Marine current energy has been increasingly used because of its predictable higher power potential. Owing to the external disturbances of various flow velocity and the high nonlinear effects on the marine current turbine (MCT) system, the nonlinear controllers which rely on precise mathematical models show poor performance under a high level of parameters’ uncertainties. This paper proposes an adaptive single neural control (ASNC) strategy for variable step-size perturb and observe (P&O) maximum power point tracking (MPPT) control. Firstly, to automatically update the neuron weights of SNC for the nonlinear systems, an adaptive mechanism is proposed to adaptively adjust the weighting and learning coefficients. Secondly, aiming to generate the exact reference speed for ASNC to extract the maximum power, a variable step-size law based on speed increment is designed to strike a balance between tracking speed and accuracy of P&O MPPT. The robust stability of the MCT control system is guaranteed by the Lyapunov theorem. Comparative simulation results show that this strategy has favorable adaptive performance under variable velocity conditions, and the MCT system operates at maximum power point steadily.

Shipbreaking is the process of dismantling an obsolete vessel for scrapping or disposal. This activity was not officially declared an industry in Bangladesh until 2006, even though the country is one of the biggest ship-breakers in the world. This industry has dramatically expanded in Bangladesh, at the cost of environmental degradation and severe labour exploitation. Despite environmental and human rights violations, the shipbreaking industry represents a vital source of income for the country and a livelihood for a significant portion of its population. Shipbreaking activities in Bangladesh present both opportunities and challenges for Bangladesh. This article examines the extent to which the existing regulatory framework for dealing with these issues in Bangladesh is congruent with international instruments. This article also examines relevant international instruments which prescribe the core principles for regulating the ship breaking industry and evaluates the legal regulation of the Bangladesh ship breaking industry against these international instruments. The underlying objective of this evaluation is to demonstrate that Bangladeshi instruments could incorporate the core of the international instruments to minimise the environmental damage caused by this industry. This article concludes that Bangladesh should either amend its laws or enact a new legislative scheme that is based on the core values of the Basel Convention. This change is vital if Bangladesh wants to ensure a long lasting industry that could serve its need for iron ore and engage its abundant labour force, without the cost of destroying its coastal line which is one of its most valuable natural assets.  相似文献

为促进我国海洋环境保护和海洋科技创新的协调发展,本研究利用我国沿海地区的面板数据,检验环境规制与海洋科技创新的关系是否支持“波特假说”,进而采用门槛效应模型验证不同类型的环境规制对不同海洋科技创新变量的非线性影响,并提出发展建议。研究结果表明:“波特假说”在海洋领域更多适用于控制型环境规制与科技创新,其所强调的严苛环境保护政策对海洋科技创新的影响路径是增加海洋环境污染治理项目,进而强化海洋科技课题应用成果;未来应加强和规范海域使用金的征收和使用管理,不断优化海洋产业结构,以及科学选择环境规制工具和合理确定环境规制强度。  相似文献

文章运用中国沿海11个省、市、自治区2006—2015年的面板数据为样本,将海洋环境规制划分为命令控制型和经济激励型两类,对比分析了环渤海和长三角地区海洋环境规制对海洋技术创新的影响差异。研究发现:从沿海地区整体来看,命令控制型和经济激励型环境规制对海洋技术创新的影响作用均显著为正;在试点城市环境规制对技术创新的促进作用优于非试点城市;在环渤海地区,命令控制型环境规制对海洋技术创新的影响作用显著为正,经济激励型不显著;在长三角地区,经济激励型环境规制对海洋技术创新的影响作用显著为正,命令控制型不显著。基于实证结果提出了制定差异化的环境规制、加大政府对研发资金的支持等有针对性的政策建议。  相似文献

There is a great interest in a practical method of predicting the behaviour of a free-fall lifeboat, when dropped from an offshore platform or from a ship, in order to assess the risk of injury to the occupants. In particular, for those environmental conditions in which full-scale experiments are very difficult, one can benefit from numerical prediction. The hydrodynamic impact of the boat at water entry is a complex problem and makes the establishment of an analytical prediction method a challenging task.This paper is the second of two articles outlining a practical method for simulating the water entry of a free-fall lifeboat. The first article (Part I: impact theory) [Boef, W. J. C. (1992), Ocean Engng19, 119–138] reviewed the relevant literature on hydrodynamic impact and outlined the theoretical model for the water entry of a lifeboat. This paper discusses the implementation of the lifeboat launch model and a method for evaluating the effects of impacts on the occupants. The results of a comparison with full-scale tests and of a case study are also included.  相似文献

The regionalisation of international environmental law has emerged as one of the most important legal trends of the last decades. However, the regulation of coastal management stood apart from this trend for a long time; indeed, while integrated coastal zone management (ICZM) projects have developed at all scales, legal regulation of ICZM has long been confined to the national and sub-national levels. This is not the case any longer: recent developments in ICZM implementation demonstrate an increasing interest in regional regulation through the adoption of specific protocols within regional seas frameworks. The article aims at taking stock of these recent initiatives, specially focusing on the Mediterranean and Western Indian Ocean (WIO) regions. It demonstrates that an ICZM Protocol can be a strategic lever to address coastal issues only if certain conditions for its elaboration and implementation are effectively met.  相似文献

