Abstract

Climate change equity debates tend to focus on achieving a fair and global ‘allocation’ of emission rights among countries. Allocation proposals typically envision, if implicitly, two purposes for international emissions trading. First, trading is expected to serve as a cost-effective means of promoting compliance with emissions targets. Second, trading is posited as a means to generate financial transfers, typically from industrialized to transitioning and developing countries.

This article investigates the common assumption that international emissions trading will effectively serve both of these purposes. We conclude that the two purposes might not be mutually supportive, and that efforts to use international emissions trading as a financial transfer mechanism may potentially undermine cost-effectiveness goals. International emissions trading on a global scale would create new risks in terms of both cost-effectiveness and environmental performance, some of which will be challenging to manage. In particular, uncertainties over market prices and trading eligibility, coupled with the costs of participation, may together be the Achilles heel of some allocation proposals that entail large financial transfers from industrialized to developing countries. Any proposal for an ‘equitable’ allocation of emission allowances, we conclude, must be cognizant of the risks and costs implied by a reliance on international emissions trading. A direct comparison among highly uncertain inventories of emissions is inadequate and may lead to paradoxes. This issue is of particular importance in the case of greenhouse gases. This paper reviews the methods for the comparison of uncertain inventories in the context of compliance checking. The problem is treated as a comparison of uncertain alternatives. It provides a categorization and ranking of the inventories which can induce compliance checking conditions. Two groups of techniques to compare uncertain estimates are considered in the paper: probabilistic and fuzzy approaches. They show certain similarities which are revealed and stressed throughout the paper. The group of methods most suitable for the compliance purpose is distinguished. They introduce new conditions for fulfilling compliance, depending on inventory uncertainty. These new conditions considerably change the present approach, where only the reported values of inventories are accounted for.  相似文献

Under the Paris Agreement, countries are encouraged to submit long-term low greenhouse gas emissions development strategies. Such strategies will merge emissions goals with socio-economic objectives and enable countries to increase their ambition over time, thus offering an opportunity to close the gap between the current emissions trajectory and the Agreement’s ‘well below 2°C’ target. China is in the process of preparing its own long-term strategy. We argue in this article that non-CO2 greenhouse gases (NCGGs) should be an essential component of China’s long-term low-emissions strategy. To incorporate NCGGs into China’s long-term low-emissions development strategy, key scientific and institutional challenges should be addressed, such as uncertainty about the accuracy of NCGG emissions inventories; uncertainty about future projections of NCGG emissions; and institutional coordination deficits and imbalanced policy approaches. Overcoming these barriers will have significant implications for climate change mitigation and can open a path for the development of concrete follow-up actions.

The paper examines the strengths and weaknesses of a rangeof meteorological flux measurement techniques that mightbe used to verify predictions of greenhouse gas inventories.Recent research into emissions of methane (CH4)produced by enteric fermentation in grazing cattle and sheepis used to illustrate various methodologies. Quantifying thisimportant source presents special difficulties because the animalsconstitute moving, heterogeneously distributed, intermittent, pointsources. There are two general approaches: one, from the bottom up,involves direct measurements of emissions from a known number ofanimals, and the other, from the top down, infers areal emissions ofCH4 from its atmospheric signature. A mass-balance methodproved successful for bottom-up verification. It permits undisturbedgrazing, has a simple theoretical basis and is appropriate for fluxmeasurements on small plots and where there are scattered pointsources. The top-down methodologies include conventional flux-gradientapproaches and convective and nocturnal boundary-layer (CBL and NBL)budgeting schemes. Particular attention is given to CBL budget methods inboth differential and integral form. All top-down methodologies require ideal weather conditions for their application, and they suffer from the scattered nature of the source, varying wind directions and low instrument resolution. As for mass-balance, flux-gradient micrometeorological measurements were in good agreement with inventory predictions of CH4 production by livestock, but the standard errors associated with both methods were too large to permit detection of changes of a few per cent in emission rate, which might be important for inventory, regulatory or research purposes. Fluxes calculated by CBL and NBL methods were of the same order of magnitude as inventory predictions, but more improvement is needed before their use can be endorsed. Opportunities for improving the precision of both bottom-up and top-down methodologies are discussed.  相似文献

