This article reports experiences gathered in 12 developing countries in Latin America and Africa with capacity development for national GHG inventory systems. The national systems and their ability to deliver on measurement, reporting and verification (MRV) requirements is assessed using a scorecard that covers the transparency, accuracy, completeness, consistency, and comparability of the GHG inventory as well as its institutional set-up and management aspects. The analysis shows that a quantitative assessment of GHG inventory systems with a scorecard is feasible and useful, and could commonly be used for tracking progress in MRV capacity development.

Policy relevance

A large number of capacity development initiatives are underway to advance national GHG inventory systems in developing countries, particularly in the land-use sector. These aim to promote the reliable MRV of GHG emissions and removals, which is expected to underpin developing countries’ contributions to global mitigation efforts, including through results-based payments. Although MRV is a cornerstone of climate change policy and despite widespread capacity gaps, there is little conclusive evidence about the effectiveness of such capacity development. This article relates the positive experience from one initiative, the Capacity Development for REDD+ project, which employed a novel, scorecard-based approach to results monitoring. Considerable progress is observed and provides reassurance regarding the soundness of development agencies’ significant investments in MRV. Disaggregating scores by countries and by underlying criteria also provides insights to prioritize further investments.  相似文献

This article empirically investigates the impact of transaction costs for monitoring, reporting, and verification (MRV) of emissions on companies regulated by the EU Emissions Trading System (EU ETS) in Germany. Based on a unique panel dataset, we investigate if MRV costs are dependent on the amount of annual emissions of regulated companies and if there are differences in transaction costs between economic sectors. The results indicate that administrative costs are dependent on the amount of annual emissions for larger companies, which has implications for the economic efficiency of the EU ETS. The most important finding, however, is that there are significant differences in MRV transaction costs dependent on the type and size of companies. This implies the existence of considerable economies of scale. Overall, the EU ETS could benefit from reforms by means of a push towards upstream regulation as this would likely increase administrative efficiency.

Policy relevance statement

Transaction costs are, among other things, an important aspect of market-based climate policy design. A policy instrument with low transaction costs is preferred over instruments with larger transaction costs under equal conditions. This is occasionally referred to as administrative efficiency, and its importance was acknowledged in directive 2009/29/EC of the European Commission. Thoughtful empirical examination of transaction costs is essential in order to inform about the extent and impact of these costs. This article provides an analysis of transaction costs for monitoring, reporting, and verification (MRV) of emissions in the EU ETS. It is shown that administrative costs will likely have negative effects on the cost efficiency of the EU ETS. However, the most relevant finding is that small companies (<250 employees) or firms emitting small amounts of carbon dioxide per year face far higher average transaction costs compared with larger firms or emitters. Thus, there is a tendency for the EU ETS to cause MRV transaction costs that are disadvantageous for small companies. A regulation that is more upstream-oriented could mitigate this negative effect to some extent. The EU ETS could initiate a reform that is targeted on putting a price on the carbon content of fossil fuels instead of directly regulating emissions in a so-called ‘end-of-the-pipe’ way at the installation level.  相似文献

Food security exists when people have access to sufficient, safe and nutritious food at all times to meet their dietary needs. The natural resource base is one of the many factors affecting food security. Its variability and decline creates problems for local food production. In this study we characterize for sub-Saharan Africa vegetation phenology and assess variability and trends of phenological indicators based on NDVI time series from 1982 to 2006. We focus on cumulated NDVI over the season (cumNDVI) which is a proxy for net primary productivity. Results are aggregated at the level of major farming systems, while determining also spatial variability within farming systems. High temporal variability of cumNDVI occurs in semiarid and subhumid regions. The results show a large area of positive cumNDVI trends between Senegal and South Sudan. These correspond to positive CRU rainfall trends found and relate to recovery after the 1980??s droughts. We find significant negative cumNDVI trends near the south-coast of West Africa (Guinea coast) and in Tanzania. For each farming system, causes of change and variability are discussed based on available literature (Appendix A). Although food security comprises more than the local natural resource base, our results can perform an input for food security analysis by identifying zones of high variability or downward trends. Farming systems are found to be a useful level of analysis. Diversity and trends found within farming system boundaries underline that farming systems are dynamic.  相似文献