In July 2006, the North Pacific Marine Science Organization (PICES) and Fisheries & Oceans Canada sponsored the symposium “Time Series of the Northeast Pacific: A symposium to mark the 50th anniversary of Line P”. The symposium, which celebrated 50 years of oceanography along Line P and at Ocean Station Papa (OSP), explored the scientific value of the Line P and other long oceanographic time series of the northeast Pacific (NEP). Overviews of the principal NEP time-series were presented, which facilitated regional comparisons and promoted interaction and exchange of information among investigators working in the NEP. More than 80 scientists from 8 countries attended the symposium. This introductory essay is a brief overview of the symposium and the 10 papers that were selected for this special issue of Progress in Oceanography.  相似文献

Various images help capture the status and trends of international law and policy efforts to protect the ocean environment. While “treading water” and “sinking” partly describe legal conditions at the millennium, this paper examines seven challenges in the international environmental law field which at the very least promise to make for a “hard swim” in coming decades. Those challenges include: coping with the proliferation of negotiated instruments; overcoming political opposition to environmental commitments; clarifying the jurisprudential underpinnings of international environmental law; sorting out the relation of environmental ethics, science and the rule of law; fleshing out the principles of sustainable development; addressing practical problems of implementing international responsibilities; and visioning future paths of ocean governance.  相似文献

Various morphological and physiological features of Sypharochiton pelliserpentis (Quoy & Gaimard, 1835) were examined in relation to the different physico‐chemical characteristics experienced at 4 sites on Kaikoura Peninsula and 2 sites in the Avon‐Heathcote Estuary. Body water content of chitons from high‐shore exposed and estuarine rocky sites was significantly greater (P<0.005) and desiccation rates were significantly less (P<0.05) than those of chitons from low‐shore marine sites and an estuarine mudflat. The percentage of body water loss causing death was greatest for high‐shore marine chitons and least for estuarine chitons. Estuarine chitons had relatively more gill tissue than marine individuals. Body shape appeared to be correlated with intensity of wave action, and narrow animals were found in more wave‐exposed areas. Variations in radula length showed no clear‐cut trends among localities.  相似文献

Climate change has recently been a subject of increased attention in the shipping sector. Along with technical issues of GHG emissions reduction, a question of appropriate governance has been raised. The argument regarding the role of global, regional, and local policies in curbing shipping emissions is a part of a broader theoretical debate on forms of global governance. Primary production was studied at nine sites distributed within the Strait of Gibraltar (Southern Spain) and North-Western (NW) Alboran Sea by analyzing photosynthesis-irradiance (P–I) relationships and integrated primary production rates in relation to the different types of Deep Chlorophyll Maxima (DCM) detected in the area. The characteristics of the DCM were examined by several methods, including flow cytometry, quantification of transparent expolymer particles and fluorimetric measurements that were applied in order to assess the photo-physiological state of the phytoplankton assemblages with respect to their species composition and water column structure (hydrology). The photosynthetic parameters (derived from P–I relationships) and integrated primary production (range 6–644 mg m−2 d−1) responded greatly to the diverse DCM identified and thereby the spatial variability of the primary production observed in the region was found to depend upon the occurrence of the different types of phytoplankton accumulations, which were themselves indicative of the previous history of the water column. The net contribution of the primary production to the air–sea CO2 exchange process was also evaluated in the area. Results indicated that this region behaved as a net sink for the atmospheric CO2, with the intensity of the flux being strongly modulated by the wind intensity.  相似文献

The actual or potential effects on fishing health and safety of the full scope of national and international regulatory regime components governing commercial fishing are often poorly understood. Especially lacking are comprehensive reviews of all the government policies that directly and indirectly affect fishing risk within countries with significant commercial fisheries. We present the results of a comprehensive, multi-national project that compares the regulatory regimes of six countries (Canada, US, UK, Iceland, New Zealand, and South Africa) and examines the impacts (either real or perceived) of legislation and regulations on fishing occupational health and safety outcomes. A conceptual model is proposed that identifies potential sources of direct and indirect risks to fishing health and safety in order to throw light on potential pathways from regulation to fishing safety. Our results highlight differences and gaps in the regulatory frameworks of the countries studied and point to the urgent need for improved assessment and for access to accurate and standardized statistics regarding fishing-related injuries and illnesses. Cruise ships represent less than 1% of the global merchant fleet yet it has been estimated that they are responsible for 25% of all waste generated by merchant vessels. This volume of waste produces pressures on the environment, particularly with respect to ship-generated waste disposal at home ports and ports of call. Southampton, home port for both Cunard and P&O, and a port of call for Royal Caribbean Cruises, is the focus of this study. This paper investigates current waste management and disposal options for cruise ship generated waste and the associated impacts of this waste for ports. It is concluded that all cruise vessels should vigorously pursue a waste reduction strategy and for ports to provide adequate recycling, reduction and re-use facilities for cruise ship generated waste, optimising use of local facilities whenever possible.  相似文献

