Hurricane Gilbert made its landfall on the Yucatan peninsula on September 14, 1988, destroying valuable resort property in Cancun, Isla Mujeres, and Cozumel. Salt flats (salinas) in northern Quintana Roo and Yucatan were flooded by the storm surge and coastal marine ecosystem were devastated. Inland, the hurricane caused damages to houses, power lines, and farming land, but increased opportunities for garden hunting on destroyed fields. Twenty percent of tropical rain forest suffered losses of canopy and in the deciduous forests of north-central Yucatan noxiuous insects populations increased. Although damaging in its ultimate effects, hurricane Gilbert tested the resilience of Maya Indians and their readiness for post-disaster accommodation.  相似文献

Fairtrade was founded to alleviate poverty and economic injustice through a market-based form of solidarity exchange. Yet with the increasing participation of transnational food corporations in Fairtrade sourcing, new questions are emerging on the extent to which the model offers an alternative to the inimical tendencies of neoliberalism. Drawing on a qualitative research project of Kenyan Fairtrade tea, this paper examines how the process of corporate mainstreaming influences the structure and outcomes of Fairtrade, and specifically the challenges it poses for the realization of Fairtrade’s development aspirations. It argues firstly that whilst tea producers have experienced tangible benefits from Fairtrade’s social premium, these development ‘gifts’ have been conferred through processes marked less by collaboration and consent than by patronage and exclusion. These contradictions are often glossed by the symbolic force of Fairtrade’s key tenets - empowerment, participation, and justice - which simultaneously serve to neutralize critique and mystify the functions that Fairtrade performs for the political economy of development and neoliberalism. Second, building on recent critiques of corporate social responsibility, the paper explores how certain neoliberal rationalities are emboldened through Fairtrade, as a process of mainstreaming installs new metrics of governance (standards, certification, participation) that are at once moral and technocratic, voluntary and coercive, and inclusionary and marginalizing. The paper concludes that these technologies have divested exchange of mutuality, as the totemic features of neoliberal regulation - standards, procedures and protocols - increasingly render north south partnerships ever more virtual and depoliticized.  相似文献

The barrier coast of north Yucatan has been evolving into a beachfront recreational landscape since the introduction of passenger rail service between Mérida and Progreso in 1881. Beginning in the 1950's, middle-class vacation home construction spread laterally outward from Progreso, and even distal fishing and salt-gathering villages became engulfed by a recreational landuse overlay. In spite of geomorphic evidence of marine transgression, such as dune scarps and washover fans, the focus of recreational urbanization has been the beachfront. And although attempts at retarding shore erosion have taken place since the 1960s, hazard perception has remained generally low until the late 1980s. When Hurricane Gilbert blew across the Yucatan peninsula in 1988, damage to beachfront structures, highways, boats, and salt ponds was extensive. The barrier environment exhibited extensive overwashing and breaching, especially in areas of human modification, and the lagoon ecosystem experienced considerable ecologic disruption. Because the north Yucatan coast is a locus of domestic tourism, and the thousands of uninsured summer homes are owned largely by members of Mérida's middle class, reconstruction since Gilbert has been slow. The Washington Consensus, through which neoliberal global capitalist governance gained hegemony over the third world, entered a crisis in the late 1990s. Triggered by the 1997 Asian financial crisis, and by contestations of neoliberal governance from global civil society, two remakings of global capitalist governance can be identified: A ‘post-Washington consensus’ whose relation to neoliberalism is complex; and a ‘new development economics’ that advocates Keynesian principles. Irrespective of the trajectory of this emergent phase of re-regulation, particularly after the 2008 global finance crisis, these remakings can be conceptualized as supplements reinforcing an imaginary of capitalism as the solution to, rather than progenitor of, uneven development. Through discourses of capitalist development as a sequential trajectory to be followed by all countries, as flattening the world to enable catch-up by backward countries, and as incorporating socio-spatial difference via its commodification, this socio-spatial imaginary functions to legitimate expertise located in the first world, and global capitalist governance, irrespective of serial policy failures.  相似文献

