Due to a high number of fatalities and personal injuries, commercial fishing is considered a risky occupation. In the Norwegian context, work-related fatalities have been especially prominent in the coastal fleet. Despite high statistical risk, many fishermen claim they do not worry about their work being dangerous. Applying a qualitative approach, this article argues that shared beliefs and practices such as common sense, taking precautions, evaluating risk as well as relying on each other through cooperation on board and amongst vessels, can be understood as integrated or institutionalized ways of dealing with potential risk. These elements interact with the individual's personal experiences, and influence the fishermen's perceptions of the dangers at hand. The points presented here, may be a part of the reason why fishermen do not necessarily see the need for formal regulations aimed at improving their safety.  相似文献

This paper presents the results of a survey of US halibut IFQ holders exploring market participation, opinions about IFQs, and perceived fishery and community effects of IFQs. A four-step mail survey was sent to a stratified random sample of 14% of the total population of quota holders, producing a response rate of 46%, or 506 returned surveys. Survey results suggest that while there is a wide diversity of opinions and perceptions of IFQs, there are some predictable trends in the ways that different groups of fishery participants experience and respond to these programs. Gender, income, age, employment and ethnicity are linked to IFQ market behavior. Income, residency, and ethnicity are linked to attitudes about IFQs. A discriminate function analysis indicates that older individuals, individuals who make less money, and indigenous fishermen are more likely to sell quota and less likely to buy quota. Women and those who are primarily employed in fishing are more likely to be buyers of quota rather than sellers. Fishermen who identify as Alaska Native, residents of small remote fishing communities in the Gulf of Alaska, and low-income fishermen show the least support for IFQ management. Quota holders who have high incomes, do not consider their communities to be dependent on fishing, and residents of Community Development Quota communities express the most support for IFQs. Overall, 84% of survey respondents believe that IFQs are changing the fishing lifestyle; 75% state that IFQs are changing the values in fishing; and 75% perceive of IFQs as private property. A majority of surveyed IFQs holders perceive both positive and negative impacts of IFQs to fisheries and to communities. Perceived positive impacts include: improved safety; improved price; market stability; improved management; consumer benefits; environmental benefits; longer fishing season; and professionalization and stability of the fishing fleet. Perceived negative impacts include: limitations on access and barriers to entry; consolidation and job loss; inequities experienced by small boats, rural fishermen, and crew; creation of a privileged class of fishermen; negative environmental impacts; and less local participation.  相似文献

Bycatch reduction technologies (BRTs) have been developed to limit the incidental capture of non-target marine species in fishing gear, especially those species of special concern. However, in the absence of enforcement, the proven effectiveness of a BRT alone does not guarantee its adoption by fishermen. Human factors also play a fundamental role. This case study was directed at evaluating the willingness of Sicilian longline fishermen to use relatively large circle hooks (size 16/0) as a BRT for the loggerhead sea turtle Caretta caretta. Fishermen were involved in testing circle hooks with their fishing vessels and their own commercial fishing gear, and their opinions before and after trials at sea were recorded. The present study showed the importance of creating a positive human context for testing a BRT. Findings provided additional confirmation about the usefulness of relatively large circle hooks to reduce the bycatch of loggerhead sea turtles on drifting longlines. Interviews before and after trials at sea indicated that socio-economic and emotional factors are essential for successful uptake of BRTs. Crews of large fishing vessels stated that they would be willing to use circle hooks in months with a high probability of turtle captures (June-September) if an economic incentive was provided and there was also public acknowledgement of their efforts. The fishermen's cooperatives association involved in the project is currently evaluating the creation of a product label identifying the harbors where fishing was performed using circle hooks.  相似文献

