The conservative potential of arsenic in the relatively pristine waters of Galway Bay, an estuarine system in the west of Ireland, is examined through the inter-seasonal variations in the distribution of its total, hydride and non-hydride fractions. The arsenic concentrations in Galway Bay and local fresh water sources at all seasons were lower than what is considered the natural seawater concentration of 2 μg L−1 (27 nM). The effects of physical mixing, biological uptake and regeneration of arsenic on its distribution are considered. The degree of biological uptake and regeneration of the element are determined by a first order speciation between total arsenic (a small part of which should be of organic origin) and hydride arsenic (mostly of inorganic origin). The structural similarity of arsenic species to phosphate in seawater causes arsenic to be taken up by biota, which then have to detoxify it, so results are presented against phosphate to determine the degree of biological transformation of arsenic at different seasons. An in-house, batch type system of hydride generation coupled to electro-thermal atomic absorption spectrometry is used for the analysis of arsenic; this is preceded by UV-digestion prior to the measurement of total arsenic. Results show only a small association of arsenic with phosphate but a near linear, positive distribution pattern between arsenic and salinity in Galway Bay (R2 ∼ 0.6), which is reproducible among seasons, indicating that in this environment the biological uptake of arsenic is likely to be a much slower process than the physical mixing of the water masses.  相似文献

In 1997, Robert Costanza and his colleagues published a groundbreaking study [1] that estimated the monetary value of the contribution of the world's ecosystems to human wellbeing. The methods used were cited as preliminary and received considerable criticism [2], [3]. In two more recent peer-reviewed studies [4], [5], the authors update the original estimates of ecosystem service value and find: (1) that original per area ecosystem service values were underestimated and (2) using these revised per area values, the total global value of ecosystem services has declined. Just under ninety-five percent of the estimated loss in ecosystem service value comes from revisions by the authors in the value estimates of marine ecosystem services. These revisions include additional per area value estimates of coral reefs and coastal wetlands that are many times the value of estimates used in the original analysis. The reasons cited by Costanza et al. for the increases in revised value estimates are examined and rejected. The data are found to be insufficient for a rigorous estimate of the global value of marine ecosystems services.  相似文献

This paper examines an apparent ‘early stage’ governance transformation in the Tam Giang Lagoon, Vietnam. In this context, the role of key policy windows for innovative governance practice is assessed (e.g., changes to Land and Fisheries Laws). Also examined is the emergence of recent initiatives to catalyze a wider shift in governance practice in the region, including the formation of co-management institutional networks that contribute to trust building and learning, and the allocation of collective territorial use rights for fisheries. While these changes are consistent with experiences in other coastal marine contexts, the paper shows that place-based and longitudinal research is necessary to explain and predict the conditions and incentives that catalyze governance shifts. Differences between a governance change and more fundamental transformation are difficult to discern using point-in-time analysis. Moreover, the results show that current declines in ecological conditions in the lagoon may not be reversed by changes to access rights or the emergence of co-management. Rather, these governance changes may simply help to stabilize the situation and buy time until other livelihood opportunities arise. Assessments of governance transformation thus need to be linked to ecological outcomes (i.e., reversing degradation of coastal marine systems, avoiding biophysical tipping points) which may not be easily identified in the short-term. Despite uncertainty, the emergence of policy windows, evidence of institutional innovation, and small-scale rights allocation experiments, all suggest important shifts in the trajectory of governance are underway in the Tam Giang Lagoon.  相似文献

Tropical coastal and marine social–ecological systems (CM-SESs) differ from other social–ecological systems through the higher degree of risk and uncertainty associated with coastal and marine resource extraction, the dynamic nature of aquatic and human resources, and often unclear tenure. CM-SES resource management and poverty-alleviation strategies must be adaptive and holistic. The Sustainable Livelihoods Approach (SLA) provides a framework for understanding and guiding policy-making in CM-SES. Case studies from the past 10 years analyze tropical coastal and marine-resource dependent livelihoods and/or to evaluate current CM-SES management using the SLA. These studies have shown that, despite the rounded and inclusive approach of projects such as the Sustainable Fisheries Livelihoods Programme, key challenges for researchers and practitioners remain including rights and access allocation, corruption, lack of local financial, intellectual and innovative capacity and centralized governance. Whilst the SLA may increase understanding of local-level dynamics within CM-SES, more consultation at interdisciplinary frontiers is needed in order to formulate practical solutions to the core problems of tropical CM-SES management.  相似文献

