Abstract

To comply with the Kyoto Protocol, signatory nations have implemented a policy template of reducing greenhouse gas emissions mainly from the electricity generation and heavy industry sectors. This article shows how, in the case of France, a policy style based on ‘environmental meso-corporatism’ has largely exhausted this ‘standard recipe’. To consider how far France has developed fresh solutions, two phases of climate policy-making in the 2000s are analysed. Increased recourse to new environmental policy instruments is identified, but implemented through the institutional routines of ‘environmental meso-corporatism’. The article argues that although this policy style has proved relatively well adapted to regulating the technologies of production, it has little purchase on cultures of consumption within the residential and transport sectors. Faced with new challenges, policymakers have proved better equipped to reform policy content than policy style. But France shows some reluctance to resolve the problem of limited policy reach.  相似文献

The United States’ decision to withdraw from the Paris Agreement (pending possible re-engagement under different terms) may have significant ramifications for international climate policy, but the implications of this decision remain contested. This commentary illustrates how comparative analysis of US participation in multilateral environmental agreements can inform predictions and future assessments of the decision. We compare and contrast US non-participation in the Kyoto Protocol and the Paris Agreement, focusing on four key areas that may condition the influence of US treaty decisions on international climate policy: (i) global momentum on climate change mitigation; (ii) the possibility of US non-participation giving rise to alternative forms of international collaboration on climate policy; (iii) the timing and circumstances of the US decision to exit; and (iv) the influence of treaty design on countries’ incentives to participate and comply. We find that differences across the two treaties relating to the first three factors are more likely to reduce the negative ramifications of US withdrawal from the Paris Agreement compared to the Kyoto Protocol. However, the increased urgency of deep decarbonization renders US non-participation a major concern despite its declining share of global emissions. Moreover, key design features of the Paris Agreement suggest that other countries may react to the US decision by scaling back their levels of ambition and compliance, even if they remain in the Agreement.

What potential effect do flexible mechanisms under the Kyoto Protocol have on energy efficiency, fuel switching and the development of renewable energy sources for the eight post-communist EU Member States that accessed in 2004? These countries are chief candidates for hosting Joint Implementation (JI) projects and for participating in international emission trading, which may assist the implementation and financing of projects in these target areas. The potentials and barriers to Joint Implementation are reviewed, as well as the conditions under which international emission trading can influence the energy use of the selling country. Different strategies adopted by the host countries towards the application of these instruments, and their impact on sustainable energy development, are examined. The article concludes that the Kyoto flexibility mechanisms may play a positive, but rather limited, role in the sustainable energy development of the region, but the barriers to Joint Implementation may shift the emphasis towards transactions under the framework of international emission trading. If innovative mechanisms are tied to sustainable development goals, this may mobilize the energyefficiency potentials of these countries. An attractive opportunity exists to achieve energy efficiency and emission reductions, utilizing the revenues from allowance sales through ‘green investment’ schemes.  相似文献

Climate change is predicted to alter the rainfall regime in the Eastern Mediterranean Basin: total annual rainfall will decrease, while seasonal and inter-annual variation in rainfall will increase. Such changes in the rainfall regime could potentially lead to large-scale changes in aboveground net primary productivity (ANPP) in the region. We conducted a data-driven evaluation of herbaceous ANPP along an entire regional rainfall gradient, from desert (90 mm MAR [Mean Annual Rainfall]) to Mesic-Mediterranean (780 mm MAR) ecosystems, using the largest database ever collated for herbaceous ANPP in Israel, with the aim of predicting consequences of climate change for rangeland productivity. This research revealed that herbaceous ANPP increases with increasing rainfall along the gradient, but strong dependence on rainfall was only apparent within dry sites. Rain Use Efficiency peaks at mid-gradient in Mediterranean sites without woody vegetation (560 and 610 mm MAR). Inter-annual coefficients of variation in rainfall and herbaceous ANPP decrease along the rainfall gradient up to ca. 500 mm MAR. Climate change is more likely to affect herbaceous ANPP of rangelands in the arid end of the rainfall gradient, requiring adaptation of rangeland management, while ANPP of rangelands in more mesic ecosystems is less responsive to variation in rainfall. We conclude that herbaceous ANPP in most Mediterranean rangelands is less vulnerable to climate change than generally predicted.  相似文献

