This paper analyzes the transformation of China’s advertising industry as a result of China’s economic reforms and the globalization of the advertising industry. Spatially clustered in the city-regions of Beijing, Shanghai and Guangzhou, the industry has been structurally and operationally integrated with the global advertising giants, as well as developing local strategies to attract the interest of local consumer markets. While the entry of global multinational advertising businesses has compelled China’s advertisers to accept and adapt to the industry’s globalized institutions, standards, operational procedures and corporate culture, the transformation of China’s advertising industry is best understood as a consequence of the interaction between globalization and localization.  相似文献

The dominant narrative in a growing literature about China’s environment conceptualizes a series of recent large-scale ecological construction projects, particularly in western China, as evidence of a teleological graduation into eco-rational modernity, in which environmental improvement and economic growth are intertwined in a virtuous, mutually reinforcing circle. Such ecological modernization narratives take for granted both a crisis of ecological degradation, and the premise that the “greening” of the state will have environmental improvement as its primary outcome. The article reviews recent research on ecological construction projects to protect forests and grasslands in China’s west, which have been identified as major components of China’s ecological modernization goals. It demonstrates the limitations of an ecological modernization framework for analyzing these projects, and argues instead for a critical political ecology analysis, which examines the distributive effects of these projects and employs an analytic of governmentality. Ecological construction is more productively understood as a set of discursive practices that authorize differential interventions through processes of internal territorialization, rework the relationship between different categories of citizens and the state, and produce subjects, whose desires may or may not align with those desired by state institutions.  相似文献

In Xishuangbanna, southern Yunnan, Akha and Dai farmers, regarded in China as “backward”, passive recipients of state-led development, have been “getting rich” on rubber and expanding rubber cultivation into neighbouring Laos. State cash crop campaigns to raise minority farmers’ incomes inadvertently turned minority farmers into dynamic entrepreneurs. This paper builds on Vinay Gidwani’s use of development as a “regime of value” to raise social and economic value to analyze these unexpected results. Local state agents believe they are the agents of development, bringing modest social and economic improvements to minority farmers of obdurate backwardness. Minority farmers see themselves as improving their own incomes and “quality”, a term in China for social value, in an era when they are responsible for their own development. National development discourse encourages citizens to raise population quality by becoming entrepreneurial, a message heard by minority rubber farmers as well as urban elites. Through creative, post-Fordist production models and agile deployment of land, labour, and capital, minority farmers have achieved incomes that exceed those of workers on state rubber farms, large plantations whose Fordist production models are losing out in the uneven transition from a planned economy to a more capitalist market assemblage. Akha and Dai rubber farmers, the “backward” minorities on China’s periphery, have unexpectedly become the forerunners of flexible production arrangements that are prevailing in the arena opened up by China’s 2001 entry into the World Trade Organization.  相似文献

This article explores the international implications of the developmental state model of Japanese capitalism. It does so by investigating the extension of Japanese intellectual property (IP) policy and practice in Vietnam. The escalating role of intellectual property within Japanese industrial policy is first framed according to Johnson’s developmental state thesis and extended in reference to the ‘flying geese’ model of regional development in East Asia. This latter approach anticipates Vietnam’s growing importance as a site for Japanese foreign direct investment and technology transfer. Interviews with key informants from both countries and analysis of policy documents provide evidence of the extra-territorial practices employed by Japanese companies, government agencies, and IP intermediaries in Vietnam. These accounts bring to light key developmental mechanisms, such as the packaging of IP internationalization within Japan’s official development assistance (ODA) and the overseas pro-bono work performed by IP intermediary associations in which the line between benevolence and self-interest is blurred. The paper concludes by interpreting these practices in accordance with the broader strategic imperatives of Japan in the region.  相似文献