Transfrontier conservation has taken Southern Africa by storm, where the modus operandi remains simple and intuitive: by dissolving boundaries, local benefits grow as conservation and development spread regionally. However, in the case of South Africa’s section of the Great Limpopo Transfrontier Park, political and economic change redirects benefits to support ‘modern’ economies at the expense of rural livelihoods through community-based natural resources management (CBNRM). Neo-liberal agendas promoted by government and the transfrontier park derail efforts at decentralizing CBNRM initiatives beyond markets and state control. This paper argues that ‘hybrid neoliberal’ CBNRM has arisen in private and public sector delivery of devolved conservation and poverty relief projects as ‘tertiary production’ for regional development. As a result, ‘CBNRM’ projects related to and independent of transfrontier conservation support private sector interests rather than the resource base of rural livelihoods. Concluding sections assert that CBNRM can counter this neoliberal trend by supporting the land-based economy of local users living near the Great Limpopo Transfrontier Park.  相似文献

The implementation of neoliberal economic reforms with its resultant effects on rural agricultural economies has facilitated the migration of young girls from northern to southern Ghana to seek for alternative livelihoods in the urban informal economy as head porters (Kayayei). Using semi-structured questionnaires and interviews with 45 Kayayei in Makola and Agbogbloshie Markets, Accra, this study examines how migration as a livelihood strategy contributes to an improvement in the living conditions of young girls and their families. The paper also looks more closely into the pathways through which the livelihoods of these young female migrants may contribute to local economic development. The study highlights that Kayayei contribute to local economic development through market exchange and revenue generation, also there is significant perceived positive impact of head portering on standard of living of these young girls through improved access to income, health care and asset accumulation while their families benefit from remittances. The study concludes by advocating for the need to provide access to credit and skills training in enhancing the livelihood of Kayayei.  相似文献

Disputes about genetically engineered crops are linked to wider debates about the globalization of agro-food systems and its consequences for food security, social equity, and rural life. Biotechnology expert discourse rarely addresses these wider issues. An exception is the assessment of transgenic maize by the NAFTA Commission on Environmental Cooperation (CEC), which recommended a moratorium on Mexican imports of US-grown maize. Controversy about “contamination” of indigenous maize varieties by US-grown transgenic corn has been intensified by rising Mexican discontent with the terms of regional economic integration. In this context, scientists and officials were pressured to consider not only risks to maize biodiversity but also the ecological, and cultural characteristics of maize in its Mexican settings and the implications of asymmetric power in North American agricultural trade. In contrast to most narrowly-framed biotechnology risk assessments, the review took account of interventions by rural social movements. While the new moratorium was not adopted by the state, continuing conflicts over GMOs in Mexico have blocked introduction of transgenic maize and have enlarged the political space for debate over Mexico’s development direction. These conflicts reflect the differing interests of various state actors and economic sectors with regard to trade liberalization. They also reveal contrasting food-system paradigms: further agricultural modernization, export competition, and food-import dependence versus an alternative vision of revitalized rural life, farmers’ rights, and national food sovereignty.  相似文献

Under neoliberal schemes like audit systems, consumer demands born of concerns about food safety, the environment and animal welfare are theoretically poised to influence agricultural production systems (Campbell and Le Heron, 2007). Whether such influences might reverse or redirect the trend toward environmentally-damaging rampant productivism of the 20th century hinges in part on the subjective positions of farmers and the ways in which they inform how farmers respond to policy and market signals.In this paper we argue the need for a genuine engagement with both the complexities of farmer subjectivity and the interactions amongst farmer subjectivity and agro-ecologies, and animal bodies in particular. This paper presents a case study of sheep farmers on the South Island that reveals contestation and transitions in traditional markers of “good farming”, particularly animal health. We observe how such transitions arise from reconfigurations of the relationships between agro-ecological, political and social histories. In this paper’s formulation, neither state subsidies nor neoliberalism in agriculture is primary cause or ultimate effect of the transformation of agricultural practice. Rather, changes in the political economy expose contradictions in farmer subjectivities, the resolution of which may block or reinforce trends suggested by the political economy. We suggest that contested ideas about animal health within the social field of pastoral farming in New Zealand makes it possible that New Zealand’s sheep growers may take the high road of best environmental practice via highly audited environmental standards of production demanded by elite consumer markets, or that they may remain in the intensifying trajectory of continuing to drive the sheep’s body to its maximum possible intensity of production. The mixed legacy of neoliberal reform is that it has simultaneously enabled both of these contradictory trajectories in New Zealand pastoralism.  相似文献