Our study is a preparatory exercise. We focus on the analysis of uncertainty in greenhouse gas emission inventories. Inventory uncertainty is monitored, but not regulated, under the Kyoto Protocol to the United Nations Framework Convention on Climate Change. Under the Convention, countries publish annual or periodic national inventories of greenhouse gas emissions and removals. Policymakers use these inventories to develop strategies and policies for emission reductions and to track the progress of these policies. However, greenhouse gas inventories contain uncertainty for a variety of reasons, and these uncertainties have important scientific and policy implications. For most countries, the emission changes agreed under the Protocol are of the same order of magnitude as the uncertainty that underlies their combined (carbon dioxide equivalent) emissions estimates. Here we apply and compare six available techniques to analyze the uncertainty in the emission changes that countries agreed to realize by the end of the Protocol’s first commitment period 2008–2012. Any such technique, if implemented, could “make or break” claims of compliance, especially in cases where countries claim fulfillment of their commitments to reduce or limit emissions. The techniques all perform differently and can thus have a different impact on the design and execution of emission control policies. A thorough comparison of the techniques has not yet been made but is needed when expanding the discussion on how to go about dealing with uncertainty under the Kyoto Protocol and its successor.  相似文献

Abstract

This article describes a new concept for an international climate regime for differentiation of future commitments: the ‘common but differentiated convergence’ approach (CDC). Under CDC, Annex-I countries' per-capita emission allowances converge within a convergence period to a low level. Individual non-Annex-I countries' allowances converge to the same level also within the same period (‘common convergence’), but starting when their per-capita emissions are a certain percentage above global average (‘differentiated’). Until then they may voluntarily take on ‘positively binding’ targets. This approach eliminates two concerns often voiced in relation to gradually converging per-capita emissions: (i) advanced developing countries have their commitment to reduce emissions delayed and their targets are not the same as Annex-I countries with equal per-capita emissions; (ii) CDC does not provide excess emission allowances to the least developing countries. Under CDC, stabilizing greenhouse gas concentrations at 550 and 650 ppm CO2-equivalent can be reached with participation at roughly 0% and 50% above global average and convergence to around 3 and 4.5 tCO2-eq/cap within 40 years. Even if the CDC approach is not implemented in its entirety, it is possible that the step-by-step decisions on the international climate regime can be guided by the principles provided in the CDC approach.  相似文献

This article describes a ‘tax and trade' emission regulations system that controls both emission costs and emission quantities. Emitters are taxed at a fixed price on carbon emissions and the government uses the tax revenue to buy carbon offsets on existing emissions markets. Unlike a traditional carbon tax, regulated firms may also produce carbon credits which may be sold to the government. Thus, the government bears the compliance cost risk rather than an individual firm and has control over the number of offsets purchased and the effective emission reduction. This unusual form of hybrid has potential political advantages of creating an economic incentive on corporate choices (at the margin) substantially greater than the actual trading price, and with lower financial transfers than in most schemes.

Policy relevance

The article presents a hybrid carbon emissions system that adds to the growing discussion of hybrid policy instruments which could be implemented by policy makers, particularly in nations without current cap and trade policies.  相似文献

The annual reporting procedures of the United Nations Framework Convention on Climate Change (UNFCCC) have now produced greenhouse gas (GHG) emission inventories from 40 so-called Annex I countries for 18 years. This article analyses a subset of these data: emissions from road transport. The article compares the reported data with the technical guidance on GHG emission inventories provided by the Intergovernmental Panel on Climate Change (IPCC). The analysis suggests that some countries use the IPCC's default emission factors, whereas other countries use country-specific values. In the case of diesel-fuelled road transport, the estimated emissions appear to be generally comparable between all countries for all years. For CO2 emissions from gasoline-fuelled road transport, the picture is less clear. The results suggest that the default emission factor for CO2 from motor gasoline as provided by the IPCC is about 3–5% too low. Countries that seem to apply this default value might therefore underestimate their emissions by the same percentage. The effect of this possible underestimate on trends is, however, very small. Despite the possible problem with the default emission factor, the quantification of the trend in emissions is only slightly influenced by this.  相似文献

This article assesses Japan's carbon budgets up to 2100 in the global efforts to achieve the 2?°C target under different effort-sharing approaches based on long-term GHG mitigation scenarios published in 13 studies. The article also presents exemplary emission trajectories for Japan to stay within the calculated budget.

