The institutions, practices, and discourses of US development policy and foreign assistance are undergoing profound changes. Central to these has been the creation of a new framework for foreign aid, built around a complex taxonomy of developing states and governance issue areas, with geographic and governance categories predicated on notions of state stability and fragility, strategic geopolitical position, and development progress. Given its long-standing position as the primary federal agency responsible for development and foreign aid, the US Agency for International Development (USAID) has played an important role in these policy changes, even as its political status and standing have suffered in recent years. The new framework is beset by contradictions, stemming both from the problematic relationship between development, security, and liberalization in agency rhetoric and strategies, and from intensive restructuring processes affecting USAID’s internal character and external relations. This paper investigates the new framework for foreign aid, linking internal restructuring at USAID to broader trends in state development strategies. I argue that shifts in US development and aid policy - toward emphases on “transformational development” abroad and centralization over strategic decision making domestically, crystallized in the new framework - are based in contradictory understandings of aid deservedness that stem from the tensions between economic and geopolitical aims within the current security-focused US state project of neoliberalization. These contradictions and tensions are displaced onto USAID via the Foreign Assistance Framework. 相似文献

As recently as 1990, few people in the global South received their water from US or European water firms. But just 10 years later, more than 400 million people did, with that number predicted to increase to 1.2 billion people by 2015, transforming water in Africa, Asia, and Latin America into capitalized markets as precious, and war-provoking, as oil. This article explains how this new global water policy became constituted so quickly, dispersed so widely, with such profound institutional effects. It highlights the prominent role of transnational policy networks in linking environment and development NGOs and the so-called global water policy experts with Northern high-end service sectors, and the ways in which the World Bank facilitates their growth, authority, and efficacy. This phenomenon reflects the World Bank’s latest and perhaps most vulnerable development regime, which I call “green neoliberalism.” 相似文献

This article presents a case study of the World Bank’s relationship with South Africa to argue that the Bank uses its knowledge brokering role as a device to facilitate the development of a lending relationship with countries that may initially be reluctant to enter into this kind of engagement. This article reviews the World Bank’s 10-year effort to develop a lending relationship with South Africa. The Bank inserted itself into the country in the early 1990s at the outset of its democratic transformation. Throughout the decade, South Africa acceded to the Bank’s policy interventions through technical assistance rather than through a concerted lending programme. In doing so, South Africa internalized the Bank’s market-driven political economy framework underlying its technical assistance programme. The country’s application of the Bank’s knowledge has had questionable outcomes for its development agenda. While the Bank’s ‘expert’ interventions may have offered valuable technical insights, it neglected the politics of distribution that are embedded in a more localized knowledge formation process. The result has led to the instrumentalization of local governance and undermined the engagement of civil society actors in the construction of a democratic state at the local level. 相似文献

This paper argues that research in political ecology would benefit from more explicit and careful attention to the question of scale and scalar politics. Although political ecologists have extensively considered scale as a methodological question, they have yet to develop an explicit theoretical approach to scale as an object of inquiry. We highlight one principal drawback to this underdeveloped approach to scale: what we call “the local trap” in which political ecologists assume that organization, policies, and action at the local scale are inherently more likely to have desired social and ecological effects than activities organized at other scales. Over the past 10 years or so, an increasingly sophisticated literature on scale has been developing among scholars in geography working in the political economy tradition. This literature has argued that scale is socially produced rather than ontologically given. Therefore, there is nothing inherent about any scale, and so the local scale cannot be intrinsically more desirable than other scales. We suggest that a greater engagement with this scale literature offers political ecology a theoretical way out of the local trap. As a first approximation of the kind of scalar analysis we advocate, we present a case study that examines the scalar politics that have shaped environmental change in the Brazilian Amazon. 相似文献

Children and youth are a key target group for interventions to address southern Africa’s AIDS pandemic. Such interventions are frequently implemented through schools, and are often complex products of negotiation between a range of institutional actors including international agencies, NGOs, government departments and individual schools. These institutions not only stand in different (horizontally scaled) spatial relationships to students in schools; they also appear to operate at different hierarchical levels. Empirical research with policy makers and practitioners in Lesotho, however, reveals how interventions are produced through flows of knowledge, funding and personnel within and between institutions that make it difficult to assert that any intervention is manifestly more international or more local than any other. Scale theory offers the metaphor of a network or web which usefully serves to move attention away from discrete organisations, sectors and scalar positionings and onto the relationships and flows between them. Nevertheless, organisations and development interventions are often partly structured in scalar hierarchical ways that express substantive power differentials and shape the forms of interaction that take place, albeit not binding them to strict binaries or nested hierarchies. A modified network metaphor is useful in aiding understanding of how particular interventions are produced through intermeshing scales and diverse fluid interactions, and why they take the form they do. 相似文献