This paper examines a philanthropy-led initiative which has as its objective to jump start the transition to a more sustainable and just food system in California. The first major project funded was a “vivid picture” of California’s food system twenty-five years in the future. The outcome of the project is a report that is glossed with the tropes of neoliberalism in all of its key organizing frameworks, analytics, cognitive maps, and idioms and argues for “opportunities-based approaches” as the engine of change. Yet, as described in the paper, this outcome was initially under-determined, and, in fact, the funders had originally intended to leverage their resources for large scale transformation. By examining four moments in the development of the Vivid Picture project, the grantee selection, the modeling exercise, the stakeholder meetings, and the qualitative interviews, this paper will show how existing techniques of neoliberal governance such as modeling, audit, best-practices, and stakeholder participation, as well as current norms of philanthropy, shaped what is thinkable and hence actable. It will also show how “stakeholders” played a constitutive role in producing the outcomes of the project, in part because their input reflected already-developed notions of the possible within the current climate of neoliberalism. In the end it will argue that the failure of the Vivid Picture to look beyond the neoliberal present is itself evidence of the proliferation of neoliberal governmentalities. Still, the entire process galvanized many of the movement actors who were left out of the funding process and, in that way, produced political openings.  相似文献

In Mexico, pilgrimages to Catholic sanctuaries are a common cultural practice. Considering the relevance of Izamal sanctuary for the regional context of the Yucatan peninsula, this paper explores the territorial scopes of its celebration of the Virgin of the Immaculate Conception. The aims were: to analyze the origin and historical evolution of the cult to Our Lady of Izamal; to understand the regional scopes and dynamics of the celebration; and to identify the profile and motivations of visitors to the sanctuary. Quantitative techniques (structured interviews of 91 visitors in December 2015; Principal Components Analysis [PCA]), as well as qualitative ones (participant observation, a photographic record, unstructured conversations with pilgrims) investigated the regional influence of the celebration and of the devotional aspects. The results reveal that the celebration, therefore the influence of the sanctuary, has a local scope restricted to the peninsula area due to a historical process associated with Maya culture. Believers who travel to Izamal on this date are moved by the conviction that Our Lady of Izamal is the protector of the peninsular Maya territory. Both regional scopes and motivations of visitors are revealed in the PCA. The fact that individuals choose to displace to a certain location, even if only for a few hours, motivated by their faith, is an example of tourism as a manifestation of human motilities.  相似文献

This article examines the dynamics of double exposure, vulnerability, and resistance to neoliberal globalization and environmental change in the Chilean agricultural region of Biobio. By using climatic models and secondary Agricultural Census data from 1997 and 2007, we assess how Chilean neoliberal reforms have, since 1974, facilitated land use changes and forestry investments. We demonstrate that policy changes which incentivize forestry investments have reduced cultivated agricultural lands and native forest, and concentrated land in the hands of global agribusiness corporations. Compounding these issues, Biobio shows a climatic trend towards aridity coupled with an increasing demand for irrigation. Analyzing these conditions, we argue that the neoliberal globalization of regional agriculture under the context of climatic changes has produced a regional space of increasing vulnerabilities and uneven geographical development in Biobio. We particularly demonstrate that the Chilean mode of agricultural neoliberalization has been conducive to land dispossession—to the detriment of traditional agriculture —and has homogenized the biophysical landscape, replacing traditional crops and native forests with exotic species like pines and eucalyptus. We also examine how local producers are using resistance movements to cope with and contest neoliberal environmental changes. We conclude by evaluating the implications of these spaces of agricultural vulnerabilities and local resistances in the context of uneven geographical development at a regional and global scale.  相似文献