The literature data allow for an in-depth analysis of four effort-sharing categories. For a 450?ppm CO2e stabilization level, the remaining carbon budgets for 2014–2100 were negative for the effort-sharing category that emphasizes historical responsibility and capability. For the other three, including the reference ‘Cost-effectiveness’ category, which showed the highest budget range among all categories, the calculated remaining budgets (20th and 80th percentile ranges) would run out in 21–29 years if the current emission levels were to continue. A 550?ppm CO2e stabilization level increases the budgets by 6–17 years-equivalent of the current emissions, depending on the effort-sharing category. Exemplary emissions trajectories staying within the calculated budgets were also analysed for ‘Equality’, ‘Staged’ and ‘Cost-effectiveness’ categories. For a 450?ppm CO2e stabilization level, Japan's GHG emissions would need to phase out sometime between 2045 and 2080, and the emission reductions in 2030 would be at least 16–29% below 1990 levels even for the most lenient ‘Cost-effectiveness’ category, and 29–36% for the ‘Equality’ category. The start year for accelerated emissions reductions and the emissions convergence level in the long term have major impact on the emissions reduction rates that need to be achieved, particularly in the case of smaller budgets.

Policy relevance

In previous climate mitigation target formulation processes for 2020 and 2030 in Japan, neither equity principles nor long-term management of cumulative GHG emissions was at the centre of discussion. This article quantitatively assesses how much more GHGs Japan can emit by 2100 to achieve the 2?°C target in light of different effort-sharing approaches, and how Japan's GHG emissions can be managed up to 2100. The long-term implications of recent energy policy developments following the Fukushima nuclear disaster for the calculated carbon budgets are also discussed.  相似文献

Emission inventories of NOx, CO, and individual volatile organic compounds (VOC), highly resolved in space and time, belong to the most important input parameters for chemistry and transport models (CTM) used for ozone prediction. Because of the decisive influence of the input quality on the outcome of CTM simulations, the quality of emission inventories has to be assessed. This paper presents an experimental evaluation of the highly resolved emission inventories for the city of Augsburg. The emissions of the city, determined in March and October 1998 using mass balance and tracer techniques, and derived from the measured receptor concentration ratios, were compared with emissions modeled from an emission inventory. The modeled CO emissions were in agreement with the measured ones within the combined experimental and model uncertainties. More detailed CO emission model simulations suggest that the tendency of calculated CO emissions being smaller than the measured ones may be due to higher traffic activity in Augsburg. Modeled NOx emissions were in agreement with the measured ones within the combined experimental and model uncertainties. Large deviations between modeled and measured values have been found for some individual NMHC compounds. The measured NMHC emission fingerprints were dominated by mobile sources. Substantial model predicted NMHC emissions from the solvent use could not be detected by measurements suggesting that they may not be correctly represented by the emission model.  相似文献

In principle, many climate policymakers have accepted that large-scale carbon dioxide removal (CDR) is necessary to meet the Paris Agreement’s mitigation targets, but they have avoided proposing by whom CDR might be delivered. Given its role in international climate policy, the European Union (EU) might be expected to lead the way. But among EU climate policymakers so far there is little talk on CDR, let alone action. Here we assess how best to ‘target’ CDR to motivate EU policymakers exploring which CDR target strategy may work best to start dealing with CDR on a meaningful scale. A comprehensive CDR approach would focus on delivering the CDR volumes required from the EU by 2100, approximately at least 50 Gigatonnes (Gt) CO2, according to global model simulations aiming to keep warming below 2°C. A limited CDR approach would focus on an intermediate target to deliver the CDR needed to reach ‘net zero emissions’ (i.e. the gross negative emissions needed to offset residual positive emissions that are too expensive or even impossible to mitigate). We argue that a comprehensive CDR approach may be too intimidating for EU policymakers. A limited CDR approach that only addresses the necessary steps to reach the (intermediate) target of ‘net zero emissions’ is arguably more achievable, since it is a better match to the existing policy paradigm and would allow for a pragmatic phase-in of CDR while avoiding outright resistance by environmental NGOs and the broader public.

