Over the last 30 years, a range of different livelihoods have been provided and implemented in fishing and coastal communities in the Philippine with mixed success and sustainability by the fisher and household. This paper reports on an analysis of livelihood projects for fishing communities and households implemented in the Philippines and the identification of lessons learned and factors which can lead to an improved success and sustainability rate for livelihood projects and programs. The analysis identified primary factors that are critical to improving the success and sustainability rate of livelihood interventions.  相似文献

文章基于“结构-行为-绩效”(SCP)范式,从市场结构、市场行为和市场绩效3个方面分析海南省的海水鱼养殖产业。发现:海水鱼养殖业属于原子型市场结构,市场集中度较低,龙头企业竞争力不足;总体进入壁垒较低,市场进入难度较小;种苗产业链分工和定价随机性强,鱼卵价格出现经常性短期波动;海水养殖业资源配置效率较低,许多企业面临环保督察、经营管理、人力资源等诸多危机,产业技术进步贡献度不足。因此,提出如下建议:海南海水鱼养殖业需要在兼顾生态文明建设的前提下,政府需要制定长远的渔业发展规划;加快推进行业的分工与专业化的生产;通过兼并、强强联合加快推进规模经济,进一步提高产品附加值,提高产业综合竞争力。  相似文献

为促进我国海洋养殖业的可持续发展,文章基于我国海水养殖产量的统计数据,选取19个影响因子,利用地理探测器方法实证分析我国海水养殖产量和主要海水养殖品种产量的影响因素,并提出发展建议。研究结果表明:我国鱼类海水养殖产量主要分布在广东和福建,甲壳类海水养殖产量主要分布在广东,贝类海水养殖产量主要分布在山东和福建,藻类海水养殖产量主要分布在福建;我国海水养殖产量的主要影响因素为市场需求、技术推广和设备,鱼类和甲壳类海水养殖产量的共同主要影响因素为技术推广、科技创新和经济,贝类和藻类海水养殖产量的共同主要影响因素为市场需求和技术推广;相关沿海地区应高度重视科学技术的作用,提高海水养殖产品的附加值和竞争力,并进一步开发利用其生态价值。  相似文献

文章针对海洋渔业由于过度捕捞造成渔业资源枯竭的问题,提出了一种基于海洋遥感(ORS)、全球定位系统(GPS)和海洋地理信息系统(MGIS)等高新技术的海洋捕捞与海水养殖监管系统设计方案,可以远程自动对海洋渔业区域的水质多参数信息和养殖环境视频信息进行综合采集、传输及监控,也可以自动采集传输渔船RFID身份识别信息、渔船AIS自动识别信息、渔船GPS定位信息和捕捞生产视频信息等,并通过海洋精细渔业专家系统ES进行渔业养殖监控、渔业环境资源监测评估、渔船船数和功率数控制和海洋捕捞生产渔情监测等。该系统可以实现海洋渔业精细化捕捞和海洋渔业精细化养殖,促进海洋渔业可持续发展。  相似文献

This paper presents the results of an analysis of resource use conflicts in areas near marine protected areas in Mabini–Tingloy, the Philippines. The author found large differences between groups of stakeholders in terms of perceived benefits and costs of conservation and tourism, and these inequalities have led to conflicts between various stakeholder groups. Marked by unequal power relationships, the conflicts place subsistence fishers as the weakest stakeholders. Fishers also have the lowest rates of knowledge of and participation in conservation activities. The study concludes that in order for conservation programs to be effectively transitioned onto the social and legal fabric of Mabini–Tingloy, resource use conflicts need immediate attention.  相似文献

There has been a gradual evolution in fisheries management over the past decades from a focus on sustainability of a single species or stock and resources to a focus on marine ecosystems. Among the issues to be addressed for effective implementation of ecosystem based fisheries management (EBFM) are the appropriate governance arrangements and scale for management. The purpose of this paper is to examine these issues of governance and scale as related to EBFM in tropical developing countries through an analysis of approaches being taken in the Philippines to manage fisheries on a multi-jurisdictional level. The management of fisheries and coastal resources in a number of bays and gulfs, which represent marine ecosystems, is presented. The opportunities and constraints to ecosystem based fisheries management in the Philippines are discussed and lessons for broader application of these governance structures in tropical developing country marine ecosystems are presented.  相似文献

Many conservationists and local governments in the Philippines (and other tropical countries) have attempted to link marine protected areas (MPAs) with dive tourism, arguing that the user fees generated by dive tourism can potentially generate satisfactory outcomes for all stakeholders. In this paper, an account of the relationship between MPAs, dive tourism and small-scale fisheries in the Calamianes Islands, Philippines, is presented. It is argued that although the assumed harmonious relationship between marine conservation and dive tourism may work in theory, in practice different understandings of MPAs can create conflict.  相似文献