Agricultural biotechnology (agbiotech) has intersected with a wider debate about ‘sustainable agriculture’, especially in Europe. Agbiotech was initially promoted as an alternative which would avoid or remedy past problems of intensive agriculture, but such claims were soon challenged. Agbiotech has extended the dominant agri-industrial paradigm, while critics have counterposed alternatives corresponding to an agrarian-based rural development paradigm. Amid controversy over environmental and health risks in the late 1990s, an extra issue emerged − the prospect that genetically modified (GM) material would become inadvertently mixed with non-GM crops. In response the European Commission developed a policy framework for ‘coexistence’ between GM, conventional and organic crops. This policy has aimed to ensure that farmers can freely choose among different production systems, which would develop side by side, yet specific proposals for coexistence rules favour some choices over others. Such rules have been contested according to different policy agendas, each promoting their model of future agriculture. Moreover, a Europe-wide network of regional authorities has promoted ‘GM-free zones’ as a territorial brand for green, localised, high-quality agri-food production, whose diverse qualities depend upon symbolic, immaterial characteristics. This alternative has been counterposed to the agri-industrial production of global commodities - symbolised by the European Union, especially its product authorisation procedure for the internal market. ‘Coexistence’ policy was intended to mediate policy conflicts over GM crops, yet it has become another arena for contending agricultural systems, which may not so readily co-exist in practice. Wherever an agrarian-based rural development paradigm gains local support, its alternative agricultures are in contradiction rather than coexistence with GM crops.  相似文献

Within the context of neoliberal conservation and ecotourism development, the Honduran state has prioritized the desires of foreign tourists and private investors over the needs of indigenous and black coastal inhabitants, and increasingly this is leading to state-sanctioned violence against marginalized groups. I use Peluso’s analytic of coercive conservation (1993) to show how conservation practice furthers the expansionist policies of the state and elite investors while simultaneously dehumanizing the indigenous peoples that depend on natural resources for their livelihoods. While Garífuna culture is central to Honduras’s ecotourism ambitions, their livelihoods, in the eyes of many developers and conservation NGOs, are a potential threat to the viability of the emerging tourism imaginary. Black and indigenous coastal inhabitants are valued for the cultural cache they add to regional tourism plans, yet denigrated for their inherent “backwardness” and presumed inability to respect the delicate ecosystems they inhabit. This imaginary authorizes material practices of racialized dispossession, which were set in motion by neoliberal conservation regimes designed to exploit the natural and cultural resources upon which tourism development is premised.  相似文献

Conclusion Urban and rural development arek inextricably related, that regional planning can play important roles as catalyst for agriculture and rural development; and that a system of growth centres and/or agropolitan policy which can be important in achieving economic growth with social equity, will be far more influential. Again if the National Planning Authority, Regional Planning Agency and the policy of growth centre in the rural areas of the recommended regions is pursued, it will not only increase agricultural productivity or a path to agricultural transformation for deleterious effects of migration to corporate farming but also could, over time help to reduce the pressure on the urban areas by providing counter-magnets to migration and we envisage, will bring about a national regional planning budget which should be operated on yearly basis.  相似文献

