Rainstorm and flood disasters frequently occur in China, causing heavy losses for people’s lives and property and reducing the capability of sustainable development of the national and local economy. In this study, the risks of the rainstorm and flood disasters are assessed for the Chinese mainland, excluding Hong Kong, Macao, and Taiwan and also employ the historical data of seven indicators, including the affected area of crops, the affected population, the direct economic loss, and etc., from 2004 to 2009. Based on the large 1,302 historical sample data, the impact of rainstorm and flood disasters were analyzed using the methodology of gray fixed weight cluster analysis according to disaster losses, which were divided into the three gray classes of high, medium, and low. The regional differences of the risk assessment of the rainstorm and flood disasters are discussed, and the dynamical risk zoning map is conducted. The results show a consistent conclusion with the actual losses of rainstorm and flood disasters over each administrative district, which can provide more scientific evidence for the relevant departments of disaster prevention and mitigation.  相似文献

Drought, a frequent environmental disaster in the monsoon region of east China, significantly affects the agricultural economy. In recent years, researchers have emphasised drought risk management. This paper presents a preliminary method to analyse the risk of agricultural drought with regard to the loss of three main crops in individual prefecture-level cities in the monsoon region of east China. In this study, the agricultural drought risk is assessed by developing the index of consecutive rainless days and establishing loss rate curves based on the historical drought data from 1995 to 2008. The results show that the North China is seriously affected by drought hazard. Northeast China is the most sensitive to drought due to its large sown crop areas and weak irrigation. Approximately 11 % of the cities are in the extreme risk category; this category includes 26 % of the cultivated land area and 11 % of the total crop yields in the region. Twenty-three per cent of the cities, accounting for 28.5 % of the total cultivated land area and 26.4 % of the crop yields of the study area, are in high-risk areas, and 77 % of the cities with high and extreme risk levels are distributed in North and Northeast China. Moreover, 64 % of the cities in the monsoon region of East China are in moderate- and low-risk levels. These cities are primarily located south of the Yangtze River. In conclusion, minimising the risk of agricultural drought must be emphasised in northern China because of the high level of risk.  相似文献

Based on the analysis and calculation of the hazard intensity of typhoon rainstorms and floods as well as the vulnerability of flood receptors and the possibility of great losses, risk scenarios are proposed and presented in Wenzhou City, Zhejiang Province, China, using the Pearson-III model and ArcGIS spatial analyst tools. Results indicate that the elements of risk scenarios include time–space scenarios, disaster scenarios, and man-made scenarios. Ten-year and 100-year typhoon rainstorms and flood hazard areas are mainly concentrated in the coastal areas of Wenzhou City. The average rainfall across a 100-year frequency is 450 mm. The extreme water depth of a 100-year flood is 600 mm. High-vulnerability areas are located in Yueqing, Pingyang, Cangnan, and Wencheng counties. The average loss rate of a 100-year flood is more than 50%. The greatest possible loss of floods shows an obvious concentration-diffusion situation. There is an area of about 20–25% flood loss of 6–24 million Yuan RMB/km2 in the Lucheng, Longwan and Ouhai districts. The average loss of a 100-year flood is 12 million Yuan RMB/km2, and extreme loss reaches 49.33 million Yuan RMB/km2. The classification of risk scenario may be used for the choice of risk response priorities. For the next 50 years, the 10-year typhoon rainstorm-flood disaster is the biggest risk scenario faced by most regions of Wenzhou City. For the Yueqing, Ruian, and Ouhai districts, it is best to cope with a 100-year disaster risk scenario and the accompanying losses.  相似文献

Suburban areas have become rapid development zones during China’s current urbanization. Generally, these areas are also regional precipitation centers that are prone to flood disasters. Therefore, it is important to assess the flood risk in suburban areas. In this study, flood risk was defined as the product of hazard and vulnerability based on disaster risk theory. A risk assessment index system was established, and the analytic hierarchy process method was used to determine the index weight. The Fangshan District in Beijing, China, which is an example of a typical suburban area undergoing rapid urbanization, was selected for this study. Six factors were considered in relation to hazard, and three factors were considered for vulnerability. Each indicator was discretized, standardized, weighted, and then combined to obtain the final flood risk map in a geographical information system environment. The results showed that the high and very high risk zones in the Fangshan District were primarily concentrated on Yingfeng Street, Xingcheng Street, Xincheng Street, and Chengguanzhen Street. The comparison to an actual flood disaster suggested that the method was effective and practical. The method can quantitatively reflect the relative magnitude and spatial distribution patterns of flood risk in a region. The method can be applied easily to most suburban areas in China for land use planning and flood risk management.  相似文献