This paper discusses the impact of local and national policies in the Philippines on the participation of indigenous peoples in relation to fisheries management. Specifically, this research focuses on the Tagbanua, an indigenous group in Coron Island, Palawan, on the western side of the Philippines. The struggle of the Tagbanua in reclaiming their ancestral title to the land and sea reflects broader moves toward self-determination, which is critical not only to their ancestral lands and waters, but also to their survival. Indigenous rights are essential in addressing social justice and in giving a greater voice that encourages indigenous peoples towards self-governing institutions and common management of resources. Significantly, the fundamental development of indigenous peoples lies in the recognition of their rights in their ancestral domain and the preservation of their culture, tradition, system, practices and their natural resources. This paper examines the Tagbanua experience, through a critical exploration of institutions and property rights, with attention to corresponding effects in reducing conflict with other stakeholders in the area, and in affecting the sustainability of fishery resources.  相似文献

The live reef fish for food trade is a highly significant fishery that provides income for many coastal communities in the Asia-Pacific region but faces challenges relating to sustainability. This paper draws attention to the large gaps that exist between policy and practice in the live reef fish for food trade in Palawan, Philippines. While many policies have been introduced over many years, effective implementation remains a challenge. We show how the implementation of successive sets of policies has been hindered by three broadly inter-related features of the local social landscape: the capacity of government institutions and legal frameworks to implement regulations, the distinctive culture of fisheries governance in the Philippines, and the perspectives and practices of local fishers themselves. By focusing on the gaps between policy and practice, we highlight the ongoing need to examine more explicitly the ways in which local contexts shape the effectiveness of implementation, enforcement and policy more generally.  相似文献

The live reef food fish (LRFF) trade has an estimated annual retail value of US$1 billion in the Asia-Pacific region and at least US$30 million in the Philippines. Palawan Province is the trade's center accounting for as much as 55% of the commodity's total export. Concern about the LRFF trade has caused the Palawan Provincial government to take action to regulate the trade. Four key policy options to address the short-term policy objective of developing a sustainable LRFF industry through the reduction of threats associated with destructive fishing and overfishing were proposed. These four policy options and associated analyses were presented to stakeholders at three separate policy consultations. The stakeholders reached a consensus that a regulated LRFF trade was the most sensible option. As a result, the Provincial Government of Palawan took action to enact “The Palawan Live Reef Fish Ordinance of 2006”, which provides for the sustainable and integrated regulation of the LRFF industry. This provincial ordinance will assist in crafting a national policy for the LRFF trade and may also be useful in revising the 1998 Philippine Fisheries Code. The key challenge is how to translate the ordinance provisions into effective on-the-ground actions.  相似文献

Intensive hydrographic observations were carried out in the western part of the Gulf of Thailand and the east coastal sea of Peninsular Malaysia in September 1995 and April–May 1996. The characteristics of seasonal variation of oceanic condition in that area are discussed basis of an analysis of observed water temperature, salinity and density distributions in these cruises and NAGA cruises (Yanagi and Takao, 1998a). Stratification is most developed in March–May mainly due to large sea surface heating and weak sea surface wind, which weakened until September–October, vanishing in December–January. The horizontal distribution of bottom cold, saline and heavy water masses, which are found during the stratified season, is governed by the tidal mixing and the water depth. Water exchange between the Gulf of Thailand and the South China Sea becomes large in March–May due to a coupled effect of the intensified estuarine circulation and the Ekman transport by the southwest monsoon. 采用改进的甚高分辨率辐射计(AVHRR)、热带降水测量卫星(TRMM)、快速散射计(QuikSCAT)等最新高分辨率的卫星遥感资料和美国国家环境预报中心和气象研究中心(NCEP/NCAR)多年平均再分析资料,揭示出气候态下菲律宾以西海域30℃以上高温暖水的出现和面积突增可以作为南海夏季风爆发的先兆,高温暖水具有生命期短的特征。研究指出高温暖水导致的局地对流在南海夏季风爆发中起着重要作用,高温暖水的年际变化与南海夏季风爆发时间早晚关系密切。  相似文献

Over the past 40 years many fish populations in Indonesian waters have been severely depleted. The paper argues that any explanation of these depletions must take account of the nature of the Indonesian state. The Indonesian state is a highly fragmented structure made up of competing components that in many cases have to raise their own revenue in order to function. The nature of the Indonesian state creates the conditions in which fisheries depletions are likely to occur. The paper develops this argument by focusing on the various ways in which Thai trawlers have operated in Indonesian waters and examining how the Indonesian navy's responsibility for enforcing fishery regulations has often clashed with its own interests in fisheries. The paper argues that one way to overcome the limited ability of the Indonesian government to enforce fisheries regulations and to control the movement of fishing vessels into the waters of other countries is to establish a regional regulatory regime that builds on and expands the Southeast Asia Fisheries Development Center (SEAFDEC) advisory body. The paper concludes by examining some of the obstacles that might get in the way of the success of such a regime and proposing ways in which these obstacles can be overcome.  相似文献