Conservation practitioners have scrutinized the credibility and effectiveness of community-based natural resource management, noting its romantic misconceptions about communities and their capacities. Early approaches failed to acknowledge the heterogeneity of collective agents, the synergy between decentralization and neoliberalism, or the need to affirm rural peoples’ entitlements to resources. A Maori community’s attempt to restore Lake Whakaki on New Zealand’s east coast confirms many of these critiques. The restoration confronts institutional ambivalence, obstructive forces from beyond the zone of Maori influence and non-correspondence between community and catchment dynamics. Fulfilment of the project requires exogenous resources and authority, but state conservation agencies are ambivalent towards local demands for self-determined development. Nonetheless, an uncommon degree of agency which is grounded within community aspirations for sovereignty suggests that the motivational characteristics of community retain their importance in debates about integrated conservation and development.  相似文献

This paper deals with the changes brought about by the ‘reforms’ in water currently under way in many parts of the world. Three particular reforms in the state of Maharashtra in western India are discussed - the commercialization of a parastatal body, the concept of self-sufficiency as it plays out in the context of urban local bodies, and the working of the regulatory body in water. The analysis of these reforms shows how, in common with neoliberal projects elsewhere, changes in institutional practices are resulting in changes in subjectivities, foreclosing alternatives, and leading to attempts to ‘depoliticize’ the water arena. At the same time, there are differences between the regulatory experience of Maharashtra and regulation in other locales, which offers insights into how neoliberalism works in a context where water reforms have emerged relatively late.  相似文献

Entrepreneurship in the northern periphery in Israel should be viewed as a response to the crisis in rural agriculture during the 1980’s. Most entrepreneurs left their farms for salaried employment for a few years and they took professional courses in order to learn necessary skills before they opened their enterprises. They have developed new small entreprizes using local resources at times informally as means to reduce risks and they specialize mainly in internal tourism and construction related branches. While Jewish entrepreneurs develop mainly tourism activities oriented toward the national market, Arab entrepreneurs develop mainly construction related branches to local and home regional markets. Both represent two styles of peripheral activities. It seems that both styles has only limited potential to overcome their marginality.  相似文献

Many cities in the twenty-first century are increasingly culturally diverse and neoliberal due to processes of political, economic, and cultural globalization. While the need to examine the disjuncture between neoliberal ideology and practice remains paramount (Brenner and Theodore in Antipode 34(3):349–379, 2002), the implications of neoliberal policy on the actual experiences and activities of diverse groups in the city require further study (Hackworth in The neoliberal city: governance, ideology, and development in American urbanism, Cornell University Press, Ithaca, 2007). This article contributes to urban studies engaging discourses about the practical rather than purely ideological aspects of neoliberalism, and discourses about the experiences of racialization in North American cities. Through a case study of social planning practices in contemporary Toronto, the author shows how neoliberal policies have shaped social planning in Toronto since 1998, and how several cross-cultural organizations representing Chinese, continental-African, Latino-Hispanic and South Asian communities were compelled to develop a collective to jointly contest the racialization of their communities. The cross-cultural collective’s work forces a reconsideration of what constitutes mainstream Toronto and offers an alternative approach to the dominant social planning in the city; however, it is not sufficient to replace the pervasive neoliberal hegemony as long as it remains caught up within its structures.  相似文献

Although Morocco has evolved into one of the world’s leading emigration countries, the systematic study of the developmental impact of migration in migrant-sending regions in Morocco and the Maghreb has been relatively neglected after a temporary surge of pessimistic studies in the 1970s. Empirical work from this region has therefore been largely absent from the lively theoretical debate on migration and development. This study attempts to re-establish this link through qualitative research and a survey among 507 non-migrant, internal and international migrant households in the Moroccan Todgha oasis. The study shows that international migration and remittances have significantly contributed to economic development, improved standards of living and enabled the partial emancipation of subaltern ethnic groups. International migrant households invest more than others in housing, agriculture and other enterprises. Risk spreading and income stabilisation rather than increasing incomes seem to be the prime rationale behind internal migration, although internal migration tends to facilitate the education and international migration of younger household members. Remittance expenditure and investments have stimulated the diversifying and urbanising regional economy and have triggered a counter-flow of “reverse” internal migration. However, several structural constraints prevent the high development potential of migration from being fully realised.  相似文献