Demand for both primary residences and second homes in high-amenity areas has led to escalating property values and widespread development pressure in coastal New Zealand. We focus on a major development proposal at Ocean Beach, a greenfield coastal site in the Hawke’s Bay region, and seek to explain the opposition it has provoked. In so doing, we address three questions: first, what landscape values are articulated within the planning process; second, what is the anticipated impact of 1000 new dwellings on those values; and third, how does place attachment figure in the ensuing debates. We address these questions though a thematic analysis of data derived from official reports and proposals, planning submissions, and key informant interviews. We find Ocean Beach to be a place that offers a quintessential coastal experience, often linked to youthful memories. Additionally, the site is valued for its accessibility and wilderness qualities - perceptions heightened by awareness that areas of undeveloped coastline relatively close to population centres are increasingly scarce. We contend that such sites are doubly valuable: in a formal sense, as natural landscapes whose processes and forms receive regulatory protection; and in an informal sense, as sites that generate human meaning, including emotions such as nostalgia, freedom and belonging. 相似文献

While most contributions to this collection focus centrally on political ecology (PE), this paper approaches the work of Piers Blaikie through a somewhat different lens, situating his political ecological contributions within the broader context of his engagement with related themes in development studies. I trace and discuss his work in approximately chronological terms, from the spatial organization of North Indian villages through the political economy of agrarian change and of peripheral capitalist (under-)development in Nepal to political ecology, pathbreaking work on the HIV/AIDS pandemic in Uganda, more general disaster vulnerability and recoverabililty, and a survey of post-structural challenges in development theory. Not only does this approach provide a distinctive view of Blaikie’s evolving concerns over the course of his career and thematic connections between them, but it also reflects my personal experience of his work and its influence. This foundation then enables an exploration of several issues about current directions in, and possible future extensions of, PE which should help to ensure that PE does not, as some critics claim, have only limited remaining shelf-life. 相似文献

Scholars working around the world have drawn attention to the physical and social changes associated with rural gentrification. Case studies from the United States have focused on how these patterns lead to the cultural displacement and replacement of land-based livelihoods, including non-timber forest product (NTFP) practices. Scholars have also documented the persistence of culturally and economically important NTFP practices in urban and suburban areas. We reconcile these disparate outcomes, displacement on the one hand and persistence on the other, by focusing on the social relationships that co-produce land use and livelihood change. Our case investigates how African American sweetgrass basketmakers in Mount Pleasant South Carolina negotiate the complex terrain of a rapidly urbanizing and gentrifying landscape.Analysis of interviews with basketmakers and participant observation at public meetings suggests that gathering materials and selling baskets occur across spaces not typically considered important for NTFP practices. Access to these sites depends upon continually reinforced and negotiated social relationships between a variety of actors. Findings illustrate that, by themselves, development and gentrification are insufficient for explaining livelihood and land use patterns that emerge in places experiencing intensive development. Using a co-production framework, we acknowledge the wide variety of complex trajectories and local power dynamics shaping land use and livelihoods. Findings also have implications for connecting global research on housing, employment, and demographic transitions associated with rural gentrification, to international NTFP research, which is increasingly turning to rural–urban interfaces for insights on how livelihoods are linked to land development and migration. 相似文献

The paper presents a genealogy of the Bloomberg administration’s Opportunity NYC program, launched in 2007 as part of New York City’s explicitly experimental anti-poverty strategy. Opportunity NYC was modeled on “conditional cash transfer” programs, currently operating in more than thirty countries across the Global South, drawing direct inspiration from Mexico’s widely touted Oportunidades program. This striking case of South-North policy emulation calls attention to some distinctive features of what is characterized here as a transnationalizing “fast-policy” regime, based on technocratic forms of program evaluation and development, dense expert networks, and orchestrated communities of practice, within which a range of policy intermediaries—particularly those connected with multilateral agencies—are assuming significant new roles. What appears to be a pragmatic form of policy learning in fact operates in the context of narrow ideological parameters, within which there is a concerted technocratic “push” toward favored solutions. 相似文献