Vaquita marina, a small species of porpoise endemic to the Northern Gulf of California in Mexico, is the world's most endangered cetacean species. With the purpose of preserving vaquita, the Mexican government launched PACE-Vaquita in 2008. This voluntary program offers an innovative schedule of compensations: as in a payment-for-conservation program, PACE-Vaquita compensates for temporary reductions in fishing effort; as in a program to accelerate technology adoption, PACE-Vaquita compensates for switching to vaquita-safe fishing methods; and as in a buyback program, PACE-Vaquita compensates fishermen for a permanent exit from fisheries. This paper seeks the factors explaining fishermen's participation in PACE-Vaquita during its first year of operation. Analysis is carried out through a multinomial logit specification on a data set collected one week after the enrollment deadline. This paper shows that fishermen with skills in alternative economic activities more likely quit fishing, and fishermen with relatively less productive vessels more likely switched to vaquita-safe fishing methods. Discussion of public policy implications is provided.  相似文献

A detailed understanding of fishing activity in Scottish waters is required to inform marine spatial planning. Larger fishing vessels are fitted with Vessel Monitoring Systems (VMS) offering spatial information on fishing activity. VMS does not cover smaller vessels (under 15 m), which fish predominantly in inshore waters where the competition for space is often greatest. To improve knowledge of the distribution of fishing activity and value of fisheries in Scotland's inshore waters, Marine Scotland conducted a participatory fisheries mapping project, known as ScotMap. The data were collected during face-to-face interviews with 1090 fishermen of Scottish registered commercial fishing vessels under 15 m in overall length and relate to fishing activity for the period 2007–2011. Interviewees were asked to identify the areas in which they fish, estimate the contribution these areas make to vessel earnings, and to provide associated information. The majority of interviews relate to creel fishing. The data collected were aggregated to provide mapped outputs of the monetary value, relative importance to fishermen and the usage of the seas around Scotland (number of fishing vessels and number of crew). ScotMap outputs provide information on the locations of inshore fishing activities and the economic importance of different sea areas at a much higher spatial resolution than was previously possible. Outputs have informed marine policy development, provide a valuable resource for marine spatial planning in Scotland and illustrate how participatory mapping can generate useful resources on the location and importance of inshore fishing areas.  相似文献

Safety at sea is a serious issue for the commercial fishing industry; it ranks highly in all assessments of occupational dangers including risk-taking, injuries, and fatalities. This paper examines the impact of fisheries management on safety at sea and the use of fishermen's input in the safety regulatory and management process. Using case study techniques of analysis, 22 boatowners, captains and crew all with a minimum of 10 years experience in the commercial fishing industry and from a common New England port (New Bedford) are interviewed. Findings strongly suggest that regulations that have been primarily designed to reduce pressure on fish stocks may also result in increased pressure on fishermen and decreased safety at sea. Attitudes about the role of the New England Fisheries Management Council and improvements to the safety regulatory and management process particularly with regard to the increased participation by fishermen are also examined.  相似文献

In the period 1983-2007, The European Union controlled the evolution of the capacity of its fishing fleet through the so-called Multi-Annual Guidance Programmes (MAGPs). As a result, The European Union reduced the number of fishermen, fishing vessels, gross tonnage and power. However, the end of this period saw an increase in the average size of the fishing vessel and a reduction in crew size. The new “average fishing-vessel” was a more technologically advanced vessel with a greater fishing capacity and a higher degree of autonomy. The aim of the study presented here is to determine the degree of inequality to be found between the fishing capacities of the fleets of the European Union, and to verify whether the evolution of the “average fishing-vessel” responds to a homogenous trend shared by all of the fishing fleets of the European Union or whether it is in fact more unequal. The study formalises a methodology, using Theil indices, which enables the inequalities found between the capacities of the fishing fleets during the period of application of the MAGP adjustment polices to be analysed. The study uses data on fishermen, boats and tonnages from 13 countries of the European Union and results are obtained for the inequality indices of the average size of the fishing vessels, their degree of technological advance and their average crews.  相似文献