Summary A frequency analysis of anticyclones over Southern Africa and the surrounding oceans is presented during drought and wet years. It is shown that the incidence of anticylones tends to be higher over the Atlantic Ocean during drought years. Wet years show an increased frequency of anticyclonic centres off the south-east coast of South Africa. An outbreak of cold air tends to be associated with the mobile anticyclones which move round the South African coast into the Indian Ocean. These cold air outbreaks are mostly characterized by an abrupt drop in temperature over Zimbabwe and a marked intensification of the prevalent low level south-easterly flow. Tropical convection associated with quasi-stationary systems within the ITCZ tends to intensify on the arrival of the surge winds. This enhancement of convection continues until the arrival of cold air which stabilizes the tropical atmosphere.With 10 Figures  相似文献

Global monsoons in the mid-Holocene and oceanic feedback   总被引:10,自引:3,他引:10  
The response of the six major summer monsoon systems (the North American monsoon, the northern Africa monsoon, the Asia monsoon, the northern Australasian monsoon, the South America monsoon and the southern Africa monsoon) to mid-Holocene orbital forcing has been investigated using a coupled ocean–atmosphere general circulation model (FOAM), with the focus on the distinct roles of the direct insolation forcing and oceanic feedback. The simulation result is also found to compare well with the NCAR CSM. The direct effects of the change in insolation produce an enhancement of the Northern Hemisphere monsoons and a reduction of the Southern Hemisphere monsoons. Ocean feedbacks produce a further enhancement of the northern Africa monsoon and the North American monsoon. However, ocean feedbacks appear to weaken the Asia monsoon, although the overall effect (direct insolation forcing plus ocean feedback) remains a strengthened monsoon. The impact of ocean feedbacks on the South American and southern African monsoons is relatively small, and therefore these regions, especially the South America, experienced a reduced monsoon regime compared to present. However, there is a strong ocean feedback on the northern Australian monsoon that negates the direct effects of orbital changes and results in a strengthening of austral summer monsoon precipitation in this region. A new synthesis is made for mid-Holocene paleoenvironmental records and is compared with the model simulations. Overall, model simulations produce changes in regional climates that are generally consistent with paleoenvironmental observations.  相似文献

In a context of both long-term climatic changes and short-term climatic shocks, temporal dynamics profoundly influence ecosystems and societies. In low income contexts in the Tropics, where both exposure and vulnerability to climatic fluctuations is high, the frequency, duration, and trends in these fluctuations are important determinants of socio-ecological resilience. In this paper, the dynamics of six diverse socio-ecological systems (SES) across the Tropics – ranging from agricultural and horticultural systems in Africa and Oceania to managed forests in South East Asia and coastal systems in South America – are examined in relation to the 2015–16 El Niño, and the longer context of climatic variability in which this short-term ‘event’ occurred. In each case, details of the socio-ecological characteristics of the systems and the climate phenomena experienced during the El Niño event are described and reflections on the observed impacts of, and responses to it are presented. Drawing on these cases, we argue that SES resilience (or lack of) is, in part, a product of both long-term historical trends, as well as short-term shocks within this history. Political and economic lock-ins and dependencies, and the memory and social learning that originates from past experience, all contribute to contemporary system resilience. We propose that the experiences of climate shocks can provide a window of insight into future ecosystem responses and, when combined with historical perspectives and learning from multiple contexts and cases, can be an important foundation for efforts to build appropriate long-term resilience strategies to mediate impacts of changing and uncertain climates.  相似文献

