Through a focus on agricultural retirement, this paper extends on the recent work considering human-livestock relations. Drawing on research conducted in Hampshire and West Sussex (UK), the paper utilises farmers’ narratives of farm work and retirement to explore the themes of [dis]connection between farmers and their dairy cattle. The paper attempts to add complexity and nuance to assumptions about the nature and extent of animal objectification with commercial dairy farming, and consider the intricate moral geographies [re]created within the individual farm. The discursive and material ‘placings’ of animals are considered alongside an exploration of how the intricate temporality and spatiality of these are disturbed and disrupted by the move to retirement. In discussing these relations the paper examines how animals are central to the everyday lives and identities of farmers and how separation from them alters farmers’ attachment to particular practices, places and social networks.  相似文献

This paper explores the role of knowledge in the development of more environmentally sustainable farming systems in the UK and specifically seeks to reveal the porosity of the boundary between state-led and farmer approaches to knowing nature. Its empirical focus is two government sponsored ‘agri-environment schemes’—the Countryside Stewardship scheme and the Environmentally Sensitive Area scheme—which offer financial incentives to farmers and other land managers who agree to undertake environmentally beneficial practices. As a framework for analysis, the paper draws on the notion of ‘knowledge culture’, with agri-environment schemes represented as an emerging ‘policy knowledge culture’ that is seemingly distinct, in its approach to knowing nature, from pre-existing ‘agrarian knowledge cultures’. Data are derived from two large scale, countrywide surveys of agreement holders in the two agri-environment schemes. These reveal that alongside some resistance to the policy knowledge culture of AES, there is also negotiation and interchange taking place between knowledge cultures, and the policy knowledge culture is adapting to and accommodating aspects of the other. As such, the paper contests the findings of previous studies which assert that the codified knowledge of agri-environment schemes always wins out in the implementation of scheme agreements, with the subsequent marginalisation of other knowledge(s). In turn, it suggests that policy knowledge cultures can give voice to farmers’ ways of knowing nature with benefits both for them and nature itself. The paper concludes with some reflections on the extent of knowledge culture transformation and offers some policy recommendations.  相似文献

Housing policy in New Zealand has traditionally been characterised by significant market intervention in support of home ownership and a residual state housing rental sector. Within the context of dramatic social welfare reforms in the 1990s, a set of radical housing reforms was introduced that profoundly transformed the role of the state in the housing system. Key elements of the reforms included the creation of a profit-oriented company to manage state rentals, a move to market rents in the state sector and the introduction of an accommodation supplement. This paper examines the underlying rationale and impacts of the reforms focusing on issues of privatisation, tenant turnover, affordability and tenant protest. Having examined the ongoing problems engendered by these reforms the paper reviews more recent political and legislative reforms that were sought to reassert the state's traditional position within the New Zealand housing market. China’s rapid economic growth following the 1978 reforms has resulted in significant economic, social and environmental change. These reforms and their outcomes have been subjected to considerable scrutiny. However, relatively little research has been directed towards the relationship between the changing role of local government, which has itself been subject to substantial restructuring, and the local mediation of the social and environmental impacts of rapid economic growth. This paper investigates the local manifestation of social and environmental change in Zhejiang Province. In particular, it considers the changing role of local government in the regulatory process, and features a case study of Huzhou Municipality. A synthesis of the factual knowledge and perceptions of 48 key-informants from government and public institutions and rural industries is used as the platform for an analysis of the changing nature of local regulation with respect to the provision of key public services (health care and education) and environmental protection (water pollution control). The results reveal the ability of local government to selectively implement national and provincial policies in light of local priorities, which is taken as indicative of the emergence of local agency within local development processes. The case study suggests a need to re-evaluate conventional wisdom on the absence of autonomy at local levels of government in China, particularly as it relates to the continued devolution of administrative responsibility and the emergence of increasingly powerful economic interests.  相似文献

The urban fringe is usually portrayed as a location of unrelieved adversity for farmers. It is rare for the costs of the urban fringe to be counterbalanced by an assessment of the opportunities that are also found there. This paper presents the results of a large scale farm survey in Essex which sought to examine the effects of urban proximity on farm management practices.The paper examines the nature and spatial extent of the following: conversion of farm land to urban uses (with special emphasis on the role of compulsory purchase orders); changes in farm labour; part time farming and the location of part time farmers jobs; vandalism and trespass damage and farmers response to this hazard; farm-based recreation and the sale of produce direct to the public. In general it is shown that the disadvantages of farming in the urban fringe have been overrated while the advantages have been underrated.  相似文献