The recurrent flooding during monsoon and subsequent waterlogging in the northern Bihar plains and the magnitude of losses due to these hazards indicate the continuing vulnerability of the region to flood and waterlogging. Management of floods and waterlogging hazards in highly flood-prone regions of India, including Bihar state has been largely response oriented with little or no attention to mitigation and preparedness. This paper presents a method for spatial, Geographic Information Systems-based assessment of flood and waterlogging vulnerability and risk in northern Bihar plains. Multitemporal satellite data was used to evaluate the area statistics and dynamics of waterlogging over the period from 1975 to 2008. The flood proneness is evaluated at district level with reference to flood inundation during a period from 1998 to 2008. Census data were used to examine the socio-economic characteristics of the region through computation of population density, cultivators, agricultural labourers, sex ratio, children in age group 0–6 years and literates. The geohazard map derived by combining area prone to waterlogging and flood inundation was multiplied with socio-economic vulnerability map to derive the flood-waterlogging risk map of the region. The result shows that flood and water-logging pose highest risk to the central districts in the northern Bihar plains with 50.95% of the total area under high and very high risk.  相似文献

Taihu Lake is at the densely populated region of the eastern coast of China. Taihu Basin is one of the most developed regions of China. The frequency of flood disaster in Taihu Basin has been increasing in the recent years, resulting in more drowned areas and economic loss. It is shown that flood disaster is the most serious problems in Taihu Lake and Taihu Basin. Mitigation of flood problems and return to sustainability has now been given high attention and are prioritized in the Chinese national policies. This paper describes the state of the flood disaster in the Taihu Basin, examines the root causes for flood disaster, demonstrates by examples how these analyses known as transboundary diagnostic analysis can be used to develop policy options that can help predict and reduce the flood disaster based on past and current measures and policy.  相似文献

China suffers frequent and severe floods. A lot of studies have been done in the field of flood disaster, including flood vulnerability assessment. This paper develops assessment models of multidimensional flood vulnerability based on the data envelopment analysis method and identifies multidimensional flood vulnerability??population, death, agriculture and economy??at the provincial scale in China using flood damage data and socioeconomic statistical data from 2001 to 2010. Based on the characteristics of multidimensional flood vulnerability of each province, some suggestions for flood prevention and mitigation are suggested. The assessment models of multidimensional flood vulnerability are simple and can be used for vulnerability analysis of natural disaster at regional or national levels. The assessment of multidimensional flood vulnerability can provide multifaceted information that contributes to a deeper understanding of the flood vulnerability and provides a scientific base for the policy making and implementation of flood prevention and mitigation designs.  相似文献

This paper deals with the problem of the estimation of rainstorm floods disaster. Based on the relevant historical disaster data of Yearbook of Meteorological Disasters in China (2005–2010), the initial disaster data of 31 provinces, municipalities and autonomous regions in mainland China (Hong Kong, Macao and Taiwan excluded) are processed into evaluation indices values. And then, the incidence degrees of disaster data are calculated. The disaster situation of rainstorm floods disaster for each region in mainland China from 2004 to 2009 is estimated by applied the grey incidence decision model of the dynamic multiple attribute. Simultaneously, the comprehensive quantitative assessment of the rainstorm and flood disaster of each region in mainland China nearly 6 years is conducted. According to the assessment results of 2004–2009 torrential rain and flood disaster in Chinese mainland, the level division of disaster loss is investigated. And the disaster loss of mainland China’s 31 provinces, municipalities and autonomous regions is divided into five levels in which the national flood disaster situation zoning maps are constructed. The results demonstrate that the evaluation method of rainstorm floods disaster is practical and effective.  相似文献