Millions of humans across the globe depend on lakes for numerous ecosystem services. Furthermore, humans use lakes as a food source and for a multitude of economic activities. Lakes are also essential to a plethora of taxa that rely on them for survival. Yet, despite the importance of lakes, we still lack an assessment of the extent lakes worldwide are being influenced by anthropogenic activities. In this study, I use the global database of lakes, the human footprint index from 1993 and 2009, and the more recent human modification index to measure the human pressure on the world's lakes. I found that one-third of the lakes are under considerable pressure. However, during the 16-year period examined, human pressure had increased in only 16% of the lakes, while it remained unchanged in 66%, and has even decreased in 18%. These patterns, though, were not uniform across the globe. Many lakes within tropical and subtropical regions, particularly in Africa—but also in South America and Asia—experienced sizeable increases in human pressure. Moreover, the percentage of lakes within Key Biodiversity Areas in which the human pressure had increased was three times larger the overall number. Although increases in human pressure were lower in lakes within protected areas—compared to lakes outside—there were numerous exceptions, particularly in the tropics. To protect biodiverse lakes in regions where human pressure is intensifying, it is important to improve the effectiveness of the protected areas and to address the socioeconomic factors driving the increases in human pressure.  相似文献

Faced with accelerating environmental challenges, research on social-ecological systems is increasingly focused on the need for transformative change towards sustainable stewardship of natural resources. This paper analyses the potential of rapid, large-scale socio-political change as a window of opportunity for transformative change of natural resources governance. We hypothesize that shocks at higher levels of social organization may open up opportunities for transformation of social-ecological systems into new pathways of development. However, opportunities need to be carefully navigated otherwise transformations may stall or lead the social-ecological system in undesirable directions. We investigate (i) under which circumstances socio-political change has been used by actors as a window of opportunity for initiating transformation towards sustainable natural resource governance, (ii) how the different levels of the systems (landscape, regime and niche) interact to pave the way for initiating such transformations and (iii) which key features (cognitive, structural and agency-related) get mobilized for transformation. This is achieved through analyzing natural resource governance regimes of countries that have been subject to rapid, large-scale political change: water governance in South Africa and Uzbekistan and governance of coastal fisheries in Chile. In South Africa the political and economic change of the end of the apartheid regime resulted in a transformation of the water governance regime while in Uzbekistan after the breakdown of the Soviet Union change both at the economic and political scales and within the water governance regime remained superficial. In Chile the democratization process after the Pinochet era was used to transform the governance of coastal fisheries. The paper concludes with important insight on key capacities needed to navigate transformation towards biosphere stewardship. The study also contributes to a more nuanced view on the relationship between collapse and renewal.  相似文献

Achieving the international 2 °C limit climate policy requires stringent reductions in GHG emissions by mid-century, with some countries simultaneously facing development-related challenges. South Africa is a middle-income developing country with high rates of unemployment and high levels of poverty, as well as an emissions-intensive economy. South Africa takes into account an assessment of what a fair contribution to reducing global emissions might be, and is committed to a ‘peak, plateau and decline' emissions trajectory with absolute emissions specified for 2025 and 2030, while noting the need to address development imperatives. This work utilizes an economy-wide computable general equilibrium model (e-SAGE) linked to an energy-system optimization model (TIMES) to explore improving development metrics within a 14 GtCO2e cumulative energy sector carbon constraint through to 2050 for South Africa. The electricity sector decarbonizes by retiring coal-fired power plants or replacing with concentrated solar power, solar photovoltaics and wind generation. Industry and tertiary-sector growth remains strong throughout the time period, with reduced energy intensity via fuel-switching and efficiency improvements. From 2010 to 2050, the model results in the unemployment rate decreasing from 25% to 12%, and the percentage of people living below the poverty line decreasing from 49% to 18%. Total energy GHG emissions were reduced by 39% and per capita emissions decreased by 62%.

Policy relevance

Lower poverty and inequality are goals that cannot be subordinated to lower GHG emissions. Policy documents in South Africa outline objectives such as reducing poverty and inequality with a key focus on education and employment. In its climate policy and Intended Nationally Determined Contribution (INDC), South Africa is committed to a peak, plateau and decline GHG emissions trajectory. As in many developing countries, these policy goals require major transformations in the energy system while simultaneously increasing affordable access to safe and convenient energy services for those living in energy poverty. The modelled scenario in this work focuses on employment and poverty reduction under a carbon constraint, a novel combination with results that can provide information for a holistic climate and development policy framework. This study has focused on the long term, which is important in generating clear policy signals for the necessary large-scale investments.  相似文献