The planetary boundaries framework proposes quantitative global limits to the anthropogenic perturbation of crucial Earth system processes, and thus marks out a planetary safe operating space for human activities. Yet, decisions regarding resource use and emissions are mostly made at less aggregated scales, by national and sub-national governments, businesses, and other local actors. To operationalize the planetary boundaries concept, the boundaries need to be translated into and aligned with targets that are relevant at these decision-making scales. In this paper, we develop a framework that addresses the biophysical, socio-economic, and ethical dimensions of bridging across scales, to provide a consistently applicable approach for translating the planetary boundaries into national-level fair shares of Earth’s safe operating space. We discuss our findings in the context of previous studies and their implications for future analyses and policymaking. In this way, we link the planetary boundaries framework to widely-applied operational and policy concepts for more robust strong sustainability decision-making.  相似文献

While there is a recognised need to adapt to changing climatic conditions, there is an emerging discourse of limits to such adaptation. Limits are traditionally analysed as a set of immutable thresholds in biological, economic or technological parameters. This paper contends that limits to adaptation are endogenous to society and hence contingent on ethics, knowledge, attitudes to risk and culture. We review insights from history, sociology and psychology of risk, economics and political science to develop four propositions concerning limits to adaptation. First, any limits to adaptation depend on the ultimate goals of adaptation underpinned by diverse values. Second, adaptation need not be limited by uncertainty around future foresight of risk. Third, social and individual factors limit adaptation action. Fourth, systematic undervaluation of loss of places and culture disguises real, experienced but subjective limits to adaptation. We conclude that these issues of values and ethics, risk, knowledge and culture construct societal limits to adaptation, but that these limits are mutable.  相似文献

Human systems will have to adapt to climate change. Understanding of the magnitude of the adaptation challenge at a global scale, however, is incomplete, constrained by a limited understanding of if and how adaptation is taking place. Here we develop and apply a methodology to track and characterize adaptation action; we apply these methods to the peer-reviewed, English-language literature. Our results challenge a number of common assumptions about adaptation while supporting others: (1) Considerable research on adaptation has been conducted yet the majority of studies report on vulnerability assessments and natural systems (or intentions to act), not adaptation actions. (2) Climate change is rarely the sole or primary motivator for adaptation action. (3) Extreme events are important adaptation stimuli across regions. (4) Proactive adaptation is the most commonly reported adaptive response, particularly in developed nations. (5) Adaptation action is more frequently reported in developed nations, with middle income countries underrepresented and low-income regions dominated by reports from a small number of countries. (6) There is limited reporting on adaptations being developed to take advantage of climate change or focusing on women, elderly, or children.  相似文献

People vary considerably in terms of their knowledge, beliefs, and concern about climate change. Thus, an important challenge for climate change communicators is how to most effectively engage different types of audiences. This study aimed to identify distinct audience segments that vary in terms of their values, beliefs, and responses to climate change and determine for each segment which specific message attributes increased motivation to engage in climate adaptation. A sample of 1031 Australian residents (aged 18–66 years) completed an online survey assessing their values, beliefs, and behaviors related to climate change, and recording their responses to a broad range of climate change adaptation messages. Latent profile analysis identified three distinct audience segments: alarmed (34.4%), uncommitted (45.2%), and dismissive (20.3%). Sixty climate change adaptation messages were coded in terms of the presence/absence of six attributes: explicit reference to climate change, providing specific adaptation advice, strong negative emotive content, emphasis on collective responsibility, highlighting local impacts, and underscoring financial impacts. Participants viewed a random sample of six messages and rated the extent to which each message motivated them to seek out more information and immediately respond to the climate change threat portrayed in the message. Multilevel modeling indicated messages that included strong negative emotive content or provided specific adaptation advice increased adaptation intentions in all three audience segments. Omitting any mention of climate change and emphasizing local impacts increased adaptation intentions in dismissive audiences. Implications for tailoring and targeting climate change adaptation messages are discussed.  相似文献