The expansion of modern agriculture in developing countries presents numerous challenges for environmental policy makers. Environmental policies for agriculture in north-eastern Brazil’s soybean belt are analyzed, with emphasis on the role of a non-state actor in leading policy reforms. An organization representing large farmers is leading policy reforms to reduce the environmental impacts of modern agriculture. By contrast, state agencies are relatively weak and ineffective. The analysis situates this question conceptually in literatures stressing the political and structural causes of corporate environmentalism and literatures explaining the increasingly strong role of non-state actors in environmental governance. The case study focuses on the content of reforms, reasons why the non-state actor is so prominent, and the implications of policy reforms. State agencies face major challenges in environment-agriculture policy debates in places where environmental subsidies are unlikely, environmental information is poor, and organized private interests are influential.  相似文献

Climate change adds another dimension of challenges to the growth and sustainability of Indian agriculture. The growing exposure to livelihood shocks from climate variability/change and limited resource base of the rural community to adapt has reinforced the need to mainstream climate adaptation planning into developmental landscape. However, a better understanding of micro-level perceptions is imperative for effective and informed planning at the macro-level. In this paper, the grass-root level perspectives on climate change impacts and adaptation decisions were elicited at farm level in the Moga district of Punjab and Mahbubnagar district of Telangana, India. The farmers opined that the climatic variability impacts more than the long-term climate change. They observed change in the quantum, onset and distribution of rainfall, rise in minimum as well as maximum temperature levels, decline in crop yield and ground water depletion. The key socio-economic effects of climate change included decline in farm income, farm unemployment, rural migration and increased indebtedness among farmers. In order to cope with climate variability and change thereon, farmers resorted to adaptation strategies such as use of crop varieties of suitable duration, water conservation techniques, crop insurance and participation in non-farm activities and employment guarantee schemes. Farmers’ adaptation to changing climate was constrained by several technological, socio-economic and institutional barriers. These include limited knowledge on the costs–benefits of adaptation, lack of access to and knowledge of adaptation technologies, lack of financial resources and limited information on weather. Besides, lack of access to input markets, inadequate farm labour and smaller farm size were the other constraints. Further, on the basis of the grass-root elicitation a ‘Need-Based Adaptation’ planning incorporating farmers’ perceptions on climate change impacts, constraints in the adoption of adaptation strategies and plausible adaptation options were linked with the most suitable ongoing programmatic interventions of the Government of India. The study concluded that micro-level needs and constraints for various adaptation strategies and interventions should be an integral part of the programme development, implementation and evaluation in the entire developmental paradigm.  相似文献

This paper seeks to explore the radical democratic potential in urban artistic interventions. It does so through bringing Gramsci’s concept of nature together with his ‘cultural writings’ and broader debates around avant-garde artistic practice. Empirically, I focus on the work of City Mine(d), a Brussels-based interventionist collective, and Siraj Izhar, a London-based artist-activist. Within Gramsci’s writings, I argue, socio-natural relationships emerge through sensuous activity or work. Making a somewhat more ambitious claim, I suggest that Gramsci’s concept of nature rests on what geographers have come to understand as the production of nature. Whilst attention has only recently turned to this implicit political ecology, much greater attention has been focussed on Gramsci’s cultural insights. For Gramsci, cultural struggles are an integral part of the effort to shape a new reality. Whilst he emphasises the ‘bottom up’ nature of such struggles, the intervention of enlightened outsiders is often a necessary and frustrating complement. However, by turning attention to the manner in which hegemony relates to the production of nature, and through bringing this into dialogue with radical artistic practice, such implicit elitism might be challenged. City Mine(d) and Izhar, I argue, develop a non-vanguardist politics that sees the contestation of hegemony as a struggle integral to the day-to-day nature of cities.  相似文献

