and society.  相似文献

This article investigates the birth and evolution of a Business Improvement District (BID) in Talimhane, Istanbul, which is the first case of use of this instrument of neoliberal governance in the Turkish city. The distinctive nature of the Talimhane BID consists in the fact that it has been developed through a series of informal and piecemeal arrangements. The article first reviews the evolution, characteristics, and critical aspects of BIDs. It then focuses on the case study of this “informal BID” in Talimhane, analysing its origins, features, and outcomes. The informal nature of this BID is stressed as a key factor in understanding its features and outcomes, and it emerges as a fundamental component of urban neoliberalism in Turkey: it allows a centralized and authoritarian government to maintain complete control over public space and private actors and activities, while promoting a process of devolving powers in favour of the private sector.  相似文献

This paper examines the tactics, underpinning logics and forms of legitimacy through which urban security is produced and maintained in a volatile urban environment. I argue that urban security relies on subtle, mundane practices, in addition to the use of force. Drawing on original empirical research carried out in inner-city Johannesburg, the article makes a novel contribution by combining literature from policing and security studies with work on gentrification, ambient power and the privatization of public space. Overall, the article aims to emphasize the ways in which social and spatial realities shape security and policing practices, and broaden our understanding of the rationales, logics and meanings of urban security, particularly in volatile, conflictual urban spaces (mostly, but not exclusively) in the Global South.  相似文献

Entertainment districts have high crime rates. Offences peak on the weekend during the operating hours of on-premises drinking establishments. To determine if proactive policing from May 1st to August 31st reduced the spatial density (kernel) or annual frequency of liquor infractions and assaults in Vancouver British Columbia Granville St. Entertainment Area (GEA) we analyzed the spatial and temporal pattern of crime pre (2006) and post (2010, 2013) the policing intervention. Crime occurred most frequently between 1:00am and 3:00am. The frequency of weekend liquor infractions significantly (α < 0.05) decreased during the proactive policing period. The magnitude of the reduction was greater for liquor infractions than assaults. Liquor infractions decreased from 121 events in 2006, to 53 events in 2010, to 91 events in 2013. Assaults decreased from 36 events in 2006, to 34 events in 2010, to 28 events in 2013. Future patrolling should focus on north-east end of Granville St. during early morning hours (1:00am-3:00am), and consider additional patrols, to increase crime reductions. In light of the recent trend to liberalize alcohol access across British Columbia we demonstrated that targeted policing strategies can reduce alcohol-attributable crime. We also provide fine temporal and spatial scale information on the patterns of crime creating evidence-based information to support policing strategies.  相似文献

Most empirical work on changing disparities in income during recently increased European integration examines the European Union (EU)‐defined regions because of a dearth of readily available urban units of analysis and economic indicators. Moreover, a lack of systematic data on urban entrepreneurial efforts fuels debate over their effectiveness in enhancing urban prosperity. I combine a quantitative analysis of trends in income disparities for the Western European urban system for 1980‐1994, with comparative case studies using qualitative and quantitative information for three problem cities in Britain that were selected in order to investigate the types and effectiveness of their urban entrepreneurial efforts. On the one hand, the macro analysis provides no clear evidence of convergence in urban incomes. On the other hand, while the public‐private partnerships in the problem cities vary somewhat depending on local context, their entrepreneurial strategies are remarkably similar. Higher levels of economic development spending, however, do not translate necessarily into improved urban performance.  相似文献

Chicago’s gay village of Boystown has long been linked with whiteness, and in the past decade, tensions have flared between neighborhood residents and queer and transgender (trans) youth of color, often homeless, who come to Boystown for the many services provided by its lesbian, gay, bisexual, transgender, and queer (LGBTQ) nonprofit organizations, or queer spaces of care. While scholars have attended to community policing in Boystown through the Take Back Boystown movement, the role of LGBTQ nonprofits has yet to be examined in their role of criminalizing queer and trans youth of color in the neighborhood. Through an autoethnographic approach, this paper explores how several nonprofit organizations in Boystown have adopted policing strategies toward the queer and trans youth of color they serve. I argue that community policing has infiltrated these organizations to further defend and maintain an exclusive gay urban space informed by whiteness, which marks and regulates young, Black masculinities and trans femininities as deviant, untrustworthy, and criminal. Racism diminishes the ability for queer spaces of care to fulfill their mandates of supporting queer and trans youth of color, rendering the neighborhood a space of surveillance and furthering a White gay urban belonging that alienates and criminalizes these youth.  相似文献