Abstract. The Malusok volcanogenic massive sulfide (VMS) deposits comprise two adjacent ore bodies, the Main Malusok and the Malusok Southeast ore bodies, hosted within Cretaceous metamorphic rocks. Owing to the structural and metamor-phic overprinting combined with intense hydrothermal alteration, primary textures of the Malusok volcanic rocks have been obliterated. The stratigraphic correlation of the Main Malusok and the Malusok Southeast ore bodies show that both deposits are essentially confined within a single stratigraphic interval. The lithogeochemical analysis of the Malusok samples shows that constituent lithologies have precursor compositions ranging from sub-alkaline basalts to rhyodacites. Field and mass flux data suggest that the Main Malusok VMS deposits were derived as a consequence of axial hydrothermal activity. The Malusok Southeast ore bodies represent satellite deposits generated by off-axis hydrothermal activities from vents aligned along a NW-SE trend with the Main Malusok zone. This alignment represents an ancient fissure that served as a pathway for the upwelling metalliferous hydrothermal fluids. In searching for lateral extensions of these VMS deposits, this NW-SE alignment should serve as a possible exploration guide. 相似文献

This paper presents a theoretical framework for analyzing human–environment issues that examines shifting, dialectical relationships between social and power relations, cultural beliefs and practices, and ecological processes to allow an interdisciplinary, complex assessment of social and environmental change in Nepal. The purpose of this analysis is to capture the complexity and non-static nature of environmental and social change in the context of uneven development. Drawing from political ecology and feminist geography, this framework brings together scholarship on aspects of human–environment issues that are often pursued in isolation, yet all three processes, social–political relations, cultural practices and ecological conditions, have been acknowledged as important in shaping the trajectory of social and ecological change. I argue that a consideration of the articulations between them is necessary to understand first, how specific land management regimes arise and are dominant over time in specific places. And second, I examine the extent to which these regimes distribute resources equitably within communities, promote economic development and sustain ecological resilience. In this analysis, ecological processes are conceptualised as co-productive of social and cultural processes to explore their role in land management regimes without resorting to environmental determinist or similarly reductive paradigms. I present this framework through the example of natural resource management, specifically community forestry in Nepal, as it offers a rich case study of the relationships between the political economy of land use and the ecological effects of natural resource extraction. 相似文献

Environmental security concerns have broadened the national security agenda and discourse of international relations. Yet environmental insecurity issues have endured impacts on livelihood, human security, social equity, human rights, internal security, political stability, economic growth and development of the state. Environmental challenges, such as climate change, water scarcity and energy security are shaping development and consumption patterns, which are possible causes of inter-state conflict in South Asia. This paper is an attempt to evaluate the nexus of climate change, energy and water security with conflict and development. Furthermore, we argue for the need for environmental diplomacy in Pakistan within the South Asian context. Spitidiscus is a widely-distributed Hauterivian genus that briefly invaded the Neuquén Basin, Argentina, in mid Hauterivian times, well after it first evolved in the west Tethyan area. Its appearance in Argentina is linked with a globally-significant mid Hauterivian sea-level rise. This is marked in the basin by a sharp facies change in the Agrio Formation, from non-marine sandstones of the Avilé Member to marine sediments, often laminated black shales, with Spitidiscus at the base of the overlying Agua de la Mula Member. Our extensive field work has shown that Spitidiscus occurs across the whole basin, where it is represented by two species, Spitidiscus riccardii Leanza and Wiedmann and Spitidiscus kilapiae sp. nov. For most of its vertical range Spitidiscus occurs alone, characterising the S. riccardii Zone. But at the top of its range it is joined by the first crioceratitid ammonites, their appearance marking the base of the Crioceratites schlagintweiti Zone. 相似文献

Abstract. The oceanic basement of the Central Philippines is exposed in ophiolitic massifs the age and origin of which remain debated. The Tacloban Ophiolite Complex (TOC) outcrops as a NW-SE trending massif in the northeastern portion of Leyte Island, Central Philippines. It is unconformably overlain by sedimentary sequences dated to Late Miocene-Pliocene and Pleistocene volcaniclastic deposits on its eastern and western flanks, respectively. Field, petrographic and trace element data suggest a subduction-related origin for this ophiolite. Sensitive High Resolution Ion Microprobe (SHRIMP) U-Pb dating of zircons from a gabbro yielded Early Cretaceous magmatic age for the TOC, which is very much older than a previously reported whole rock K-Ar derived Eocene age. The Early Cretaceous age of the TOC limits its possible progenitor to the proto-Philippine Sea Plate. Correlation with other Cretaceous ophiolites in Central Philippines reveals the possible extent of the proto-Philippine Sea Plate remnants now exposed onland. 相似文献