Drawing on focus group research in London and Mumbai, this paper charts the changing social and cultural contours of transnational fashion consumption. Transnationality is approached as a complex social field, participation in which is not restricted to the members of specific ethnically-defined transnational communities. Following a discussion of the nature of transnational fashion, the paper explores the discursive practices of a wide range of consumers with different degrees of investment in this transnational field encompassing differences of gender and generation, education and occupation. We highlight the existence of multiple forms of modernity (rather than a simple gradient from Western modernity to Eastern tradition), with social and cultural change taking place at an uneven pace and subject to periodic disruption and temporary reversals. In contrast to more linear notions of globalization, defined in terms of the relentless erosion of local difference, our research demonstrates the persistence of locally-specific cultures of consumption in both London and Mumbai. Drawing from Appadurai’s work on the social life of things and Bourdieu’s analysis of the sociology of taste, we attempt to characterise these locally specific consumption cultures. We argue against conventional accounts of ‘authenticity’ as an innate property of particular social groups or particular goods, suggesting that the meaning of goods is defined by their active appropriation in specific contexts of use.  相似文献

Based on reconceptualisations of multifunctional agriculture as a normative spectrum of decision-making (strong to weak multifunctionality) bounded by productivist and non-productivist action and thought [Hollander, G.M., 2004. Agricultural trade liberalization, multifunctionality, and sugar in the south Florida landscape. Geoforum 35, 299-312; Holmes, J., 2006. Impulses towards a multifunctional transition in rural Australia: gaps in the research agenda. Journal of Rural Studies 22, 142-160; Wilson, G.A., 2007. Multifunctional Agriculture: A Transition Theory Perspective. CAB International, Wallingford], this paper argues that there is currently insufficient research into the geography of multifunctionality. Building on current human geography debates about issues of scale, the paper suggests that we should conceive of multifunctionality as a spatially complex nested hierarchy comprising different interlinked ’layers’ of multifunctional decision-making ranging from the farm level to the national and global levels. It suggests that the notion of multifunctional agriculture only makes sense if it is applied at the farm level as the most important spatial scale for the implementation of multifunctional action ‘on the ground’. Multifunctionality can be interpreted as having ’direct’ expression only at the ’lower’ geographical scales (i.e. farm, community and regional levels in particular) while the regional, national and global levels show ’indirect’ expressions of multifunctionality that are mediated by local level actors in order to find tangible expression on the ground. The notion of global-level multifunctionality is the most challenging, as this level lacks political and ideological coherence about the required directions necessary for implementation of strong multifunctionality pathways. The paper concludes by arguing that much work still awaits those investigating the spatiality of multifunctionality, in particular with regard to the question whether global-level strong multifunctionality is possible, or whether strong multifunctionality in one territory is predicated on weak multifunctionality in others.  相似文献

The paper demonstrates how whiteness is produced in progressive non-profit efforts to promote sustainable farming and food security in the US. I explore whiteness by addressing the spatial dimensions of this food politics. I draw on feminist and materialist theories of nature, space and difference as well as research conducted between 2003 and the present. Whiteness emerges spatially in efforts to increase food access, support farmers and provide organic food to consumers. It clusters and expands through resource allocation to particular organizations and programs and through participation in non-profit conferences. Community food’s discourse builds on a late-modern and, in practice, ‘white’ combination of science and ideology concerning healthful food and healthy bodies. Whiteness in alternative food efforts rests, as well, on inequalities of wealth that serve both to enable different food economies and to separate people by their ability to consume. It is latent in the support of romanticized notions of community, but also in the more active support for coalition-building across social differences. These well-intentioned food practices reveal both the transformative potential of progressive whiteness and its capacity to become exclusionary in spite of itself. Whiteness coheres precisely, therefore, in the act of ‘doing good’.  相似文献

In Xishuangbanna, southern Yunnan, Akha and Dai farmers, regarded in China as “backward”, passive recipients of state-led development, have been “getting rich” on rubber and expanding rubber cultivation into neighbouring Laos. State cash crop campaigns to raise minority farmers’ incomes inadvertently turned minority farmers into dynamic entrepreneurs. This paper builds on Vinay Gidwani’s use of development as a “regime of value” to raise social and economic value to analyze these unexpected results. Local state agents believe they are the agents of development, bringing modest social and economic improvements to minority farmers of obdurate backwardness. Minority farmers see themselves as improving their own incomes and “quality”, a term in China for social value, in an era when they are responsible for their own development. National development discourse encourages citizens to raise population quality by becoming entrepreneurial, a message heard by minority rubber farmers as well as urban elites. Through creative, post-Fordist production models and agile deployment of land, labour, and capital, minority farmers have achieved incomes that exceed those of workers on state rubber farms, large plantations whose Fordist production models are losing out in the uneven transition from a planned economy to a more capitalist market assemblage. Akha and Dai rubber farmers, the “backward” minorities on China’s periphery, have unexpectedly become the forerunners of flexible production arrangements that are prevailing in the arena opened up by China’s 2001 entry into the World Trade Organization.  相似文献

