The new scenario framework facilitates the coupling of multiple socioeconomic reference pathways with climate model products using the representative concentration pathways. This will allow for improved assessment of climate impacts, adaptation and mitigation. Assumptions about climate policy play a major role in linking socioeconomic futures with forcing and climate outcomes. The paper presents the concept of shared climate policy assumptions as an important element of the new scenario framework. Shared climate policy assumptions capture key policy attributes such as the goals, instruments and obstacles of mitigation and adaptation measures, and introduce an important additional dimension to the scenario matrix architecture. They can be used to improve the comparability of scenarios in the scenario matrix. Shared climate policy assumptions should be designed to be policy relevant, and as a set to be broad enough to allow a comprehensive exploration of the climate change scenario space. 相似文献

为了解国家气候中心第二代季节预测模式系统(BCCv2)预测产品在重庆地区的动力降尺度效果,利用WRF模式对BCCv2的2016年汛期预测数据进行动力降尺度试验,对比了动力降尺度前后预测的重庆地区汛期平均降水的差异及采用不同边界层参数化方案对降水预测的影响。试验结果表明,动力降尺度能较好地改善BCCv2对重庆地区汛期降水预测整体偏少的情况,且在降水空间分布特征上与观测更加接近。对比采用不同边界层参数化方案(MYJ、MYNN2、YSU和ACM2)后的降水预测结果可知,YSU方案偏差较小;但从整体看,各方案间差异并不明显。对环流场的偏差分析以及进一步利用松弛逼近法进行的试验表明,动力降尺度能较好地改善BCCv2对青藏高原以南和中国南部地区位势高度预测的正偏差,并能改善降尺度前其对高原南部偏西风水汽输送预测的偏弱,但对两广一带向北水汽输送预测依然较弱;边界场在环流形势预测中的偏差可能与动力降尺度预测的重庆地区汛期降水整体偏少存在联系。 相似文献

In recent years the world has moved to a new path of rapid global growth, largely driven by the developing countries, which is energy intensive and heavily reliant on the use of coal—global coal use will rise by nearly 60% over the decade to 2010. It is likely that, without changes to the policies in place in 2006, global CO 2 emissions from fuel combustion would nearly double their 2000 level by 2020 and would continue to rise beyond 2030. Neither the SRES marker scenarios nor the reference cases assembled in recent studies using integrated assessment models capture this abrupt shift to rapid growth based on fossil fuels, centred in key Asian countries. While policy changes must and will occur, the realism of the reference case is critical for analysis and policy formulation. Using such a reference path will have significant effects on impact and damage estimates, on the analysis of achievable stabilisation paths and on estimates of the costs of achieving stabilisation at a given GHG concentration level. Use of a realistic reference path is also essential for the international negotiations, arising out of the COP13 meeting in Bali, to achieve widely desired stabilisation goals: both the level of emission reductions to be achieved, and the preferred distribution of those reductions over countries and regions, will be heavily influenced by the reference case assumed. 相似文献

This essay proposes an innovative institutional strategy for global climate protection, quite distinct from but ultimately complementary to the UNFCCC climate treaty negotiations. Our “building block” strategy relies on a variety of smaller-scale transnational cooperative arrangements, involving not only states, but also subnational jurisdictions, firms, and civil society organizations, to undertake activities whose primary goal is not climate mitigation but which will achieve greenhouse gas reductions as a byproduct. This strategy avoids the problems inherent in developing an enforceable, comprehensive treaty regime by mobilizing other incentives—including economic self-interest, energy security, cleaner air, and furtherance of international development— to motivate a range of actors to cooperate on actions that will also produce climate benefits. The strategy uses three specific models of regime formation (club, linkage, and dominant actor models) which emerge from economics, international relations, and organizational behavior, to develop a variety of transnational regimes that are generally self-enforcing and sustainable, avoiding the free rider and compliance problems endemic in collective action to provide public goods. These regimes will contribute to global climate action not only by achieving emissions reductions in the short term, but also by creating global webs of cooperation and trust, and by linking the building block regimes to the UNFCCC system through greenhouse gas monitoring and reporting systems. We argue that the building blocks regimes would thereby help secure eventual agreement on a comprehensive climate treaty. 相似文献

Many scholars study when climate change communication increases citizen engagement. Yet, past work has largely used public opinion-based measures of engagement to evaluate alternative frames. In this paper, we argue for a new approach to evaluation, which is premised on research on the policy-making process showing that space on the political agenda and, ultimately, policy change are more likely to arise in response to changes in both public opinion and collective political action. Thus, we argue that alternative frames should be evaluated based on their consequences for both. This is especially critical given that frames can have divergent effects on attitudes and behavior. Using a combination of field and survey experiments, we apply our approach to evaluate two frames related to climate change risks. We find that they heighten people’s concern about climate change yet decrease their rate of political action to express that concern. Our results suggest caution with regard to these frames in particular and that, more generally, frames that might seem advantageous when examining public opinion may not be when political behavior is analyzed. 相似文献