The ambition to introduce carbon capture and storage (CCS) technology in developing countries raises particular considerations and challenges, where, most fundamentally, pressing socio-economic needs imply that there are other political priorities than GHG mitigation. This suggests that the interest in, and viability of, large-scale deployment of CCS in developing countries has to be analyzed as a strategic issue in the overall context of national development. But what are then the strategic concerns that may influence developing countries’ decisions to pursue large-scale deployment of CCS technology? Summary This study investigates the onset and cessation dates of the main summer rainy season over Zambia, their interannual variability, and potential relationships with ENSO and regional circulation anomalies. Focus is placed on onset and cessation dates because these rainy season characteristics are often of more relevance than seasonal rainfall totals to user groups such as farmers, water resource managers, health and tourism officials. It is found that there is substantial interannual variability in these parameters with some indications of a relationship between anomalies in onset date and those in Ni?o3.4 SST, particularly over the northern part of the country. A strong gradient exists between the south and the north in terms of rainfall amount, mean onset date and mean cessation date and all areas of the country experience significant variability. Analysis of circulation anomalies for early (late) onset seasons over northern Zambia shows that they are characterised by anomalous ridging (troughing) over and south of South Africa, a weaker (stronger) Angola heat low and enhanced (reduced) low level moisture flux into eastern Zambia from the Indian Ocean. The connection with ENSO during the onset season of austral spring appears to arise both through changes in the amount of subsidence over southern Africa as well as via the so-called Pacific South America pattern that extends across the South Pacific and South Atlantic towards southern Africa. Much of the Eastern Cape province in South Africa has been experiencing a severe drought since 2015. This drought has had major socio-economic effects particularly on the large impoverished rural population as well as on some urban areas where supplied water services have broken down in several cases. The region is influenced by both midlatitude and tropical systems leading to a complex regional meteorology that hitherto has not been much studied compared to other parts of South Africa. Here, the ongoing drought is examined in the context of long-term trends and the interannual rainfall variability of the region. Although the region has experienced drought in all seasons since 2015, focus here is placed on the spring (September–November) which shows the most consistent and robust signal. On average, this season contributes between about 25–35% of the annual rainfall total. Based on CHIRPS data, it is found that this season shows a significant decreasing trend in both rainfall totals as well as the number of rainfall days (but not heavy rainfall days) for spring over most of the province since 1981. On interannual time scales, the results indicate that dry (wet) springs over the Eastern Cape are associated with a cyclonic (anticyclonic) anomaly southeast of South Africa as part of a shift in the zonal wavenumber 3 pattern in the midlatitudes. Over the landmass, a stronger (weaker) Botswana High is also apparent with increased (decreased) subsidence over and near the Eastern Cape which is less (more) favourable for cloud band development and hence reduced (enhanced) rainfall during dry (wet) springs. Analysis of mid-century (2040–2060) CMIP5 rainfall projections suggests that there may be a flattening of the annual cycle over the Eastern Cape with the winter becoming wetter and the summer drier. For the spring season of interest here, the multi-model projections also indicate drying but less pronounced than that projected for the summer.

