One of Piers Blaikie’s most important contributions to the development of political ecology is his critique of land and resource conservation policy in the global South. In this paper I trace the development of Blaikie’s ideas about the policy relevance of political ecology, focusing particularly on the challenges posed by the introduction of poststructural social theory into the field. I begin by revisiting Blaikie’s earlier critiques of environment and development policy. This will provide the departure point to explore how his thinking on the relationship of theory and policy and of academic and development practices has evolved in subsequent writings. I have invented two personas, “early Blaikie” and “late Blaikie”, to facilitate this task. Second, I want to probe some of the challenges that late Blaikie presents for doing political ecology research, to some extent by pitting early Blaikie against late Blaikie and letting them hash it out. Third, I turn to my own and others’ research and consultation experiences as a way to examine the possibilities for reconciling theoretically driven critiques with policy relevant research.  相似文献

As recently as 1990, few people in the global South received their water from US or European water firms. But just 10 years later, more than 400 million people did, with that number predicted to increase to 1.2 billion people by 2015, transforming water in Africa, Asia, and Latin America into capitalized markets as precious, and war-provoking, as oil. This article explains how this new global water policy became constituted so quickly, dispersed so widely, with such profound institutional effects. It highlights the prominent role of transnational policy networks in linking environment and development NGOs and the so-called global water policy experts with Northern high-end service sectors, and the ways in which the World Bank facilitates their growth, authority, and efficacy. This phenomenon reflects the World Bank’s latest and perhaps most vulnerable development regime, which I call “green neoliberalism.”  相似文献

To date, the scholarly literature has insufficiently investigated the micropolitical ecology of trust, the ways that different interests and expectations within a community can differentially mediate trust relationships between members of that community and an exogenous institution. This study explores the complexities of, and intra-community disagreements about, Kanak villagers’ decisions about whether to trust information provided by, or seemingly in support of, a multinational mining project in southern New Caledonia (South Pacific). An indigenous protest group challenged the company’s claims that the construction and operation of a refinery would have no harmful effects on local ecosystems. The company construed this opposition as stemming from fear based in ignorance, to which the solution lay in the provision of technical information. However, villagers disagreed as to whether this information was reliable. Meanwhile, many project employees joined the protest group. I argue that this seeming irony may be explained by examining the role of affiliation - defined here as a sense of solidarity with a group, and the desire to maintain that relationship - in establishing trust. Culturally-informed expectations of long-term social relationships and the reciprocal power these entailed, and concerns about long-term economic security, played a large role in determining which affiliations people chose to privilege, which in turn influenced which “scientific” information they chose to trust. Ultimately, I argue for the usefulness of a deeper understanding of relationships between trust, affiliation, and expectations of long-term social and economic relations in analyzing lay persons’ evaluations of science.  相似文献

This paper analyzes recent union efforts to organize low-wage workers in the home- and community-based segments of homecare, childcare, and services to people with developmental disabilities in the US. In these sectors, consumer demand has combined with privatization to create an army of “flexible”, part-time, poverty-wage workers, most of them women, people of color, and immigrants. This workforce is profoundly fragmented due to the preponderance of small nonprofit employers, widespread self-employment, and spatially atomized labor performed within myriad private homes. However, service sector unions have adapted creatively to these opportunities and constraints by implementing two interlinked scale-jumping strategies to overcome care workers’ spatial and organizational atomization. One is state-by-state policy advocacy to raise labor (and service) standards industry-wide and to aggregate employment through various organizational and legal interventions. The other is coalition building with consumers and advocates at the local, state, and national level to generate essential political support for these measures. We find that the success of this strategy has been shaped in large part by the political landscape of region and the political economy of distinct care industry segments. Finally, the resulting care industry unionism constitutes a distinct strand of an emergent public services unionism—in which consumers and workers struggle to define care labor as a socially necessary public good, and workers pushed into the nebulous zone between state and market struggle to define themselves as public workers.  相似文献