The effective management of climate change on a national as well as an international level requires close co-operation between the scientific community and the political sector. Climate change first became a major subject of scientific inquiry in the early 1980s, and real political interest in the issue was awakened towards the end of that decade. In the last few years, the dialogue between the scientific community and the political sector has increased considerably. As a result, climate change is today one of the most significant areas in environmental research and international environmental policy alike.This paper examines the emergence and consolidation of international climate change regime. The paper begins with an outline of the historical emergence of climate research and climate policy. This is followed by a discussion of the history and development of the Rio Convention, with a look at the latest developments in international climate politics. The next section begins with an examination of the foundations and present strategies of Finnish climate policy, which is used as a case study, and the paper concludes with an assessment of the current state of Finnish climate policy, illustrating the problems of compliance individual countries face when adopting the norms and principles of the regime. 相似文献

Patterns of national climate policy performance and their implications for the geopolitics of climate change are examined. An overview of levels of emissions performance across countries is first provided. Substantial changes in emissions trends over time are documented, notably with GHG emissions trajectories, which are shaped less and less by the developed/developing country divide. Various patterns of policy convergence and divergence in the types of policies states implement are then surveyed. Four broad types of explanation that may account for these trends are then explored: (1) variation in the institutional form of country-level governance regimes, (2) patterns of dependence on fossil fuel energy, (3) broad systemic differences among states (specifically in their population densities, carbon intensity, and per capita incomes, and (4) variations in the traditions of economic intervention by states. The article contributes to the growing body of work on comparative climate policy, and provides a first attempt at exploring the comparative politics of instrument choice. The analysis challenges the continued importance of a North–South divide for the future of climate policy, thus reinforcing a sense of the ‘new geopolitics’ of climate change. Some of the implications of the analysis for debates about the form of future international agreement on mitigation policy are also explored. Policy relevance The article contributes to the understanding of the variety of institutional conditions under which policy makers develop policy and thus the constraints and opportunities for the design of international agreements under these conditions. 相似文献

Because of large economic and environmental asymmetries among world regions and the incentive to free ride, an international climate regime with broad participation is hard to reach. Most of the proposed regimes are based on an allocation of emissions rights that is perceived as fair. Yet, there are also arguments to focus more on the actual welfare implications of different regimes and to focus on a ‘fair’ distribution of resulting costs. In this article, the computable general equilibrium model DART is used to analyse the driving forces of welfare implications in different scenarios in line with the 2?°C target. These include two regimes that are often presumed to be ‘fair’, namely a harmonized international carbon tax and a cap and trade system based on the convergence of per capita emissions rights, and also an ‘equal loss’ scenario where welfare losses relative to a business-as-usual scenario are equal for all major world regions. The main finding is that indirect energy market effects are a major driver of welfare effects and that the ‘equal loss’ scenario would thus require large transfer payments to energy exporters to compensate for welfare losses from lower world energy demand and prices. Policy relevanceA successful future climate regime requires ‘fair’ burden sharing. Many proposed regimes start from ethical considerations to derive an allocation of emissions reduction requirements or emissions allowances within an international emissions trading scheme. Yet, countries also consider the expected economic costs of a regime that are also driven by other factors besides allowance allocation. Indeed, in simplified lab experiments, successful groups are characterized by sharing costs proportional to wealth. This article shows that the major drivers of welfare effects are reduced demand for fossil energy and reduced fossil fuel prices, which implies that (1) what is often presumed to be a fair allocation of emissions allowances within an international emissions trading scheme leads to a very uneven distribution of economic costs and (2) aiming for equal relative losses for all regions requires large compensation to fossil fuel exporters, as argued, for example, by the Organization of Petroleum Exporting Countries (OPEC). 相似文献

Climate change poses a significant risk for communities, and local governments around the world have begun responding by developing climate adaptation policies. Scholarship on local adaptation policy has proliferated in recent years, but insufficient attention has been paid to operationalization of the unit of analysis, and methods employed are typically inadequate to draw inferences about variation across cases. This article seeks to contribute to the conceptual and methodological foundations of a research agenda for comparative analysis of local adaptation policies and policy-making. Synthesizing insights from policy studies literature and existing adaptation research, the article identifies and operationalizes two aspects of public policy—policy content and policy process—which are salient objects of comparative analysis that typically vary from one community to another. The article also addresses research design, outlining a comparative case study methodology that incorporates various qualitative analytical techniques as the vehicle to examine these policy elements in empirical settings. 相似文献