The years since 2000 have seen a constant stream of high-profile scandals relating to food safety and food labeling in Japan. One response of Japan’s Ministry of Agriculture, Forestry and Fisheries (MAFF) has been to promote food traceability as a mechanism to improve food safety and to provide reliable information to consumers about their food. MAFF’s main approach to traceability promotion, however, has not involved making traceability mandatory (as has been done in the EU) but encouraging private companies to adopt it. These actions constitute, I argue, an example of the public promotion of private governance. When viewed against the literature on the private governance of food safety and quality, MAFF’s traceability activities are surprising for three reasons: their forms and extent, the relative lack of interest the Ministry has shown in third-party certification, and the way MAFF has responded to concerns about the safety of imported food by focusing almost entirely on domestic traceability. I also argue, however, that looking at the literature from a Japanese perspective suggests that public encouragement is more central to the rise of private governance in the global agri-food system than is usually appreciated.  相似文献

This paper argues that the conflicts of interest cases brought against Wall Street investment banks in the early 2000s were neither geographically nor institutionally isolated events. Rather, by combining recent work on financial knowledges in both economic geography and the social studies of finance with the growing interest in topological spatial imaginaries, I explore how London’s corporate finance industry was unable to distance itself from both the conflicts of interest allegations and the ensuing regulatory changes of the ‘Global Settlement’ in the US. Analysis of 36 semi-structured interviews conducted in London in the early 2000s is used to explore how a range of individual interests, institutional demands and structural changes within London’s financial district affected analysts’ ability to produce ‘objective’ research. As well as pointing to the problematic nature of certain aspects of knowledge rich ‘communities of practice’ [Wenger, E., 1998. Communities of practice: learning, meaning and identity. Cambridge University Press, Cambridge], I explore how the resulting contingent and situated nature of research practice is at odds with a weakly defined notion of ‘objective’ research that underpins the Financial Services Authority’s regulatory response.  相似文献

This paper explores the dynamics of the economic development of Taipei City under conditions of globalization. Although Taipei City had undergone rapid industrialization and exploited the rural-urban division of labor since at least the 1960s, the city’s economic base changed dramatically after 1980. Initiating a process of industrial restructuring, the nation state encouraged high technology industries to help upgrade Taipei City’s role within global production chains. It was the transnational connection that kept regional growth within high ‘value-added’ activities. Instead of relying on a few major transnational corporations as the key agents of internationalization, Taipei City transformed itself into a node for high-technology knowledge, which connected the city with high-technology hubs elsewhere, and to Silicon Valley in particular, through transnational technical communities. At the same time, companies headquartered in the city extended their production chains across the Taiwan Strait to locate production facilities in the major coastal cities of mainland China. In consequence, Taipei City became a nodal city in these cross-border connections. These developments illustrate the limits of global city discourses which fail to pay sufficient attention to the role of developmental states and transnationalism in the process of global transformation.  相似文献

Identifying China’s leading world city: a network approach   总被引:3,自引:0,他引:3  
This paper reports our research on China’s world cities. Formal network analysis of air passenger linkages for recent years among China’s most populous cities and among many of the world’s largest cities allows us to identify the country’s leading world city from among the leading Mainland candidates, Beijing, Shanghai and Guangzhou. We theorize our findings about China’s world cities in relation to both global forces (and China’s increasing entanglement with them) and the policies and actions of the national state. We examine the national and global urban network through a longitudinal, two-level analysis of airline passenger travel for four time points between about 1990 and 2005. We show that Beijing was China’s leading world city at the beginning of the time period, a status it lost nationally in as early as 1995, and then globally 10 years later. On the other hand Shanghai became China’s leading world city, and it acquired this status first nationally in 2000, and then globally in 2005. The changing status of the Chinese capital corresponds to the country’s increasing involvement with the capitalist world economy. Shanghai’s ascendance as the leading world city in China may indicate that global forces have come to play an increasingly important role relative to that of the developmental state.