This paper contemplates the relationship between the discipline of geography, and the making of public policy. It is particularly concerned with the compatibilities and incompatibilities of the nature of academic knowledge production and public policy development. As such, we contribute to an ongoing debate among geographers regarding whether and how they should engage with policy, and utilize examples from our involvement in the Metropolis Project, a Canadian initiative based on interdisciplinary research networks linked to government and public service agencies involved in immigrant settlement. We argue ultimately that geographers do need to engage politically with policymaking, but that the manner in which to do this is never straightforward, but rather takes place across institutional, ideological, and political landscapes that are perpetually shifting. Finally we suggest some helpful tools from feminist methodologies with which to approach policy-related issues.  相似文献

The inclusion of obesity within public health rests on a proven and accepted biomedical link between body weight and health status. Drawing on the 2005 controversy over annual death rates attributable to obesity in the US, this paper contends that uncertainty as to the causal mechanisms linking body weight and health are undermining the development of effective obesity prevention policies. Consequently, this also weakens the justification of the inclusion of such policies within public health. This work draws on recent interest in ‘critical geographies of public health’ and the continued attention to the recursive relations between people and places in the context of health which may offer a useful theoretical viewpoint from which unpack such aetiological uncertainty. Without an agreed or universal risk from obesity, the paper argues that public health obesity prevention through social marketing should be geographical in outlook. The three examples of 5 a day, Jamie’s School Dinners and Sesame Street’s Cookie Monster are discussed to illustrate the effectiveness of communicating risk in a manner that allows intention to be effectively translated into risk-minimising behaviour within the dictates of locale.  相似文献

Spatial and planning policies in Britain have increasingly become focused on regional inequalities and the creation of mixed, sustainable and balanced communities. Within these new policy paradigms the category of the key workers has emerged as an essential element in the socio-economic sustainability of any bounded area programmes have been introduced to support their needs. Yet, defining key workers is an inherently political process as it necessitates the selection of essential and non-essential workers. Theoretical approaches that highlight state selectivity and the ways in which key policy subjects and objects are identified and mobilised have become increasingly popular across the social sciences and key worker support programmes provide a clear example of these processes in action. This paper draws on archival research to explore the formation of the category ‘key’ worker as an object of government in spatial development policies of the post-war period. It examines how key worker programmes were established to tackle the economic problems of Development Areas. It argues that definitions of key workers were forged in and through particular social, political, and economic contexts and that their emergence as an object of government presupposed and reinforced the existence of different classes of workers and different types of citizens. The paper highlights the significance of such historical work in assessments of contemporary policy and academic debates concerning the changing character of sustainable communities and citizenship, regional development, and changing modes of state regulation.  相似文献

To avoid dominant positivist explanations of links between climate change and security, I use alternative, human security approaches to study how climate security is managed in one of Spain’s most endangered coastal ecosystems, the Ebro Delta. I find that increasing the downstream flow of sediments retained in upstream dams is a crucial measure for dealing with climate change threats (sea-level rise) in the Delta. Yet, state policies do not increase sediment flow, but instead implement incremental adaptation at the site of climate impact (coast), which, at times, requires executing small-scale land expropriations. Refraining from improving human security via increasing sediment flow benefits corporate interests upstream. At the same time, expropriation silences mild farmer protest downstream and adds insult to injury by conveying to farmers a sense of blame for their vulnerability to climate change. Meanwhile, using expropriation at the service of incremental adaptation goes against the very rationale of expropriation established by Spanish legislation and creates a fundamental contradiction between what the practice is meant to deliver, namely security and the social contract from the part of the state, and what it actually does, i.e. permit the state to evade providing human security. I conclude that, under climate change, achieving human security, the delivery of the social contract, and corporate rent-seeking at the same time may not be possible. Moreover, rather than the social contract been threatened by state incapacity to respond to the effects of climate change and breached social contract expectations of vulnerable communities, it is the actual mobilisation of the contract in order to respond to climate change that diminishes human security.  相似文献