The ocean regulates the global climate, provides humans with natural resources such as food, materials, important substances, and energy, and is essential for international trade and recreational and cultural activities. Together with human development and economic growth, free access to, and availability of, ocean resources and services have exerted strong pressure on marine systems, ranging from overfishing, increasing resource extraction, and alteration of coastal zones to various types of thoughtless pollution. Both economic theory and many case studies suggest that there is no “tragedy of the commons” but a “tragedy of open access”. With high likeliness, structures of open access are non-sustainable. International cooperation and effective governance are required to protect the marine environment and promote the sustainable use of marine resources in such a way that due account can be taken of the environmental values of current generations and the needs of future generations. For this purpose, developing and agreeing on one Sustainable Development Goal (SDG) specifically for the Ocean and Coasts could prove to be an essential element. The new SDGs will build upon the Millennium Development Goals (MDGs) and replace them by 2015. Ensuring environmental sustainability in a general sense is one of the eight MDGs but the ocean is not explicitly addressed. Furthermore, the creation of a comprehensive underlying set of ocean sustainability targets and effective indicators developed within a global Future Ocean Spatial Planning (FOSP) process would help in assessing the current status of marine systems, diagnosing ongoing trends, and providing information for inclusive, forward-looking, and sustainable ocean governance.  相似文献

利用2000年及2002年对象山港海域海水养殖现状及环境监测的调查和分析资料,对海水养殖业的发展给象山港周边生态环境带来的影响进行了分析,结果表明,2000年象山港海域水体中无机氮含量超四类海水水质标准的测站占86.7%,2002年已达到了100%,因而该海域水体全年均呈富营养化状态,水质主要污染因子为氮和磷,海水养殖给环境带来了一定的影响与污染。防治该海域环境污染应采取调整饵料结构、推广生态养殖、实行科学管理等有效的措施。  相似文献

Coastal communities within small island developing states are typically highly dependent on fisheries and other natural resource-based livelihoods. However, specialisation as a ‘fisher’ is rare compared to diverse livelihoods that can be adapted as opportunities and challenges emerge. Understanding this dynamic “livelihood landscape” is important for improving governance and livelihood opportunities associated with natural resources. Using data from 495 households across 15 communities on Atauro Island, Timor-Leste, this study evaluates the importance of fisheries within a suite of livelihoods; the correlation of livelihoods structure with wellbeing; and the spatial and temporal variation of those livelihoods. Activities linked to primary production were nominated by 67% of households as their primary livelihood, 41% fished, and of those 54% considered fishing their primary livelihood. Almost all households (95%) owned livestock, and even respondents who considered themselves ‘fishers’ ranked livestock disease, rather than fisheries related concerns, as their most critical livelihood challenge. Engagement in fishing varied by location and time of year. Communities in more protected locales fished throughout the year, and had less diverse livelihoods. This study highlights that interventions focused on self-identified ‘fishers’ would only engage a fraction of the population that derive benefit from fisheries resources, would likely overlook the most prevalent challenges fishers face, and would focus on those with relatively high food security and income. Measures of wellbeing were better explained by geography and socio-cultural settings, rather than dominant income sources. The results emphasise the value of cross-sector development interventions informed by contextualised analysis of livelihoods and wellbeing outcomes.  相似文献

This paper assessed the socio-economic implications of climate change and vulnerability of fishing communities known as “Koli” living in Mumbai, India. The vulnerability indicators are derived from sustainable livelihood literature and use of multi-criteria analyses and are validated with expert opinions. A survey of two hundred fishermen from five fishing villages in Mumbai was conducted to collect data. The results demonstrate that vulnerability perpetuates due to physical and financial resource constraints among the fishing community. Fishermen from Madh and Worli villages are observed to be more vulnerable and less adaptive due to their inability to use efficient mechanized boats and advanced fishing implements, such as fish finders and GPS (Global Positioning System). The divergence in the vulnerability scores among fishing villages is attributed to the coping strategies, resource availability, knowledge and the benefit derived from the local government. Fishermen have been observing the negative impacts of climate change on their fishing livelihoods. Adaptation strategies to maximize fish catch are observed in such practices as targeting different species and fishing intensively for several days. However, these practices are leading to an imbalance in the common resource pool and biased resource sharing among different groups of fishermen.  相似文献

Managing small-scale fisheries in a developing country like the Philippines is very challenging because of high pressures from expanding fishing population, poverty and lack of alternative options. Thus, resource-focused fisheries management initiatives such as marine protected area (MPA) establishment will likely result in further marginalization of the poor fishers which could pose more serious problems in coastal communities. In this study, the status of small-scale fisheries in 44 coastal towns in the Philippines was assessed using FISHDA (Fishing Industries' Support in Handling Decisions Application), a simple decision support tool which requires minimal or easily-generated data. Results showed that 68% (30 out of 44) of the studied towns have unsustainable fisheries unless 58% of their fishing grounds are protected from all fishing activities. Alternatively, 53% of the active fishers in towns with unsustainable fisheries must totally stop fishing to avert fishery collapse. Alarming as it may sound, this is still an underestimate as catches incurred by the highly efficient and destructive illegal fishing activities such as blast, poison and large-scale fishing, which are reported to be still rampant in many coastal areas in the Philippines, were not accounted for in this study. This study demonstrated that MPAs alone may not be enough to avert fishery collapse even if MPA size is increased from the current 3% to 15% of the municipal waters, i.e. up to 15 km from the shore, as required by the Philippine law. Various challenges confronting the fishery and important recommendations to address them are further discussed.  相似文献