选取H市中心城区DP半岛作为研究区域,以岛上2006-2011 年发生的街头抢劫案件(共373 起) 作为研究对象,将DP半岛内街头抢劫案件的时空分布特征分别从宏观和局部微观两个尺度层面进行系统的分析。首先,对岛上的街头抢劫案件按年、月和小时进行统计分析,总结其在不同时间尺度上的变化规律:2007 年开始的严打使案件数量逐年减少,直到2010 年才略有回升;春节期间(二月前后) 的案件数量明显高于其他月份;晚上22:00-23:00 期间是案件高发时段。其次,利用Kernel 密度方法对研究区街头抢劫犯罪的宏观空间分布进行整体的辨别,剥离出犯罪热点空间分布,分析热点与道路网和土地利用的关联性,结果表明热点多分布于主干道、通达性高的节点或土地利用混合度高的地方。最后,选出4 个最主要的热点从微观尺度进行分析,PAI 指数表明这4 个热点在时间上是稳定的,从2006 年到2011 年一直存在。依据“热点时空类型矩阵”的时间分布和空间分布模式,将这4 个稳定热点归类到不同微观时空模式,并对每类模式下的街头抢劫犯罪提出有针对性的防控对策,以便优化警力资源的配置、最大限度抑制和减少犯罪的发生。  相似文献

Reviewing some important German scientists who have developed climatic regionalization schemes either on a global or Chinese scale, their various definitions of the tropical climate characteristics in China are discussed and compared with Huang Bingwei‘s climate classification scheme and the identification of the tropical climate therein. It can be seen that, due to different methodological approaches of the climatic regionalization schemes, the definitions of the tropics vary and hence also their spatial distribution in China. However, it is found that the tropical climate type occupies only a peripheral part of southern China, though it firmly represents a distinctive type of climate that is subsequently associated with a great economic importance for China. As such, the tropical climate type was mostly identified with its agro-climatological significance, that is by giving favourable growing conditions all-year round for perennial crops with a great heat demand. Tropical climate is, hence, conventionally regarded to be governed by all-year round summer conditions “where winter never comes“.  相似文献

The development of overseas industrial parks is a key component of the Belt and Road Initiative and a practical way of promoting inclusive globalization by introducing new forms of cooperation between China and the host countries.In this paper,the Thai-Chinese Rayong Industrial Zone(TCRIZ),and the China-Indonesia Economic and Trade Cooperation Zone(KITIC)are discussed in the context of the evolving development strategies and tra-jectories through three interrelated conceptual lenses-policy mobility,actor networks,and partnerships.The actor-network theory provides a lens to analyze how policy mobility and partnerships develop for two industrial zone case studies.The development,which involves a multi-scalar process,is shaped by the interactions among the national states,the regional governments and corporations against a background of globalization.Three types of trans-national actor partnership networks have been identified,namely,hierarchical partnership,spontaneous partnership,and hybrid partnership.A highlight of the study is the role that the partnerships play in the process of policy mobility when it comes to the overseas industrial zones.It is argued that the partnerships are the key to achieving technology transfer on a cross-national basis,and the effectiveness of the technology transfer is dependent on partner selection and the roles of the actors in policy mobility.  相似文献

以新国家空间理论视角阐释中国区域治理中公私合作伙伴关系的产生逻辑和运行机制。本文认为建构公私合作伙伴关系旨在空间修复发展资源分配不均、经济发展失衡和政府管制失灵。首先,中央政府根据行政等级、职能和区划来调整多层级政府权力关系,并依据企业产权属性推进政府和市场权力再分配以修复治理困境。其次,中央政府以行政激励促进公私合作,达成区域整体利益最优并构建资源分配秩序。同时,地方政府联盟以辖区利益最大化为导向,推动中央政府和社会资本融入地方治理。最后,多层级政府以行政命令界定公私部门责任边界,或构建公共服务体系来解决市场失灵。中国区域治理不仅是国家权力跨尺度重构以实现国家管制,也是以跨越公私边界的权力、责任与利益的相互作用构建新的区域治理体制。  相似文献