Baldacchino [Baldacchino, G., 2002. Jurisdictional self-reliance for small island territories: considering the partition of Cyprus, The Round Table, 365, 349-360] has argued that the ‘troika’ of smallness, insularity and peripherality may incline island peoples (rather more than mainlanders?) to question the effects of economic globalization and be especially disposed to innovative approaches to development. He views jurisdictional capacity as integral to that task. Much of the literature on such issues relates to island nations, but this work focuses on Australia’s smallest and only island state of Tasmania, and thus on a sub-national jurisdiction. In what follows I explore the effects of an attempt to enrol Tasmanians in the creation and stabilization of a ‘2020 vision’ meant to be global in its reach, to focus on the particular strengths of the island state, and be innovative in advancing sustainable development. Known as Tasmania Together, the 20-year strategic vision outlines diverse economic, social and environmental goals assembled over two years via widespread consultations with the island’s communities of place and interest. For a time Tasmania Together generated significant debate about what it means to be an island people, and whether and to what extent Tasmanians’ future will be secured through economic globalization or localized endeavours premised on sustainability principles. Important to Tasmanians as well as to island studies, these rhetorics of social and spatial engagement also have salience beyond the borders of the island state, highlighting larger questions about the technologies of governmentality, agency and the performance of identity.  相似文献

In the last four years, carbon-intensive, coal-dependent South Africa has become one of the leading global destinations for renewable energy investment. This investment can be attributed to the unprecedented take off of the country’s Renewable Energy Independent Power Producers’ Programme (RE IPPPP), a bidding process for the procurement of privately generated, utility scale renewable energy, launched in August 2011. Asserting that energy must be studied within the broader economic, political and social forces in which it is embedded, I explore the fundamental role that different modes of finance have played in shaping South Africa’s emerging renewable energy sector within the context of the country’s unique system of accumulation characterised by its minerals-energy complex (MEC) (Fine and Rustomjee, 1996). I focus on finance and financialisation as growing features within the MEC. I further examine the tension or incompatibility between commercial demands for ‘bankability’, short-term shareholder value and impatient finance and RE IPPPP’s unique requirements for community ownership of projects and the realisation of economic development criteria. I find that a reconfiguration of long-standing MEC actors, particularly in the realms of finance is taking place as they merge with new sources of foreign capital.  相似文献

The Brazilian Landless Movement (MST) is widely acknowledged as one of the most organized, dynamic, and influential social movements in Latin America. The MST has increasingly inserted the struggle for land within larger political contestations for broad social change, leading conservatives and leftists alike to describe it as a “first class actor” in Brazilian politics. What explains the move from corporatist struggles for land to broader counter-hegemonic contestations; put differently, how did the MST come to acquire ‘global ambition’? Much of the literature on the MST analyzes its external actions but without explaining what drives these actions. This paper utilizes a Gramscian political ecology approach to comprehend the MST’s political actions and its rise and transformation into a counter-hegemonic political actor. Specifically, I evaluate the development of the MST’s organizational praxis from corporatist struggles for land in the late 1970s to ‘global ambition’ and changing nature-society relations by the early 2000’s. Such an approach brings to light the role of organization building, political education, alliance building, and subaltern agency in propelling the MST’s political mobilizations. In so doing, this paper contributes to the literature on the MST and collective action. This paper also engages with a ‘politics of scale’ since the conquest of geographic scale is critical to understanding the MST’s national growth and political actions. This paper concludes by arguing that the rise and transformation of the MST into a vibrant counter-hegemonic actor in Brazilian politics was a gradual process that matured as it territorialized into a national movement.  相似文献

This study seeks to gauge how far China’s container-related dynamics between 1990 and 2005 fit into the wider perspective about transport and development within developing countries. In particular, attention is focussed on the role of specific modes to determine the extent of the penetration of containers within China. Before addressing these key issues extant models relating to an understanding of port and transport evolution in less-developed countries are recalled, synthesized and used as a base upon which an appropriate review of China’s case can be conducted. Applying them to China’s northern, central and southern port ranges not only helps assess the efficacy of these models but also highlights the contribution of individual modes.

