CHANGING SPATIAL CHARACTERISTICS OF WILLAMETTE VALLEY FARMS
This article reflects on the racial configuration of urban space. Previous research tends to posit racial segregation and diversity as either endpoints on a continuum of racial dominance or mirror images of one another. We argue that segregation and diversity must be jointly understood; they are necessarily related, although not inevitably as binary opposites. Our view is that the neighborhood geographies of U.S. metropolitan areas are simultaneously and increasingly marked by both racial segregation and racial diversity. We offer an approach that classifies neighborhoods based jointly on their compositional diversity and their racial dominance, illustrated by an examination of the neighborhood racial structure of several large metropolitan areas for 1990 and 2000. Compositional diversity increased in all metropolitan areas in ways rendered visible by our approach, including a sharp reduction in the number of highly segregated white neighborhoods, transitioning mostly into moderately diverse yet still white-dominated neighborhoods, and a fourfold increase in the number of highly diverse neighborhoods. Even so, many highly segregated spaces remain, especially for whites and blacks. Latino-dominated spaces show a mix of persistence and emergence. Although compositional diversity is increasing, highly diverse neighborhoods are still rare and are the least persistent of all racial configurations. Our approach clearly demonstrates the “both/and”-ness of segregation and diversity.

Abstract

Past studies have suggested that white attitudes toward mixed-race neighborhoods in northern metropolises vary spatially. Nonetheless, conflicting hypotheses exist in regard to the nature of these spatial patterns and explanations for them. Data gathered within the Kalamazoo Urbanized Area indicate that white attitudes are significantly related to both: 1) the level of interaction between whites and blacks, and 2) the distance between residence and the Negro neighborhood. Attitudes tend to be more favorable with higher interaction levels, and they tend to be less favorable as distance from the Negro neighborhood increases. When control is made for interaction, the relationship between attitude and distance is greatly weakened, indicating that interaction is the dominant variable. That does not eliminate the spatial component, however, because the racial interaction patterns in Kalamazoo are strongly related to distance from the black residential areas.

This research assesses neighborhood differences in access to supermarkets for the Portland, Oregon region. Five-year American Community Survey data for the 2006–2010 period are used to compare a travel time and distance measure of supermarket access for neighborhoods of concentrated poverty relative to other neighborhoods, taking into account their distance to the city center. Poor and nonpoor outer neighborhoods have longer average travel times and distances to nearby supermarkets than their more centralized counterparts. Poor outer neighborhoods fare better on travel distance than nonpoor outer neighborhoods do, but endure penalties in longer travel times. This research demonstrates the potential for variation in results across methods measuring access to neighborhood amenities and suggests that more nuanced methodology will be required for us to understand sociospatial disparities in access.

New‐build development has become associated with the phase of gentrification that has taken shape since the mid‐1990s. This article examines the gentrification of Deep Deuce, a historically black neighborhood in Oklahoma City. An analysis of property sales identifies the major external agents involved and leads to a discussion of the area's racial turnover. Considering the relational aspects of place, specifically how the identity of Deep Deuce has been constructed in relation to the nearby area of Bricktown, provides new insights on the nature of changes affecting this neighborhood. Supplementing this with an examination of resistance to the gentrification of Deep Deuce shows how city neighborhoods can come to be defined by limited understandings of place, and how historic preservation efforts can generate symbolic capital and facilitate cultural appropriation. This article also contributes to the study of gentrification in smaller metropolitan areas.

This article examines the effect of high foreclosure rates on postrecession lending. Our hypothesis is that high neighborhood foreclosure rates will have a significant and positive effect on the likelihood of mortgage loan denial. In a case study on Toledo, Ohio, we explore the role of foreclosure activity, race, and racial disparities in lending practices and how they differ across neighborhoods. Our results suggest that applicants in high-foreclosure neighborhoods have a greater likelihood of loan denial (ceteris paribus). We also find that minority applicants face a higher probability of loan denial in high-foreclosure minority neighborhoods. Overall, the results depict highly variable lending practices where race seems to make a difference albeit in a small subset of neighborhoods deeply affected by the foreclosure crisis. There is also some indication of a chilling effect on minority loan applicants in Toledo during the postrecession period. Key Words: foreclosure, logistic regression, mortgage lending, neighborhood contingency, race discrimination.

This article examines how neighborhood racial diversity shaped segregation in Chicago from 1980 to 2000, utilizing data from the 1980, 1990, and 2000 United States censuses. Three questions framed this research project. First, how racially diverse were Chicago neighborhoods? Second, which neighborhood factors were associated with racial diversity? And third, how has the change in neighborhood racial diversity changed patterns of segregation in Chicago? The Theil entropy score and the Theil H index were used to create racial diversity scores for each census tract and global segregation scores, respectively. Evidence is presented that supports the thesis that racial diversity in census tracts increased, which fostered a decline in overall segregation. However, new patterns of segregation are emerging between the Latino and black populations that are creating new spatial divisions within the city and suburbs.