Summary A general circulation model is used to study the response of the atmosphere to an idealised sea surface temperature (SST) anomaly pattern (warm throughout the southern midlatitudes, cool in the tropics) in the South Indian Ocean region. The anomaly imposed on monthly SST climatology captures the essence of patterns observed in the South Indian Ocean during both ENSO events and multidecadal epochs, and facilitates diagnosis of the model response. A previous study with this anomaly imposed in the model examined differences in the response between that on the seasonal scale (favours enhancement of the original SST anomaly) and that on the decadal scale (favours damping of the anomaly). The current study extends that work firstly by comparing the response on the intraseasonal, seasonal and interannual scales, and secondly, by assessing the changes in the circulation and rainfall over the adjoining African landmass.It is found that the atmospheric response is favourable for enhancement of the original SST anomaly on scales up to, and including, annual. However, as the scale becomes interannual (i.e., 15–21 months after imposition of the anomaly), the model response suggests that damping of the original SST anomaly becomes likely. Compared to the shorter scale response, the perturbation pressure and wind distribution on the interannual scale is shifted poleward, and is more reminiscent of the decadal response. Winds are now stronger over the warm anomaly in the southern midlatitudes suggesting enhanced surface fluxes, upper ocean mixing, and consequently, a damping of the anomaly.Examination of the circulation and rainfall patterns indicates that there are significant anomalies over large parts of southern Africa during the spring, summer and autumn seasons for both short (intraseasonal to interannual) and decadal scales. It appears that rainfall anomalies are associated with changes in the advection of moist tropical air from the Indian Ocean and its related convergence over southern Africa. Over eastern equatorial Africa, the austral autumn season (the main wet season) showed rainfall increases on all time scales, while parts of central to eastern subtropical southern Africa were dry. The signals during summer were more varied. Spring showed generally dry conditions over the eastern half of southern Africa on both short and decadal time scales, with wet areas confined to the west. In all cases, the magnitude of the rainfall anomalies accumulated over a 90 day season were of the order of 90–180 mm, and therefore represent a significant fraction of the annual total of many areas. It appears that relatively modest SST anomalies in the South Indian Ocean can lead to sizeable rainfall anomalies in the model. Although precipitation in general circulation models tends to be less accurately simulated than many other variables, the model results, together with previous observational work, emphasize the need for ongoing monitoring of SST in this region.With 14 Figures  相似文献

In order to ensure the environmental integrity of carbon offset projects, emission reductions certified under the Clean Development Mechanism (CDM) have to be ‘real, measurable and additional’, which is ensured, inter alia, through the monitoring, reporting and verification (MRV) process. MRV, however, comes at a cost that ranges from several cents to €1.20 and above per tCO2e depending on the project type. This article analyses monitoring uncertainty requirements for carbon offset projects with a particular focus on the trade-off between monitoring stringency and cost. To this end, existing literature is reviewed, overarching monitoring guidelines, as well as the ten most-used methodologies are scrutinized, and finally three case studies are analysed. It is shown that there is indeed a trade-off between the stringency and the cost of monitoring, which if not addressed properly may become a major barrier for the implementation of offset projects in some sectors. It is then demonstrated that this trade-off has not been systematically addressed in the overarching CDM guidelines and that there are only limited incentives to reduce monitoring uncertainty. Some methodologies and calculation tools as well as some other offset standards, however, do incorporate provisions for a trade-off between monitoring costs and stringency. These provisions may take the form of discounting emissions reductions based on the level of monitoring uncertainty – or more implicitly through allowing a project developer to choose between monitoring a given parameter and using a conservative default value.

Policy relevance

The CDM Executive Board acknowledged that monitoring uncertainty has not been treated in a consistent manner and the draft standard on uncertainty was subsequently presented in May 2013. This article supports the implementation of this standard for more comprehensive, yet cost-efficient accounting for monitoring uncertainty in carbon offset projects. Moreover, in the light of the ongoing discussions on the New Market Mechanisms as well as the operationalization of the Green Climate Fund and different national mitigation policies, the CDM experience provides valuable insights with regards to the treatment of monitoring uncertainty and constitutes a solid basis for designing uncertainty requirements for new mechanisms to mitigate climate change.  相似文献

This paper provides an evidence-based contribution to understanding processes of climate change adaptation in water governance systems in the Netherlands, Australia and South Africa. It builds upon the work of Ostrom on institutional design principles for local common pool resources systems. We argue that for dealing with complexities and uncertainties related to climate change impacts (e.g. increased frequency and intensity of floods or droughts) additional or adjusted institutional design propositions are necessary that facilitate learning processes. This is especially the case for dealing with complex, cross-boundary and large-scale resource systems, such as river basins and delta areas in the Netherlands and South Africa or groundwater systems in Western Australia. In this paper we provide empirical support for a set of eight refined and extended institutional design propositions for the governance of adaptation to climate change in the water sector. Together they capture structural, agency and learning dimensions of the adaptation challenge and they provide a strong initial framework to explore key institutional issues in the governance of adaptation to climate change. These institutional design propositions support a “management as learning” approach to dealing with complexity and uncertainty. They do not specify blueprints, but encourage adaptation tuned to the specific features of local geography, ecology, economies and cultures.  相似文献

