With the accelerating progress of industrialization, urbanization and population growth in recent decades, community resilience, the ability of communities to function effectively and recover successfully in the aftermath of disasters and shocks, has received great attentions. A number of studies had been conducted focusing on community resilience. This article applied community resilience framework to the coastal areas of China, which are the most densely populated and economically developed areas in China with the most frequent marine disasters. City-level social and economic data were used to construct a community resilience index (CRI). Using factor analysis and the global principal component analysis method, 55 city-level indexes were reduced into 15 factors that explain 73.99% of the variance. Getis–Ord G* Statistics were used to depict the high-value clusters and low-value clusters of the CRI. Clearly identified spatial and temporal variations of the CRI showed that both the overall level and regional differences of the CRI increased from 2003 to 2013; the overall spatial agglomeration characteristic of community resilience was not significant. Our findings also highlighted the key elements to improving community resilience: a robust and developed economic system; excellent education programs and training to improve consciousness on disaster prevention and mitigation; adequate investment on critical infrastructure, especially transportation and communication; proper environmental policies to protect ecosystems and water rouses; and extra attention and disaster risk budgets for vulnerable populations. 相似文献

Skyrocketing housing costs in the U.S. have fueled research on gentrification, displacement, and neighborhood change, addressing how development processes impact low-income and working-class neighborhoods. Scholars have pointed to the importance of community-based knowledge in understanding the impact of gentrification at the neighborhood level (Chapple, Loukaitou-Sideris, Gonzalez, et al. 2017a; Chapple, Loukaitou-Sideris, Waddell, et al., 2017b) as well as how spatial knowledge informs organizing and activism of community-based organizations (Maharawal & McElroy, Annals of the American Association of Geographers, 108(2):380–389, 2018; Fields, Journal of Urban Affairs, 37(2):144–165, 2015; Elwood 2006a, The Professional Geographer, 58(2):197–208, 2006b). Despite the increasing research, less has centered on the knowledge of community organizers and residents in gentrifying neighborhoods and how community-driven mapping contributes to understanding of neighborhood level change from gentrification. This article presents a case study of community-driven research, analysis, and organizing of the Northeast Los Angeles Alliance (NELAA) a community-based member collective organization in Northeast Los Angeles with support of its academic partner Occidental College. The case study illustrates how community-driven research tied to organizing in the form of “countermapping” challenges the dominant practice and narrative of top-down property-centered development (Mahawaral and McElroy 2018). Further, the case study illustrates new ways to incorporate community knowledge into understanding of gentrification, displacement, and neighborhood change by: (1) introducing community-based collectives as particular types of community-based organizations utilizing community mapping and GIS; and, (2) illustrating detailed changes at the block and neighborhood levels by recognizing community-driven research and mapping as a source of in-depth and spatially specific historical knowledge and community vision. 相似文献

Due to its unique geographic environment, Taiwan is prone to natural disasters such as earthquakes and typhoons that can cause heavy casualties and huge property losses. The effects of global warming have also increased extreme climate events and the frequency and severity of natural disasters. Therefore, disaster prevention/mitigation and response is not only an important government policy issue, but also an important daily life issue. To increase the awareness of natural disasters and the importance of community safety, the Taiwan government actively promotes a community disaster prevention system. However, to avoid over-reliance on the government taskforce, the spontaneous participation and cooperation within communities can complete specific disaster preparedness and reinforce local resources for disaster prevention and response. Although the concept of disaster-resilient community (DRC) has been shaped for a long period of time, community residents cannot keep pace with the government, which may decrease the effectiveness of DRC development. Therefore, theoretical and practical studies of urban DRC become imperative. This qualitative case study used the participant observation method to collect relevant empirical data by performing action research with self-reflection. Particularly, this article is supplemented by service work experience of the researchers in DRC promotion. A qualitative analysis of case communities during training in disaster preparedness revealed the critical success factors ( CSFs) affecting the level of community-based disaster prevention and protection works. Based on the literature and empirical data, the CSFs are discussed through three spindle constructs: coping strategy, operations management, and organizational behavior. Finally, the conclusions and suggestions are given for promoting sustainable DRC. 相似文献

Organizational scholars increasingly use the term “resilience” to analyze options of dealing with uncertain context conditions. What do these scholars have to offer to researchers in the field of natural hazards? This research note makes three suggestions. First, the research note frames social resilience—in contrast to a rigid response to radical change—as a process of broadening information-based activities, loosening formal controls, and using slack resources of organizational members. Second, the research note argues to leave the meaning of social resilience undefined at the outset of a research project with the aim of building theory about resilience. It is expected that a useful definition emerges in empirical research. Third, organizational studies highlight specific social structures and processes of social resilience, for instance, small groups of individuals in organizational and interorganizational contexts. Nature-triggered hazards and disasters have traditionally been treated only from the lens of geophysical and biophysical processes,
implying that the root cause of large-scale death and destruction lies in the natural domain rather than in a coupled human–environment
system. Conceptually, the physical domain has been seen as discrete and separate from human entities, and solutions were sought
in the technological intervention and control of the physical environment—solutions that often ended up being less effective
than hoped for and sometimes even counter productive. At all levels, institutions have directed and redirected most of their
financial and logistical resources into the search for scientific and engineering solutions without allocating due attention
and resources towards the assessment of effects and effectiveness of the applications of such technological outcomes. However,
over the last two decades, forceful criticisms of the ‘dominant’ technocratic approach to hazards analysis have appeared in
the literature and consequently there has not only been a shift in thinking of causation of disaster loss in terms of human
vulnerability, but also newer questions have arisen regarding distinguishing between the ‘physical exposure’ of people to
threats and societal vulnerability, and linking them with propensity to hazards loss.
Though the vulnerability/resilience paradigm has largely replaced the hazards paradigm within the social sciences and much
of the professional emergency and disaster management communities, this shift of thinking has not progressed to much of the
physical science community, decision-makers and the public, who have not yet accepted the idea that understanding and using
human and societal dimensions is equally or more important than trying to deal and control nature through the use of technology.
This special issue is intended to further the idea that the aspects of community and peoples’ power to mitigate, to improve
coping mechanisms, to respond effectively, and recover with vigor against the environmental extremes are of paramount conceptual