Annual price indices of owner-occupied single-family houses are estimated for 111 neighborhoods in Milwaukee, Wisconsin, for the period of 1971-1993 using hedonic price methods controlling for quality differences across housing units. The rates of price appreciation vary significantly from neighborhood to neighborhood. During the 22-year study period, nominal house prices in some neighborhoods increased more than 500%, whereas those in others decreased. In general, the neighborhoods close to each other exhibit similar price movements. In some cases, however, there are sharp differences between the neighborhoods when strong boundaries, such as a river or an expressway, exist between them even though the physical distance between them is small. Poor neighborhoods generally have experienced low appreciation rates, although the racial composition and the crime rate in the neighborhood seem to contribute the differential as well.

Most scholarship on racial segregation in U.S. cities retraces the Great Migration, from the rural South to the urbanizing, industrializing North. Arlington County, Virginia, adjacent to the large, prosperous black community of Washington, D.C., provides a unique opportunity to study processes that transcended this dichotomy. During segregation blacks were limited to living and doing business in three of the County's 38 census tracts. Using census data, telephone records, and interviews with black residents, this paper explores the black-owned businesses that grew in Arlington during segregation and the fate of those businesses following integration, concluding that the nature of the businesses was largely determined by the County's unique context. The black neighborhoods were dispersed, lacking public transportation, with insufficient residents to support the self-contained business infrastructure found in many segregated cities of similar size. Conversely Arlington's black residents were welcomed in the extensive black-owned business infrastructure of nearby Washington, D.C.

ABSTRACT. This study examines altitudinal residential segregation by race in 146 cities in the U.S. South. It begins by embedding the topic in recent theorizations of the social construction of nature, the geography of race, and environmental justice. Second, it focuses on how housing markets, particularly in the South, tend to segregate minorities in low‐lying, flood‐prone, and amenity‐poor segments of urban areas. It tests empirically the hypothesis that blacks are disproportionately concentrated in lower‐altitude areas using gis to correlate race and elevation by digital elevation‐model block group within each city in 1990 and 2000. The statistical results confirm the suspected trend. A map of coefficients indicates strong positive associations in cities in the interior South‐where the hypothesis is confirmed‐and an inverse relationship near the coast, where whites dominate higher‐valued coastal properties. Selected city case studies demonstrate these relationships connecting the broad dynamics of racial segregation to the particularities of individual places.

This paper examines 50-year spatio-temporal trajectories of neighborhoods (Census Tracts) for four cities discerned by their population growth trends and spatial patterns of growth: Buffalo, New York; Charlotte, North Carolina; Chicago, Illinois; and Portland, Oregon. Using five decades of Census data from 1970 to 2010, a clustering procedure is used to establish five classes of neighborhoods: Suburban, Stability, Blue Collar, Struggling, and New Starts. The transitions and sequences of neighborhoods through these groups are compared, revealing marked differences in the dynamics of neighborhoods according by city. Findings show that while Struggling neighborhoods, characterized largely by high poverty and unemployment levels, were very unlikely to transition out of this group over the course of 50 years in the cities of Buffalo, Charlotte, and Chicago, nearly half Portland's struggling neighborhoods transitioned to a neighborhood of higher socioeconomic status during that time period. The types of neighborhoods that exhibited signs of gentrification also varied according to city. The variability of neighborhood trajectories was greatest for the rapidly growing cities of Charlotte and Portland while neighborhoods in Buffalo and Chicago tended to follow a more predicable downgrading process.

There is ongoing interest on the outcomes of residential mobility during the young adulthood. In this paper, we examine movement in and out of disadvantaged and advantaged neighborhoods as individuals move out of the family home and experience significant life course events. Using longitudinal data on young adults in the United States from the National Longitudinal Study of Adolescent to Adult Health, we find that while the point-in-time measure of the neighborhood poverty gap (the difference between the most and least advantaged neighborhoods) remained nearly identical from adolescence to young adulthood. But the neighborhood poverty gap between individuals starting out in the least and most disadvantaged residential settings decreased by 18.2 percentage points. In other words, cross sectional estimates of the poverty gap do not capture the dynamism of changes in poverty with young adult transitions. Partner formation, home ownership, and educational attainment are important life course transitions associated with significant moves up and down the neighborhood poverty distribution.

ABSTRACT. A survey of about 400 New Jersey residents was conducted in 2001 in order to determine whether people believed that their home neighborhood benefited during the unprecedented economic boom of the 1990s. In this analysis of public perceptions and trust, most respondents did not perceive that their neighborhood had improved. The strongest correlates of no neighborhood benefits were distrust of government officials and neighbors, low personal efficacy, and lack of civic engagement, as well as fair or poor neighborhood quality. These disillusioning results underscore the difficulty of maintaining healthy neighborhoods in low‐trust environments.