人口老龄化与海洋环境污染成为影响海洋经济增长的重要因素。文章基于代际交替模型和柯布 道格拉斯生产函数构建数理模型,将健康人力资本纳入模型,系统分析了海洋环境规制强度影响海洋经济增长的机理。在此基础上,选取2007—2019年我国沿海11个省(自治区、直辖市)的面板数据进行实证分析,结果表明:市场激励型海洋环境规制强度对海洋经济增长的促进作用明显弱于命令控制型海洋环境规制强度;命令控制型海洋环境规制强度与海洋经济增长之间存在“倒U型”特征;海洋环境规制强度的提升对健康人力资本积累有正向作用,两者联动作用进一步促进了海洋经济增长。因此,政府应采取动态化的海洋环境规制强度策略,完善健康保障制度,发挥健康人力资本效应;完善海洋环境治理体系,激发海洋环境规制市场活力,以保持海洋经济增长和海洋环境双赢。  相似文献

Abstract

The often pragmatic division of studies of function (physiology), and the regulation of distribution and abundance of organisms (ecology), as laboratory and field studies respectively, can create an unhelpful intellectual division that runs the risk of ignoring the interaction of physiology, behaviour and environment that regulates the lives of animals in the wild. This review examines the historical and current contribution of ecophysiological research conducted from the University of Auckland's Leigh Laboratory in bridging these paradigms, and generating new insights into animal function and community organisation. The assessment focuses on endocrine control processes, and metabolic and behavioural responses of fish to artificial and natural stressors, and examines tracks of future research needed to underpin understanding of likely effects of predicted environmental change on individuals and populations.  相似文献

造礁石珊瑚是珊瑚礁生态系统的框架生物,它们既能够通过共生藻的光合作用进行自养,也能够通过触手捕获和黏液吸附等方式进行异养。通过研究造礁石珊瑚光合自养以及异养营养的机理和过程,系统分析了光照、温度、营养盐、潮汐、水流、CO2质量浓度以及食物的可获得性等因素对造礁石珊瑚光合自养和异养营养产生的影响,并讨论了珊瑚的这2种营养方式对环境变化的适应性。在环境适宜的条件下,光合自养是健康造礁石珊瑚的主要营养方式;当珊瑚自养营养的供给受到限制时,异养营养能够在一定程度上弥补其营养缺失,甚至可能成为珊瑚的主要营养方式。造礁石珊瑚的2种营养方式能够对不同环境因素的变化做出不同响应,并通过两者之间的互补以适应环境变化。今后研究的重点应放在归纳各类因素对造礁石珊瑚2种营养方式的影响;深入研究造礁石珊瑚异养营养方式的规律与环境适应性;厘清造礁石珊瑚光合自养与异养营养之间的关系和协调模式。  相似文献

Safety at sea is a serious issue for the commercial fishing industry; it ranks highly in all assessments of occupational dangers including risk-taking, injuries, and fatalities. This paper examines the impact of fisheries management on safety at sea and the use of fishermen's input in the safety regulatory and management process. Using case study techniques of analysis, 22 boatowners, captains and crew all with a minimum of 10 years experience in the commercial fishing industry and from a common New England port (New Bedford) are interviewed. Findings strongly suggest that regulations that have been primarily designed to reduce pressure on fish stocks may also result in increased pressure on fishermen and decreased safety at sea. Attitudes about the role of the New England Fisheries Management Council and improvements to the safety regulatory and management process particularly with regard to the increased participation by fishermen are also examined.  相似文献

The principal inshore fishery in the southwest Irish Sea is currently for whelk Buccinum undatum, which expanded in the 1990s and yielded almost 10,000 t in 2003. The fleet exploiting it consisted largely of old boats many of which previously used a variety of gears but which cannot any longer compete with more modern towing craft. Whelk is the only target species for the majority. The fishery is in open access and is not regulated and the paper examines the consequences of this for the fishers, particularly the problems associated with maintaining a way of life traditionally associated with remuneration by share rather than wage. Lack of regulation, it is argued, encourages a short term, opportunistic harvesting regime, which is not conducive to maintain a biologically sustainable fishery.  相似文献

基于安全寿命设计理论,论述了抗冰平台冰激疲劳寿命估计的方法,给出了谱分析和时间域分析方法的内容和流程,其中疲劳冰荷载和冰疲劳环境模型是冰激疲劳估计的两个关键问题。基于渤海冰情和冰荷载连续多年现场观测数据,初步建立了渤海JZ20-2海域海冰疲劳环境模型和锥体结构冰力谱,并利用谱分析方法,对新建的JZ20-2NW平台进行了详细冰激疲劳估计。此方法对抗冰平台的安全评估与动力分析具有一定的借鉴意义。  相似文献