Taihu Lake is located at the densely populated region of the eastern coast of China. Taihu Basin is one of the most developed regions of China. Over the past decades, especially since the reforming and opening-up of China in 1980s, the lake has received more and more pressure from a variety of interlinked human activities, including industrial pollution, fertilizer and pesticide application, eutrophication, overfishing, etc. Water quality has been deteriorating sharply in the lake. In this paper, we made a comprehensive assessment of the environmental and socio-economic issues to affect Taihu Lake ecosystem health. Pollution was identified as the most serious environmental concern. The root causes of these environmental problems are recognized to be diverse, including dense population, high urbanization, heavy industrialization, fast economic development, insufficient sewage treatment, weak public awareness of environment conservation, and lack of institutional capacity and insufficient enforcement through regulations and legislation. On the policy part, past and current policies and measures are reviewed, especially the “Zero” discharge action and phosphate ban in detergents in Taihu Basin. In order to mitigate environmental problems, some further policy options have been proposed, including: improving the fishery management; strengthening cross- provincial collaboration; making efforts to reduce flood disaster and increasing investment to new environmental protection technologies. It is important to assess the economic, social and environmental values of natural resources (soil, water and organisms) in order to allocate them efficiently and fairly between the present and future generations.  相似文献

Coastal regions are the areas most threatened by natural hazards, with floods being the most frequent and significant threat in terms of their induced impacts, and therefore, any management scheme requires their evaluation. In coastal areas, flooding is a hazard associated with various processes acting at different scales: coastal storms, flash floods, and sea level rise (SLR). In order to address the problem as a whole, this study presents a methodology to undertake a preliminary integrated risk assessment that determines the magnitude of the different flood processes (flash flood, marine storm, SLR) and their associated consequences, taking into account their temporal and spatial scales. The risk is quantified using specific indicators to assess the magnitude of the hazard (for each component) and the consequences in a common scale. This allows for a robust comparison of the spatial risk distribution along the coast in order to identify both the areas at greatest risk and the risk components that have the greatest impact. This methodology is applied on the Maresme coast (NW Mediterranean, Spain), which can be considered representative of developed areas of the Spanish Mediterranean coast. The results obtained characterise this coastline as an area of relatively low overall risk, although some hot spots have been identified with high-risk values, with flash flooding being the principal risk process.  相似文献

Indicator and index-building activities have become commonplace for assessing and estimating social, environmental, and economic strengths and vulnerabilities of communities, regions and even countries. In the context of disasters, much of the empirical research has focused on identifying places and populations that are vulnerable to catastrophic hurricane and flood disasters. However, there have not been parallel efforts to capture measures for displacement risk. This article seeks to fill this gap by focusing on (1) a preliminary conceptualization of displacement risk; (2) a set of related indicators and measures at various scales, including indicators tapping policy capacity and commitment; and (3) development of an operational displacement risk index (DRI) and results for a snapshot year of 2007. The study area, 158 counties in the United States, was the coastal portion (an area two counties “deep”) of eight states. Findings suggest that the mean levels of DRI scores were much higher for coastal counties. Clusters of the highest DRI scores are particularly evident for coastal counties of Florida, especially the South Florida counties of Miami Dade, Monroe, Palm Beach, and Broward. Florida also scores high in terms of the top ten most vulnerable counties (i.e., 7 of the top 10) as well as exposure to hurricanes (i.e., 6 of the top 10 counties with the highest probability of hurricane strikes). Despite the limitations explained in the paper, we hope that the creation of the DRI has helped to fill a gap in knowledge and will lead to higher level theoretical and research discussions on the population displacement phenomenon, its determinants and planning and policy interventions.  相似文献

The level of damage of flood events does not solely depend on exposure to flood waters. Vulnerabilities due to various socio-economic factors such as population at risk, public awareness, and presence of early warning systems, etc. should also be taken into account. Federal and state agencies, watershed management coalitions, insurance companies, need reliable decision support system to evaluate flood risk, to plan and design flood damage assessment and mitigation systems. In current practice, flood damage evaluations are generally carried out based on results obtained from one dimensional (1D) numerical simulations. In some cases, however, 1D simulation is not able to accurately capture the dynamics of the flood events. The present study describes a decision support system, which is based on 2D flood simulation results obtained with CCHE2D-FLOOD. The 2D computational results are complemented with information from various resources, such as census block layer, detailed survey data, and remote sensing images, to estimate loss of life and direct damages (meso or micro scale) to property under uncertainty. Flood damage calculations consider damages to residential, commercial, and industrial buildings in urban areas, and damages to crops in rural areas. The decision support system takes advantage of fast raster layer operations in a GIS platform to generate flood hazard maps based on various user-defined criteria. Monte Carlo method based on an event tree analysis is introduced to account for uncertainties in various parameters. A case study illustrates the uses of the proposed decision support system. The results show that the proposed decision support system allows stake holders to have a better appreciation of the consequences of the flood. It can also be used for planning, design, and evaluation of future flood mitigation measures.  相似文献