This paper focuses on the extent to which recent infrastructure-oriented urban developments in Stockholm concord with various aspects of the ‘splintering urbanism’ thesis of Graham and Marvin. This contextualisation allows us to extend their work empirically and conceptually. In the first instance, we study a particular case of the decline of a unitary networked city (in an urban context largely absent from their book). In the second instance, we develop their notion of ‘unbundling’ to capture not just core changes in the organisation of infrastructure provision, but an overarching disjunction of the established nexus between networks, planning and social welfare in the city. This disjunction operates through interlinked transformations concerning, for example, privatisation and outsourcing in network services, separation of infrastructure planning from broader urban planning, contradictions between the environmental and social mandates of infrastructure, and a (prospective) curtailment of the redistributive, social role of essential network service provision. We conclude nonetheless that this ‘destructive’ moment of unbundling has not so far been pursued by more explicitly ‘creative’ urban fragmentation strategies, due largely to the vestiges of a socio-political consensus based around redistribution and equality. In this respect, the Stockholm case pleads for a conception of ‘splintering’ as a dynamic and multi-stage process which is not only always ongoing, unstable and incomplete, but also non-linear and open to resistance/regulation.  相似文献

This paper is set against the backdrop of an increasingly pervasive discursive coupling of peace with development, and of extremism with underdevelopment. An evolving knowledge economy discourse casts education as both a key determinant of economic development, and as a crucial tool in the battle for “hearts and minds” in a global war against terrorism and extremism. Education for development, and education as anti-extremism are the twin goals of the Filipino CD for Peace - a contribution to the UN-backed International Power Users of ICT (Information Communication Technology) Symposium. In this paper, I examine the ways in which this youth Symposium feeds into and mobilizes powerful logics around the links between education and development/counterterrorism. My argument is that education for development, and one of its articulations, the CD for Peace, are undergirded by and reproduce neoliberal development logics in several overlapping respects. I illustrate the ways in which the language of connection and collaboration reproduces a distinct rationality related both to the transformative potential of (private investment in) ICT and to the production of particular kinds of subjectivities: youth as connected, informed, economically valuable global citizens beyond the reach of extremists. The Power Users project works to (re)construct teenagers as “gurus”; conflict (and poverty, and terrorism) becomes solvable through education and ICT. I show how knowledge economy discourse powerfully constructs youth as learning subjects who come to imagine their own roles and identities in specifically neoliberal ways: not only as learners, but also as advocates for this nexus of technology, education, development and peace.  相似文献

The economic reforms or `doi moi' introduced in 1986 have transformed Vietnam's planned economy to a more market-oriented one. Rise in international capital, market liberalisation and greater population mobility have contributed towards a greater concentration of squatters in the city centre, and extended metropolitan development in the fringes of Ho Chi Minh City. Rapid urbanisation and, to a lesser extent, industrialisation have converted large tracts of farmlands to urban use, and greater rural exodus. Such dramatic changes have drawn the city government's attention to face the new challenges. As a very important political and economic centre in the south, Ho Chi Minh City has prepared for itself a new Master Plan, approved in 1997, to provide a legitimate and institutional framework to guide its future spatial development. This paper introduces the background and explains the rationale behind the drafting of the Master Plan, and highlights the constraints that are expected in implementing it. The administrative framework in planning is also examined in terms of its advantages and disadvantages in a planning system with four levels: national, provincial, district and local. Land availability in the city centre, source of funding and technical expertise are all parts and parcels of the challenges in the process of modernising HCMC to accommodate the need of its residents and rapid global change. Ho Chi Minh City's strong relationships with its hinterlands have equally required the planners to look at the planning field using the whole national and regional scenarios. Policy recommendations aimed at improving the implementation capability are finally presented. This revised version was published online in July 2006 with corrections to the Cover Date.  相似文献

The interface between environmentalism and neoliberalism in industrialised nations is dynamic and evolving with each of these significant socio-political movements exerting influence on the other. In the context of Australian environmental policy, ideas of heritage, sense of place and belonging are increasingly invoked to support the current policy emphasis on the role of regional communities for realising goals for land and water conservation and environmental restoration. To explore the broader meaning and consequences of these developments, we focus on the manner in which ideas of heritage are employed and evoked within the Murray–Darling Outreach Project, a collaboration between the Murray–Darling Basin Commission, a key natural resource management agency, and the National Museum of Australia. The Murray–Darling Outreach Project has the aim of increasing community involvement in local environmental issues by promoting ideas of vernacular heritage.  相似文献