China's National Geochemical Mapping Project (Regional Geochemistry-National Reconnaissance, RGNR project) was initiated in 1979. From 1978 to 1982, cooperative research projects were carried out for the preparation and distribution of standard reference samples and for the development of field sampling techniques, multi-element analytical methodology and a unified data quality monitoring procedure. Large pilot surveys were also commenced in several provinces. After five years of technical preparation, the project came into its full implementation. More than 5 million km2 of Chinese land surface has been covered by this project. During 1993–1995, another national geochemical project, under the name of ‘Environmental geochemical monitoring network and dynamic geochemical maps in China’ as a pilot survey to choose the suitable sampling medium for the global geochemical mapping application, was carried out in China. The remarkable achievements of China's geochemical mapping projects are widely recognized. Nearly 66% of new discoveries of economic mineralization by MGMR were attributed to the RGNR project. New concepts and new methodologies have emerged through these projects. They also made a great contribution to the international activity toward standardization of geochemical mapping methodology and the possible realization of wide-spaced global geochemical mapping.  相似文献

This paper analyzes the network structure and R&D activities of the information and communication technology (ICT) industry in Suzhou municipality, known previously for its local state-directed Sunan model of development. Suzhou, however, has been undergoing dramatic restructuring to remake itself into a globalizing production center. We highlight the significance of the Chinese state and local/regional assets in shaping the trajectories of globalization and regional development, and the increasing importance of domestic markets and regional clusters/agglomeration for foreign ventures. We have found that Suzhou’s development path, heavily dependent on external forces, has made Suzhou a TNC (transnational corporation) satellite district. We also find that the ICT industry in Suzhou has a dual-structure, segmented between foreign-invested enterprises (FIEs) and domestic firms. TNCs tend to network among themselves and their interfirm networks are increasingly domestic and regionally embedded in the Yangtze River Delta, while the linkages between TNCs and local firms are weak. We argue that there is a series of technological, structural, spatial, and institutional “mismatches” that limits the establishment of “global pipelines” of knowledge exchange. We hold that the nature of global-local networks is contingent upon regional endogenous capacities and the specific ways in which global capital interacts with local institutions. Therefore, perspectives on TNCs’ local embeddedness must be positioned in their regional/external networks. We also analyze the constraints placed on Suzhou’s development into an innovative city and promote the integration of global and local/regional assets through development of indigenous capacities.  相似文献

In recent years, economic geographers have drawn extensively upon notions of ‘cultural embeddedness’ to explore how spatially variable sets of cultural conventions, norms, values and beliefs shape firms’ innovative performance in dynamic regional economies. However, our understanding of these causal links remains partial, reinforced by an ‘over-territorialised’ conception of cultural embeddedness which sidelines the role of institutional actors operating outside and across the boundaries of ‘the local’. So motivated, this paper offers a theoretically-informed - and theoretically informing - empirical analysis of the high tech regional economy in Salt Lake City, Utah to explore the everyday causal mechanisms, practices and processes - both local and extra-local - through which firms’ cultural embedding within the region is manifested, performed and (un)intentionally (re)produced. In so doing, this paper aims to further our understanding of the constitutive entanglement and complex interweaving of cultural/economic practices, and to contribute to the development of an in-depth empirical corpus of work which compliments the exciting conceptual developments that have largely dominated cultural economic geography over the last decade.  相似文献

China’s rapid economic growth following the 1978 reforms has resulted in significant economic, social and environmental change. These reforms and their outcomes have been subjected to considerable scrutiny. However, relatively little research has been directed towards the relationship between the changing role of local government, which has itself been subject to substantial restructuring, and the local mediation of the social and environmental impacts of rapid economic growth. This paper investigates the local manifestation of social and environmental change in Zhejiang Province. In particular, it considers the changing role of local government in the regulatory process, and features a case study of Huzhou Municipality. A synthesis of the factual knowledge and perceptions of 48 key-informants from government and public institutions and rural industries is used as the platform for an analysis of the changing nature of local regulation with respect to the provision of key public services (health care and education) and environmental protection (water pollution control). The results reveal the ability of local government to selectively implement national and provincial policies in light of local priorities, which is taken as indicative of the emergence of local agency within local development processes. The case study suggests a need to re-evaluate conventional wisdom on the absence of autonomy at local levels of government in China, particularly as it relates to the continued devolution of administrative responsibility and the emergence of increasingly powerful economic interests.  相似文献