Greenhouse gases emission inventories are computed with rather low precision. Moreover, their uncertainty distributions may be asymmetric. This should be accounted for in the compliance and trading rules. In this paper we model the uncertainty of inventories as intervals or using fuzzy numbers. The latter allows us to better shape the uncertainty distributions. The compliance and emission trading rules obtained generalize the results for the symmetric uncertainty distributions that were considered in the earlier papers by the present authors (Nahorski et al., Water Air & Soil Pollution. Focus 7(4–5):539–558, 2007; Nahorski and Horabik, 2007, J Energy Eng 134(2):47–52, 2008). However, unlike in the symmetric distribution, in the asymmetric fuzzy case it is necessary to apply approximations because of nonlinearities in the formulas. The final conclusion is that the interval uncertainty rules can be applied, but with a much higher substitutional noncompliance risk, which is a parameter of the rules.  相似文献

Abstract

Energy sector emissions from Russia have declined by about 33% from 1990 levels. We estimate that some 60–70% of the reduction is due to economic decline, and about 8–12% of it is due to reforms in the energy sector; the remainder being due to the wider use of natural gas and structural changes in the economy. Vigorous institutional and technological measures to promote energy efficiency could lead to savings of over 100 million t.c.e. per year by 2010, and keep CO2 emissions fairly close to current levels over the decade. In our view, international emissions trading should not lead to global emissions growth, but should facilitate the best energy saving and efficiency. Consequently, we propose that the available assigned amount should be divided into two components. That part arising from ‘type 1’ reductions, produced by special projects and measures relating to GHG reduction taken since 1990, should be freely traded; whereas the remaining ‘type 2’ surplus, without a clear link to real emission reduction activity, should only be traded if the revenues are recycled into special projects resulting in emissions reduction equal to or more than the amount of emissions sold.  相似文献

Unleakable carbon, or the uncombusted methane and carbon dioxide associated with fossil fuel systems, constitutes a potentially large and heretofore unrecognized factor in determining use of Earth’s remaining fossil fuel reserves. Advances in extraction technology have encouraged a shift to natural gas, but the advantage of fuel switching depends strongly on mitigating current levels of unleakable carbon, which can be substantial enough to offset any climate benefit relative to oil or coal. To illustrate the potential warming effect of methane emissions associated with utilizable portions of our remaining natural gas reserves, we use recent data published in peer-reviewed journals to roughly estimate the impact of these emissions. We demonstrate that unless unleakable carbon is curtailed, up to 59–81% of our global natural gas reserves must remain underground if we hope to limit warming to 2°C from 2010 to 2050. Successful climate change mitigation depends on improved quantification of current levels of unleakable carbon and a determination of acceptable levels of these emissions within the context of international climate change agreements.

Policy relevance

It is imperative that companies, investors, and world leaders considering capital expenditures and policies towards continued investment in natural gas fuels do so with a complete understanding of how dependent the ultimate climate benefits are upon increased regulation of unleakable carbon, the uncombusted carbon-based gases associated with fossil fuel systems, otherwise referred to as ‘fugitive’, ‘leaked’, ‘vented’, ‘flared’, or ‘unintended’ emissions. Continued focus on combustion emissions alone, or unburnable carbon, undermines the importance of assessing the full climate impacts of fossil fuels, leading many stakeholders to support near-term mitigation strategies that rely on fuel switching from coal and oil to cleaner burning natural gas. The current lack of transparent accounting of unleakable carbon represents a significant gap in the understanding of what portions of the Earth’s remaining global fossil fuel reserves can be utilized while still limiting global warming to 2°C. Successful climate change mitigation requires that stakeholders confront the issue of both unburnable and unleakable carbon when considering continued investment in and potential expansion of natural gas systems as part of a climate change solution.  相似文献