If we had to point out one single feature to define Brazilian cities today, it would be the existence of a dual built environment: a landscape produced by private entrepreneurs and contained within the framework of detailed urban legislation, and another one, three times greater, self-produced by the poor and eternally situated in an intermediate zone between the legal and the illegal. In addition to being an expression of economic and social disparities, this contrast has profound implications on the form and functioning of the cities. The sprawl of the precarious peripheries has lead to an absurd disconnection of poorly urbanized spaces and the city center where jobs, cultural and economic opportunities are concentrated. The effects of this persistent territorial exclusion are devastating and occur in both the peripheries and the city center. The purpose of this paper is to explore the nexus between the precarious and risky urbanization which took place in Brazilian cities and the urban violence that seems to be the most recent and visible face of this model, using the concrete example of different cities in the state of São Paulo. In order to construct the links it is first important to understand how patterns of economic development and population trends have contributed to the generation of risk urbanization and how planning and urban management policies interact with it.  相似文献

This article asks the question: what are my responsibilities as a postcolonial geographical writer? It takes as its starting point three extracts from texts written by the writer on their journey towards becoming an academic: a catalyst moment, a moment of self-production as an academic, and a moment of (failed) academic production. This journey raises a problematic around the ways in which the body speaks in academic writing, and the remainder of the piece reviews the geographical literature on materiality in relation to the body, arguing that Deleuzian views of matter as agentic and creative are particularly helpful in comprehending and engaging responsibly with the indeterminate but insistent ways in which the body speaks in postcolonial academic writing.  相似文献

Agri-environmental policies and planning influence agricultural landscape management, and thus the capacity to deliver landscape services and to contribute to rural viability. Numerous models and frameworks have been developed to improve comprehension of the mechanisms and interrelationships between policies, landscape and socio-economic values and benefits. As social-ecological systems, landscapes are closely depending from the socio-institutional and territorial context of the specific rural locality. The paper proposes an enhanced framework for assessing these mechanisms by acknowledging the critical role of the regional macro-environment. A literature review and the revisiting of evidence from eight European case studies are applied to establish a comprehensive understanding and exemplification of the links between the policies, landscape, ecosystem services and value flows. Results highlight the need for integrative, inter- and transdisciplinary research approaches. Efficient landscape policies require enhanced regional embeddedness and targeting, acknowledgement of user demands and the capability of regional community and governance structures for policy implementation and natural capital valorisation.  相似文献

Shelf‐edge deltas record the potential magnitude of sediment delivery from shallow water shelf into deep water slope and basin floor and, if un‐incised, represent the main increment of shelf‐margin growth into the basin, for that period. The three‐dimensional complexity of shelf‐edge delta systems and along‐strike variability at the shelf edge in particular, remains understudied. The Permian–Triassic Kookfontein Formation of the Tanqua Karoo Basin, South Africa, offers extensive three‐dimensional exposure (>100 km2) and therefore a unique opportunity to evaluate shelf‐edge strata from an outcrop perspective. Analysis of stratal geometry and facies distribution from 52 measured and correlated stratigraphic sections show the following: (i) In outer‐shelf areas, parasequences are characterized by undeformed, river‐dominated, storm‐wave influenced delta mouth‐bar sandstones interbedded with packages showing evidence of syn‐depositional deformation. The amount and intensity of soft‐sediment deformation increases significantly towards the shelf edge where slump units and debris flows sourced from collapsed mouth‐bar packages transport material down slope. (ii) On the upper slope, mouth‐bar and delta‐front sandstones pinch out within 2 km of the shelf break and most slump and debris flow units pinch out within 4 km of the shelf break. (iii) Further down the slope, parasequences consist of finer‐grained turbidites, characterized by interbedded, thin tabular siltstones and sandstones. The results highlight that river‐dominated, shelf‐edge deltas transport large volumes of sand to the upper slope, even when major shelf‐edge incisions are absent. In this case, transport to the upper slope through slumping, debris flows and un‐channellized low density turbidites is distributed evenly along strike.  相似文献