The twin facets of urban hydraulic reach - cities’ appropriation of water from surrounding regions and irrigation use of urban wastewater over a growing rural footprint - form an emerging global policy challenge, especially as democratizing societies seek institutional means to address both urban growth and water scarcity. A central concern of this paper is to demonstrate that policy regionalism, as a process-based understanding of institutions and decision-making, better explains the causes, forms, and outcomes of hydraulic reach than do more structural approaches. Hermosillo, Mexico presents an unfolding case of rural-urban tension for control over rivers and aquifers as well as the infrastructure for water capture, storage, conveyance, and wastewater release. The analysis employs process documentation of water transfer and wastewater negotiations through interviews, review of primary documents, and field observations. Hermosillo’s recourse to negotiated agreements and quasi-market transactions, led by an emerging group of public sector innovators, advances understanding of water policy in Mexico by moving beyond prevailing concerns with the water reform’s neoliberal underpinnings to exploration of rapidly changing urban-centered experimentation. We conclude that evolving urban-rural power disparities and water resource landscapes of urban growth will drive continued expansion of hydraulic reach in water-scarce regions globally.  相似文献

Geographers and other academics whose reputations and advancement depend on their work among developing country farmers have an obligation to assist the farmers in tangible ways. A project of the United Nations University which did this in 1993-2002 (PLEC)is described, with particular reference to Ghana, together with a follow-up project in the same country. Best methods of resource management were sought among the farmers themselves, and expert farmers were encouraged to instruct others in their methods. Moreover, in a project concerned with the conservation of biodiversity on farm, the farmers were also assisted in enterprises creating added value from biodiversity. Getting behind the farmers in their own enterprises can enrich academic research.  相似文献

This paper analyses the operation of the Environmental Farm Plan (EFP) scheme in Ontario, Canada, a voluntary agri-environment scheme established in 1993. Previously unpublished data and interviews with farmers, leaders of farmers’ organisations and government officials are used to detail participation rates, geographical spread and method of operation. Largely developed by farmers’ organisations, the scheme has focused on soil management, water quality and storage/disposal of agricultural wastes. The environmental actions associated with these activities are discussed, revealing both successes and limitations. Distinctions are drawn with agri-environmental schemes in the European Union, and a broader context for the EFP is provided with respect to the proposed post-productivist transition of agri-food systems and the need to examine the way these systems are regulated. A need for further systematic research is proposed, specifically with respect to barriers to participation, the voluntary nature of the scheme, financial incentives and the resultant environmental impacts.  相似文献

Gramsci Lives!     
Antonio Gramsci’s writings provide a valuable conceptual and political sensibility for critical approaches to nature. In this editorial introduction to a theme issue on Gramscian Political Ecologies we establish the broad contours to such an approach, stressing Gramsci’s integral marxism and commitment to a transformative politics relevant to the contemporary moment. Subsequently, we provide an introduction to existing political ecological research inspired by Gramsci’s wide-ranging writings. In order to stimulate future research, we question Gramsci’s reflections on ’nature’ in order to examine the embyonic possibilities and limitations therein. Gramsci, we suggest, provides stimulating commentary on the differentiated unity of nature and society: in part, this anticipates recent arguments on this subject. Similarly, we reflect on how Gramsci’s conceptualization of hegemony relates to core issues within political ecology. Given the centrality of ’environmental issues’ in the contemporary moment, it is necessary to consider how social groups enrol natures and environments (both material and symbolic) in their struggles for hegemony. We conclude the editorial by introducing the articles included in the theme issue.  相似文献