Interannual fluctuations in rainfall and ocean-atmosphere fields over and around Africa were studied in the satellite era of 1979–2007 using singular value decomposition. The leading modes of rainfall variability in GPCP satellite-gauge merged fields include a leading mode over central Africa, two modes of marine origin in the Gulf of Guinea and Eastern Africa, and two sub-tropical modes over the Sahel and Southern Africa. This differs from earlier gauge-based studies that tend to isolate three leading modes over western, eastern, and southern Africa. In the sea-surface temperature, sea-level pressure and upper wind fields, ENSO signals dominate the leading modes. However, for the low-level wind field, a trough circulation over the southeast Atlantic – Kalahari is the leading mode. It demonstrates predictive potential when cross-correlated with rainfall at 6- to 12-month lead time. Based on continuous filtered data, the value of various indices and the predictability of different zones are examined. The Sahel achieves the highest rank followed by the Congo and southern zones in the next tier. The Guinea and East African rains, which peak in the March-to-May season, appear least predictable. The seasonal rainfall is shown to modulate economic growth rate, and multi-variate predictive algorithms are tested at 6-month lead time. 相似文献

Climate change is an issue of risk management. The most important causes for concern are not the median projections of future climate change, but the low-probability, high-consequence impacts. Because the policy question is one of sequential decision making under uncertainty, we need not decide today what to do in the future. We need only to decide what to do today, and future decisions can be revised as we learn more. In this study, we use a stochastic version of the DICE-99 model (Nordhaus WD, Boyer J ( 2000) Warming the world: economic models of global warming. MIT Press, Cambridge, MA, USA) to explore the effect of different rates of learning on the appropriate level of near-term policy. We show that the effect of learning depends strongly on whether one chooses efficiency (balancing costs and benefits) or cost-effectiveness (stabilizing at a given temperature change target) as the criterion for policy design. Then, we model endogenous learning by calculating posterior distributions of climate sensitivity from Bayesian updating, based on temperature changes that would be observed for a given true climate sensitivity and assumptions about errors, prior distributions, and the presence of additional uncertainties. We show that reducing uncertainty in climate uncertainty takes longer when there is also uncertainty in the rate of heat uptake by the ocean, unless additional observations are used, such as sea level rise. 相似文献

Subjective elements are an inevitable component of scientific advice on climate policies. Good practice warrants that the
level of assumption underlying subjective elements be parsimonious, that their effects on policy decisions be identified,
and that policy relevant variables be communicated with appropriate levels of precision. In the case of climate sensitivity,
the level of precision is intrinsically difficult to quantify. There is no ‘true’ value of climate sensitivity to be discovered.
Rather, best practice consists of the application of multiple methods to estimate the quantity. Best practice provides confidence
that some values of climate sensitivity are more likely than others. This lends support to the notion of weighting climate
sensitivity values, though the appropriate precision appears to be less than that implied by use of a probability density
function (pdf) and greater than that implied by use of a simple range. Use of both a pdf and a range in this case can provide

An extensive literature shows that information-creating mechanisms enhance the transparency of and can support participation and compliance in international agreements. This paper draws from game theory, international relations, and legal scholarship to make the case for how transparency through policy surveillance can facilitate more effective international climate change policy architecture. I draw lessons from policy surveillance in multilateral economic, environmental, and national security contexts to inform a critical evaluation of the historic practice of monitoring and reporting under the global climate regime. This assessment focuses on how surveillance produces evidence to inform policy design, enables comparisons of mitigation effort, and illustrates the adequacy of the global effort in climate agreements. I also describe how the institution of policy surveillance can facilitate a variety of climate policy architectures. Distributive justice in climate change has been of interest both to the ethics and to the climate policy communities, but the two have remained relatively isolated. By combining an applied ethics approach with a focus on the details of a wide range of proposed international climate policies, this article proposes two arguments. First, three categories of proposals are identified, each characterized by its assumptions about the nature of the ‘problem’ of climate change, the burdens that this problem imposes, and its application of distribution rules. Each category presents potential implications for distributive justice. The second, related, argument is that assumptions about technology, sovereignty, substitution and public perceptions of ethics shape the distributive justice outcomes of proposed policies even though these areas have largely been overlooked in discussions of the subject in either literature. The final lesson of this study is that the definition, measurement and distribution of burdens are all critical variables for distributive justice in climate policy. 相似文献

The ocean plays a major role in regulating Earth's climate system, and is highly vulnerable to climate change, but continues to receive little attention in the ongoing policymaking designed to mitigate and adapt to global climate change. There are numerous ways to consider the ocean more significantly when developing these policies, several of which offer the co-benefits of biodiversity protection and support of marine-dependent human communities. When developing forward-thinking climate change policy, it is important to understand the ways that the ocean contributes to global climate and to fully inventory the services that the ocean provides to humans. Without more inclusive consideration of the ocean in climate policy, at all levels of governance, policy makers risk weaker than necessary mitigation and adaptation strategies. 相似文献