Residential foreclosures increased sharply during the 1990s and in the first years of the twenty-first century. These foreclosures have profound impacts on the households and neighborhoods involved. Although foreclosures occur everywhere, the geography of foreclosures displays a pattern tied to a metropolitan area's social, fiscal, and economic geography. We examine these correspondences as they exist within Summit County (Akron), Ohio, between 2001 and 2003. Foreclosures themselves often result from unfortunate financial events that can affect any household, but we found that the geography of foreclosures corresponds primarily to Summit County's racial distribution, above and beyond any correspondence with income levels and housing fiscal stress. There also exists a clear coincidence of foreclosures with subprime lending, itself associated with Summit County's racial patterns. Concentrations of foreclosures in particular neighborhoods can be tremendously harmful to the social and economic health of the neighborhood. These comparisons help us to better understand the neighborhood ecology of foreclosure rates and subprime lending.

This study investigates the geographic and compositional dynamics of ethnic neighborhoods over time among the fastest growing racial group in California, Asian Americans. I conduct spatial analysis of Census data from 2000 and 2010 to represent changes in ethnic neighborhood boundaries and their associated structural and demographic characteristics. First, I document changing ethnic neighborhood patterns among four Asian national origin groups—Chinese, Filipino, Korean, and Vietnamese Americans. Second, I synthesize this information, assessing the theoretical implications of these changes by describing indications of spatial assimilation, ethnic stratification, and resurgent ethnicity among ethnic neighborhoods and the potential repercussions for the successful incorporation of both immigrant and native-born Asian Americans. Overall, this paper demonstrates that Asian ethnic neighborhood dynamics are far from monolithic and that different spatial incorporation processes manifest both within and between groups.

Infant mortality is a sensitive indicator of urban environmental conditions, and investigating the geography of such an indicator provides insight into variables affecting public health in urban North America in 1880 and 1920. Geographic information systems (GIS) and spatial analysis now provide a means by which to view past infant mortality distributions from a new perspective, one not available at the time. This study makes use of data collected from the 1880 and 1920 Vital Statistics Death Records for Baltimore, Maryland - mapping each infant death to his or her place of residence. Previous work with the 1880 data indicates an uneven distribution of infant deaths with some degree of spatial clustering. The current study takes these findings a step further through the use of the local spatial autocorrelation statistic, Gi*, to identify the locations of clusters in one or both years. The aim of the comparison is to determine whether the location of infant mortality clusters remained the same over time indicating persistent environmental, and possibly demographic, challenges in certain neighborhoods. The data indicated hotspots of infant mortality in both years with persistence in the Fells Point area of Baltimore. The significant clusters appeared in neighborhoods with large African American and/or immigrant populations in both years. The hotspots in the primarily African American neighborhood were only significant in 1880 despite presenting some intriguing questions about what caused such a change, particular when the population in that part of the city did not change. This work offers insights into the spatial distribution of infant mortality in the past and clues regarding which parts of the city need additional investigation to better understand their social and environmental characteristics.

This study compares the residential outcomes of affluent black and affluent white households using data from the 1990 and 2000 censuses and pooled data from the 2005–2009 American Community Survey. Results indicate that affluent black households are highly segregated from their white economic peers. Furthermore, affluent black households live in neighborhoods of lower average quality compared to affluent white households. Affluent black households are least segregated from affluent white households in the South, but the greatest equality in neighborhood‐quality outcomes occurs in the West. The South, however, shows the greatest improvement in both average neighborhood quality for affluent black households and a substantial reduction in affluent black–affluent white segregation over the entire study period. The authors find that place stratification theory better describes the residential geography of affluent black households than does spatial assimilation theory.

This paper uses the U.S. 1990 Public Use Micro Sample to characterize the 1985-1990 primary, return, and onward interstate migration patterns for blacks and whites. The classification of these three types of migration is based on the state of birth and state of residence at the start and end of the census interval. Major migration streams, migration rates, and net migration are evaluated for each migrant type and compared for blacks and whites. Overall, the migration patterns of blacks resemble those of whites, with an attraction to the South and the Southwest and movement out of the Northeast and the Midwest. Some differences were observed, however, between the two races. Return migration rates were somewhat higher for black migrants as compared with whites, and onward migration rates were lower. Black primary out-migrants represented a larger proportion of the total flows from the southern states as compared with white out-migrant flows, and they represented a larger share of the out-migrants from the rust belt states. The major migration streams also had different regional and national patterns by race and migrant type.

The traditional definition of concentrated poverty—40 percent of a census tract population living below the federal poverty threshold—is problematic in light of burgeoning working poor populations, increasing inner-suburban poverty, and problems with the federal poverty threshold itself. This article questions the meaning of concentrated poverty as traditionally defined and measured through an analysis of social and built environments in selected Los Angeles area communities that meet the 40 percent threshold. Such neighborhoods face significant challenges, yet do not conform to stereotypes of concentrated poverty areas. Findings indicate the need for measures that recognize the increasingly heterogeneous forms and landscapes of poverty in globalizing urban regions.