This article examines changing water governance modalities in the context of the neoliberalization of nature. Specifically, it focuses on Brazilian water sector reforms passed in 1997 that mandate decentralized and participatory decision-making at the river basin scale. Critics have suggested that rescaling, decentralization, and participatory governance mechanisms – supposedly intended to render decision-making more equitable, accessible, and relevant – can serve to legitimate, facilitate, and thus further embed processes of neoliberalization. Examining the impact of Brazil’s water sector reforms on the state–society relationship, this article presents a case study of water governance in the São Francisco River Basin and finds that the reforms – despite their neoliberalizing potential – have not significantly contributed to the neoliberalization of governance therein. Instead, water governance continues to be characterized by longstanding patterns of traditional elite control. Through an institutional and socio-natural analysis, this article describes and accounts for the continued dominance of these patterns relative to neoliberalization and explores activists’ efforts to use water sector reforms to pursue more progressive possibilities. The article concludes with a discussion of the implications for variegation and contestation in ongoing debates over neoliberal natures.  相似文献

Part-time farming is a feature and a consequence of economic change which involves labour movement out of agriculture. It helps to sustain the rural sector by reducing the rate of outmigration. This paper reports on a pilot survey of part-time farmers in the S, Government-controlled part of Cyprus. The economy is growing rapidly with agriculture declining in relative importance although still contributing nearly half the value of exports. Over 50 % of farmers are part-time, meaning in this case they have another occupation. In general, farming is a minor activity and time spent in off-farm work is often increasing to maintain income levels. However the majority of the sample are keen to maintain their farming activity.In the Cyprus study part-time farmers appear slightly younger and operate smaller units than average; they rent in less land and irrigate a smaller area. Considerable differences are found between the four main agricultural zones; mountain, vines, dryland and coastal. At one extreme, exemplified by the coastal zone, commercial part-time farming provides a high standard of living on farms which are somewhat smaller than average. Off-farm work is available locally and complements farm work. Farmers' confidence in long-term prospects is reflected in their willingness (and ability) to invest on the farm and in their low levels of family, migration. At the other extreme, found in the depressed areas of the mountain zone, overt government policies may be required to ensure the continued existence of farming. The combined income of on and off farm work may be inadequate and farmers often have to borrow to meet basic household needs. These farmers travel long distances to find work and may have more than one off-farm occupation. Much of the burden of farm work falls on other family members. Although farmers would prefer to spend more time in agriculture they have limited confidence in its future prospects and recognize the possible necessity of outmigration.  相似文献

According to many researchers, the use of inter-firm collaborative practices as a new industrial production strategy is increasing as a response to industrial restructuring and changing environmental conditions. The adoption of these practices is thought to be particularly critical for small firms, and consequently governments in most industrialized countries have designed specific policies aimed at encouraging inter-firm relationships. The few empirical studies have focused on the experiences of model industrial districts to support claims about the ubiquity of collaborative relations. The present study of a more typical urban area examines three interrelated issues: the incidence of inter-firm relations, the motivations and forms of collaboration, and the influence of public policies on inter-firm relationships. Information was collected from 191 small electronics firms in the Greater Toronto Area (GTA). The results suggest that inter-firm collaboration is moderately common but not the norm. The incidence of collaborative activities is likely to increase with company size. While motives for inter-firm activities vary slightly with firm size, the nature and forms of agreements are largely similar among various sizes of firms. The paper notes that public policies and programs within the GTA have not had the desired impact of creating cooperative attitudes among small electronics firms. In this paper we use the notion of ‘everyday life’ to critically examine an apparent ‘gap’ between bushfire risk awareness and preparedness amongst diverse landholders in rural landscapes affected by amenity-led in-migration in southeast Australia. Landholders were found to bring their own agency to bushfire preparedness in the relationships between everyday procedures, dilemmas, and tradeoffs. Consequently, regardless of landholders’ awareness levels, attitudes towards bushfire and natural resource management influence if, how, and to what extent landowners prepare for bushfires. We argue that not only is the ‘gap’ complex but also paradoxical in that it is both evident in, and constituted by, landholder attitudes and action and simultaneously dissolved in their practices and decision-making in everyday life. Three dilemmas of everyday life in particular were found to underpin these attitudes: costs (in terms of monetary and time values), gender roles, and priorities. Using a mixed-methods research approach, this simultaneous cultural construction and material nature of bushfire in everyday life is mapped out through landholders’ narratives and actions that embody living with fire on the land. The place of bushfire in landholders’ everyday life has direct relevance to recent international discussions of the vulnerability of the growing number of people living in bushfire-prone rural-urban interface areas.  相似文献