A seismicity map of that part of the Pakistan-Afghanistan region lying between the latitudes 28° to 38°N and longitudes 66° to 75°E is given using all available data for the period 1890–1970. The earthquakes of magnitude 4.5 and above were considered in the preparation of this map. On the basis of this map, it is observed that the seismicity pattern over the well-known Hindukush region is quite complex. Two prominent, mutually orthogonal, seismicity lineaments, namely the northvestern and the north-eastern trends, characterize the Hindukush area. The northwestern trend appears to extend from the Main Boundary Fault of the Kashmir Himalaya on the southeast to the plains of the Amu Darya in Uzbekistan on the northwest beyond the Hindukush. The Sulaiman and Kirthar ranges of Pakistan are well-defined zones of intermontane seismicity exhibiting north-south alignment.Thirty-two new focal-mechanism solutions for the above-mentioned region have been determined. These, together with the results obtained by earlier workers, suggest the pre-dominance of strike-slip faulting in the area. The Hazara Mountains, the Sulaiman wrench zone and the Kirthar wrench zone, as well as the supposed extension of the Murray ridge up to the Karachi coast, appear to be mostly undergoing strike-slip movements.In the Hindukush region, thrust and strike-slip faulting are found to be equally prevalent. Almost all the thrust-type mechanisms belonging to the Hindukush area have both the nodal planes in the NW-SE direction for shallow as well as intermediate depth earthquakes. The dip of P-axes for the events indicating thrust type mechanisms rarely exceeds 35°. The direction of the seismic slip vector obtained through thrust type solutions is always directed towards the northeast. The epicentral pattern together with these results suggest a deep-seated fault zone paralleling the northwesterly seismic zone underneath the Hindukush. This NW-lineament has a preference for thrust faulting, and it appears to extend from the vicinity of the Main Boundary Fault of the Kashmir Himalaya on the southeast of Uzbekistan on the northwest through Hindukush. Almost orthogonal to this NW-seismic zone, there is a NE-seismic lineament in which there is a preference for strike-slip faulting.The above results are discussed from the point of view of convergence of the Indian and Eurasian plates in the light of plate tectonics theory. 相似文献

Mountain regions are subject to a variety of hazardous processes. Earthquakes, landslides, snow avalanches, floods, debris
flows, epidemics and fires, among other processes, have caused injury, death, damage and destruction. They also face challenges
from increased populations, and expansion and intensification of␣activities, land uses and infrastructure. The combination
of a dynamic bio- geophysical environment and intensified human use has increased the vulnerability of mountain social–ecological
systems to risk from hazards. The ability of social–ecological systems to build resilience in the context of hazards is an
important factor in their long-term sustainability. The role of resilience building in understanding the impact of hazards
in mountain areas is examined and illustrated, in part, through examples from Canada and India. Resilient social–ecological
systems have the ability to learn and adjust, use all forms of knowledge, to self-organize and to develop positive institutional
linkages with other social–ecological systems in the face of hazards. The analysis suggests that traditional social–ecological
systems built resilience through avoidance, which was effective for localized hazards. The more recent development and implementation
of cross-scale institutional linkages is shown to be a particularly effective means of resilience building in mountain social–ecological

Over the last 50?years, the cost of natural disasters has increased globally and in Indonesia (EM-DAT 2012). We therefore need more systematic efforts in trying to reduce disaster risks. In 2005, the United Nations International Strategy for Disaster Reduction created the Hyogo Framework for Action (HFA) 2005?C2015: ??Building the Resilience of Nations and Communities??, in order to enable a more systematic planning, implementation and evaluation of disaster risk reduction (DRR) activities. In this paper, we examine Indonesia??s success in improving DRR by reviewing the country??s progress in implementing the HFA Priorities for Actions. This includes an analysis of the drivers, challenges and emerging issues in building resilience to natural hazards. The study is undertaken through literature reviews and interviews with 26 representatives of key organisations in DRR and climate change adaptation (CCA) in Indonesia. Our findings indicate that the building disaster resilience in Indonesia has been, to a large extent, driven by the existence of the necessary regulatory policies and frameworks and the participation of various non-government stakeholders. Impediments to process include a lack of capacity and capability for DRR at the local government level, a lack of systematic learning and a lack of commitment from government to mainstream DRR into broader development agendas. Emerging pressing issues that are likely to challenge future resilience building activities include the integration of DRR and CCA and urban risk governance. 相似文献

This study presents a novel preparedness assessment method for assessing hazard mitigation and environmental planning of hillslope communities. A professional questionnaire was utilized to weight each indicator. Communities in Hsinchu, Taichung and Nantou counties with debris flow hazards were taken as study samples. Debris flow risk and landslide susceptibility for each community were determined using Geographic Information System (GIS) technology and logistic regression analysis. Thus, a novel risk assessment method for evaluating disaster resilience capacity of hillslope communities was established. This method was then applied to assess casualties caused by Typhoon Herb in 1996 and Typhoon Mindulle in 2004. Additionally, the analytical results generated by this assessment method were discussed with the aim of developing references for implementation of risk analysis, increasing the effectiveness of disaster mitigation, and reducing future loss of life and property. 相似文献