The present study analysed the major features of two important acts and an ordinance in Bangladesh that govern coastal and marine fishery exploitation and conservation. The problems with the implementation of these regulations were identified, and the level of compliance among fishers and reasons for their noncompliance were assessed. Based on two case studies on coastal and marine ecosystems, the findings revealed that the level of noncompliance is highly prevalent, particularly in hilsa sanctuaries in the Meghna River estuary. The study identified coastal poverty, the inadequate and improper distribution of incentives, insufficient logistic support, limited alternative occupations, political interference and a lack of awareness regarding fishery regulations as the major limitations in the implementation. The drawbacks of proper implementation and the noncompliance of fishery regulations lead to fishery degradation, directly affect the sustainability of the coastal and marine ecosystem of Bangladesh and may be barriers to achieving Goal 14 of the Sustainable Development Goals (SDGs). Establishing a co-management mechanism for sanctuary management, creating economic opportunities outside of fishery sectors, declaring more protected areas in the coastal and marine ecosystem, enhancing logistic support to the enforcing agencies and building awareness are critical to improving the compliance level among fishers. Finally, the study submits that understanding the fishers’ reasons for compliance and noncompliance of the regulations is important for devising fishery policies through the consultation and engagement of stakeholders at all levels.  相似文献

Marine reserves are places where wildlife and habitats are protected from extractive and depositional uses of the sea. Although considered to be the pinnacle in marine conservation, many permit non-consumptive activities with little or no regulation. This paper examines the potential impacts of 16 non-consumptive activities including scuba diving, sailing, scientific research and motor boating, and how they might compromise the conservation objectives of marine reserves. Examination of 91 marine reserves from 36 countries found little agreement or consistency in what non-consumptive activities are permitted in marine reserves and how they are regulated. The two most common activities allowed without regulation were swimming (mentioned in 80% of marine reserves and allowed in 63% of these) and kayaking (mentioned in 85%, allowed in 53%). Scuba diving was mentioned in 91% and allowed without regulation in 41%. A risk score for the likely level of threat to wildlife and/or habitats that each activity could produce was then assigned based on effects reported in the literature. The risk analysis suggests that motor boating and activities which include or require it have a high potential to negatively impact wildlife and habitats if inadequately managed. Hence protection against extractive or depositional activities alone is insufficient to secure the high standard of protection usually assumed in marine reserves. For this to be achieved activities typically considered as benign must receive appropriate management, especially with increasing recreational use.  相似文献

The Marine and Coastal Access Bill, when it becomes law, may well be considered a welcome addition to the legislation protecting the marine coastal environment. It is argued, however, in this paper that the Bill could have addressed a number of issues including the matter of shipowners’ privileges, locus standi, the designation and setting up of an environmental fund, and the difficulties associated with places of refuge for vessels in distress.  相似文献

A two-dimensional numerical model is constructed to study the interaction between the coastal upwelling and the coastal front off Zhejiang coast in summer. In the f-plane model, the shelf topography, continuous stratification, and Richardson number-dependent eddy coefficients are considered. The results show that the coastal up-welling off Zhejiang in summer can be divided into two regions, the nearshore one (Region A) and the offshore one (Region B). In Region A, the alongshore wind stress has more important effect on the coastal upwelling while in Region B, the upwelling is mainly induced by the Taiwan Warm Current. The results also suggest that the formation of coastal front off Zhejiang in summer is closely related to the strength of the coastal upwelling in Region A.  相似文献

Guatemala's rich coastal and marine biodiversity provides essential ecosystem goods and services to local residents and the national economy through artisanal and commercial fisheries, aquaculture, port exports and, to a lesser extent, tourism. As in many other countries, national policies emphasise the significance of marine conservation and marine resources, primarily through implementing marine protected areas (MPAs). However, this assumes that governance, as reflected in legal, institutional and organizational frameworks, political capacity and human resources is sufficiently developed to ensure MPAs meet these goals. These issues are explored through presenting the first detailed analysis of coastal and marine governance in Guatemala. The research highlights a range of barriers to good governance which restrict the extent to which MPAs can function effectively. Recommendations are made which can capitalise upon the potential for locally managed marine areas as a means to facilitate the improved governance of coastal and marine resources in Guatemala.  相似文献