Climate policy uncertainty significantly hinders investments in low-carbon technologies, and the global community is behind schedule to curb carbon emissions. Strong actions will be necessary to limit the increase in global temperatures, and continued delays create risks of escalating climate change damages and future policy costs. These risks are system-wide, long-term and large-scale and thus hard to diversify across firms. Because of its unique scale, cost structure and near-term availability, Reducing Emissions from Deforestation and forest Degradation in developing countries (REDD+) has significant potential to help manage climate policy risks and facilitate the transition to lower greenhouse gas emissions. ‘Call’ options contracts in the form of the right but not the obligation to buy high-quality emissions reduction credits from jurisdictional REDD+ programmes at a predetermined price per ton of CO2 could help unlock this potential despite the current lack of carbon markets that accept REDD+ for compliance. This approach could provide a globally important cost-containment mechanism and insurance for firms against higher future carbon prices, while channelling finance to avoid deforestation until policy uncertainties decline and carbon markets scale up.

Sulfur hexafluoride (SF6), perfluoromethane (CF4) and perfluoroethane (C2F6) are strong greenhouse gases with long (>1000 year) atmospheric residence times. We derive emission factors for the major anthropogenic sources and project future emissions for 5 regions and the world. Although firms in many industrialized countries are already limiting emissions, without further policy intervention global emissions will rise 150% (CF4 and C2F6) and 210% (SF6) between 1990 and 2050; radiative forcing will increase 0.026 W m-2. Full application of available low-cost and costless policies in industrialized nations would cut that radiative forcing by one-quarter. Increased forcing due to these gases is small (<2%) relative to other gases but permanent on the timescale of human civilization. We also quantify plausible manipulations to governmental data that will be used to determine compliance with the 1997 Kyoto Protocol, which includes commitments for industrialized countries to regulate these and other greenhouse gases. More complete and transparent data are urgently needed. West European nations, for example, can cut their emissions of these gases by half by 2010 simply by manipulating emission factors within the current bounds of uncertainty.  相似文献

The objectives of the Framework Convention on Climate Change imply the conflicting constraints of minimising concentrations and maximising emissions (i.e. minimising emission restrictions). Carbon cycle models are readily used for ‘forward’ calculations of future CO2 given specified emissions and the ‘inverse’ problem of deducing the emissions required to achieve specified concentration profiles. However these approaches (a) are each geared to only one side of the problem; and (b) each requires the specification of a particular pathway in terms of either emissions or concentrations. These limitations can be avoided by analysing the relations between future emissions and concentrations of CO2 using a formalism that optimises over all possible future emission profiles, subject to relevant constraints on both emissions and concentrations. We present specific calculations indicating which combinations of upper bounds on concentrations and lower bounds on emissions are mutually inconsistent and which are consistent. We also calculate the (smaller) consistency regions that apply if emission reductions are restricted to less than 0.5% p.a. or less than 1% p.a. In each case, two reference periods (1990-2100 and 1990-2200) are considered.  相似文献

In December 2015, China joined 190 plus nations at Paris in committing to the goal of limiting the rise in global average temperature to ‘well below’ 2°C. Carbon budget analysis indicates that goal will require not only that the European Union and US reduce their emissions by greater than 80% by 2050, but that China at least comes close to doing so as well, if any budget is to be left over for the rest of the world (RoW). Given that RoW emissions are, and will come from, low-income and emerging nations, China’s emission reduction potential is of no small consequence. In this paper, we use the Kaya identity to back out changes in the drivers of CO2 emissions, including gross domestic product (GDP), energy intensity (E/GDP) and the carbon content of energy (C/E), the latter two calculated to be consistent with China’s long-term GDP growth rate forecasts and specified 2050 CO2 emission reduction targets. Our results suggest that even achieving China’s highly optimistic renewable energy targets will be very far from sufficient to reduce China’s CO2 emissions from 9.1?Gt it emitted in 2015 to much below 3?Gt by 2050. Even reducing its emissions to 5?Gt will be challenging, yet this falls far short of what is needed if the world is to meet its ‘well below’ 2°C commitment.