The period stemming from the late 1990s has witnessed the emergence of large scale city centre retail developments across England. Such projects have received government support because of their association with urban sustainability, in addition to the potential to catalyse broader regeneration and gentrification processes. Whereas some early projects proceeded relatively quickly, other schemes were delayed by complex land assembly requirements. Investigating beyond the formal compulsory purchase process, this paper draws on small businesses’ experiences of the land assembly process to provide a critical perspective on contemporary urban developments. It does so by drawing on interview material collected from small businesses affected by a proposed Retail Core Expansion within the city of Wolverhampton. By analysing attitudes towards communication practices, compensation discussions and relocation assistance, the picture is painted of an exclusionary development model and of limited support for existing land interests. Although active business responses are recognised, anxiety was prevalent because of the overwhelming dominance of future-orientated horizons and narratives.  相似文献

M. King Hubbert’s 1956 prediction of a ‘peak’ in US oil production has spurred a durable and divisive debate on the exhaustion of the petroleum resource. Pitting physical against economic explanations of resource scarcity, the peak oil debate has seemingly sunk into the well-worn grooves of a long history of scarcity debates. Yet, as this paper argues, this ‘stale dichotomy’ can partly be attributed to a severance from the contexts and ideas that informed Hubbert’s mathematical calculations. Specifically, this paper examines the broader influences on the peak oil model: Hubbert’s career in the newly formed field of geophysics; his personal concern with the relationship between energy and population growth; and his ties to Technocracy, Inc., a social movement originating in the US that aimed to replace political and business control with a group of specialist engineers and technicians. The paper further emphasizes the importance of institutional and political interests to the arguments launched against Hubbert, and in motivating change in this opposition over time. Last, it makes the case that the contemporary de-contextualization of Hubbert’s model has contributed towards a narrow focus of discussions within the oil industry and in certain governments on predicting the timing of a global peak, without addressing the wider questions implied by Hubbert’s model.  相似文献

As an approach to development, many see capitalism as reaching across an enormous range of scholarly domains and political interests. For some time geographers and others have begun to conceptualize capitalism as less of a system of intrinsic economic logic and more a collection of social and discursive relationships. By bringing capitalism into the “discursive world” these commentators and others have provided the theoretical ground for an exploration of alternative economic forms, especially those that are more socially and ecologically just. This paper makes an argument for putting sustainable development through the same theoretical scrutiny. Drawing on examples from the US we recruit the concept of “actually existing sustainabilities” from Altvater’s concept “actually existing socialisms” as an entry point to this conversation. Our purpose is to show that the potential for sustainability in the US exists in current local policies and practices if we rethink how we frame it.  相似文献

Informal settlements become an intriguing spatial dimension of urbanization in those countries which experience the systemic shift from socialism to neoliberal regimes. This paper takes chengzhongcun(s) (literally meaning ‘villages encircled by the city’ boundaries) as a case to explore the dynamics of informal settlements in post-socialist China that has certain distinctive features related to the legacy of socialist institutions and restructuring of urban space by various forces. The paper details the political and economic contexts, as well as the ways in which chengzhongcun(s) are transformed into functional but unregulated urban space. It also elucidates the policy approach towards formalizing chengzhongcun(s) and confrontation involving in government-led redevelopment. The analysis illustrates how spatial informality is shaped by the interaction of economic interests and political considerations in a post-socialist economy with retaining the rural-urban dualism of land ownership and the control of urban citizenship.  相似文献
