Although welfare rolls have dropped considerably in recent years, most welfare recipients who find work are employed in low-wage, insecure jobs. The problem of "working poverty" is especially acute in large city-regions such as Los Angeles, where local labor market restructuring has created an expanding, low-wage economy, increasingly dependent on immigrant labor. This paper analyzes the employment outcomes of 6,931 women who completed the county's welfare-to-work program in 1996. I evaluate their earnings, labor market segmentation, and job stability. The results show that women were highly concentrated in low-wage service jobs and experienced high levels of turnover and unemployment. Many were unable to obtain employment in the formal labor market. I argue that the struggles of the working poor in a growing regional economy are explained not solely by human capital limitations, but by processes of local labor market restructuring that have contributed to widespread economic insecurity in Los Angeles County.  相似文献

对农户打工区位的研究是认识农民工流动空间规律的基础。通过对河南省南阳市三个不同类型样本村的实证研究,发现打工者不同的个人特征、家庭特征和社区特征对其打工地的选择具有重要影响。其中,个人特征中的性别对打工空间、年龄对打工距离及打工空间具有显著影响;家庭特征中的家庭类型对打工距离、家庭代数和家庭上学子女数量对打工距离和打工空间具有显著影响;社区特征中的村经济发展水平、村地形对打工空间具有显著影响,农户关系网络对打工地的选择具有关键作用。农户对打工地的选择是在能够预期取得一定收入的前提下,综合考虑个人、家庭和社区因素的结果,地理环境因素对打工地的选择具有重要影响。  相似文献

在中国的城市化进程中,女性如男性一样大量地流向经济发达城市寻求就业。在劳动力资源配置的市场化改革中,劳动中介已广泛地存在于城市的劳动力市场上,影响着劳动者的就业和劳动力市场的运行状况。因此,考察和明确城市劳动中介机构对外来女性劳动者就业的影响,无论对提高其劳动市场产出还是对政府制定有针对性的就业服务政策都是十分必要的。本文在描述上海劳动市场中介机构现状的基础上,利用2006年对外来人口的调查数据,分析了上海外来女性劳动者的劳动中介使用特征以及中介使用对其工资水平、工作条件等就业质量的影响。结果显示,外来女性对本地中介机构的使用频率比较低,而且本地中介机构的使用会降低她们的劳动市场产出;原因可能在于正规就业服务的不足和大量不良劳动中介机构的存在。  相似文献

Poverty among inner‐city residents is associated with their marginal status in the labor market. Marginalization in the labor market begins during youth when important educational and employment decisions are made. Analysis of 1990 U.S. Census tract data for San Antonio, Texas identifies the lack of a high school diploma, poverty, non‐employment, and non‐enrollment in school as conditions of marginality for youth. Spatial patterns of youth labor market marginalization show concentrations in the inner city and in sectors on the West, South, and Eastside. Regression analysis reveals that levels of youth marginalization are associated with neighborhood context represented by the employment, behavioral, and ethnic characteristics of the overall residential population of a census tract.  相似文献

基于新疆701份维吾尔族农村劳动力调查样本数据,从民族特质、风险意识、就业环境3个层面对托达罗模型(Todaro model)中的其他因素进行拓展,引入个人特征为控制变量,对影响维吾尔族农村劳动力外出务工意愿的社会因素进行系统分析。结果表明:(1)汉语沟通能力、清真饮食等民族特质因素为负向影响,赞成女性外出务工呈正向影响;(2)风险意识因素(风险整体预期、是否担心被歧视、是否想到维权)削弱了外出务工意愿;(3)对城镇就业环境的总体认知、政策安全环境、就业条件的认识提升了外出务工意愿;(4)个人特征中年龄呈负向影响,男性的外出务工意愿强于女性,未婚的维吾尔族农村劳动力外出务工意愿更强。  相似文献

随着中国经济的快速发展与对外开放程度的提高,在华外国人持续流入中国,探讨在华外国人社会融合问题的重要性凸显。本研究以在沪日本人为例,通过问卷调查和半结构化访谈方法,探讨了在华外国人在就业,住房,日常消费行为如购物、饮食、医疗、教育、娱乐、交通等方面的融合状况和满意度情况。研究发现,由于在沪日本人主要进入以日企或同胞为对象的外国人劳动力市场,倾向于聚居在日本人聚居区,日常消费方面高度依赖日本人族裔经济等,导致他们的工作和生活基本都局限在自我构建的封闭的当地日本人社会中。在沪日本人的社会融合程度普遍不高,这也成为今后改善移民管治、促进移民社会融合和城市国际化发展的重要课题。  相似文献