One of the reasons for the failure of some Marine Protected Areas (MPAs) is the lack of respect for their boundaries and regulations, which intensifies the need to assess the attitudes of stakeholders affected by MPAs. To this end, it is necessary to know the perception and behavior of resource users in these areas in relation to the management process. This study addressed the perception of different groups of fishermen in three MPAs that allow sustainable use of resources on the Brazilian northeastern coast. The perception analysis was based on four aspects: biodiversity conservation, flexibility and adaptability of fishermen, participation in management and opinions about the MPA. The interviewed fishermen (n=100) were classified into natives or immigrants,≥than 40 years old or <40, predominant use of selective or nonselective fishing gear and part or full time fishermen. The results showed that younger fishermen and the ones who use selective fishing gear presented a more conservation prone perception; nonselective fishermen and part-time fishermen were more flexible and adaptable to changes; and younger fishermen tended to agree more with the establishment of the MPAs. Taking these differences in perceptions among fishermen into account could serve as a basis for improvements in the management and conservation of fishing resources, besides helping predict possible future behavior due to changes in management policies.  相似文献

The feeding and spawning habitats of the overfished Atlantic bluefin tuna (BFT) are mapped in the Mediterranean Sea and used in the present proposal for selecting restricted fishing grounds. The feeding habitat is mainly traced by oceanic fronts of satellite-derived temperature and chlorophyll while the spawning habitat is mostly characterized by an important heating of surface waters. The proposal recommends opening the fishery in feeding areas in case the BFT stock is low (current situation). Only spawning areas at its latest stage could be opened once the stock has recovered to its optimum yield. Due to the possible concentration of fishing vessels if fishing areas are restricted (e.g. four-fold increase with a 1/16th restriction of the Mediterranean Sea) the inspection activities could be better targeted. Identified spawning grounds, opened or closed to fishing, could also be particularly monitored by control operations. Within the authorized areas, the habitat maps would guide fishermen to the favourable habitat reducing their costs. The habitat guided management could be able to adapt the spatial and temporal distribution of the effort to the requirements of both the fisheries’ control and the resource. Its implementation is likely to protect the stock (a) by apparently decreasing illegal fishing which accounts in the recent years for more than 1/3rd of total catches, (b) by protecting the spawners to ensure a suitable recruitment and (c) by distributing the effort to respect the population structure. The first species studied is the emblematic bluefin tuna which is at high risk of collapse due to overfishing. The approach is a priori transposable to other epipelagic species of commercial importance.  相似文献

Illegal practices of marketing licences and holding multiple Lobster licences have been developed through time by fishermen in the Maritimes Provinces of Canada. The consequences of these practices have an impact on fishing activity that interferes with management goals and efficiency and threatens social organisation of fishing community. This article shows their development through the back and forth movement between the building of limited entry policy and fishermen's responses to it since the introduction of limited entry to the Canadian lobster fishery in 1967. Recent changes to American limited entry policies in Massachusetts and the Maine have attempted avoided some of the problems experienced in Canada.  相似文献

The actual or potential effects on fishing health and safety of the full scope of national and international regulatory regime components governing commercial fishing are often poorly understood. Especially lacking are comprehensive reviews of all the government policies that directly and indirectly affect fishing risk within countries with significant commercial fisheries. We present the results of a comprehensive, multi-national project that compares the regulatory regimes of six countries (Canada, US, UK, Iceland, New Zealand, and South Africa) and examines the impacts (either real or perceived) of legislation and regulations on fishing occupational health and safety outcomes. A conceptual model is proposed that identifies potential sources of direct and indirect risks to fishing health and safety in order to throw light on potential pathways from regulation to fishing safety. Our results highlight differences and gaps in the regulatory frameworks of the countries studied and point to the urgent need for improved assessment and for access to accurate and standardized statistics regarding fishing-related injuries and illnesses. We conclude with several recommendations for moving forward.  相似文献