At Deobhog, migmatitic gneisses and granulites of the Eastern Ghats Belt are juxtaposed against a cratonic ensemble of banded augen gneiss, amphibolite and calcsilicate gneiss, intruded by late hornblende granite and dolerite. In the migmatitic gneiss unit, early isoclinal folds (syn‐D1M and D2M) are reoriented along N–S‐trending and E‐dipping shear planes (S3M), with (S1M–S3M) intersection lineations having steep to moderate plunges. The near‐peak PT condition was syn‐D3M (≥900 °C, 9.5 kbar), as inferred from syn‐D3M Grt+Opx‐bearing leucosomes in mafic granulites, and from thermobarometry on Grt (corona)–Opx/Cpx–Pl–Qtz assemblages. The PT values are consistent with the occurrence of Opx–Spr–Crd assemblages in spatially associated high‐Mg–Al pelites. A subsequent period of cooling followed by isothermal decompression (800–850 °C, c. 7 kbar) is documented by the formation of coronal garnet and its decomposition to Opx+Pl symplectites in mafic granulites. Hydrous fluid infiltration accompanying the retrograde changes is manifested in biotite replacing Opx in some lithologies. The cratonic banded gneiss–granite unit also documents two phases of isoclinal folding (D1B & D2B), with the L2B lineation girdle different from the lineation spread in the migmatitic gneiss unit. Calcsilicate gneiss (Hbl–Pl–Cpx–Scap–Cal) and amphibolite (Hbl–Pl±Grt±Cpx) within banded gneisses record syn‐D2B peak metamorphic conditions (c. 700 °C, 6.5 kbar), followed by cooling (to c. 500 °C) manifested in the stabilization of coronal clinozoisite–epidote. The D3B shear deformation post‐dates granite and dolerite intrusions and is characterized by top‐to‐the‐west movement along N–S‐trending, E‐dipping shear planes. Deformation mechanisms of quartz and feldspar in granites and banded gneisses and amphibole–plagioclase thermometry within shear bands in dolerites document an inverted syn‐D3B thermal gradient with temperature increasing from 350 to 550 °C in the west to ≥700 °C near the contact with the migmatitic gneiss unit. The thermal gradient is reflected in the stabilization of chlorite after hornblende in S3B shears to the west, and post‐D2B neosome segregation along D3B folds and shears to the east. The contrasting lithologies, early structures and peak metamorphic conditions in the two units indicate unconnected pre‐D3PT –deformation histories. The shared D3 deformation in the two units, the syn‐D3 inverted thermal gradient preserved in the footwall cratonic rocks and the complementary cooling and hydration of the hanging wall granulites across the contact are attributed to westward thrusting of ‘hot’ Eastern Ghats granulites on ‘cool’ cratonic crust. It is suggested that the Eastern Ghats migmatitic gneiss unit is not a reworked part of the craton, but a para‐autochthonous/allochthonous unit emplaced on and amalgamated to the craton.  相似文献

The Southern Dabieshan Terrane (SDT) has previously been divided into high‐pressure (HP) and ultrahigh‐pressure (UHP) terranes, and its regional extent and the tectonic nature of its boundaries are hotly debated topics. In this study, an eclogite‐bearing area of 100 km2 near Taihu is mapped in detail, and divided into Northern, Middle and Southern Zones on the basis of lithological characteristics. The Northern Zone consists of epidote‐biotite gneiss and eclogite blocks, the Middle Zone includes granitic gneiss, biotite gneiss, eclogites and amphibolite, and the Southern Zone is composed mainly of garnet‐bearing mica schist. The eclogites occur mainly as lens or blocks in the Northern and Middle Zones. The peak P–T conditions for 61 eclogite samples across the area are estimated using the Grt‐Cpx Fe2+‐Mg thermometers and the Grt‐Cpx‐Phe barometers. The results indicate three different P–T regions: 2.82–4.09 GPa/759–942 °C in the Northern Zone, and 2.00–3.54 GPa/641–839 °C in the granitic gneiss and 1.38–2.36 GPa/535–768 °C in the biotite gneiss from the Middle Zone. Combined with the spatial distribution of eclogites across the area, the P–T values for eclogites increase continuously from the south to the north, defining a reference ‘geotherm’ of 5 °C km?1. However, some unreasonable apparent gradients can be established along two south–north profiles across the area, and display a P–T difference between the Northern and Middle zones. On the basis of the average P–T data for eclogites across the area, a gap of at least 0.3 GPa/20 °C exists between the Northern and Middle zones. By contrast, the P–T values of eclogites from the Middle zone show a coherent pattern with transitional characteristics from HP in the south to UHP in the north. We suggest that the SDT was a coherent slab during subduction, and was broken up by a major fault during exhumation, which was formed under UHP metamorphic conditions.  相似文献