This paper examines the ways that community policing organizes urban space in order to increase the police's ability to observe and to enforce. The logic of that organization, I argue, rests in the particular way that police are integrating civilians into police practice as part of community policing's police-community partnership, a partnership that is characterized by the concrete metaphor of a policing body. This paper presents the results of twenty months of field research with the Boston Police Department whose community policing program, Neighborhood Policing, is being hailed as a national model.  相似文献

Total Catchment Management (TCM) has been implemented in New South Wales to provide a more integrated, participatory' approach to natural resource management. This change in direction poses significant challenges for obtaining and integrating environmental information. This paper examines the adequacy of environmental information in terms of both the participatory turn in government policy and the management imperatives of the integrated, catchment‐wide approach of TCM. Drawing on empirical studies in the Hunter Valley, it is suggested that current information available for TCM is inadequate and reflects a fragmented approach that is primarily concerned with biophysical phenomena and is generated at inappropriate scales. Furthermore, most information is generated by government agencies, ignoring the substantial contribution that catchment occupiers could make. It is argued that the utilisation of the knowledge and experience of occupiers could provide more integrated catchment perspectives while meeting the participatory goals espoused in TCM.  相似文献

犯罪具有明显的时空特征,研究犯罪问题离不开时间和空间维度分析,以及产生犯罪的社会、地理、生态、环境等因素。风险地形建模是美国学者研发的空间风险评估和警务预测技术,已在全球六大洲45个国家和美国35个州得到了独立测试和验证,被广泛应用于警务预测、国土安全、交通事故、公共医疗、儿童虐待、环境污染、城市发展等多个领域。在毒品、纵火、爆炸、强奸、抢劫、盗窃等犯罪研究领域更是取得了显著成果。本文运用犯罪热点分析和风险地形建模,以长三角地区N市毒品犯罪为研究对象,对该市2015年毒品犯罪的危险因子、空间盲区、风险地形进行分析,探索毒品犯罪的生成机理和演化规律,并对2016年毒品犯罪进行预测。研究结果表明,N市毒品犯罪呈现明显的犯罪热点和冷点;出租屋、酒店、车站、ATM机、停车场、娱乐场所、城市快速路、网吧是N市毒品犯罪的风险性因素。风险地形建模能较好地预测毒品犯罪。公安机关禁毒部门应据此进行严密管控,逐步限制、消除犯罪产生地、犯罪吸引地、犯罪促进地的生存土壤和条件。  相似文献

Academics and development organizations approach fieldwork with somewhat different motivations, constraints and challenges. In many instances, fieldwork might be improved if greater collaboration occurred between these two parties. Rural communities are also important yet frequently taken for granted partners in the research process that deserve greater respect. This paper explores and describes the real and imagined impediments to greater collaboration between academics, development organizations and rural communities. The findings are based on 18 years of working with rural communities in Africa, both as a development practitioner and academic researcher. This reflection makes three contributions to the broader literature on fieldwork. First, it explicitly links two ongoing discussions, one on relationships with institutional partners, the other on interactions with rural communities. Second, it articulates the concerns of development organizations in their partnerships with academic researchers, a perspective rarely heard in a literature dominated by academic voices. Third, while feminist scholarship on fieldwork methods often wrestles with issues of positionality and engagement at the scale of the individual researcher, this reflection is aimed at the broader scale of the professional (academic and practitioner) communities involved in development praxis and scholarship.  相似文献

深港边界是全球跨境活动最频繁的地区之一。以通过深圳湾口岸前往蛇口消费的香港居民为研究对象,采用定性、定量和空间计量相结合的方法分析香港居民来往深圳的消费模式和行为影响因素,发现在蛇口的跨境港人多来自“新界西”的屯门、元朗、荃湾三地,呈现以公交出行为主、出行频率高、消费低、时间短、老龄化、女性多的特点,其跨境行为主要受到个人年龄及收入、出行距离、区位等因素影响;港人在深港边界的跨境活动开始出现与收入、年龄相关的空间分异现象,呼吁展开针对不同过境群体的进一步研究,厘清其行为特点和影响因素,这将有助于建构粤港“优质生活圈”、促进粤港两地间更便利的跨境活动和更深层次的协作。  相似文献