The fisheries sector is a significant contributor to the Egyptian economy. Recently, issues relating to fishing ports have been highlighted in port planning, availability of facilities, management, and environmental issues. Additional problems include Egypt's lack of specific guidelines for planning and design of fishing ports. This paper aims to assess the current status of five fishing ports (both natural and artificial) located along the Mediterranean coast of Egypt. Data were collected via a questionnaire supplied directly to the fishermen. The questionnaire contains two sections that cover information regarding the fishermen and fishing vessels. There are sections to assess the degree of satisfaction of the fishermen regarding economic, environmental, planning, facilities, and managerial issues. 250 fishermen received the questionnaire. The data were analyzed quantitatively and qualitatively. The results confirm that the fishing ports are negatively affected by a number issues, as well as management deficiencies, resulting in several weaknesses. The main issues include pollution, sedimentation, deterioration of infrastructure, and lack of port facilities. It is recommended that decision-makers should develop monitoring tools and improve infrastructure and services. Recommendations are made for future development to enable the expansion in the fishing industry and improve the sustainability of fishing ports.  相似文献

As worldwide population continues to grow, so does demand for seafood by consumers. With this trend, interest in sustainably certified seafood is also increasing. The Maine lobster fishery is currently considering certification based on the Marine Stewardship Council (MSC) standard for sustainable and well-managed fisheries. Although certification is argued to provide a market-based incentive to improve sustainable fishing practices, it is a costly and time-consuming process, and often imposes additional requirements on fisheries in order to meet certification standards. To evaluate whether the costs of Maine lobster fishery certification are worth the presumed benefits, lobster industry members were interviewed to learn their opinions of MSC certification, seafood consumers were surveyed to understand their attitudes and purchasing preferences related to lobster, and lessons learned from other MSC-certified fisheries were compiled. MSC certification of the Maine lobster fishery could potentially provide benefits to the industry by differentiating Maine lobster and maintaining access to markets that are looking to exclusively source certified fish products. However, certification is unlikely to provide price premiums for the fishermen, and does not necessarily represent to consumers the most desirable aspects of Maine lobster. Certification programs may need to adapt to consumer preferences and market conditions if they are to continue to provide incentives for the sustainable management of fisheries.  相似文献

Artisanal fishing communities are often in conflict with the interests of the oil extraction industry, industrial fishing fleets and tourism. This paper considers Lobitos, a fishing enclave in northern Peru, where the oldest oil settlement in Latin America was established. The primary focus is community organization and development of the fisheries. Using a mixed methods approach, intensive ethnographic observation and analysis of the social networks of the skippers of small-scale fishing vessels was conducted by in-depth interviews with 30 artisanal fishermen, together with a social network survey involving 43 boat captains in Lobitos. The results showed the mistrust and negative attitudes of fishermen towards oil companies and the industrial fishing fleet. However, they expressed positive expectations regarding tourism development, as well as favorable attitudes towards the diversification of fishing activity through tourist services. The networks of acquaintances, social support and exchange of ecological information allowed us to identify three different groups of fishermen according to preferential fishing zones. The skippers of vessels that prefer to fish in intermediate zones have a prominent role, both in terms of local leadership and through the connection with boats belonging to other bays near Lobitos. This subgroup acts as an intermediary in the networks a whole and has an integrated vision of the coastal ecosystem. Network measures and preferential fishing zones can be used as indicators to assess the degree of availability and preparation for the implementation of new uses in the fisheries sector associated with tourism and heritage.  相似文献

Iceland's nationwide privatized Individual Transferable Quota (ITQ) system is over thirty years old but remains a topic of public and political debate, particularly because of the continued effects on small-scale fisheries. A national survey of small-boat fishermen was distributed to: (1) identify major defining characteristics of participants in ITQ and non-ITQ fisheries, (2) document and examine differences in satisfaction with fisheries management, and (3) evaluate the existing options for newcomers to participate in small-boat fisheries. Survey results indicate that Icelandic small-boat fishermen are engaged in multiple management systems within a wide range of boat sizes. Those who held quota were more satisfied with the current ITQ system compared to those who did not hold quota; however, nearly all fishermen were still critical of fisheries management in Iceland and the two major non-ITQ options of lumpfish and coastal fishing were not perceived to offer significant opportunity for entry-level fishermen. Dissatisfaction stemmed from the lack of decision-making power, a distrust of scientific advice, and the perception that the ITQ system did not serve the purpose of protecting fisheries resources, but was rather oriented only toward economic goals. The dynamic nature of Icelandic small-boat fishing livelihoods and the pervasive negative attitudes thirty years after ITQ implementation demonstrate the need for culturally appropriate and equitable fisheries management schemes where success is measured in social as well as economic and biological terms.  相似文献