Taiwan is located in an area affected by Northwest Pacific typhoons, which are also one of the most important sources of rainfall to the island. Unfortunately, the abundant rainfall brought by typhoons frequently produces hazards. In recent years, typhoons and floods have caused serious damage, especially Typhoon Morakot in 2009. In this study, a probabilistic model is developed based on historical events which can be used to assess flood risk in Taiwan. There are 4 separate modules in this model, including a rainfall event module, a hydraulic module, a vulnerability module, and a financial loss module. Local data obtained from the Taiwan government are used to construct this model. Historical rainfall data for typhoon and flood events that have occurred since 1960, obtained from the Central Weather Bureau, are used for computing the maximum daily rainfall for each basin. In addition, the latest flood maps from the Water Resources Agency are collected to assess the probable inundation depth. A case study using the local data is carried out. Assessment is made to predict possible economic loss from different financial perspectives such as the total loss, insured loss, and loss exceeding probabilities. The assessment results can be used as a reference for making effective flood risk management strategies in Taiwan.  相似文献

The downstream effects of flood risk mitigation measures and the necessity to develop flood risk management strategies that are effective on a basin scale call for a flood risk assessment methodology that can be applied at the scale of a large river. We present an example of a rapid flood risk assessment methodology for the Elbe River. A 1D hydraulic routing model is extended by including the effect of planned (regulated and unregulated) and unintended retention (dike breaches) on the peak water levels. We further add an inundation model for dike breaches due to dike overtopping and a macroscale economic approach to assess the flood damage. The flexible approach to model the effects of measures by means of volume storage functions allows for rapid assessment of combinations of retention measures of various proposed dimensions and at multiple locations. The method allows for the comparison of the flood risk at the scale of the main river trajectory, which has not been possible for the Elbe River to date. The model is applied to a series of exemplary flood risk mitigation measures to show the downstream effects and the additive effects of combinations of measures on the flood risk along the river. We further demonstrate the increase in the downstream flood risk resulting from unilateral decisions to increase the dike height at upstream locations. As expected, the results underline the potential effectiveness of increased retention along the river. The effects of controlled retention at the most upstream possible location and largest possible extent generate the most pronounced reduction of average annual damage. As expected, the effect of uncontrolled retention with dike relocations is significantly lower.  相似文献

Landslides and debris flows occurr in China frequently and cause disastrous losses of life and property. The risk assessment of landslides and debris flows and their spatial variations were comparatively analyzed in this paper, which has great significance for disaster prevention. This article selected 1 km×1 km grid as the assessment unit and with support of GIS technique, analyzed landslide and debris-flow risk distribution and their spatial variations from 2000 to 2010. The research results indicated that the spatial distribution of risk classes in 2000 and 2010 was obviously discrepant. Overall, taking the Heihe-Tengchong population density line as the boundary, the west of the line is mainly low risk area; the east of the line is mainly high risk area. Compared with the risk of 2000, the risk values of 2010 increased, with the high risk area and low risk area enlarged, moderate risk area reduced. The moderate risk area is the most unstable and sensitive risk area, and its risk class variation is significant. However, China is not a region with the high risk of landslide and debris-flow hazard at present. In the following next 10 years, the risk of landslides and debris flows in China will continue to increase.  相似文献