全球生产网络(GPNs)非常重视跨国公司地方嵌入与区域发展的战略耦合模式及影响机制,然而以往研究相对聚焦于资本密集型或技术密集型企业,着重探讨产业联系、技术外溢、社会网络等要素的影响,而对以富士康为代表的劳动密集型跨国企业并未给予足够关注。本研究以郑州富士康为案例,融合劳工地理学和新经济地理学的理论视角,基于2017—2021年对郑州富士康的追踪调研,研究发现:① 在全球网络动力与本土地域动力相互联动的作用下,地方区位优势和企业空间粘性虽然发生了显著变化,并初步呈现出互惠式耦合特征,但郑州富士康地方嵌入与区域发展的战略耦合模式仍以依附式为主。② 劳动力视角下跨国公司地方嵌入与区域发展的战略耦合形成机制主要受制于公司属性特征与员工雇佣方式(包括企业性质、用工模式、工资福利等)、区域人口红利与劳动力供应格局、政府中介政策与劳动力行为选择等因素。③ 促进劳动密集型跨国公司地方嵌入与区域发展的战略耦合,维持劳动力市场弹性和激励跨国公司扩大投资并促进生产网络区域化应作为国家和地方政府战略制定和政策实施的两个基本维度。研究成果不仅可以有效弥补跨国公司地方嵌入与区域发展战略耦合对劳动力作用的忽视,而且通过典型案例可以为劳动密集型跨国公司与区域发展的战略耦合关系提供实证经验支持。  相似文献

Using 2006–2010 American Community Survey data and a multilevel research design, this study examines how the spatial concentration of African Americans within local labor markets is associated with the probability of self-employment and job earnings from business ownership. We find a negative relationship between the spatial concentration of African Americans and their business ownership in Miami, but not in Atlanta. In Detroit, a higher percentage of US-born African Americans in the local labor market is actually associated with a higher probability of business ownership. The relationship between the percentage of African Americans and job earnings also differs across the three study areas. These results suggest that the relationship between racial/ethnic concentration and African American entrepreneurship is highly contingent on the economic conditions and demographic composition of local labor markets.  相似文献

以九华山旅游劳工为实证研究对象,通过与西方学者在匈牙利和英国Somerset和Cov-entry的比较研究探讨了职业特性驱动的旅游劳工转移模式和转移动机。研究发现旅游劳工转移产业分布十分均衡宽广,产业转移模式与区域经济背景、劳工市场结构、职业地位及收益的差异密切相关。他们对从业感知评价都十分积极,三十种动机变量排序和因子分析表明,旅游劳工转移存在5种动机方向,增收机会和旅游职业积极特性是主要动力因子。九华山与匈牙利、英国Somerset和Coventry虽然经济社会背景相差较大,但旅游劳工在转移模式、感知评价、转移动机上表现出来许多共性特征,揭示了旅游职业的诸多特性。  相似文献

This paper systematically analyzes alterations in the employment patterns in 11 different sectors for 1970, 1980, and 1990 for three native-born ethnic groups and four foreign-born subpopulations in New York City. We explicitly contrast two methods of employment-change analysis to unpack the complex urban labor-market process of sectorspecific job succession. Our account builds on Roger Waldinger's recent analysis of shifts in the ethnic division of labor in New York City in the 1970s that used an innovative method of employment change decomposition. Waldinger tested the hypothesis that the upward and outward social movement of native-born whites in the city in this decade created a variegated chain of vacancies that other native-born and immigrant groups differentially filled. This paper expands his analysis to a broader set of ethnicities and explores the extent to which the system of job change altered between the 1970s and 1980s. In doing this, we show how Waldinger's method relates to shift-share analysis—the well-known method of regional employment change analysis. We find support for the theory that a key force behind the recent profound changes in New York's labor market was the redistribution and exit of whites from New York's labor force in the 1970s. In advancing the analysis to understand employment change in the 1980s by ethnic group, we reveal that the role of native whites changed. The native-white exodus from jobs in the city continued but masked sectoral differences in comparative advantage by ethnic category. Immigrant blacks and Hispanics gained jobs in every sector of the economy in the 1970s and in every sector but manufacturing in the 1980s. Immigrant Asians gained jobs in every sector including manufacturing in both decades. Total native-Hispanic employment also increased, but shifted significantly out of manufacturing to advanced services and the public sector in the 1980s. In the 1980s, African Americans lost the competitive advantage they held in the 1970s, largely as a result of significant change in the public sector. FIRE and transportation were the only sectors in which native blacks held labor-market comparative advantage by 1990.  相似文献

黄淮海地区农村劳动力的转移历史以1978年为界分为前后两个阶段。劳动就业目前仍集中于农业,农业劳动力多为兼业性的。农村劳动力转移水平普遍较低,地域分异明显,农村劳动力剩余量较大。劳动力转移的基本措施包括促进经济总体增长,提高乡镇企业就业弹性、提高劳动力文化素质、完善小城镇和劳动力市场建设。  相似文献