The science of understanding severe thunderstorms and developing techniques for their prediction is relatively young, with most fundamental research having been carried out only during the last 75 years. Though it is not widely known, Canada has played an important role in such research and development, and some of Canada’s atmospheric scientists have been pioneers globally in a number of areas. This brief review attempts to describe the full breadth of the Canadian contribution, with sections dedicated to radar meteorology, field studies, laboratory work, and forecasting. The need to adapt to climate change impacts, whilst simultaneously limiting greenhouse gas emissions, requires that the government’s efforts are joined by public action. In England and Wales, housing contributes significantly to the emissions and many properties are at risk of flooding. This paper investigates the preparedness of homeowners in England and Wales to make changes to their homes in response to the predicted effects of climate change. A telephone survey of 961 homeowners investigated their interest in purchasing mitigation and adaptation improvements against their concern about climate change, awareness of flood risk and attribution of responsibility for action. Whilst the majority of homes had some energy-saving improvements, few were found to have property-level flood protection. The high levels of awareness about climate change and flooding were coupled with the perception of risks as low. Whilst some respondents accepted personal responsibility for action, most believed that the authorities were responsible for flood protection, and would not pay the costs required to make their home more energy-efficient and better prepared for the eventuality of floods. The results suggest that there is scope for further improvement of energy-saving measures, and that the levels of adoption of flood-protection measures are very low. Multi-faceted strategies, including more effective communication of risks and responsibilities, incentives, and material support for the poorest, will need to be developed to overcome the current reluctance by homeowners to invest in flood-protection measures and further energy conservation solutions in the future.  相似文献

Palm oil production has boomed over the last decade, resulting in an expansion of the global oil palm planting area from 10 to 17 Million hectares between 2000 and 2012. Previous studies showed that a significant share of this expansion has come at the expense of tropical forests, notably in Indonesia and Malaysia, the current production centers. Governments of developing and emerging countries in all tropical regions increasingly promote oil palm cultivation as a major contributor to poverty alleviation, as well as food and energy independence. However, being under pressure from several non-governmental environmental organizations and consumers, the main palm oil traders have committed to sourcing sustainable palm oil. Against this backdrop we assess the area of suitable land and what are the limits to future oil palm expansion when several constraints are considered. We find that suitability is mainly determined by climatic conditions resulting in 1.37 billion hectares of suitable land for oil palm cultivation concentrated in twelve tropical countries. However, we estimate that half of the biophysically suitable area is already allocated to other uses, including protected areas which cover 30% of oil palm suitable area. Our results also highlight that the non-conversion of high carbon stock forest (>100 t AGB/ha) would be the most constraining factor for future oil palm expansion as it would exclude two-thirds of global oil palm suitable area. Combining eight criteria which might restrict future land availability for oil palm expansion, we find that 234 million hectares or 17% of worldwide suitable area are left. This might seem that the limits for oil palm expansion are far from being reached but one needs to take into account that some of this area might be hardly accessible currently with only 18% of this remaining area being under 2 h transportation to the closest city and that growing demand for other agricultural commodities which might also compete for this land has not been yet taken into account.  相似文献

This study explores the feasibility of limiting increases in global temperature to 1.5°C above pre-industrial levels. A probabilistic simple climate model is used to identify emissions paths that offer at least a 50% chance of achieving this goal. We conclude that it is more likely than not that warming would exceed 1.5°C, at least temporarily, under plausible mitigation scenarios. We have identified three criteria of emissions paths that could meet the 1.5°C goal with a temporary overshoot of no more than 50 years: early and strong reductions in emissions, with global emissions peaking in 2015 and falling to at most 44–48 GtCO2e in 2020; rapid reductions in annual global emissions after 2020 (of at least 3–4% per year); very low annual global emissions by 2100 (less than 2–4 GtCO2e) and falling to zero (or below) in the 22nd century. The feasibility of these characteristics is uncertain. We conclude that the proposed date of review of the 1.5°C goal, set at 2015, may be too late to achieve the necessary scaling up of emissions cuts to achieve this goal.  相似文献