Maps of population exposure, vulnerability and risk to natural hazards are useful tools for designing and implementing disaster risk mitigation programs in China. The ranking of provinces by relative risk to natural hazards would provide a metric for prioritizing risk management strategies. Using provinces as our study unit, from the perspectives of hazard exposure, susceptibility, coping capacity and adaptive capacity, this study first constructed China’s disaster risk index for five types of major natural hazards: earthquakes, floods, droughts, low temperatures/snow and gale/hail. Then, the relative risk level at the provincial scale in China was assessed. Finally, the hotspots with the highest hazard exposure, vulnerability and risk were identified. The results showed that high exposure was a significant risk driver in China, whereas high vulnerability, especially social vulnerability, amplified the risk levels. Similar to the population exposure to disasters, the relative risk levels in the southwestern, central and northeastern regions of China were significantly higher than those in the eastern, northern and western regions. The high-risk regions or hotspots of multi-hazards were concentrated in southern China (less-developed regions), while the low-risk regions were mainly distributed in the eastern coastal areas (well-developed regions). Furthermore, a nonlinear relationship existed between the disaster risk level and poverty incidence as well as per capita GDP, demonstrating that disaster losses in middle-income areas are likely to increase if economic policies are not modified to account for the rising disaster risk. These findings further indicated that research on disaster risk should focus not only on hazards and exposure but also on the vulnerability to natural disasters. Thus, reducing vulnerability and population exposure to natural hazards would be an effective measure in mitigating the disaster risk at hotspots in China.  相似文献

The problem of dam safety is one of the most important research topics of water conservancy projects, and many researchers pay much attention to study the risk of earth dam overtopping. This paper synthesizes in the definition of risk the probabilities of dam failure and the corresponding losses, including the probability estimation, losses evaluation and criteria exploring risk approaches. Then, a comprehensive risk assessment system of dam flood overtopping is established, which is widely applicable. Gate failure, randomness of flood, initial water level and time-varying effects are incorporated in the failure probability model. Many complex factors are simplified in losses estimation. In addition, thresholds of various types of losses are proposed and are adapted to the national conditions. The methodology is applied to the Lianghekou hydropower station in China to illustrate the assessment process of flood overtopping risk and to evaluate its safe loophole with a view to the failure of spillway gates. Monte Carlo simulation and JC method programs are adopted to solve the model based on MATLAB tools and DELPHI. The results show that the losses pose significant impact on the risk assessment and should be considered in the assessment of risk. Probability calculation and loss estimation could be well combined with standards, providing a basis for risk management and decision-making.  相似文献

Spatial and temporal changes in flood events in China are becoming increasingly important due to the rapid climate warming that is occurring. This study was conducted to consider changes in flood events and the factors affecting such changes. To accomplish this, China was divided into natural and social-economic flood regions: north China, northwest China, northeast China, southwest China, central China, east China, south China, and Taiwan, Hong Kong and Macau. Spatial and temporal changes in flood patterns were rebuilt during 1980?C2009, and Fast Fourier Transform Filtering was then employed to stimulate the changes in floods during this period. The factors affecting flooding were then analyzed quantitatively. The results showed that, based on the time series for China as a whole, flooding was more serious during 1990?C1999 than 1980?C1989 and 2000?C2009. However, in different regions, the trends in flooding differed greatly. Based on spatial changes, the areas hardest hit by floods were northeast China in the 1980s, northeast China, central China and east China in the 1990s, and central China after 2000. In China, the main flood-affecting factors were meteorological, ecological, population, water conservation facilities, and policy factors. However, the main affecting factors differed by region. Overall, the complex spatial and temporal features of flood variations and various affecting factors demand proper national and regional governmental action in the face of the changing flood patterns in China. The results of the present study provide valuable information to flood policymakers and flood disaster researchers.  相似文献

Disastrous earthquakes brought extensive damage to rural houses not designed to resist seismic movements in China. So far, the paucity of nation-wide data on rural houses, especially on their structural features, has prevented a comprehensive national assessment of the earthquake vulnerability of rural areas. This paper estimates the proportion of rural houses in each of five different structural groups in county-level administration units in China with downscaling methods and assesses the seismic vulnerability of counties paying attention to the seismic intensity and social–economic characteristics of different areas. A housing damage index is constructed with the expected amount and ratio of damaged houses in earthquakes, based on which four vulnerability levels are specified for each county-level unit. The results show that highly vulnerable and vulnerable counties account for 7.9 % and 10.7 % of all, respectively. Based on the distribution of these counties, the critical factors of weakness in different regions, such as seismic intensity, housing quality and population density, are analyzed, and risk reduction strategies are discussed.  相似文献