在城市化快速发展的过程中,职住关系研究已经成为学术研究的热点问题之一,职住所带来的空间结构是居住与就业选择后的结果。全面揭示居住与就业选择过程显得尤为重要。从20 世纪90 年代以来,中国开始正式进入转型期,中国就业市场环境发生了深刻变化,居民择业的自主性增加,就业行为日益复杂化,就业行为成为学术界关注的热点。已有研究主要通过与男性比较,探讨女性就业率、就业结构、职业流动等特征,以及特定类型女性在转型期的就业行为特征。这些研究忽视了不同女性在就业市场的转职特征的复杂性。本文基于职业女性的深度访谈,分析发现不同类型职业女性就业历程表现出稳定—波动、波动—稳定、稳定、波动转职过程特征;职业女性因自身属性的不同对就业市场转型的响应存在差异性。  相似文献

For a number of social and cultural reasons, labor force participation rates of Australian women are low. One reason not previously investigated is the problem of geographic accessibility to employment, especially for suburban women. Results from journey-to-work studies show that females either work locally or in the central-city area, whereas males travel to more dispersed locations. Further investigation of female travel patterns from each of fifty-five suburban local government areas shows that the socioeconomic status of an area, together with its job mix, explains much variety in female work travel and suggests that workforce participation rates depend in part on local job availability. The research contributes to an understanding of the nature of occupational and geographical disaggregation of the Melbourne metropolitan labor market.  相似文献

借鉴时间地理学理论与方法,提出农村劳动力转移就业时空路径概念。以安徽省4个样本村为例,使用ArcGIS、SPSS等软件进行数据分析,得出农村劳动力转移就业时空路径的基本类型与特征:① 农村劳动力依据时空路径特征可分为稳定型、逐步稳定型、漂泊不定型、回流型、逐步开拓型、断续型六种类型;② 4个样本村劳动力打工时空路径演化有明显的地域差异;③ 21世纪初期是农村劳动力全面接受打工就业方式的时期,就业行业主要集中在建筑业、制造业、服务业,“老家亲戚、朋友”是最重要的打工媒介;④ 农村劳动力在打工地和家乡间的流动节律有“春节型”、“节假日型”、“休息日型”、“每日型”四种类型;⑤ 农村劳动力转移就业具有明显的空间指向和粘性特征,家乡是重要的结点空间,社会经济地理位置是地域差异形成的重要原因。  相似文献

基于“推—拉”理论、新经济学劳动力流动理论,剖析了农民进城落户意愿的城乡作用力、农民进城落户的内部影响因素,并结合郸城县169 份农户有效问卷和村干部调查数据,采用Logistic 回归模型进行了实证检验.结果表明:①农民进城落户意愿可用“推力—拉力”范式解释,包括生活便捷程度、子女的受教育环境、养老医疗等社会福利保障水平、家庭收入和非农就业、消费和生活成本,其中,便捷的生活环境和良好的子女受教育环境是最大的城镇拉力,没有稳定的非农工作是最大的城镇推力.②农民进城落户决策的影响因素涉及个人因素、家庭因素和村庄因素三个层面.年龄、文化程度、家庭生活水平、亲朋好友是否进城落户、村庄医疗卫生条件是影响郸城县农民进城落户决策的主要因素,其中文化程度、亲朋好友是否迁户的影响效应为正,年龄、家庭生活水平及村医疗卫生条件的影响效应为负.  相似文献

在农村劳动力持续外流的同时,农村地区的劳动力存在着弱回流,农村回流劳动力对乡村振兴与重构极为重要。基于珠三角外围地区不同地域类型的15个村的问卷调查资料,采用Logistic回归模型,对农村回流劳动力的就业选择特征及非农就业的影响因素进行综合分析。研究发现:① 外出务工的工资性收入的资本积累,是返乡从事零售、杂货、服装和个体修理等个体经营的基础,非农就业在空间选择上倾向于中心镇或县(区)。② 农村人口外流致使农村地域的人地关系发生显著变化,农地生计保障性功能弱化,农地规模经营的租种成本降低,部分农村回流劳动力选择从事农业生产,主要以种植经济果林、药材为主,助推了农用地非粮化。③ 农村回流劳动力的非农就业受到个人特征、家庭特征、村庄特征等多元因素影响。在个人特征方面,年龄越小、受教育程度越高的回流者从事非农职业的倾向性越大;在家庭特征方面,家庭务农人数与务工人数越少、农田面积越小的回流劳动力倾向于从事非农职业;在村庄特征方面,不同县域的农村劳动力就业倾向差异较大,距离县城越近的农村劳动力从事非农职业的几率越大。县域村镇体系的中心地发展与规划建设是乡村转型发展的关键地域节点。  相似文献

解决"三农"问题的根本途径是实现农村剩余劳动力的有效转移,而农村劳动力转移的主要方向之一是离开农村到城市就业。就全国而言,城市制造业就业比重下降、三产比重上升是我国经济结构转换、升级的一般趋势,但这种趋势在区域之间又存在着差异。老工业基地除面临制造业升级排斥就业之外,其它产业发育也相对不足。在这种情势下,老工业基地城市如何发挥农村劳动力接收器的作用,就此问题以长春市为例,在实地调查的基础上,进行了深入地研究和探讨。  相似文献