Since the Paris Agreement was adopted in 2015, both national and subnational governments have been encouraged to submit Mid-Century Strategies, outlining how they would reach their deep decarbonization goals. However, research on the design and potential of these strategies has been very limited. To address this shortcoming, here we assess 13 such strategies – six national, seven subnational – in a comparative fashion. We find that the energy-economy-climate models underpinning these strategies are generally of high quality, though national jurisdictions generally performed better. However, most strategies are not plausible without significant changes to policy, and the industrial sector in particular presents a major limitation. The strategies are helpful in revealing this gap, but much works remains to be done for plausible mid-century decarbonization trajectories to become a reality. We also find that public input and societal participation in strategy building were a double-edged sword depending on the constellation of domestic preferences.

The Tibetan Plateau (TP) with an average elevation of over 4,000 m asl is the highest and most extensive highland in the world. We used monthly mean sunshine duration from the Chinese Meteorological Administration to examine the spatial and temporal variability of sunshine duration at 71 stations with elevations above 2,000 m asl in the eastern and central TP during the 1961–2005 period. The temporal evolution of the mean annual sunshine duration series shows a significant increase from 1961 to 1982 at a rate of 49.8 h/decade, followed by a decrease from 1983 to 2005 at a rate of ?65.1 h/decade, with an overall significant decrease at a rate of ?20.6 h/decade during the whole 1961–2005 period, which is mainly due to the summer and spring seasons. This confirms the evidence that sunshine duration in the TP ranges from brightening to dimming in accordance with sunshine duration trends in the rest of China. The surface solar radiation downwards from ERA-40 reanalysis data in the same region confirms the brightening/dimming phenomenon shown by the sunshine duration before/after the 1980s. Otherwise, additional climatic variables such as low cloud amount, total cloud amount, precipitation, relative humidity and water vapor pressure, in most cases, exhibit significant negative correlation with sunshine duration in the TP on an annual and seasonal basis before and after 1982, respectively. The trends of these variables suggest that changes in some of them might be related to the brightening and dimming detected with the use of sunshine duration measurements over the TP. We also hypothesize that the impact of anthropogenic aerosols upon the climatic variables analyzed cannot be rejected, especially in the significant increase in low cloud cover since approximately 1980.  相似文献

The prolonged mei-yu/baiu system with anomalous precipitation in the year 2020 has swollen many rivers and lakes,caused flash flooding,urban flooding and landslides,and consistently wreaked havoc across large swathes of China,particularly in the Yangtze River basin.Significant precipitation and flooding anomalies have already been seen in magnitude and extension so far this year,which have been exerting much higher pressure on emergency responses in flood control and mitigation than in other years,even though a rainy season with multiple ongoing serious flood events in different provinces is not that uncommon in China.Instead of delving into the causes of the uniqueness of this year’s extreme precipitation-flooding situation,which certainly warrants in-depth exploration,in this article we provide a short view toward a more general hydrometeorological solution to this annual nationwide problem.A“glocal”(global to local)hydrometeorological solution for floods(GHS-F)is considered to be critical for better preparedness,mitigation,and management of different types of significant precipitation-caused flooding,which happen extensively almost every year in many countries such as China,India and the United States.Such a GHS-F model is necessary from both scientific and operational perspectives,with the strength in providing spatially consistent flood definitions and spatially distributed flood risk classification considering the heterogeneity in vulnerability and resilience across the entire domain.Priorities in the development of such a GHS-F are suggested,emphasizing the user’s requirements and needs according to practical experiences with various flood response agencies.  相似文献