In Belgium a long process (1999–2005) led to the designation of several marine protected areas (MPAs). In order to analyse the designation process, the ‘policy arrangement approach’ was used as an analytical tool. Attention was given to four dimensions (actors and coalitions, arguments, rules and resources). Particular attention was paid to the switch from an authoritative to a more deliberated policy style in reaction to conflicts with stakeholders. This switch in policy style contributed to a successful legal designation, but does not guarantee the best protection of marine biodiversity. This case study linked science (setting ecological goals) to policy (analysis of a policy process) and led to some more general conclusions on the designation of MPAs and the role of participation in this process.  相似文献

European marine policies have recently been consolidated, and the scalar organisation of marine governance has been questioned. This paper examines this phenomenon in Europe as a result of implementation of the European Marine Strategy Framework Directive (MSFD) and examines changes in the role of the national state vis à vis other levels of jurisdiction in marine policy. The relevance of use pressures differs across European member states, as do national policy styles and institutional configurations. Therefore, a nuanced picture is needed regarding the ways European marine policy is being implemented. To this end, the paper employs a co-evolutionary perspective studying the cases of Germany, Spain and Portugal. European marine policy has become anchored in the most relevant policy fields except agriculture and fisheries, and competency regarding its environmental dimension has been strengthened, formalized and clarified as a result of the MSFD. Its implementation, tied to international marine protection, comes following initiatives to develop maritime economies. In Portugal, implementation of the MSFD did not change the scalar organisation of natural resource governance. In Spain and Germany, the MSFD led to disputes regarding clarification of competencies. In the course of implementing the MSFD in Germany, challenges are tied to the political dimensions of formalizing practices and producing integrated policies. In Spain and Portugal, comprehensive stock-taking is itself a challenging task.  相似文献

Resource conflict is a common feature of coastal management. This conflict is often managed by using spatial planning tools to segregate uses, with access decisions made through a comparison of the economic costs and benefits of the competing sectors. These comparisons rarely include an in-depth analysis of the extent or nature of the conflict. One commonly experienced form of resource conflict in coastal communities involves professional fishing, recreational fishing and broader coastal tourism. In New South Wales, Australia the professional fishing industry is often seen as being in conflict with recreational fishing and tourism, and there are frequent calls to close areas to professional fishing, arguing that this will provide improved economic benefits to local communities. This research examined the relationships between the three sectors using economic valuations, qualitative interviews and a large-scale representative questionnaire of the general public. The results revealed highly interconnected and mutually supportive relationships, with professional fishing providing a range of services that benefit both tourism and recreational fishing. These results suggest that spatial management exercises that seek to segregate or remove one sector from an area, may be counterproductive to the interests of all these groups. Relying on economic valuations of each sector as if they stand alone is insufficient to adequately understand their roles in local communities. Resource allocation decisions should be based on evaluations that consider the interconnections between sectors, and consider whether negotiated sharing of resources may provide greater community benefits than excluding certain groups of users.  相似文献

For several decades, fishing sharks for their fins has provided important livelihoods for eastern Indonesian coastal communities that fish the Halmahera, Arafura and Timor Seas. Fishery and interview data collected in 2012-13 from three case studies on the islands of Seram, Aru and Rote were used to examine changes in shark fishers’ livelihoods over the preceding 20 years. While recent declines in catches and shark fin prices have had a substantial impact on fishers’ livelihoods, the fishery's low visibility in some areas of its geographic range and its political complexity in general have meant that government and international development agencies have largely been unaware of this impact. Many respondents remembered the Asian Financial Crisis in 1997-98 and the turn of the millennium as a time when sharks were still abundant and shark fin prices high, but were concerned about the on-going fall of shark fin prices since March 2012. High-value species, particularly guitarfish, hammerhead and sandbar sharks were most affected, losing up to 40% of their pre-2012 value. These changes, combined with the loss of fishing grounds, few attractive options for alternative income and restrictive debt relationships with shark fin bosses, have led some fishers to resort to high-risk activities such as blast fishing, illegal transboundary fishing, and people smuggling. This paper examines the multi-layered causes and consequences of fishers’ decision-making in response to adverse changes in their fishery, and explores options and obstacles to pursuing livelihoods that carry lower environmental, financial and personal risks.  相似文献