Moisture exchange between the South Atlantic and southern Africa is examined in this study through zonal moisture transport. Along the west coast of southern Africa, a multivariate analysis of the zonal flow of moisture computed from NCEP-DOE AMIP II Re-analyses reveals a primary mode of variability typical of variations in intensity and of the latitudinal migration of the circulation associated with the midlatitude westerlies and the South Atlantic anticyclone. In austral summer (January–February), this mode, referred to as the South Atlantic midlatitude mode, is found to be well correlated with rainfall over southern Africa (i.e. to the south of the upper lands surrounding the Congo basin). Its positive/negative phases are found to correspond with surface pressures changes over the South Atlantic region in austral summer when the South Atlantic anticyclone is shifted northward/southward respectively. Such changes are accompanied by dipole-like SST anomalies in the midlatitude South Atlantic Ocean, while simultaneous SST anomalies with a similar structure are also found over South Indian Ocean regions. In January–February, positive/negative events linked to the South Atlantic midlatitude mode are marked by meridional shifts (northward/southward) and weakening/strengthening of the ITCZ over the southern tropics, together with modulations in intensity (weakened/sustained) of the Angola low, which could act as a tropical source of moisture for Tropical Temperate Troughs (TTTs). In association with a strengthened/weakened zonal component of the southern extension of the African Easterly Jet (AEJ), this could modulate the meridional transfer of moisture south of 15°S to the advantage/detriment of Angolan coastal regions, where above/below rainfall are expected. Variations in the latitudinal position (northward/southward) of the South Atlantic anticyclone, and thus of the midlatitude westerlies, are also found to reduce/favour moisture advection towards southern Africa subtropics allowing the southern Indian trades to penetrate less/more over the subcontinent south of 25°S. This would create a situation where convection processes are inhibited/supported within the SICZ/TTTs region resulting in drier/wetter conditions locally for positive/negative events respectively.  相似文献

Multiple cropping systems provide more harvest security for farmers, allow for crop intensification and furthermore influence ground cover, soil erosion, albedo, soil chemical properties, pest infestation and the carbon sequestration potential. We identify the traditional sequential cropping systems in ten sub-Saharan African countries from a survey dataset of more than 8600 households. We find that at least one sequential cropping system is traditionally used in 35% of all administrative units in the dataset, mainly including maize or groundnuts. We compare six different management scenarios and test their susceptibility as adaptation measure to climate change using the dynamic global vegetation model for managed land LPJmL. Aggregated mean crop yields in sub-Saharan Africa decrease by 6–24% due to climate change depending on the climate scenario and the management strategy. As an exception, some traditional sequential cropping systems in Kenya and South Africa gain by at least 25%. The crop yield decrease is typically weakest in sequential cropping systems and if farmers adapt the sowing date to changing climatic conditions. Crop calorific yields in single cropping systems only reach 40–55% of crop calorific yields obtained in sequential cropping systems at the end of the 21st century. The farmers’ choice of adequate crops, cropping systems and sowing dates can be an important adaptation strategy to climate change and these management options should be considered in climate change impact studies on agriculture.  相似文献

This paper analyzed the time evolution of the global 1000 hPa height anomalies related to the sea surface temperature (SST) in the eastern equatorial Pacific by using ECMWF data in the period 1979-1988, in which two Pacific warm events, 1982/83 and 1986/787, are included. It is found that there are distinct evidences of eastward propagation of alternate positive / negative height anomalies not only in the tropical South Pacific but also in the tropical North Pacific. The former is associated with the Southern Oscillation (SO) and the latter is associated with the so-called Northern Oscillation (NO).It is noteworthy that the alternate positive / negative anomaly centers associated with SO and NO can be traced back to the middle and higher latitudes of the South Indian Ocean and the East Asian continent respectively, which may be significant for the understanding of the causes and mechanism of SO and NO and for the monitoring of ENSO.Furthermore, these evolution processes have a strong symmetry about the  相似文献