应用大气化学模式WRF-Chem(Weather Research and Forecast-Chemistry),分别选用亚洲排放源清单INTEX-B(Intercontinental Chemical Transport Experiment-Phase B)、REASv2.1(Regional Emission inventory in Asia version 2.1)以及全球排放源清单HTAP_v2(Hemispheric Transport of Air Pollution version 2),对浙江省2013年12月进行模拟,分别记为IN、RE和HT试验,研究人为源排放清单对大气污染物浓度数值模拟的影响。结果表明,3组试验合理的反映出PM2.5(空气动力学当量直径小于等于2.5μm的颗粒物,即细颗粒物)、PM10(空气动力学当量直径小于等于10μm的颗粒物,即可吸入颗粒物)和NO_2近地面浓度的时空分布特征,相关系数为0.5~0.8,85%以上的模拟值落在观测值的0.5~2倍范围内,但对SO_2近地面浓度模拟较差。IN、RE、HT试验对PM2.5和PM10的模拟偏差均成递减趋势,约为30%、16%和6%,HT试验的模拟值更加接近观测。INTEX-B清单中PM2.5的一次排放与二次气溶胶前提物SO_2均高于REAS与HTAP清单,因此会导致更多的硫酸盐生成,从而进一步增加PM2.5浓度。HTAP_v2清单中较低的NH3排放会抑制硝酸盐的生成,从而有助于降低PM2.5浓度。3个清单的基准年与模拟年的差异对SO_2浓度模拟的准确性影响更大,INTEX-B清单中SO_2排放量明显高于REASv2.1与HTAP_v2清单,尤其在浙北和沿海工业发达地区,导致IN试验模拟的SO_2在这些地区存在明显高估。3组试验模拟的NO_2浓度偏差最小且更为接近(-8%~4%),主要原因是3个清单在浙江省的NOx排放十分一致。从3组试验结果之间的差异程度来看,浙江省范围内PM2.5、PM10、SO_2和NO_2逐日浓度模拟值之间的平均差异程度分别约为14%、15%、51%和16%,最大差异程度分别为69%、78%、137%和132%。月均浓度与逐日浓度的平均差异程度基本一致,但最大差异程度明显更低。总体来看3组试验模拟的PM2.5、PM10与NO_2的差异程度明显低于SO_2。  相似文献

This article shows the potential impact on global GHG emissions in 2030, if all countries were to implement sectoral climate policies similar to successful examples already implemented elsewhere. This assessment was represented in the IMAGE and GLOBIOM/G4M models by replicating the impact of successful national policies at the sector level in all world regions. The first step was to select successful policies in nine policy areas. In the second step, the impact on the energy and land-use systems or GHG emissions was identified and translated into model parameters, assuming that it would be possible to translate the impacts of the policies to other countries. As a result, projected annual GHG emission levels would be about 50 GtCO2e by 2030 (2% above 2010 levels), compared to the 60 GtCO2e in the ‘current policies’ scenario. Most reductions are achieved in the electricity sector through expanding renewable energy, followed by the reduction of fluorinated gases, reducing venting and flaring in oil and gas production, and improving industry efficiency. Materializing the calculated mitigation potential might not be as straightforward given different country priorities, policy preferences and circumstances.

Key policy insights

  • Considerable emissions reductions globally would be possible, if a selection of successful policies were replicated and implemented in all countries worldwide.

  • This would significantly reduce, but not close, the emissions gap with a 2°C pathway.

  • From the selection of successful policies evaluated in this study, those implemented in the sector ‘electricity supply’ have the highest impact on global emissions compared to the ‘current policies’ scenario.

  • Replicating the impact of these policies worldwide could lead to emission and energy trends in the renewable electricity, passenger transport, industry (including fluorinated gases) and buildings sector, that are close to those in a 2°C scenario.

  • Using successful policies and translating these to policy impact per sector is a more reality-based alternative to most mitigation pathways, which need to make theoretical assumptions on policy cost-effectiveness.