Fishing vessels from Cornwall, England entered the albacore tuna (Thunnus alalunga, Bonnaterre, 1788) fishery using drift-nets in the Bay of Biscay in 1991, the prime motivation for this being concern over excess capacity and quota limitations in existing local fisheries. Although the albacore fishery has made a contribution to the region's prosperity and has reduced pressure other fish stocks, many operators who invested in the necessary fishing equipment have withdrawn their vessels after only one or two seasons. Those staying in the fishery have been able to do so only because of profitability for vessels with very low overheads. Two sources have undermined confidence in the fishery amongst Cornish fishermen; new legislation which evolved from inappropriate, extra-regional sources and conflict between the fishing fleets from different European countries due to its ‘High Seas’ location. The political significance of the fishery is disproportionate to its size and impact on the environment and has meant that the Cornish albacore fleet may cease to exist.  相似文献

The development of a typology of the Greek small-scale fishermen, based on socio-economic and fisheries information was examined using data from 551 fishermen interviews in 18 prefectures of Greece. The fishermen are relatively aged, they have mostly attained elementary education and their annual income is low. The catch is traded in both the wholesale and the retail market. The income from fisheries is significantly higher in continental than insular prefectures and higher in the Aegean than the Ionian Sea. The fishermen were categorised in three groups of dependence on fisheries (high, medium and low) according to the percentage of income originating from fishing, with more than 60% of the fishermen belonging to the high dependence group. There were significant differences among these groups in the fishermen age, annual income from fisheries, vessel length and the yearly days of fishing activity. The nature of the fishing licensing system and its implications for management are discussed and also compared to other European and Mediterranean countries. The individual treatment of the identified groups in the licensing procedure is discussed with regard to its fisheries and social impact. The pronounced geographic features revealed by the study on the level of dependence on fishing suggest that the regional particularities, linked to ecosystem heterogeneity, should be considered carefully in the management process.  相似文献

Understanding fishermen's perspectives and responses relating to climate variability is important for sustainable fisheries management. To this end, a survey of captains of commercial passenger fishing vessels (CPFVs) was conducted in San Diego. The survey demonstrates that fishermen have observed and adapted to changes in the environment and fish populations associated with climate variability. However, only 12.9% of respondents agreed that global climate change is a possibility. In order to explain fishermen's divergent beliefs on climate change, a semiparametric discrete choice model is used to identify the potential determinants. The empirical results highlight the importance of the following factors: fishermen's experience, observations of the phenomena that are associated with climate variability, and an interaction of fishermen's experience and their observations.  相似文献

This paper proposes a new network-based approach to analyse intergroup relations in fishing ports. The technique of clustered graphs is applied to the case of the Andalusian fishing ports to assess the balance between intra and inter-professional relationships. The patterns of sociability in Mediterranean and Atlantic fishing enclaves in the southern region of Spain were compared, examining their implications for participatory governance of marine resources. The personal networks of 53 fishermen, ship owners or skippers and key individuals of 18 Andalusian fisheries were analysed. The personal networks were compared in terms of fishing ground (Atlantic versus Mediterranean) and port type (by size and form of participation). The data of 45 individuals with whom each respondent usually interacts in the harbour was summarised in clustered graphs of intra-group and inter-group relationships between 8 professional roles in the harbour. Results show primarily that personal networks of Mediterranean ports are overall denser, in comparison with those of the Atlantic, which are more centralised and have a higher average betweenness. Secondly, in the Atlantic a clear difference of roles between ship owners and skippers is observed. A strong link between ship owners and the crew was found, and also between the ship owner and commercial roles in the Mediterranean. Small ports seem to be more apt for the artisanalisation of fisheries, as well as for the European Union’s Common Fisheries Policy.  相似文献