Non-Governmental Organizations (NGOs) are playing important roles in environmental conservation and management. Some are actively involved in the development and implementation of marine spatial planning (MSP), especially in Europe where this has been embodied within a European Directive. MSP is being used by many countries to sustainably manage coastal and marine areas, and reduce conflicts. However, recommendations regarding specific NGO roles within the MSP process are lacking. Consequently, to fill this gap and discuss a way forward, a session at the 5th Global Conference on Oceans, Coasts and Islands (GOF5) brought together MSP experts and NGO representatives. This paper reports the conclusions of these discussions and presents a summary guideline document for efficient and effective NGO MSP engagement.  相似文献

Human agglomerations in the coastal zone bring about unprecedented changes, the impacts of which are on the rise. A clear picture has emerged recently on the deterioration of the highly fragile and sensitive zone of the coastal ecosystem due to overexploitation of living and non-living resources. The formulation of “coastal regulation zones” (CRZ) in this context necessitates the proper management and conservation of these regions by identifying areas that require adequate attention for preservation and development. This paper critically reviews the planning and implementation of CRZ with emphasis on socio-economic aspects as well as traditional practices under Indian conditions. The added value of involving stakeholders in research, especially related to marine governance, seems to be understood today by many researchers and policy makers. This is clearly reflected by the many (EU) research calls explicitly asking for stakeholder involvement. The way in which to involve stakeholders in a meaningful way is however not all that clearly defined. In the EU funded project Options for Delivering Ecosystem-Based Marine Management (ODEMM) an explicit question was the development of options for alternative governance settings, including stakeholder involvement, to implement the Marine Strategy Framework Directive in the EU. In order to arrive at these possible alternative governance set-ups the ODEMM project developed a layered methodology, including structured and unstructured interviews, a survey and roundtable discussions to develop diverse governance options for future ecosystem based models at the regional seas. This paper describes the methodologies used, compares them with best practice from literature, and finally classifies the approach as a joint knowledge production, a tango, in which scientists take the lead but need the stakeholders to come to a dance.  相似文献

Worldwide demand for energy is growing and predicted to increase by up to three times by 2050. Renewable energy will play a vital role in meeting this demand whilst maintaining global climate change targets. Around the British Isles, development of wind farms has entered Round three, with large, high capacity wind parks being planned to enhance energy security and achieve 2020 renewable energy targets. Such developments place additional pressure on existing sea space and may result in conflicts with other marine activities and users. Co-location of certain activities, marine protected areas, aquaculture and commercial fishing in particular, has therefore been proposed as an option to ease demands on space. Using the UK guided by EU and regional policy, as a case study, following the criteria-based planning system, co-location is legally feasible. Crucially, co-location options will depend on site specific characteristics and site management plans. The biology, ecology and hydrology of the site as well as consideration of important commercial and economic factors will be determining factors of success. For marine protected areas compatibility with conservation objectives for the site will be fundamental. Where possible, it is suggested that activities suitable for co-location will develop in tandem with renewable energy projects. The importance of developing joint projects in this manner is particularly true for aquaculture projects to ensure tenure security and commercial viability. Adaptive management will be a basis for evolution of the concept and practice of co-location. Pilot projects and continued monitoring will be essential in shaping the future of co-location of activities. As the Marine Management Organisation continues the development of marine plans for the English inshore and offshore waters, a study into potential solutions for resolving sea use conflicts is timely. This paper therefore provides a concise overview of the current regulation affecting co-location of key marine activities within wind farm zones and provides suggestions on how co-location projects can be adopted and taken forward, using the UK as a case study.  相似文献

The pathway and fate of heavy metals were studied in 10m3 enclosures at Xiamen Bay in 1985. The dissolved metals added are removed rather quickly during the first days, and their half-removal times ( t1/2) (d) are as follows: Pb 5. 4-5. 8, Hg 6. 7-14, Zn 11-22, Cu 16 - 29, and Cd 30-89. Zinc is transferred biologically to particles during phytoplankton bloom. The main Fate of added metals after 27 days is as follows; over 80% Cd and 60% Cu remain in dissolved phase, more than 60% Pb and 50% Hg transfer to settling settlement, while Zn is equally distributed in dissolved phase and settling settlement. The wall uptake is less than 2% of the total metals added. Organic materials play an essential role in the partition and the transfer of heavy metals in water column. Terrigenous and autochthonous particles show different affinities to different metals. Most heavy metals associate weakly with zooplankton. The Binding of Cd, Pb, Zn and Cu to the particles shows distinctive features related to the diagenetic  相似文献
